Introduction Dear Chester County Council Scouting Family, It is our pleasure to present to you the Annual Program Planning Guide, a series of resources, opportunities, and interactions that will help you, as Scouts and Leaders, to plan an ‘Ideal Year of Scouting.’ The Covid 19 Pandemic has been a challenge for all of us, but we remain confident that together, through Scouting, we will emerge stronger, with greater skills to foster our youth to become responsible, participating citizens and leaders who are guided by the Scout Oath and Law. Throughout our rich, 102-year history as a Council, we have consistently provided a top-notch program for the young people of Chester and Cecil Counties in which they can learn, grow, and flourish. Through the great work of our enthusiastic professional staff, dedicated volunteers, and gracious donors, we are able to offer these life-changing opportunities. Historic and picturesque Horseshoe Scout Reservation is our cornerstone, a property that allows Scouts and Scouters to experience the outing part of Scouting close to home, and provides year-round weekend and summer camping, training courses, and special events all in one place. In 2021, the Council’s new home, the Program, Activity, and Resource Campus (PARC) in Exton, PA is opening as our brand new hub for Scouting in Chester and Cecil Counties. Countless hours have been spent planning for this facility and the programs to go along with it. We are excited to share this new chapter with you. As you plan your ’Ideal Year of Scouting’ as families and units, we want to thank you for everything that you do for our Scouts and families. Steps to Planning Great Program Annual Program Planning Your Unit’s Annual Program Plan = Satisfied Scouts and Families = A Lifelong Love of Scouting A common element of strong units is that they all have a good annual program planned a year in advance that is then shared with families in the form of a calendar. This helps to attract new Scouts and families to your unit and, if done right, generates more buy-in and engagement from your Scouting families. Ideally, unit program planning happens in June or July of the calendar year. Before the planning meeting, the Committee Chair and the key unit leader (Cubmaster/Scoutmaster/Advisor/Skipper) should gather the following: 1. Key School dates (events, breaks, holidays, etc.) 5. District and Council Dates 2. Community event dates 6. Collected Family Talent Survey Sheets from all parents 3. Your chartered organization’s dates 7. Last year’s unit annual plan, if you have one 4. Personal dates that may affect your unit’s activities 8. Journey to Excellence Scorecard/Information (such as a certain leader being unavailable for meetings or trips) To maximize the efficiency of your planning, the following people should attend the conference: 1. All unit committee members 5. Parents that you think might be helpful 2. All unit leaders 6. Den Chief (Packs) 3. Chartered Organization Representative 7. Youth Leaders such as SPL, ASPL, Patrol Leaders or 4. Your Unit Commissioner President or Vice Presidents (Scouts BSA & Venturing If you choose, there are electronic program planning conference guides available online to help you through the process. The process follows the following steps: STEP 1: Take the dates collected and put them into your unit’s master calendar—either on hard copy or by plugging the information into an electronic calendar. STEP 2: Before you begin rounding out the master calendar with things you want to do, review what the unit did last year. You might even want to write what you come up with on a flip chart or dry erase board. Ask yourself questions like: What events went well? What events didn’t go so well? Did we earn the Journey to Excellence Award? How was attendance? What camping trips did we take? Did we sell popcorn and nuts and Camp Cards? STEP 3: Do some brainstorming on activities your unit may want to do. These could be things such as trips, trainings, celebrations, or service projects. Remember the brainstorming rule, which is anybody can suggest anything without critique or criticism. Feedback and analysis come later, after all the ideas have been captured. Involve your youth, even at a Pack level, to have them tell you what they find interesting! Once finished, take a vote on the activities to include on the calendar. STEP 4: By now, the calendar should be taking shape. It should include school and community dates, holidays, some personal conflict dates, activities, and district and council dates. Now assign the person who will be responsible for each event! Remember that good planning and preparation will lead to satisfied Scouts and families. STEP 5: Review your annual plan to ensure you have captured everything. Once you feel comfortable, publish or email your plan to each family. Sharing the annual plan with your families could be the most important step. It shows everything that the unit is doing and should also help to explain how fundraising is a key part in making all of these plans go. STEP 6: Annual Program Planning is an ongoing process. Review the plan each month at your committee meeting and make sure you stay on track. Recruit chairs and volunteers to help one another and make assignments as needed! A great program plan leads to a great unit! 8

From planning meetings and outings, working on recruiting and retaining members, holding fundraisers and everything in between, your time is sparse! Religious Emblems Program A Scout is reverent. They are reverent toward God. They are faithful in their religious duties and respects the convictions of others in matters of custom and religion. To encourage members to grow stronger in their faith, religious groups have developed religious emblems programs. The Boy Scouts of America has approved of these programs and allows the emblems to be worn on the official uniform. The various religious groups administer the programs. National Youth Leadership Training CHESTER COUNTY COUNCIL NATIONAL YOUTH LEADERSHIP TRAINING April 1-3 and 8-10, 2022 Camp John H. Ware, III Peach Bottom, PA MUST ATTEND BOTH WEEKENDS National Youth Leadership Training National Youth Leadership Training is an exciting, action packed program designed to provide youth members of the Boy Scouts of America with leadership skills and experience that they can use in their home Troop, Crew, or Ship and in other situations demanding quality leadership. This 2 weekend long youth-oriented leadership training experience id led by select National Youth Leadership Training (NYLT) graduates, under the supervision of adult advisors. The youth staff conduct the training using the BSA National Youth Leadership Training Course syllabus. Overview of National Youth Leadership Training National Youth Leadership Training integrates the best of modern leadership theory with Scouting. Through activities, presentations, challenges, and discussions, NYLT participants will be engaged in a unified approach to leadership. Through a wide range of activities, events, games, and adventures, participants will put into action the leadership skills that they are learning. Objectives of National Youth Leadership Training • Develop confidence and knowledge to conduct unit programing • Understand the stages of team and personal development • Find personal vision and set SMART goals • Opportunities to share ideas and experiences with others • Conflict resolution and ethical decision-making skills • Learn the methods of leading and teaching EDGE (Explain, Demonstrate, Guide and Enable) • Have fun Who Attends National Youth Leadership Training If you are a leader in your unit (Senior Patrol Leader, Assistant Senior Patrol Leader, Patrol Leader, Crew President), or are looking to serve in one of these positions, then National Youth Leadership Training is for you. National Youth Leadership Training Requirements (As of March 1, 2019) • Must be a registered member of a Scouting unit. • Must have a current BSA Health and Medical Record form parts A, B, and C. • Scouts BSA members (male and female) must be at least 13. o They must have completed Introduction to Leadership Skills for Troops. o Must have completed First Class Rank • Venturers and Sea Scouts (male and female) must be at least 14, or 13 and have completed eighth grade, and fall within the maximum age allowance for their program. o They must have completed Introduction to Leadership Skills for Crews or Ships. • Have a unit leader recommendation. Wood Badge 2022 April 22-24 and May 21-22, 2022 Camp John H. Ware, III and Hawk Mountain Scout Reservation On the morning of Sept. 8, 1919, a retired British Army General stepped to the center of a clearing in Gilwell Park, outside of London. He raised to his lips the horn of a Great Kudu, one of Africa’s largest Antelopes. He blew a long sharp blast and the 19 Scouters gathered in patrols for the first training course for Scout leaders. Robert Baden-Powell, realized trained leaders would be the key to scouting’s success. At the end of the training program Baden- Powell looked for a suitable recognition. He chose the wooden beads from the Chieftain’s necklace and put them on a leather bootlace, a symbol of good luck. The training course and recognition became known as the “Wood Badge.” The tradition continues! Who should attend Wood Badge? Wood Badge has been developed for Cub Scout, Boy Scout and Venturing leaders, as well as professional and volunteer leaders at all levels. The course content and leadership principles apply to all Scouters and will provide a common foundation of leadership skills to be used throughout all program areas. What is Wood Badge? Wood Badge is advanced leadership and life skills training beginning with the outdoor experience, consisting of living the Scouting program. Through living in a Scouting atmosphere for an extended period, Scouters develop a deeper understanding of the program that can have a profound influence on the lives of youth in our communities. Chester County Council is proud to partner with the Hawk Mountain Council to bring this advanced leadership training to life! Bringing together leaders from both councils and using the camps from both councils, Wood Badge is a great opportunity for developing ourselves and Scouting! Who can I contact for more information? Octoraro 22 has been serving Chester County Council and HSR since 1926 and we currently has 800 members who volunteer 10000+ hours each year to our camp, council, and local units. We are always looking for new leaders to guide the lodge at our events, inductions, service, and fellowship activities. Lodge members, we want you to join us and get involved! Youth Protection The Boy Scouts of America places the greatest importance on creating the most secure environment possible for our youth members. To maintain such an environment, the BSA has developed numerous procedural and leadership selection policies and provides parents and leaders with resources for all levels of the program. Being a leader in the BSA is a privilege, not a right. The quality of the program and the safety of our youth members call for high-quality adult leaders. The adult application requests background information that should be checked by the unit committee or the chartered organization before accepting an applicant for unit leadership. Additionally, national criminal background checks are conducted on all adult leaders through the BSA. Additional background clearances are also required per Pennsylvania law, which applies only to Pennsyvania Residents. Youth Protection Training is required for all registered volunteers 18 and older in the Boy Scouts of America and must be taken every year. New adult leaders cannot register unless they submit proof with their application that they have completed Youth Protection Training, which is available online at My.Scouting.org. 28
