OFFICIAL Purpose of the Census ➢ To accurately measure the number and key characteristics of the Australian population and its housing. ➢ Provides the characteristics of the population within small geographic areas and for small population groups. ➢ Count population and housing stock ➢ Not designed to count homelessness 3 11/02/2021 OFFICIAL

OFFICIAL The ABS Statistical Definition of Homelessness A person without suitable accommodation alternatives is considered homeless if their current living arrangement: • is in a dwelling that is inadequate; or • has no tenure, or if their initial tenure is short and not extendable; or • does not allow them to have control of or access to space for social relations. Those in prison, hospital, student halls and religious orders are excluded. OFFICIAL
OFFICIAL Why enumerate homelessness? ➢ There is strong demand for data. ➢ Homelessness estimates derived from Census form one of the key indicators of the National Housing and Homelessness Agreement (NHHA). ➢ Significant impact on funding. ➢ Politically and community sensitive. OFFICIAL
OFFICIAL Key purpose of Census Homelessness Estimates ➢ Used by the community for advocacy, planning and service delivery ➢ To determine proportional funding to the States and Territories. ➢ Support the national performance indicator (g) of the National Housing and Homelessness Agreement (NHHA): “a decrease in the number of people experiencing homelessness” OFFICIAL
OFFICIAL Counting those experiencing Homelessness Census is the only national estimate of the homeless. The 2016 Census counted 116,427 homeless. The ABS has different ways for counting people experiencing homelessness depending on their circumstances. OFFICIAL Key Messages ➢ ABS is seeking assistance from key stakeholders to ensure Census awareness and promote participation ➢ Maximum participation will produce reliable estimates of homelessness to enable informed NHHA ➢ The Census is the only vehicle to nationally measure a prevalence of homelessness and has been successfully doing so since 2001. ➢ Homelessness is very difficult to measure. Increasing Census participation will improve the undercount of some homeless populations (such as homeless couch surfers) ➢ Data collected is strictly confidential for statistical use only, and ABS applies measures to prevent disclosure of persons. OFFICIAL Intel for operational groups ➢ Rough sleepers ➢ Locations and services in the area that we might want to work with to assist the count ➢ Hotspots ➢ Recruitment - CFOs ➢ Supported Accommodation ➢ Known locations of community/ privately funded supported accommodation (we have obtained SHS funded supported accommodation lists) ➢ Sensitive Supported Accommodation will be managed by HEM ➢ Boarding Houses ➢ Services in the area that we might want to work with to assist the count ➢ Have online registers of all registered boarding houses (need Unregistered (illegal) boarding houses) ➢ Other Temporary Accommodation ➢ Looking to collect addresses ahead of time and have these flagged on mainstream field staff workloads. ➢ People staying temporarily in other households (couch surfers)/ People living in severely crowded dwellings ➢ Information on clusters/ areas where couch surfing is common ➢ Services in the area that we might want to work with to assist the count such as emergency food services OFFICIAL
