COVID-19 Pandemic - Ottawa County
New items are listed in RED

State of Ohio

   •   Governor DeWine announced that Ohio has launched the COVID-19 Maintenance
       Program for nursing homes and assisted living facilities which will continue the flow of
       the vaccine at these facilities for new staff and residents that arrive.
   •   The Ohio Department of Health will post on the coronavirus.ohio.gov website what
       providers are being allocated vaccinations. Residents will be able to search by zip code
       and by county. The site will only show which providers have been allotted vaccines, and
       will not be updated in real-time.

•   Governor DeWine and Director Lori Criss, Ohio Department of Mental Health and
        Addiction Services, reminded Ohioans that your mental health is just as important as
        your physical health. Help is available 24/7 via the COVID CareLine: 1-800-720-9616 or
        text "4hope" to 741-741.
    •   The latest Travel Advisory for those coming into Ohio is available HERE.

Declarations in Response to COVID-19

•   Ottawa County case numbers continue to trend downward. Current median age is 53.15.
    Most new cases this week were in Port Clinton followed by Marblehead and Oak Harbor.
•   The number of deaths increased considerably this week as ODH reconciled the number of
    Ottawa County deaths that occurred in other counties.
•   2/18/21 – The Ottawa County Health Department and Magruder Hospital received 1100
    doses of the Pfizer vaccine this week. Approximately 500 people age 76 and older, and
    approximately 600 people from the K-12 schools will receive the vaccine this week in
    Ottawa County. By end of day Saturday, February 20, 2021, there will be approximately
    3850 people vaccinated in Ottawa County. Of these people, 600 were in Phase 1A, and 3250
    are in Phase 1B.
•   2/18/21 - We continue to collaborate with Ottawa County Job and Family Services to
    coordinate vaccination clinics for 1B. There are currently 4840 individuals registered for the
    vaccines in Ottawa County. Of these individuals, 325 are over the age of 75, 1775 are
    between 70-75 years old, 2090 are between 65-70 years old, and 650 are in the K-12
    distribution. The Ottawa County Health Department will continue to update the website to
    show approximately what age groups we are going to be vaccinated and the amount of
    doses that the county is receiving per week.
•   Many thanks to all the volunteers and community partners who have helped with the
    vaccination clinics.
•   Registration for 1B vaccinations is available through the Health Department website, by
    calling 2-1-1, or Ottawa County Senior Resources for assistance.
•   The link to pre-register for the Phase 1B Distribution of the Covid-19 vaccine can be found

Ottawa County Health Department Activities

    •   Currently there are 2 people in isolation and 13 people under quarantine in the Ottawa
        County School System. These numbers have been communicated to the schools and
        reflected on their individual dashboards. They are actively monitoring the cases in the
        schools with the districts and communicating weekly with the school superintendents.

•   Ottawa County stayed at risk level 3 (Red) in the Public Health Advisory System this
       week. Ottawa County meets 1 out the 7 indicators that influence risk category. Our risk
       level continues to be Red due to the high incidence rate. We will continue to be Red
       until our cases per 100K drops below 100. It is currently at 115.98, down previously
       from 286.24 for last week. Risk level 1 (yellow) means a county meets 0-1 indicators,
       risk level 2 (Orange) means the county meets 2-3, risk level 3 (Red) means the county
       meets 4-5 indicators, and risk level 4 (Purple) means the county meets 6-7 indicators.

   •   Health Department staff continues to conduct case investigations and contact tracing.

   •   Current census: 3 with 0 COVID-19 positive patients.
   •   1548 Influenza A & B tests have been performed with all tests being negative.
   •   Magruder is still vaccinating people according to age, and are now scheduling those
       patients in their 70s (starting with the 79 year old group and moving down the list). We
       have a limited number of vaccine appointments in the coming weeks due to supply. Our
       physicians strongly recommend that everyone who is eligible for the vaccine get it, so if
       you have the opportunity to be vaccinated at another location in or around the area, we
       encourage you to take advantage of it. A list of locations is regularly updated on
       the Ohio Department of Health website.
   •   While you wait for your turn to get the vaccine, be sure to regularly visit our COVID-19
       vaccine page at https://www.magruderhospital.com/covid-19-information. It has the
       latest information about what you need to know about COVID vaccines and other
       related information.
   •   Magruder Hospital is receiving transfers from other local hospitals as part of their
       regional plan. Non-critical patients who are still not ready to be released after being
       treated for COVID are sent to Magruder Hospital.
   •   Magruder Hospital has 25 beds with their Surge Plan increasing them to 36 beds.
   •   The Hospital has implemented a no visitor policy in all areas as of Monday, November
       16, 2020.
COVID-19 Pandemic - Ottawa County
•   Magruder Hospital has opened the Magruder Community Clinic at 730 Jefferson Street
        in Port Clinton. The COVID triage line, COVID registration and testing has transitioned to
        this clinic, creating a dedicated clinic for our community members and their COVID
        testing needs. Hours of operation will be 8:00am-5:00pm Monday-Friday. The triage
        line/clinic phone number is 419-301-4304, and the fax number is 419-732-2864.

    •   Café is still closed to the public, but is providing call-in and curbside pickup.

Ottawa County Emergency Management
•   EOC Coordination calls with our response partners will be HELD ON WEDNESDAYS at 9:00
    a.m. while we are higher than yellow on the County Risk Map.
•   Face shields and gowns are available for those in Tier 1.
•   Disposable masks are available for anyone in need.
•   Thank you to JFS and all the volunteers and community partners who have helped make our
    vaccination clinics run smoothly.
•   PPE has been delivered to local Chambers of Commerce for distribution. We have plenty of
    simple facemasks available. Please let us know if you are in need.
•   Continue to offer support to Ottawa County Health Department and Magruder Hospital.
•   Situation reports will be produced weekly. Please send information you would like included

•   Copies of Press Releases and the Ottawa County Emergency Declaration are available on the

•   Commissioners passed a Resolution for a State of Emergency see OCEMA website.
•   Continue to coordinate the Ottawa County’s response to limit spread of COVID-19 and
    maintain medical care.

    •   Situation Reports have been added to the EMA COVID-19 web page.
    •   We request Press Releases should be sent to EMA prior to distribution so we have
        consistent messages being sent. EMA can also help with your news releases if needed.

Ottawa County Courthouse
   •   All Ottawa County facilities continue to be by appointment only and closed to the public.
       The courts and administrative offices within Ottawa County will remain open and staff
       will be working to serve the public by phone, email, on-line or by scheduled
       appointment if necessary. The office directory is available at

   •   Ottawa County Board of Commissioners have signed a Declaration of a State of
       Emergency due to the Coronavirus Disease 2019 (COVID-19) effective 3/19/2020.

Job & Family Services
   •   If you’ve found that an unemployment claim has been filed fraudulently in your name,
       please use the following link, or call 833-658-0394 regarding 1099 fraud.

   Coronavirus and Unemployment Insurance: Identity Theft and 1099 Resources (ohio.gov)

   •   Assistance for utilities is still available for those who qualify.
   •   Financial assistance is available for those in need for rent, mortgage, and utilities.
   •   Traditional Emergency Financial Assistance is available to individuals who have
       dependent children in their homes and have household incomes at or below 200% of
       the federal poverty guidelines based on their family size. A copy of the application is
       also attached, and there is assistance for rent, utilities and if employed, car repairs.

Mental Health
   •   They have been seeing an increase in overdoses.
   •   Offering a lot of virtual services trying to keep their clients engaged.
   •   There is a grant available for detox services for those who cannot afford treatment.
   •   The Ohio CareLine is a toll-free emotional support call service created by the Ohio
       Department of Mental Health and Addiction Services and administered in community
       settings. Behavioral health professionals staff the CareLine 24 hours a day, 7 days/week.
       They offer confidential support in times of personal or family crisis when individuals may
       be struggling to cope with challenges in their lives. When callers need additional
       services, they will receive assistance and connection to local providers. 1-800-720-9616

   •   Bayshore Counseling is offering services online for addiction and/or mental health. Their phone
       number is 419-626-9156.
   •   Firelands Counseling and Recovery Services is offering services online and in person for mental
       health and/or addiction services. Their number is 419-557-5177.
   •   The MHRBEO Hotline is available 24/7 at 800-826-1306.

Riverview/Special Facilities
   •   Visitation is open and is going well.
   •   Staff continues to be tested twice per week.
   •   New residents, or those returning from being hospitalized, are quarantined for 14 days upon
       their return.
   •   The State’s RED CMS risk level rating has dropped to 14%, moving Ottawa County to yellow.
       This means visitation can reopen 14 days after the last positive test. With no staff testing
       positive, they anticipate opening visitation next Tuesday. Dining room and the multi-purpose
       room will also be open.
   •   Saturday they will have their last 37 residents/employees receive their second dose vaccine.
   •   Rates of county positivity are posted here. (Archive is here) Staff continues to be tested twice
       per week with residents tested weekly. With a rating below 10%, indoor visits can resume.

Senior Resources
   •   Senior Centers will remain closed through spring of 2021, Grab and Go meals will continue at
       the Senior Centers. If any seniors are interested, please contact the senior center closest to
       their home or contact Senior Resources.
   •   Senior Resources continues to maintain contact with seniors via the newsletter, coloring
       contest activities and planning for Valentine exchange activity for February.
   •   Senior Resources continues to remain at capacity of 320 meals served daily for both Home
       Delivered Meals and Grab & Go.
   •   Senior Resources staff is helping with the COVID 19 vaccine pre-registration of our senior
       population; seniors can call Senior Resources to help with the online registration form. Seniors
       can also call Senior Resources to confirm they are registered with the Ottawa Co. Health
       Department
•    Senior Resources staff is helping with the COVID 19 vaccine distribution at the Resources Centre
        in Oak Harbor. Senior Resources volunteers, our vendors and Advisory Board members are also
        helping during the vaccine distribution at the Resource Centre
   •    We continue to look for Contingency Meal Drivers. If interested contact Dianne Mortensen @
        419-898-6459 or complete a county application and send to Senior Resources.

Salvation Army
   •    Financial assistance is available for those facing a financial crisis, such as rent, mortgage,
        utility, transportation, etc. For more information, call our office at 419-732-2769.
   •    The Salvation Army is still operating virtually.

American Red Cross
   •    They have made adjustments to their response due to COVID. Recipients will now receive an
        electronic fund transfer and all assistance is done virtually. An informational session will be
        available for all counties.
   •    For assistance they can be reached through their Toledo office, 419-329-2900.
   •    Local agencies in need of assistance can call Doug Fee directly.

Schools
   •    Staff of Ottawa County schools received their vaccinations this week.
   •    Weekly meetings with school superintendents and the Health Commissioner continue.

Villages / Cities

The Governor’s office announced yesterday that there is financial assistance available for unpaid utility
bills through DSA and the Community Action Agencies.

The Ohio Development Services Agency is now distributing $100 million in federal funding to help low-
income Ohioans who do not own their own home: pay their rent, water, sewer, wastewater, electric,
gas, oil and/or trash removal bills.

The state of Ohio, working with local Community Action Agencies, will help eligible Ohioans on rent,
mortgage, and water and/or sewer utility bills catch up on past payments back to March 13, 2020, and
provide additional assistance through December 31, 2021.

Eligible Ohio households must:

       • Be at or below 80% of their county’s Area Median Income (varies by county and size of
           household);
       • Have experienced a financial hardship due to COVID-19; and
       • Demonstrate a risk of experiencing homelessness or housing instability.

Ohioans can apply for assistance by contacting their local Community Action Agency.
