New items are listed in RED State of Ohio 1/26/2021 • Ohio has been averaging about 146,000 first doses coming into Ohio every week. As Ohio begins finishing up Phase 1A, more doses will be available for those in Phase 1B. 1/28/2021: • The curfew has been pushed back one hour, beginning January 28, 2021 and lasts through February 11, 2021 based on the lower number of COVID-related hospitalizations. The numbers will be looked at again in 2 weeks to potentially move to a midnight curfew or eliminate the curfew completely. • To help schools return safely to in-person education, vaccinating K-12 school employees will begin as soon as possible. Every public school in the state, except for one, has agreed to go back to class by March 1. • The Ohio Department of Health will post on the coronavirus.ohio.gov website about what providers are being allocated vaccinations for next week. Residents will be able to search by zip code and by county. The site will only show which providers have been allotted vaccines, and will not be updated in real-time. • Governor DeWine and Director Lori Criss, Ohio Department of Mental Health and Addiction Services, reminded Ohioans that your mental health is just as important as your physical health. Ottawa County Health Department Declarations in Response to COVID-19 World Health Organization (WHO) United States of America State of Ohio Ottawa County Pandemic National Emergency State of Emergency State of Emergency • As of 1/29/2021 the Ottawa County Health Department and Magruder Hospital have received 1600 doses of both the Moderna and Pfizer vaccine. On Thursday, January 28th, approximately 300 people age 80 and older were vaccinated from the Phase 1B group by both organizations. Another 300 people age 80 and older are scheduled to be vaccinated today. By end of day Friday, January 29, 2021, there will be approximately 1600 people vaccinated in Ottawa County. Of these people, 600 were in Phase 1A, and 1,000 were in Phase 1B. • We are continuing to collaborate with Ottawa County Job and Family Services to coordinate vaccination clinics for 1B. Vaccines will first be available for those 80+ and decrease in 5- year increments for every week after until age 65. For example, after next week, vaccine will be available for 75 (and those with severe congenital or developmental disorders), then the week after that 70, etc. All vaccine dispensing will be subject to availability of doses and approval and will be distributed according to state and federal guidelines. • Governor DeWine and the Ohio Department of Health have adjusted the Statewide Curfew to correlate with the number of hospitalizations. Because of the drop in hospitalizations,
the curfew is now form 11pm to 5am. This will continue to be evaluated and adjusted accordingly. • Ottawa County case numbers continue to decrease. • The outbreak at Edgewood Manor Nursing Home has kept Port Clinton at the top of the list of new cases, followed by Oak Harbor and Genoa. • There are 5,516 residents registered for the COVID-19 vaccine. • OCHD continues to reach out to 1A personnel with any additional doses from clinics. • OCHD has received a new telephone answering system to try to help with the large call volume. • They will be receiving a supply of home rapid tests. • Ottawa County vaccine providers, as of this date, are Ottawa County Health Department, Magruder Hospital and Kroger. The News Release appears on the last page of this report. • Registration for 1B vaccinations is available through the Health Department website, by calling 2-1-1, or Ottawa County Senior Resources for assistance. • The link to pre-register for the Phase 1B Distribution of the Covid-19 vaccine can be found on our website at ottawahealth.org or at https://forms.gle/bCX1xcZ261BmCTDs7 Ottawa County Health Department Activities • Currently there are 13 people in isolation and 46 people under quarantine in the Ottawa County School System. These numbers have been communicated to the schools and reflected on their individual dashboards. They are actively monitoring the cases in the schools with the districts and communicating weekly with the school superintendents. • Ottawa County stayed at risk level 3 (Red) in the Public Health Advisory System this week. Ottawa County meets 1 out the 7 indicators that influence risk category. Risk level 1 (yellow) means a county meets 0-1 indicators, risk level 2 (Orange) means the county meets 2-3, risk level 3 (Red) means the county meets 4-5 indicators, and risk level 4 (Purple) means the county meets 6-7 indicators. Magruder Hospital COVID-19 Testing at Magruder thru 1/29/2021 Number of COVID- Number of Positive Number of COVID- Number of 19 Tested Cases at COVID-19 Cases 19 Tests Pending Negative COVID-19 Magruder Test Results 7,107 1,106 11 5,990 • Have seen a decrease in COVID-19 tests. • Current census: 7 with 2 COVID-19 positive patients. • Employees have now received their 2nd dose of vaccine. • Held vaccination community clinics on the 28th and 29th of this week for Ottawa County residents 80+ years of age. Clinics are planned to continue weekly on Thursday and Friday. • 1424 Influenza A & B tests have been performed with all tests being negative. • Magruder Hospital is receiving transfers from other local hospitals as part of their regional plan. Non-critical patients who are still not ready to be released after being treated for COVID are sent to Magruder Hospital. • Magruder Hospital has 25 beds with their Surge Plan increasing them to 36 beds. • The Hospital has implemented a no visitor policy in all areas as of Monday, November 16, 2020. • Magruder Hospital has opened the Magruder Community Clinic at 730 Jefferson Street in Port Clinton. The COVID triage line, COVID registration and testing has transitioned to this clinic, creating a dedicated clinic for our community members and their COVID testing needs. Hours of operation will be 8:00am-5:00pm Monday-Friday. The Pharmacy is located at the end of the same building as Urgent Care and is open Monday through Friday from 9am to 6pm, and Saturday/Sunday from 9am to 5pm. No appointment is required and the Pharmacy can bill insurances, so be sure to bring your card. For pediatric flu vaccinations, please check with your primary care provider or the Ottawa County Health Department. If you plan to receive your flu shot from your Magruder Medical Group Primary Care Provider, please call their office to make an appointment. https://www.magruderhospital.com/flu-shots • Café is still closed to the public, but is providing call-in and curbside pickup. Ottawa County Emergency Management • EOC Coordination calls with our response partners will be HELD ON WEDNESDAYS at 9:00 a.m. while we are higher than yellow on the County Risk Map. • Thank you to JFS and all the volunteers from EMS, Senior Resources, Ottawa County Volunteer Corp. and the community who have helped make our vaccination clinics run smoothly. • Contact has been made with the Medical Reserve Corp for assistance with upcoming clinics. • PPE has been delivered to local Chambers of Commerce for distribution. We have plenty of simple facemasks available. Please let us know if you are in need.

Job & Family Services • ODJFS reported residents filed 262,999 continued jobless claims last week, down from 265,467 the week prior. The agency said it has sent more than $8 billion in unemployment compensation payments to more than 908,000 workers over the last 45 weeks. • The U.S. Department of Labor reported 847,000 new claims were filed nationwide last week, down 67,000 from the previous week's revised level.
• Financial assistance is available for those in need for rent, mortgage, and utilities. • Traditional Emergency Financial Assistance is available to individuals who have dependent children in their homes and have household incomes at or below 200% of the federal poverty guidelines based on their family size. A copy of the application is also attached, and there is assistance for rent, utilities and if employed, car repairs. Mental Health • They have been seeing an increase in overdoses. • Offering a lot of virtual services trying to keep their clients engaged. • There is a grant available for detox services for those who cannot afford treatment. • The Ohio CareLine is a toll-free emotional support call service created by the Ohio Department of Mental Health and Addiction Services and administered in community settings. Behavioral health professionals staff the CareLine 24 hours a day, 7 days/week. They offer confidential support in times of personal or family crisis when individuals may be struggling to cope with challenges in their lives. Riverview/Special Facilities • The State’s RED CMS risk level rating has dropped to 17%, down from 22% in the last week. Rates of county positivity are posted here. (Archive is here) Staff continues to be tested twice per week with residents tested weekly. With a rating below 10%, indoor visits can resume. • Second round vaccination clinic is scheduled for 2/6/2021 for those late in opting in. No further clinics are scheduled. Senior Resources • Senior Centers will remain closed through spring of 2021, Grab and Go meals will continue at the Senior Centers. If any seniors are interested, please contact the senior center closest to their home or contact Senior Resources. • Senior Resources continues to maintain contact with seniors via the newsletter, coloring contest activities and planning for Valentine exchange activity for February. • Senior Resources continues to remain at capacity of 320 meals served daily for both Home Delivered Meals and Grab & Go. • Senior Resources staff is helping with the COVID 19 vaccine pre-registration of our senior population; seniors can call Senior Resources to help with the online registration form. Seniors can also call Senior Resources to confirm they are registered with the Ottawa Co. Health Department • Senior Resources staff is helping with the COVID 19 vaccine distribution at the Resources Centre in Oak Harbor. Senior Resources volunteers, our vendors and Advisory Board members are also helping during the vaccine distribution at the Resource Centre • We continue to look for Contingency Meal Drivers. Salvation Army • Financial assistance is available to help with rent, utilities, etc. by calling 419-732-2769. Schools • Vaccination of school employees will be coordinated through the Educational Service Center beginning the week of February 15th. • Weekly meetings with school superintendents and the Health Commissioner continue.
