Washington, DC 20590 Dear Secretary Buttigieg, I am writing to express our company's strong support for the Infrastructure for Rebuilding America (INFRA) grant application by the Pennsylvania Department of Transportation (PennDOT) for the project entitled 2021 PA 61 Critical Rural Freight Corridor Safety Enhancements (the “Project”, hereafter) in Schuylkill County, Pennsylvania. Our company, Clearly Clean Products, LLC, manufactures, warehouses, and distributes recyclable plastic trays which are widely used in the food industry. Among other features, our trays are fully recyclable and are therefore rapidly replacing non- recyclable plastic foam trays for packaging of meat, poultry, and other products. We manufacture our products in Schuylkill County, Pennsylvania. Schuylkill County is a rural county located in Northeastern Pennsylvania with a total population of 142,569 (2019, est.). PA 61 is a principal arterial roadway classified as a Critical Rural Freight Corridor that goes through the heart of Schuylkill County. It provides a vital link between Interstates 78 and 81. With an average of 19,200 vehicles travelled per day (pre COVID-19), PA 61 is vital to sustaining commerce and economic development in Schuylkill County, particularly to the manufacturing, warehousing and distribution centers in the area. Of immediate relevance to our company, PA 61 connects the two principal operating sites of our company, and one of the portions of PA 61 most in need of urgent repairs (between St. Clair and Frackville PA) is located between those two operating sites. In 2020, our company was recognized by the Northeast Pennsylvania Manufacturer's Association as the fastest-growing manufacturer in Northeast Pennsylvania. Our primary shipping and logistic center and about 2/3 of our
Pennsylvania manufacturing operations are located in Frackville -- approximately two miles North of the partially-closed section of PA 61. Our Pennsylvania headquarters, our research operations, most of our administrative offices, and about 1/3 of our Pennsylvania manufacturing operations are situated in Orwigsburg, PA, about 14 miles South of that partially-closed section. For this reason, repairs to PA 61 have a particular urgency for our company/ It is currently a 16-mile trip along PA 61 from our Orwigsburg facilities to our Frackville facilities, and that trip normally takes about 30 minutes (28 minutes, according to Google Maps) and includes few if any tight turns. If PA 61 degraded further, such that we could no longer use that route, it appears that the next-shortest route (along PA 901 and I-81) would be the likely route for vehicle trips between our facilities, and this route is 26.2 miles in length, would take about 42 minutes (per Google Maps) and includes no fewer than six sharp turns (and a 270-degree turn followed immediately by a U-turn for trips in the Northbound direction). We do not know what impact increased truck traffic would have upon the town of Minersville, which lies directly astride this alternate route. In short, it appears that the traffic route between our facilities would be both longer and more dangerous if PA 61 became impassable. PA 61 provides a crucial link for the rural communities in the northern tier of the County to access medical, educational employment and other resources not available in these former coal towns. The continued operation of this critical corridor is jeopardized by the degradation of the roadway infrastructure, unstable slopes, geometric deficiencies, and funding shortages. The scope of the Project includes the reconstruction of more than four miles of its four lanes between the boroughs of St. Clair and Frackville. The PA 61 corridor contains multiple substandard horizonal curves, steep rock embankments, substandard shoulder widths, and limited sight lines - all of which contribute to unsafe conditions. The pavement along the corridor is in poor condition with large portions dating back to the late 1910s. In addition, degradation of sections of the southbound embankment has jeopardized the stability of the roadway and required PennDOT to permanently close one southbound lane. Temporary slope repairs have been evaluated and determined to be fiscally infeasible. A full reconstruction is required in order to adequately address the instability of the slope, which at its current rate of degradation will likely require a full closure of the southbound lanes in less than 10 years. PennDOT intends to completely reconstruct this section of PA 61, including shoulder widening, slope stabilization, realignment of the four substandard curves, installation of about 1,100 feet of new retaining walls, and the rehabilitation of eight culverts. The Project is currently in the final design phase with the environmental clearance completed in 2020.
The reconstruction of PA 61 is critical to providing safe and reliable access for businesses and residents of Schuylkill County to the governmental, commercial, and medical facilities in the county seat of Pottsville. If PA 61 closes for any reason, the detour travel time for emergency services could cost lives. The detour doubles or triples the usual 14 minute travel time between St. Clair and I-81/Frackvile.. Finally, the terrain, and the substandard features, require disproportionate operations and maintenance main expenditures for a relatively short stretch of highway. Even apart from our company's facilities, tthe he Schuylkill County region continues to grow the warehousing, distribution and logistics sectors with a safe, reliable transportation system that takes advantage of its unique location between the Interstates 78 and 81, and the proximity to the population centers along the Eastern Seaboard. As the primary connection between these two vital interstates, PA 61 is a Critical Rural Freight Corridor for the region and contributes to the economic vitality of the entire Schuylkill County and Northeastern Pennsylvania Region. PennDOT is requesting federal funding to supplement planned state funding to reconstruct PA 61 to provide safe and reliable travel while maintaining and growing commerce in Schuylkill County. Continued functioning of PA 61 is important to the operations of our company -- both to travel between our local sites of operation (on either end of the portion of PA 61 requiring repair) and d to transportation of our products from our local sites to our customers.
