       The ABS Statistical Definition of
       Homelessness

A person without suitable accommodation alternatives is considered
homeless if their current living arrangement:

• is in a dwelling that is inadequate; or
• has no tenure, or if their initial tenure is short and not extendable; or
• does not allow them to have control of or access to space for social
  relations.

Those in prison, hospital, student halls and religious orders are excluded.

Key Messages

➢ ABS is seeking assistance from key stakeholders to ensure Census awareness and promote
    participation

➢ Maximum participation will produce reliable estimates of homelessness to enable informed
    NHHA

➢ The Census is the only vehicle to nationally measure a prevalence of homelessness and has
been successfully doing so since 2001.

➢ Homelessness is very difficult to measure. Increasing Census participation will improve the
undercount of some homeless populations (such as homeless couch surfers)

➢ Data collected is strictly confidential for statistical use only, and ABS applies measures to
    prevent disclosure of persons.
