THE CANADIAN QUARANTINE ACT AND FUTURE GBC STUDENTS GBC welcomes you to your safe arrival and your educational experience in Vancouver, British Columbia. The governments of British Columbia and Canada continue to work diligently to protect the health and safety all people during the COVID-19 Pandemic. With this in mind, we at GBC are focused on maintaining the health and safety of all of our international students. We therefore are requesting that you carefully follow the guidelines we are providing you in this “International Student Quarantine Guide.” Breaches to the Canadian guidelines as mandated by the “Quarantine Act” may result in penalties. However, overriding this is the fact that by following a clear safety plan, you will remain healthy and protect the health of others. PRE-DEPARTURE GUIDANCE AND PLANNING OVERVIEW It is always important to plan in advance when travelling abroad. This is especially true during critical times that the COVID-19 Pandemic has brought upon us. GBC begins support to you in advance through our DEPARTURE PLANNING - 'TRAVEL SAFELY' ORIENTATION SESSION which will be arranged 2-weeks prior to your departure to Canada. The first, important fact to understand is that your travel to Canada at this time is strictly regulated by Canada’s Quarantine Act. The penalties for not following your quarantine plan once you are in the country can include: A fine of up to $750,000 Canadian Dollars 6 months of jail time Being found inadmissible, removed from Canada and banned from entering for 1 year In preparation for your orientation, Please review and complete the INTERNATIONAL STUDENT DOCUMENT CHECKLIST which will support successful travel to Canada. Each student must sign this CHECKLIST indicating they understand and agree to abide by all safety planning procedures. INTERNATIONAL STUDENT DOCUMENT CHECKLIST Form - Please see Appendix 1 (Page 16) During the orientation, all international students will be required to submit a QUARANTINE (SELF ISOLATION) PLAN which is mandatory for presentation upon arrival at the port of entry to Canada (This document and the student must present to a representative of the Canada Border Services Agency). Obtain a negative Covid-19 molecular test 72 hours before you depart for Canada and be able to show official proof of the same. Book and pay for your mandatory 3-day quarantine hotel. Please see - Page 6 Register for your Covid-19 molecular test in Canada at https://www.lifelabs.com/flyclear/onarrival/ Pre-arrange your quarantine accommodation after your mandatory 3-day quarantine hotel stay. Please see - page.7 Students must provide proof of appropriate Medical Insurance (this has always been a requirement) or the duration of their stay in Canada. Your Medical Insurance must include coverage for Covid-19 virus treatment this is a new requirement given the current Covid-19 Pandemic. Each student must download and fill in the ArriveCAN App (instructions will be given during your pre-departure orientation). The ArriveCan App allows you to submit your 14-day quarantine place location and will also require you to answer questions about your current health situation. ArriveCAN App - Please see Appendix 3 (Page 18) Remember, that quarantining means you need to stay at the self isolation site (you will not be allowed to leave your private living area). Therefore, you should bring an adequate supply of any prescribed medications, masks, gloves, and hand sanitizer for the period of your quarantine. We suggest a 4 week supply just to be on the safe side. GBC arriving international students do not usually travel with family members. However, in the event that you are please inform us as they will be part of your quarantine process and similarly will be subject to the Canadian Act of Canada. Each of the aforementioned requirements will be explained in your orientation session which will be arranged 2-weeks in advance of your departure. PRE- PRE-DEPARTURE GUIDANCE AND PLANNING BOOKING YOUR MADATORY 3-DAY QUARANTINE HOTEL DEPATURE The 3-day quarantine hotel is mandatory and if you arrive without booking you may be subject to a monetary fine. Also, you may not be able to board your flight in your home country if you do not have verification that you completed your mandatory hotel booking. At the time of booking you will have to pay in advance with your credit card so please ensure your flight arrangements have been made. The hotels will not offer refunds. Your hotel booking can be made online at the following hotels: 1. Abercorn Inn Vancouver Airport (online booking available) 2. Coast Vancouver Airport Hotel (online booking available) 3. Days Inn by Wyndham Vancouver Airport (online booking available) 4. Executive Hotel Vancouver Airport (online booking available) 5. Fairmont Vancouver Airport (online booking available) 6. Four Points by Sheraton Vancouver Airport Hotel (online booking available, use CGV code) 7. Radisson Hotel Vancouver Airport (online booking available) 8. Travelodge Hotel by Wyndham Vancouver Airport All hotels will include: 3 meals daily, security, and transportation, from the airport to hotel. The 3-day mandatory hotel quarantine is included is counted as part of your 14-day quarantine. Important Notice: You must follow all local, provincial, and federal health and safety guidelines to keep yourself and other safe during your 3-day mandatory hotel stay. PRE-DEPARTURE GUIDANCE AND PLANNING CHOOSING YOUR REMAINING 11-DAY QUARANTINE ACCOMMODATION You can choose your remaining 11-day quarantine accommodation in either a hotel or home stay. Choose your self-isolation accommodation carefully as you cannot move for these 11-days. SEE SUGGESTED HOTEL LIST - Please see Appendix 4 page.19 We are able to offer several suggestions for your selection. We will work with such providers to make sure there are no issues related to your quarantine and support you throughout the quarantine process. Where a student chooses a home stay option local agents will ensure that these quarantine accommodation providers sign an undertaking to abide by Canada’s Quarantine Act mandates and all other mandates as they exist at the local and provincial governments. (A place to isolate, social distancing and hygiene protocols, rigorous cleaning, provision of meals, internet, and urgent/emergency Covid-19 support). Furthermore, students choosing this option must submit the home stay accommodation providers signed agreement for this undertaking to GBC at the time of the pre-departure orientation. Students will not receive the GBC letter of travel support until this home stay accommodation providers’ agreement is signed by the provider and submitted to GBC. It is essential that your ‘quarantine plan’ is followed at all times. You have agreed to this plan so you must abide by it diligently or be subject to the monetary penalty noted in this document. In accepting you as a GBC student we must also ensure you comply with the plan you have agreed to. Non-hotel accommodation providers such as a home stay are different in the sense that they are typically family-based. Nonetheless, they must agree to abide by the same federal and provincial health protocols to protect them and you. GBC will ensure that they agree to such standards. Please keep in mind that all of the conditions outlined in this document are meant to keep you and those you come into contact with safe. PRE-DEPARTURE GUIDANCE AND PLANNING 'TRAVEL SAFELY' ORIENTATION 2-weeks prior to your departure to Canada GBC will arrange a 'TRAVEL SAFELY' ORIENTATION SESSION via Zoom. The orientation session will review your documents that GBC will require you to submit in compliance with the Canadian Quarantine Act. The orientation session is mandatory and not optional. One of the topics we will address in your orientation session covers procedures for your safe travel to Canada. We will present and overview of “Best Practices for Safe Travel during the Covid-19 Pandemic”. We will discuss rigorous self protection procedures to keep you healthy (wear a mask, wear gloves, wash your hands, use hand sanitizer, and practice social distancing at all times). We will assist you at this time in filling out the ArriveCan App as mentioned earlier which will is required for your entry to Canada. We will want to know if you or anyone you are in contact with at risk of being ill with the Corona virus. It is important for you report this information accurately as it will help us keep you safe. Also, remember it is your responsibility to inform us about any family members travelling with you as they will be expected to abide by the Canadian Quarantine Act During the orientation, please submit the following documents: 1. INTERNATIONAL STUDENT DOCUMENT CHECKLIST 2. INTERNATIONAL STUDENT QUARANTINE (SELF ISOLATION) PLAN 3. Hotel Booking Confirmation Document For Your Mandatory First 3-Day Hotel Quarantine 4. Arrival in Canada AT THE AIRPORT AND YOUR MANDATORY 3-DAY HOTEL QUARANTITINE At all Canadian airports including YVR International (your arrival airport in Canada) you will be expected to follow good hygiene practice to protect yourself and others from the Corona virus. This will mean disposing of your transit mask and gloves and using fresh ones which you should ensure you have placed in your carry-on luggage. Don’t forget to sanitize or wash your hands upon arrival. Keep yourself safe. Also, remember to maintain social distancing rules at all times. This simply means staying 6 feet apart from others. When you pass through Canadian border security you will meet a Canadian Border Services Agent (CBSA) and he/she will assess your Quarantine Act compliance. You must present your printed/signed Quarantine Plan. They will also have a copy of your plan which you completed using the ArriveCan App. Remember presentation of this document is a legal requirement and not an option. Take a Covid-19 molecular test at Vancouver International Airport (YVR) (you will also be provided with a testing kit for your second required Covid19 molecular test). Move to your 3-day quarantine hotel via the provided hotel shuttle. Isolate and await test results. At the 3-day quarantine hotel register your second Covid-19 molecular test in Canada which has to be submitted on your tenth day of quarantine (please refer to the testing kit that you were provided at the airport). You will receive the results of your first Covid-19 molecular test results within three-days. If your test result is negative move to your home stay or other place of quarantine for the remaining 11-day self isolation. If your test result is positive consult with an appropriate medical practitioner immediately and inform GBC. INTERNATIONAL STUDENT QUARANTINE GUIDANCE_updated on March 12, 2021 Page 9 of 21
TRANSPORTATION GUIDELINES (From Your Mandatory 3-Day Hotel Stay to Your 11-Day Quarantine Accommodation) Since the COVID-19 Pandemic the rules have changed and transportation is part of the self-isolation and protection plan. Therefore, you must follow more rules in getting to your place of quarantine. The rules are that only one traveler is allowed in any type of transport (that’s you). You cannot share your transportation to the quarantine site with any other non relatives. You must travel straight to your quarantine site from airport by personal car or taxi. The airport pick-up service ensures that your mode of transportation from the airport to your home is as safe as possible. In your private transportation you must wear a mask and gloves and the driver will also follow this procedure. Your transport driver also has to ensure his/her vehicle is sanitized before you enter it. You must practice social distancing. That means you will have to manage your own luggage (loading and unloading). You will now be transported directly to your place of quarantine without any stops (please remember this is legally required as per the Quarantine Act. DURING YOUR QUARANTINE Expectations for Both Your 3-day Hotel Quarantine and Subsequent 11-days of Isolation INTERNATIONAL STUDENT QUARANTINE GUIDANCE_updated on March 12, 2021 Page 11 of 21
CHECKING IN AT ANY PLACE OF YOUR QUARANTINE (Inclusive of Both 3-Day Mandatory Hotel Stay and Subsequent 11-Day Quarantine) At any place of quarantine you must always ensure that once you arrive you practice all mandatory health and safety protocols. You will be required to a wear mask, sanitize, or wash hands and practice social distancing at your point of check in. You will be escorted to your isolation room as per the Quarantine Act. Upon arrival at both the 3-day mandatory hotel stay and at your subsequent 11-day place of quarantine you are required to email GBC at reception@gbcol.ca to confirm safe arrival. In case of any urgent matters, please contact GBC immediately by using your country specific contact. Reporting your safe arrival at any isolation location is part our check listed agreement which you must sign. Country specific contact information (Please see Page. 15) YOUR QUARANTINE PLACE AND WHAT TO EXPECT (Inclusive of Both 3-Day Mandatory Hotel Stay and Subsequent 11-Day Quarantine) Your accommodation provider's role is to support you can remain isolated and carry on your activities of daily living. Remember isolation means not being in close contact with others. In the case of required urgent medical attention these providers will be your first point of contact. They will work with GBC proactively to ensure you are safe and well cared for. Accommodation providers are required to maintain good standards of hygiene. Since you are isolating you should not have any contact with others. You will provide you the necessary supplies to sanitize your private room. This will be required both at your 3-day mandatory quarantine and also at your later 11-day place of quarantine. GBC will communicate with you throughout your entire 14-day quarantine plan in your online learning sessions or through email/telephone and monitor your health and well-being. This is our responsibility. If you do not follow your required quarantine plan as you agreed GBC will be responsible for reporting any non-compliance to a local bylaw officer. YOUR QUARANTINE AND ONLINE LEARNING AND DAILY WELLNESS CHECKS (Inclusive of Both 3-Day Mandatory Hotel Stay and Subsequent 11-Day Quarantine) After you arrive in Canada you will join online classes related to your study at GBC. During the class, your teachers will be seized with your health and well-being. They will conduct daily wellness checks and may discuss privately with you any issues related to your health. You will be asked to report your temperature daily so don’t forget to bring a thermometer. Also, let your teacher know if you are experiencing any other possible Corona virus symptoms. All of your information will be treated confidentially. This may seem intrusive but remember it is for your own INTERNATIONAL STUDENT QUARANTINE GUIDANCE_updated on March 12, 2021 Page 12 of 21
protection. If you note any symptoms of possible illness related Covid-19 you should contact GBC immediately and also follow Public Health Guidelines. If you require emergency care given, your first point of contact is your accommodation provider (they will be aware of how to contact emergency medical services) and GBC. Also, your accommodation provider has been advised to contact us immediately in such cases. We will support you in a timely manner thus ensuring appropriate follow-up with any concerned local/provincial health authorities. It is your obligation to report any issues to GBC in an urgent manner. If you become ill as a result of the corona virus you must stay in your place of quarantine until a medical doctor clears you. Arrangements to extend your place of quarantine stay for an additional two weeks may be necessary. Any such action will be based on consultation with provincial and local health authorities. You may feel isolated and alone and this may impact your emotional well-being. In such cases we are here to support you. Enquiring about your emotional well-being will be part of your daily class routine. GBC will provide confidential online counseling as needed. Please feel free to contact us anytime. You must submit your ten-day Covid-19 molecular test kit that you picked-up at the airport. You must receive negative test results before you can depart your place of quarantine (instructions will be contained in your test kit). If you do not you may be subject to governmental penalties as mentioned in this guidance document. IN THE CASE OF CORONA VIRUS SYMPTOMS DURING QUARANTINE Contact your Accommodation Provider and GBC If you have symptoms after hours you must report to Accommodation Provider and GBC country of origin representative assigned to you. Never delay reporting your health issues. You should remain isolated. Local and provincial public health authorities will be contacted and a comprehensive plan of care will be initiated based on medical advice. Arranging testing for the corona virus GBC will also support you in arranging testing for the corona virus and if you test positive your quarantine period will be prolonged as noted above until you are cleared by a competent and approved medical professional as directed by local and provincial health authorities. Should you test positive for Covid-19, you must follow the procedures as directed by local and provincial health authorities. POST POST QUARANTINE QUARANTINE IMPORTANT CONSIDERATIONS POST QUARANTINE IMPORTANT CONSIDERATIONS If you decide to live with friends then you should ensure that residents of the shared accommodation abide by all Provincial Health Standards related to the COVID-19 Pandemic guidelines for health and safety. GBC will provide a second orientation related to the Health and Safety guidelines prior to your return to classes. The orientation concerning GBC Health and Safety matters during the COVID-19 Pandemic will be mandatory and not optional. Prior to returning to the physical classrooms at GBC you will be expected to download the Canadian Government Contact Tracing Application to you cellular phone. https://www.canada.ca/en/public-health/services/diseases/coronavirus-disease-covid-19/covid- alert.html. This app will help us help you and reduce the risk of community spread by enabling the tracking and tracing of whom you have come into contact with (other staff and students at GBC). IF YOU GET ILL AT YOUR POST QUARANTINE ACCOMMODATION 1) ISOLATE IMMEDIATELY. 2) Inform anyone you are living with about a possible Corona virus incident. 3) Inform GBC (appropriate contact according to country of origin) 4) GBC will upon receipt of such information contact appropriate local/provincial health authorities and supporting you with timely medical advice. 5) The accommodation owner will be responsible for cleaning and developing a short-term safety plan for any other residents. 6) GBC will ensure you are examined by a medical professional to assess health needs. At that time you will be tested for Corona virus. 7) GBC will be obligated to report tracing and tracking information related to people you have had contact with at the school. This information will be shared with your privacy protected as required by local/provincial health authorities 8) If results are positive then public health authorities at 8-1-1 will be communicated with for clear guidance on how to proceed. Provide track and trace results. 9) GBC will document the medical advice and assist you in following the medical advice.
