ALABAMA NW-FLORIDA SECTION PGA GULF COAST CHAPTER PRO-MEMBER HANDBOOK 2018 Edition Administered by the Officers of the Gulf Coast Chapter of the Alabama NW-Florida Section of the PGA And by the Pro-Member Advisory Committee MISSION STATEMENT: The Gulf Coast Chapter Pro/Member golf outings are dedicated to offering an enjoyable social and recreational golfing experience to the surrounding areas of South Alabama and Northwest Florida. Our goal, to acquaint participants within the Gulf Coast Chapter with one another, to encourage fair play and educate all players to the Rules of Golf. Participants of the Pro-Member’s shall enjoy exceptional service and enjoyable golf outings committed to a fair and fun test of golf with local PGA Professionals and eligible Assistant Professionals. Events are to be reasonable in price and fair in playability. Responsibilities shall include the strategic growth in participation with Professionals and Amateurs and promoting Gulf Coast Chapter golf courses highlighting the tremendous value of golf. 1

CODE OF ETHICS: The name “Professional Golfer” must be a synonym with Pledge and Honor, Service and Fair dealings. His/Her professional integrity, fidelity to the game of golf and sense of his great responsibility to employers and employees, manufacturers and clients and to his brother/sister professionals, transcends thought of material gain in the motives of the true professional golfer. In the fulfillment of the purpose to which it is dedicated, the association enjoyed upon its membership rigid observance of the Code of Ethics. ELIGIBILITY: 1. All Alabama NW-Florida Section Members and Apprentices residing within the Alabama NW-Florida Section PGA of America in the following classifications will be eligible to participate in Gulf Coast Chapter sponsored events: A. All Class “A" Members of the PGA in good standing; B. All Life Time Members; C. In-Active Members D. Individuals who are eligibly employed and seeking PGA Affiliation, as an Assistant Golf Professional or Head Golf Professional at a recognized facility in the Alabama NW-Florida Section PGA and have passed the Playing Ability Test (PAT). E. A-3’s may participate but must play from the back tees. 2. Non-Amateurs and Professional who do not have PGA affiliation WILL NOT be allowed to participate in Gulf Coast Chapter events. Any professional knowingly sponsoring a non- amateur shall be subject to disciplinary action by the Tournament Policy Committee. 3. Amateurs: Members of the Pro/Member Association in good standing are eligible to participate in the Pro/Member events. 4. Playing is a privilege and not a right of membership. 5. The Host Professional reserves the right to refuse any entry. 6. Members and Approved Apprentices must play in a minimum of three (3) Pro/Members to participate in the Chapter Championship. EXCEPTION: A Professional may “Buy In” to the Chapter Championship by paying $25.00 per Pro/Member missed, up to three (3) events or maximum “Buy In” in the amount of $75.00. LIFE MEMBERS are exempt from a “Buy In”. Individual Professionals, without amateur teams, may participate in a Pro/Member event. See Blind Draw procedures. 3
SCHEDULING OF EVENTS: The Gulf Coast Chapter shall call a general meeting in January each year for the purpose of resolving problems and to set the annual tournament schedule. The Host Professional is encouraged to provide sponsor monies, if a sponsor is available. The Pro-Member Advisory Committee, Section Officers and the Pro-Member Administrator are responsible for choosing a method to decide “Facility Priority” of dates for Pro/Member events. TOURNAMENT ANNOUNCEMENTS: The Host Professional shall have the responsibility for the distribution of the approved Gulf Coast Chapter Tournament Announcement Forms. Distribution shall occur not less than twenty-One (21) days prior to the tournament date. The Host Professional may elect to have the event promoted via the Internet through the Alabama NW-Florida Section Official Home Web site. An E-mail “blast” from the Pro-Member Administrator shall assist with the posting of the event. The Pro/Member Administrator will provide the following tournament supplies for use the announcement shall include: Time for Shotgun Starts. Rates and fees for Professionals and Amateurs. Brief directions to the facility. Pro-Shop phone numbers. Any information needed to enhance the event. Current and up-to date Point Quota List of Amateurs and Professionals. TOURNAMENT FORMAT: To establish a consistent and uniform format for all Pro/Member events, the Gulf Coast Chapter adopted the following system of rules and regulations: 1. All Pro/Member events shall be Stableford: The event will be played with the 36 Point System with a fixed score as follows: 1 Point for a Bogey; 2 Points for a Par; 4 Points for a Birdie; 8 Points for an Eagle; and 12 Points for a Double Eagle. 2. The “Star System” shall be used for new amateurs with no current handicap card for the first Three (3) events (with a Maximum of +3 or a Minimum of –3 points). A new amateur with a current handicap card will be frozen for the first Three (3) events (Maximum of +6 or a Minimum of –6). 3.ALL, first time, amateur players shall play with a current USGA approved and established Handicap in all initial events, after which the Point Quota Average will be used for all 4
sanctioned events. To establish the initial Point Quota - subtract the handicap from 36. The sponsoring Professional shall verify the handicaps of all his/her amateurs. . 4. No Minimum quota for Professionals, or Amateurs. No Cap for Professionals or Amatuers it is strictly a running average of your last 6 events played 5. Blind Draws are chosen by a format determined by the Host Professional and the Pro- Member Administrator. A) The “Blind Draw” can only win on the highest paying position. B) When the Blind draw wins on two teams, he/she will be replaced on the Lower paying position. C) A Blind Draw will be made following the completion of the event D) A Blind Draw will be made to place a Professional on a Non-Sponsored Amateur Team. E) A Blind Draw from the General Field of players will fill incomplete teams. 6. A Professional bringing Multiple Teams: A) He/She may not win on two teams unless he or she has paid an applicable entry fees for each team. B) If a Professional has more than one winning teams, BUT has not paid an applicable entry fee for each team, all Professional money will move down on winning position from his or her lowest winning position. The final position’s winning money will go to the Professional of the next non-winning team. C) A Professional bringing multiple teams, but only wishing to pay one “team entry fee”, must declare to which team he/she will compete. D) The Professional’s “additional” teams will use his/her score for scoring purposes, unless one of these teams is assigned a Blind Draw Professional. E) If a Professional or Amateur has to withdraw due to unforeseen reasons, a “Blind Draw” from the field of Professionals and/or Amateurs will determine the Professional for that team. F) Should a Professional bring an extra player, make sure he/she knows they he will be put into a “Blind Draw” team if needed. When there is not a team needing an extra player, the Host Professional and/or the Pro-Member Administrator, will blind draw two (2) players to fill the team. G) The Professional may split the four amateurs into two teams on if there is no other “Blind Draw” needed in the field. The Professional must declare the two teams before teeing off or prior to the conclusion of play. 7. All amateurs without a Professional shall be placed with a Professional in the following manner: A) Blind Draw” will be held to place a Professional on a non-sponsored amateur team. B) “The Blind Draw” shall be conducted prior to the conclusion of play. 8. A Professional without a team can be assigned to an amateur team without a Professional. His/Her assignment to a team shall take priority over paragraph (5) above and shall take place prior to the “Blind Draw”. 5
9. Players with Four (4) or more scores on the books from the previous year will retain their Point Quota for the following year. 10. Prizes shall be awarded in accordance with the enclosed and attached “Balance Sheet”. Amateur prizes will be awarded in merchandise certificates redeemable in the Host Professionals Shop and Professional prizes will be awarded by check from the National PGA Office. 11. Quotas for Pro/Member events will be calculated as follows: A) Initial event quota – subtract Handicap from 36. B) A Point Quota can change nor more than +4 or –4 for any one event. C) Average latest 6 events played for current Quota. D) The new player with no handicap card will be starred (Frozen) at +3 or -3 in the first three (3) events. E) New Professionals initial quotas will be set at 36 with a star or 42 without a star, at the option of the player. REGISTRATION: 1. A Registration Table to be set up at least One (1) Hour prior to the start of play in an area protected from weather. The Room should allow an area large enough for a comfortable well- lighted work area, table, chairs, pens, pencils, note pad to assist players and the Pro Member Administrator. 2. Supply two (2) Employees or volunteers to assist the Pro Member in collecting Administrator monies or any clerical duties deemed necessary, before and after play. 3. Have a start up bank ready with fives and tens to make change. 4. Scorecards and local rules sheets, hole location sheet, and pencils shall be available at the registration table. PRE-EVENT PREPERATIONS: 1. Supplies, Score card, Pencils, Local Rules Sheet, Hole Location Sheets, Cart Assignments by Hole and Alpha List, Cart Placards, Hole Assignment Sheets, Shot-Gun Start Time Posted, Score Board and Marking pens, Skins Sheet, etc… 2. Practice Range organized and available with range balls for all participants. 3. Carts staged in an orderly fashion ready for maximum usage. 4. Food and Drinks available before, during and after play. 6
5. Locker Rooms and restrooms available. 6. The Host Professional has the responsibility of handling Shotgun Starts making sure to take into consideration the possibility of rain delays, pace of play and darkness factors. 7. Tee Assignments and Tee markers set at the recommended yardages as established in the Pro-Member Handbook by the Advisory Committee and Chapter Officers. ENTRY FEES: 1. The Entry Fees are established by the Alabama NW-Florida Section at $35.00 for Professionals and Amateurs. $2.00 has been established by the Gulf Coast chapter for a Hole In One Pool. 2. An established standardized cart fee of $20.00 be collected and paid to each facility. *It is a request by the Tournament Committee that Cart Fees for the Professionals be waived 3. Optional fees must be published to include: Pro Skins ($15.00), Amateur Skins ($5.00). TOURNAMENT TIMES: All events will be a Shotgun Start. The Starting Time shall begin no earlier than 9:00 AM. Shotgun Starts promote camaraderie, provide a tournament atmosphere and it allows the amateurs to redeem certificates prior to leaving the facility. TOURNAMENT ENTRIES 1. Calling into the Host Pro-Member shall be made by Saturday at 5:00 PM, to allow the Host Professional and his/her staff the ability to make pairings and tee assignments. Food has to be ordered and this calculation requires an accurate head count. **A reminder to Professionals to please be courteous and call in as soon as possible. 2. Should any Professional have to cancel, it is a common courtesy to place a call to the host facility as soon as possible. Cancellations are a part of most any event and the Host Professional appreciates the Professionals earliest response to this matter. 3. The sponsoring/playing Professional is solely responsible for the status of his players. In the event of an ineligible player being on a winning team, the entire team shall be disqualified from all prizes, individual or team and the entry fees shall be forfeited. 4. In the event that a Pro-Member does not have 40 players and it is played, all points and monies will count toward the year ending quotas. CANCELLATIONS AND /OR INCOMPLETE TOURNAMENTS: 7
1. IF needed, a Pro-Member may be cancelled through the approval of the Host Professional, Tournament Advisory Committee, Chapter Officers and/or the Pro-Member Administrator due to inclement weather conditions. The Pro-Member Administrator and Host Professional will make every attempt to reschedule at the original site. 2. If a tournament must be called prior to the completion of play, the Pro-member Administrator along with the Host Professional will handle refunds as follows: A) Less than Nine Holes: The Host Facility will award a rain check for One-Half (1/2) the cart fees so that players may return at another time to play. The Host Facility is allowed the remaining One-Half (1/2) cart fee for allowance to pay staff and personnel called in to work and host the event. B) More than Nine Holes: Provided ALL teams complete a minimum of Nine (9) Holes, the event will stand, based on the total of score cards most over quota through Nine (9) Holes. The Pro-Member Administrator and the Host Professional shall be responsible for scoring and tabulating the event. C) The Point Quotas will be divided in half and the points earned will be considered by the play (score/points) of the completed holes. D) Nine Hole tournament point quotas do not apply to the calculation of the overall Point Quota Average of Professional’s or Amateur’s. TEAM PRIZES: 1. The Team Most Over Quota Prizes and Team Most Points prizes will be awarded as per the team prize breakdown chart. Refer to the chart for payout percentages and number of places. 2. Scorecard play-off using points will break a tie for last place. Holes 10-18 first; Holes 13-18 second and Holes 16-18. INDIVIDUAL PRIZES: 1. A player is eligible for only One (1) individual prize in an event. Should a player qualify for more than one individual prize (Most Plus – Most Points), He/She shall be awarded the prize of the highest value and the other prize shall be awarded to the next qualified player. 2. Closest to the Hole: Three (3) to be awarded to Amateurs 3. Ties for Individual prizes (Pros) will be settled by dividing the prize evenly between concerned players. Ties for Individual prizes (Amateurs) will be broken by scorecard playoff using same tie breaker as team rules. 4. A player may receive individual and team prizes. If a player is drawn on more than one team, he/she may only receive the prize of the highest value. 5. Individual Payout: PROFESSIONALS: AMATEURS: Most Points $90 Most Points $90 2nd Most Points $55 Most Over Quota $90 3rd Most Points $25 2nd Most Over Quota $75 Most Over Quota $90 3rd Most Over Quota $40 2nd Most Over Quota $55 4th Most Over Quota $25 3rd Most Over Quota $25 5th Most Over Quota $20 Totals: $340 Totals: $340 “END OF THE YEAR” PRO ONLY TOURNAMENT: This event is to honor those Professionals that have supported the Pro-Member Association through the year. The Gulf Coast Chapter will provide added money to the purse. The entry Fee for this event will be the same as a regular Pro-Member event. Criteria for playing in the “End of the Year Event”: 1. Gulf Coast Chapter resident. 2. Participation – A minimum of Three (3) events played by Professional’s 3. The Officers of the Chapter and the Pro-Member Administrator will schedule the event. 4. The Host Club awarded the “End of the Year Event”, will monitor, run and set the event under the same guidelines as provided in the Pro-Member Handbook. COURSE SET UP, TEE ASSIGNMENTS AND POINT QUOTA: 1. The Pro-Member Administrator and the Host Golf Professional shall insure the course plays from the distances recommended in this section of the Handbook. Please make note of any holes that require a force carry i.e. tee shot over a hazard that may be an abnormal playing condition. 2. “Back Tee” a/k/a “Blue Tees” Established for: Professional’s (A3) (Recommended Course Set Up between 7200 Yards to 6600 Yards.) 9
3. “White Tee’s” or the host Club’s Regular Men’s Tee; Established for Professional’s and Regular Amateur’s Forty-Nine (49) Years and younger. (Recommend Course Set Up 6600 Yards to 6400 Yards.) 4. “Gold Tee’s a/k/a Senior Men’s Tee a/k/a Forward Tee’s”: Established for Professional’s and Amateur’s Fifty- (50-64) years of age AND Lady Professionals. (Recommended Course Set Up between 6200 yards to 6000 Yards.) 5. “Red Tee’s a/k/a Super Senior Tee’s” Established for Senior Men 65-79 years of age (Recommended Course Set Up between 5800 yards to 5600 Yards.) 6. “Teal Tee’s a/k/a Forward Tees Established for Senior men 80 years and older and all female non professional players. (Recommended Course Set Up between 5500 yards to 4900 Yards.) NOTE: Professional Men and Amateurs shall play from the same set of tees at each event. It is the responsibility of the sponsoring professionals at the event to properly monitor their players and the respective tee’s to be played; and to inform the Pro-Member Administrator before play and verify the age of the individual playing a forward set of tees as described in the above sections 2 through 5. 7. Qualifying players must inform the Pro-Member Administrator as soon as a player elects to play from the forward tees. A) A new player with an established and or verified USGA Handicap index 1) Convert handicap to appropriate tee for the initial event. 2) Subtract from 36 to achieve the initial quota 3) Player will be “frozen” at +/-6 for the first four (4) events. 4) B) A new player without an established and or verified handicap: 1) Establish a legitimate estimated handicap from the appropriate tees. 2) Subtract from 36 to achieve the initial quota. 3) Player “frozen” at +/-3 for the first four (4) events. NOTE: When a player’s age changes during the year, he will have the choice of moving to the forward tees as established. The Player shall remain on the selected forward tees for the remainder of the year and use the quota conversions explained above. 8. Unless prior approval of the Pro-Member Tournament Committee warrants, all events shall be conducted with the ball being played as it lies. 9. The Host Professional may, due to abnormal course conditions, warrant the “Preferred Lie Rule”, being in effect. 10
10. The Host Professional and his staff shall insure that the course is properly marked to designate Ground Under Repair, Water Hazards, Regular and Lateral; Out of Bounds, etc… A Local Rules of Play and information sheet shall accompany each cart. SCORING: All Pro/Member events shall be Stableford: The event will be played with the 36 Point System with a fixed score as follows: 1 Point for a Bogey; 2 Points for a Par; 4 Points for a Birdie; 8 Points for an Eagle; and 12 Points for a Double Eagle. 1. Each Professional is responsible for recording the actual score and the points for all players on the Official score cards provided. It is also the responsibility of the Professional to complete the summary side of the scorecard, with the Professional at least one (1) Amateur’s signature and returned to the Pro-member Administrator upon the completion of play. 2. To aid the Host Professional is establishing individual winners; each Professional shall total all scores for the Amateurs as well as his own. AN incomplete round shall be properly indicated on the scorecard. 3. The Host Professional shall be responsible for scoring the event and for all scoring materials with the possible exception of Pro/Member point system scorecards and shall set a deadline for the return of all scorecards for the event. The Host Professional is also responsible for scoring any optional events such as Skins or a Pro-Pro. 4. The Host Professional is to insure that the scorecards and the scoreboard is done in a neat and professional manner SKINS GAMES: The Professional will assist scoring the “Skins Game” by indicating on the scorecard all birdies and eagles before turning in the team scorecard. If the score is not highlighted in some fashion the skin will not count. **Recommended procedure is to “Circle” all Birdies and “Box In” all Eagles.** All Skins will be based on under par scores for individual holes. There will be a separate purse for the Professional and for Amateurs. The amount of the winning skin(s) for each purse will be determined by the amount in the purse divided by the amount of skins won. Pro Skins will be $15.00 and Amateur Skins will be $5.00. PRO-MEMBER ADVISORY COMMITTEE: 1. The Pro-Member Advisory Committee shall be composed of the Chapter President, Vice President, Secretary, past Honorary Chapter President, the Pro-Member Administrator and Four (4) “at large” PGA Members from the Gulf Coast Chapter. The Gulf Coast Chapter Officer’s shall appoint the Four (4) “at large” members. . The Advisory Committee shall be guided by the established tournament/pro-member policies and shall insure adherence to these policies between annual meetings. The Advisory Committee shall handle decision concerning policy. 11
2. All PGA Professionals are bound to the Code of Ethics as stated in the forward section of this handbook. All reported violations shall be investigated by the Advisory / Tournament Committee and their findings, along with their recommendations, shall be forwarded to the Executive Committee. HOLE-IN-ONE POOL 1. Amateurs making a Hole-In-One during play of an official Pro-Member event will be required to have witness signatures on the scorecard. Meeting these criteria the Amateur will receive two gift certificates, one from the Pro-Member host site and one from his/her home course. Each certificate will be in the amount of $150.00 for a total value of $300.00. 2. Any Professional making a Hole In One must meet the same criteria as an Amateur. After meeting these criteria, the Professional will receive a check from the Alabama NW-Florida section for $300.00. REDEEMING OF PRIZES: 1. Golf Professionals playing in the Pro-Member have the responsibility of making sure that any Amateur partners winning a prize at a Pro-Member event receive their respective gift certificate from that facility. Host sites are to remain open after the event so that Amateurs can redeem certificates prior to leaving. If an Amateur player or players winning certificates leave before the event is scored, the Playing Professional shall work out the manner of certificate redemption with the Host Professional. 2. The Host Facility must allow a minimum of one year from the Pro-member date for Amateurs to redeem their prize certificates / credits. If your club closes out your credit books at the End of the Year, the Host Club must notify winners of this policy forty- five (45) days prior to final day of credit to give them time to redeem their credit. 3. Any Amateur participating in a Pro-Member event cannot receive prizes in any form that would exceed $750.00 (USGA Rules and Guidelines for Amateur Status). When this occurs, the remaining money above the $750.00, will be returned to the overall prize purse. 4. The Professional is solely responsible for the status of his players. In the event of an ineligible player being on a winning team, the entire team shall be subject to disqualification from all prizes, individual and/or team awards and the entry fees shall be forfeited. MISCELLANEOUS: 12
1. When your players do not come with the Host Professional, they should be instructed to the sign in procedures, including membership in the Pro-Member Association and the importance of signing in as soon as they arrive. 2. When the designated team is not playing together, the Amateurs scores must be recorded legibly and points figured on a separate scorecard. At the conclusion of the round the Professional is responsible for the completion of the scorecard and its accuracy, before turning in to the Pro-Member Administrator. 3. The Professional is entirely responsible for his or her group whether playing with them or not. Please monitor their conduct, rules and scoring. A playing group of two shall not be allowed at anytime. A playing group of five shall be allowed only with the permission of the Host Professional and the Pro-Member Administrator. Professionals are warned on the PGA Alabama NW-Florida Sections Policy on wearing shorts to events, which include Pro-Members. Shorts hemmed at the knee may be worn year round. 4. If a Professional feels an error has been made in the results, please contact the Pro- Member Administrator ASAP. Do not call the Host Professional. 5. If the Course is not to its normal standards of conditioning, the Host Professional is responsible for notifying all Professional upon calling in of the Abnormal or unusual playing conditions out on the course. 6. IF any point or dispute is not covered by the Handbook, a decision should be made in accordance with equity, The matter shall be discussed by the Chapter Officers and the Pro-Member Advisory Committee for future considerations, TOURNAMENT ACCOUNTING SHEET: 1. At the conclusion of an event, the Pro-Member Administrator will complete a Pro- Member Accounting Form. Copies will be left for the Host Professional to forward to 13
the section along with the appropriate accompanying checks. Listed below are the Income/Expense breakdown and the check disbursement breakdown. 2. Professionals and Amateurs may view the Official Results Sheet on-line at www.Alabama NW-Floridapga.com OR may contact the Host Professional OR may contact the Pro-Member Administrator.
