4 Objectives The BridgeNY program provides assistance for local governments to rehab and replace bridges and culverts. BridgeNY helps communities deliver safe, transformative, and innovative bridge/culvert rehabilitation and replacement projects that: - Address poor structural conditions - Mitigate weight restrictions - Mitigate detours - Reduce the risk of flooding - Improve resiliency - Facilitate economic development - Support Environmental Justice

6 BridgeNY 2021 Available Funds Bridges Minimum Award: $250,000 Maximum Award: $5 million Award Amount will be 95% of authorized project costs Local Match will be 5% Culverts Minimum Award: $50,000 Maximum Award: $1 million Award Amount will be 100% of authorized project costs Local Match will be 0% Any costs incurred beyond an authorized project award shall be the sole responsibility of the project sponsor. Costs incurred prior to the project award, defined as an executed SLA, will be ineligible for reimbursement

11 Eligible Sponsors & Projects Eligible Sponsors • Local Governments (counties, towns, cities, and villages) • Tribal Governments • Public Benefit Corporations All entities must be authorized to receive and Administer State and Federal transportation funding Eligible Projects • Bridge projects on a public roadway eligible for federal aid • Culvert projects (state aid process) • Bridge projects that incorporate sensors to monitor structural integrity Bridges and/or culverts that are on a toll collection facility are excluded from eligibility from Bridge NY funds. Multiuse (Pedestrian/Bicycle) Bridges and Railroad Bridges are excluded from eligibility from BridgeNY funds. Sponsors can progress project construction though use of Force Account. For bridge projects there must be a Public-Interest Finding.

26 BridgeNY – Application Tips ✓ Become familiar with the application instructions and the Notice of Funding Availability ✓ Gather information necessary to complete the application ✓ Check for necessary software Adobe Acrobat Standard, Pro, DC, or reader. ✓ Download the form to your computer ✓ Tab through the application ✓ Use a word processing program for lengthy entries and then cut and paste into the application ✓ One bridge or one culvert per application ✓ Documentation should be attached to the PDF, or attached to the email. ✓ Application deadline includes application and all supporting documentation ✓ Contact BridgeNY@dot.ny.gov with questions ✓ Save and print for your records

28 Rating Criteria - Bridges Two step process Step 2 – Review by NYSDOT structures experts and representatives from the Town and/or County Highway Superintendents Associations. Applications with a coordinated pre-review with NYSDOT will receive additional weight during the scoring process. Applications with a signed certification letter stating that a NYS PE performed a QA review of application will receive additional weight during the scoring process.

36 What is the Draft Application Pre-Review Process? An opportunity for NYSDOT to review sponsors draft application prior to the final submission deadline. This is a formal process. Draft application need to be submitted to BridgeNY@dot.ny.gov prior to pre-review deadlines. Written comments will be provided back to sponsors. The draft application pre-review submittal is required for Culvert Submissions where sponsors would like NYSDOT to administer the project (Design/Let/Construct). The draft application pre-review submittal is required for bridge or culvert Submissions that are not owned by the sponsor. The draft application pre-review submittal is not required for bridge or sponsor administered culvert projects. NYSDOT strongly encourages sponsors to participate in the Draft Application Pre- Review Process.

45 How to Use the Comments? All comments should be addressed in final submission of application in one of two ways: 1. If the comment is accurate, adjust the application to address the inaccuracy. Example Comment: Costs for CI was not included in the application. Example adjustment to application: CI costs are added to the application. 2. If the comment is inaccurate, or shows that the reviewer did not understand intent, add information so that the final reviewer will understand the applicants intentions. Example Comment: Costs for CI was not included in the application. Example adjustment to application: County has a PE on staff and will be self performing CI for this project.
46 Important Information in the NOFA BridgeNY is intended to fund… 1. …projects that would not be otherwise completed. NYSDOT shall reserve the right to defer consideration of projects with a construction phase already on the TIP/STIP. 2. …locally owned bridges. There are cases where a local municipality has an interests in a structure with joint ownership or ownership by others. These structures will be considered. Any structure that is not owned by the sponsor will be required to submit a draft application for the coordinated pre-review to be considered.

48 Important Information in the NOFA Consultant Selection Federal and State regulations require a qualifications based selection process for procuring engineering services. A consultant is only eligible to perform the phases of work named in the solicitation. Recommended language: Bridge NY project application development, with the option for design and construction inspection if the application is successful. Read NOFA carefully
49 Important Information in the NOFA Right of Way If property rights need to be acquired for the proposed project, the sponsor must identify the property right to be acquired in the application. The sponsor is responsible for and must certify that it will undertake the acquisition of these property rights Read NOFA Carefully
