-2– Introduction The arrangements, rules and match conditions pertaining to the AFL Victoria Metropolitan Junior Championships (AVMJC) have been formalised in order that competing Leagues have official and binding referrals. It is the responsibility of each competing League to ensure that all appointed officials are fully aware of the contents of this Handbook to enable the AVMJC to be conducted efficiently and in the true spirit of sportsmanship. On behalf of the competing Leagues, the AVMJC are conducted under the control of AFL Victoria. -3– AFL Victoria Metropolitan Junior Championships Arrangements, Rules and Match Conditions 1. Naming Rights: The Series is to be referred to as the AFL Victoria Metropolitan Junior Championships (AVMJC). In all written/printed communication this format must be identical. 2. AVMJC Management On behalf of the competing Leagues, the AVMJC are conducted under the control of AFL Victoria who shall have the power to determine any matter not specifically provided for in these Rules and Conditions. A) Note to Officials The AFL Victoria Metropolitan Junior Championships is a development series for the best available players within each of the Metropolitan Leagues with junior competitions. Emphasis is that each League and coaching group must focus on developing the player and allowing the players and officials to enjoy a quality experience. The Championships form part of the Talented Player Pathway and many of the best AFL players have made their mark on this Championships. On behalf of AFL Victoria, all Leagues and Officials are to be thanked and congratulated for giving up their time to assist all players in their football development. 3. Match Management For preliminary matches, the Host League shall appoint a Match Manager to be responsible to ensure that all matters relevant to the conduct of the match have been organised and, where appropriate, approved by the relevant authorities. Leagues are requested to provide contact details for the appointed Match Manager by 12pm - 2 days prior to each game. AFL Victoria will distribute a list of all Match Managers prior to that round of matches. The Match Managers responsibilities include: • Arrange permission for use of oval and facilities. • Have available contact numbers of emergency services and doctor in case of serious injury. • Arrange for collection of footballs from League and deliver to umpires prior to match. • Complete the Match Day Checklist with a representative from the opposing League: Appendix 2 – or use JLT AFL Match Day App. • Arrange interchange area and confirm Umpires Escort from both competing teams. • Organisation of suitable arrangements for umpires. Ensure that team sheets from relevant Team Managers are delivered to the Field Umpires prior to the commencement of the match. • Ensure quarter by quarter scores are recorded and ensure Goal Umpire scorecards are retained after each match. • Obtain the coach’s choices for the player judged best for each team and deliver medals to either the AFL Victoria or Host Leagues’ representative for on-field presentation. • Collect completed team sheets from umpires and Team Managers along with quarter by quarter match results (including best players and goal kickers - Appendix 10) and submit information via the online SportsTG system. Match Manager to receive all clear from umpires ensuring there are no reports or incidences from the match to be followed up. These must be completed before 6pm for a day match or 10am the morning following a night match. If this does not occur the day’s results will not get passed onto the newspapers for publishing. • Organise refreshments for players and umpires from both teams at the conclusion of each match (this can include canteen vouchers or sandwiches, hot food and drinks); and tea and coffee for officials and umpires from all competing teams throughout the match day (minimum). • On match days, the Match Manager is to wear a navy-blue bib (as provided by League) with “MATCH MANAGER’ clearly printed in white. These can be ordered through AFL Victoria at the cost of the League. • Act as an AFL Victoria Representative if an AFL Victoria Representative is not in attendance. Match Day Managers are to collaborate with the AFL Victoria Representative and any other opposing League Representatives if the need arises. 4. Championship Format: AFL Victoria shall be responsible to determine the program of matches. Each League will be
-4– allocated to a Division, with the aim to have at least one match at a home venue per team. AFL Victoria has the right to decide the date, time and location of the matches. 4.1 Team Lists Team nominations of 26 players are due no later than 12 noon Friday 18th May. Leagues will then have until 10am Monday 21st May to make any amendments. Leagues have been allocated to the following Divisions as detailed in Appendix 4. 4.2 25th Player Rule The 25th Player rule is designed to allow further exposure of Multicultural and Indigenous Players from Diversity and Next Generation Academy Programs into Talent Programs. The rule will allow each Metropolitan League within the Metro Junior Championships the opportunity to play a 25th player (Multicultural & Indigenous player) in each league representative side. Further details are provided via Appendix 11 . 5. Promotion and Relegation Promotions and relegations will be reviewed on an annual basis taking into consideration performance in recent AVMJC matches. Any promotion and relegation decisions relating to the competition will be made by AFL Victoria and communicated to the appropriate Leagues. 6. Grand Finals At the completion of preliminary rounds of matches the teams finishing first and second on the ladder in pools: U15 Boys Division 1 Pool A and U15 Boys Division 1 Pool B U14 Boys Division 1 Pool A and U14 Boys Division 1 Pool B U15 Girls Division 1 will play off in the Grand Final to be played at the home venues of top of the ladder U15 Div 1A Boys and U14 Div 1A Boys. Leagues will be required to coordinate Grand Final Days locations in consultation with AFL Victoria. 7. Venues for Matches Unless otherwise approved by the Organising Committee, all venues are to have $10 million Public Liability cover. Venues must have a safe playing surface (see Match Day Checklist – Appendix 2) – e.g. no uncovered sprinkler heads, pot holes etc., suitable facilities including separate secure change rooms for competing teams, separate secure change room facilities for umpires, separate covered coaches boxes, rub down tables (2), a stretcher readily available at interchange bench, appropriate high quality lighting (100 lux minimum requirement for night games), manned scoreboard and padded goal and behind posts. Security of change rooms is the responsibility of competing teams and security of umpire’s rooms are the responsibility of officiating umpires. 8. Laws of Australian Football and Match Conditions: Unless otherwise stipulated herein, matches are to be played in accordance with the Laws of Australian Football 2018. 8.1 Length of Quarters All matches shall consist of four (4) 20 minute quarters with NO TIME ON unless indicated by the Match Manager or an attending AFL Victoria official due to an extended delay in play. 8.2 Intervals ¼ time = 5 minutes ½ time = 12 minutes ¾ time = 5 minutes 8.3 Timekeepers One Timekeeper is to be appointed by each competing team, with the home team responsible for providing a Timekeeping device and siren. Included in the Timekeepers duties is to record any send offs, noting the players number, League, time of send-off and time of re-entry into the game. It is also the Timekeeper’s responsibility to record any stretcher calls, noting the player’s number, League and time the stretcher was called. Details are to be filled out on the AVMJC Send Off/Stretcher Recording Form and handed to the Central Umpire at the completion of the match: See Appendix 7
-5– 8.4 Drawn Match In the event of a drawn match during the preliminary rounds, the draw will stand as is and points from the match will be shared. There shall be no drawn match in the Grand Final. In the event of scores being level at the elapsed time the siren will sound, after a two-minute break in which the coaches/officials are not permitted to address their players, each team will be given 5 minutes at each end with time on. Teams will continue to kick to the same end as they were in the last quarter. At the end of the first 5-minute period there will be a two-minute break and teams will swap ends. Coaches/officials are not permitted to address the team during these intervals. In the event of scores still being level at the end of the extra time, the siren will not sound until one team scores. The siren will sound immediately following the score. 8.5 Metre Penalty A 25 Metre penalty will be enforced for all AVMJC matches. 8.6 Kick-Ins Upon a point being scored, players must wait until the goal umpire has finished waving their flags before the ball can be kicked into play. 8.7 Density Rule Following on from the Talent Pathway changes put in place in 2017, the AVMJC will also now include the density requirement as a rule in all AVMJC matches, to be ruled upon by the officiating umpires. At any stop play (stoppage, kick in and centre bounce) there must be five forwards in the forward half, and two in the F50 of each team. Umpires will be encouraged to talk to the players, and if players are not abiding by the rule there will be 1 warning per quarter per team (play stopped and green card shown to the offending Club’s bench). Any offences following a warning will result in a free kick 35m out from goal (as marked by the officiating umpire) directly in front. This will be the first introduction to this rule for all players and umpires involved, and given it is a development opportunity for umpires as well as players, all coaches and officials will be expected to respect this learning opportunity for all our umpires and players. Any coach or official found to not be supporting of the umpires in their learning of this rule implementation will be held to the penalties of the AVMJC Coaches Code of Conduct, with official warnings and possible match suspensions if behaviour is not modified. 8.8 Forfeits In the case of there being a walkover or forfeit, the non-forfeiting League will receive four championship points, and the average points scored for and against in the particular division, age level and round of matches in which the League was allocated will be awarded for the purpose of determining percentage. 8.9 Interchange Players A maximum of six (6) interchange players from each competing team will be allowed. Players must interchange through designated interchange area: See diagram at Appendix 5. The Host League must advise both teams of the designated interchange areas. For all matches, both Team Managers are responsible for ensuring that at the start of every quarter their team has the correct number of players on the interchange. The Team Manager is also responsible for monitoring send offs and stretcher calls for their team. Each team shall be permitted no more than five (5) non-playing officials on the bench during matches. For example: 1. Head Coach 2. Assistant Coach Can cover all three lines (mid, forward, back) 3. Assistant Coach 4. Runner 5. Trainer or Team Manager Coaches and officials must remain in the designated interchange area when coaching from the bench at all times in order to keep a clear path for the boundary umpires to pass.
-6– Unless a player is interchanging next, they also must remain in interchange area seated on the bench to avoid a cluster of people around the boundary line area. All players must enter and depart the ground through the designated interchange area unless that player requires the assistance of a stretcher whereby that player may be stretched from the ground via the shortest possible route to the change rooms. 8.10 Order Off Rule The Order Off Rule, as detailed below, shall apply: Any player reported or ordered from the field (by the field umpire and/or emergency field umpire) must report to their Team Manager and remain off the field for a period of 15 minutes of playing time. It is the Timekeeper’s responsibility to record the player’s number and team, as well as the time of send-off and the time of re-entry into the game. A player may be replaced during this period. A player ordered from the field on two occasions shall take no further part in the match and shall be automatically reported by the field umpire. A player may be replaced during that period. 8.11 Trainer/Water Carrier Requirements All teams involved in the Championships must have at least one Level 1 Trainer in attendance at all games. No more than 4 in total trainers/water carriers are permitted per team. Only 1 trainer may operate from the designated coach’s area/box. Trainers are to be attired in white tracksuit bottoms or white shorts with official league polo shirt or jacket. Water Carriers must be 18 years of age or under and are to wear a pink bib (as supplied by League) with “WATER CARRIER” clearly printed in black text. All new Water Carrier bibs must have your League’s abbreviated name printed in black text underneath the “WATER CARRIER” text. Orders for new Water Carrier bibs can be made through AFL Victoria. Water Carriers must also wear white tracksuit bottoms or white shorts with official league polo shirt or jacket. Water Carriers and trainers must not remain on the ground; they must attend to players then immediately move to designated areas around the ground (please see Appendix 5). 8.12 Coach Each League Coach is to be accredited to at least Level 1 in accordance with the League Policy. Coach’s behaviour is still under the rules of their accreditation and coaches may be cited if any unacceptable behaviour occurs throughout the Championships. Coaches are also to read and sign off on the AVMJC Rules, Regulations, and Coaching Philosophy that have been adopted for these Championships. Once signed, the league must return the signed document to AFL Victoria by 12noon Friday 18th May 2018. 8.13 Runner Each team may appoint one official runner. Runners must wear blue/black tracksuit pants or blue/black shorts with green polo shirt/jacket with “RUNNER” clearly printed in black text. All new Runners polo shirts/jackets ordered must have your League’s abbreviated name printed in black text underneath the “RUNNER” text. Orders for new Runner Uniforms can be made through AFL Victoria. 8.14 Blood Rule a) No player shall participate in any AVMJC match or continue to participate in any AVMJC match for so long as such player: (i) is bleeding; or (ii) has blood on any part of his person or uniform b) Without limiting the generality of the above, a player shall immediately upon a direction by a field umpire, leave the playing arena where such umpire is of the opinion that the player is bleeding or has blood on any part of his or her uniform. Upon being directed to leave the playing arena, a player shall not return or take any further part in any match until and unless: - (i) the cause of any such bleeding has been abated; (ii) the injury is securely covered to the extent that no visible blood shall emanate there from; (iii) any blood stained article of uniform has been removed and replaced; and
-7– (iv) any blood on any part of a player’s person has been thoroughly cleansed and removed. c) On observing that a player is bleeding or where any item of uniform or any part of the player is otherwise covered in blood, the umpire shall cause the resumption of play to be delayed after the first break in play following detection of such injury or blood, so that the player can leave the field. d) Where a player is directed by an umpire to leave the field under this Rule the umpire shall wait a reasonable period to allow the replacement player to take up position before re-commencing play. If a replacement player does not enter the field, the umpire shall recommence play immediately. Any player directed to leave the field shall do so through the designated interchange area. e) A player who refuses to promptly obey a direction of an umpire given in accordance with this Rule shall be reported for misconduct by the umpire and such refusal shall be deemed to constitute a reportable offence under the Laws of the Game of Australian Football 2017. 8.15 Incomplete Match If any match is unable to commence or continue for reasons beyond the control of the affiliated Leagues (including circumstances where it is unsafe for the match to proceed) the following procedures shall apply: (i) The result of a match which is unable to commence for reasons beyond the control of the affiliated Leagues shall be determined by AFL Victoria. (ii) In the event that any match has commenced, and in the opinion of both League officials, the conditions have become too hazardous (e.g. lightning and/or thunder in the vicinity, heavy hail, fog, failure of lighting etc.), the match will be stopped. (iii) Recommencement of a Match: If the unforeseen circumstance is resolved and, in the opinion of both League Officials, the match can recommence within 20 minutes of being stopped (as determined by the timekeepers), the following procedures should be adhered to: a) The umpire shall instruct each team to return to the field b) The play shall be re-started at the centre square c) The time shall recommence at the time play was stopped and that quarter be finished d) Upon agreement by both Leagues, adjustments should then be made to any subsequent breaks between quarters to ensure the match finishes at an appropriate time. (iv) If a match is stopped prior to half time due to reasons beyond the control of the affiliated Leagues and is unable to recommence within a 20-minute period, the match shall be deemed a draw. Each team will be awarded two premiership points and the scores of the teams at the time the match was stopped shall be used to calculate the percentages. (v) If a match is stopped after the conclusion of the second quarter due to reasons beyond the control of the affiliated Leagues and is unable to commence within a 20- minute period, the score at the time shall be deemed as the final score and the result and percentages shall be decided on these scores. (vi) Leagues are to note that should a match not be completed, there is no provision for a replay to occur. (vii) The Umpires of the match shall consult with the League officials, coaches and Match Manager (if allocated) in deciding if a game shall stop or recommence due to unforeseen circumstances. If both matches in a division are stopped due to reasons beyond the control of the affiliated Leagues in the same competition and round, the round will be declared void and no points or percentages shall be allocated. If AFL Victoria, during the review of a match, is not convinced that match should
-8– have been stopped or the reason for stopping the match was not in good faith, it reserves the right to award points, percentages or any penalty as it sees fit. 9. Player Eligibility 9.1 Registered Players To be eligible a player must have received a permit to play from their home club. Players on interchange permits with other Leagues are eligible to play only with the League to which they are fully registered. Where Leagues have more than one team in a given age group, players may not participate in both sections. If a League is found to have played a player in both sections in the one Round, they will lose any points and percentage from that game. Players eligible for both Country (V/Line Cup) and Metropolitan (AVMJC) representative football are only permitted to play in one of these carnivals. Participation in the AVMJC’s will deem them ineligible to play in the later scheduled V/Line Cup. 9.2 Suspended Players A player under suspension for a misdemeanour under the Laws of Australian Football 2018 shall not be eligible to participate in any Championship match until the suspension has been completed. Pre-existing suspensions from the player’s own Metropolitan League must be served in the competition in which the offence(s) was/were committed. AVMJC games will not count towards the suspension. Offences committed in the Championships are discussed in Section 12 - Tribunal and Suspensions: AVMJC 9.3 Age Eligibility A player may only participate in their designated age group to which they qualify i.e. To be eligible for the U14 competition a player must be 13 years old prior to the 1 st of January in the year of competition. To be eligible for the U15 competition a player must be 14 years old prior to the 1st of January in the year of competition. To be eligible for the U15 Girls Competition a player must be at least 13 years old and no more than 14 years old prior to the 1st of January in the year of competition – 2003 & 2004 born players in 2018. 9.4 Gender Regulation AFL Victoria to be consulted on a case-by-case basis if any League has queries relating to gender eligibility of any players in the AVMJC. 10. Eligibility of Players to Participate in Finals A player must comply with Regulation 9 and play in one of the preliminary games of the Championships in the current year to be eligible to play in any of the Grand Finals of the AVMJC. If issues of insufficient playing numbers due to injury, illness, etc. for any Grand Finals, permission can be sought from AFL Victoria Community Football Operations Coordinator. 11. Team Manager Duties Appointed Team Managers are responsible for: • Security of change rooms • Delivering one copy of the team sheet (Appendix 1) to Field Umpires and one to the opposing Team Manager no later than 20 minutes prior to the match commencement. • Checking the correct number of players (6) and officials (5) are on their team’s bench at the start of every quarter and monitoring any send offs or stretcher calls. • Adhering to scheduled intervals between quarters. • Complete a copy of the match results form provided (Appendix 10) and hand to the Match Manager at the completion of the match, including quarter by quarter scores, goal kickers and best players identified from 1 to 6. • Appoint official to act as Umpires Escort (refer Clause 14) • Check with the Match Manager at completion of the match for any reports. • Responsible for making sure all team officials are attired to the AVMJC Guidelines. 12. Tribunal and Suspensions: AVMJC During the AVMJC, if a player is reported by an umpire, they may be called in front of their home League or AFL Victoria tribunal as soon as practicable. The reporting umpire is to notify the Match Manager who will then notify AFL Victoria as soon as possible. The player’s
-9– home League tribunal set penalties and tribunal will be used in the handing down of any sentence. Any suspension will commence from the tribunal hearing date and apply to eligible games in the player’s league and include AVMJC matches. 13. Umpires The AFL Victoria Metropolitan Umpire Development Manager in conjunction with the relevant League Umpiring Groups shall appoint umpires (Field x2, Boundary x2 and Goal x2) to officiate in matches in the Championships. The Field Umpire or Emergency Field Umpire (emergency field umpires operate in Grand Finals only) has the power to order off players – Law 20 of the Laws of Australian Football 2017. Each match shall be controlled by a contingent of umpires who shall be supported at each game by the Umpires Coaches or nominee and where possible those umpires shall be independent umpires for the particular preliminary round of matches. Only those Leagues participating in the series shall be eligible to appoint Umpires. Umpire Coaches shall have no official match day role and shall not enter the playing area during a game. Umpiring group appointments for Grand Finals are selected on a rotational basis and AFL Victoria tries to avoid anyone umpiring their own League if possible. Leagues and Umpire Managers need to identify developing field, boundary & goal umpires and appoint them to these games as a reward for their commitment to umpiring so far this season. First year umpires are not to be appointed to any games. Leagues nominated by the AFL Victoria Umpire Development Manager to supply umpires will be responsible for the actual payment of umpires. Leagues shall pay for the total cost of umpires at the discretion of the League, from the allocated AFL Victoria League Grant. Umpire Escorts Each competing League shall appoint an official responsible to escort the umpires to and from the ground at the commencement of each match, at the half time interval and at the conclusion of each match. Such officials shall also attend to the umpires at the quarter and three-quarter time intervals. Umpire Escorts are to wear the Sky colour bib (as supplied by League) with “UMPIRE ESCORT” clearly printed in black text. All new Umpire Escort bibs ordered must have your League’s abbreviated name printed in black text underneath the “UMPIRE ESCORT” text. Orders for new Umpire Escort bibs can be made through AFL Victoria. 15. Umpires – Workcover As umpires are employed by Leagues the normal Workcover provisions within the umpire’s League will apply. 16. Players’ Uniforms League Guernsey’s and shorts, including sponsor identification are to be approved by AFL Victoria. Leagues may choose to include the AVMJC logo on the front of their jumper design. The logo is to be placed on the left side of chest. A copy of this logo has been supplied to Leagues. In the event of there being a clash of uniforms and consultation between Leagues fails to resolve the issue then AFL Victoria shall determine the matter. Short colours have been designated for each league by AFL Victoria. Leagues need only one shorts design/colour available unless otherwise arranged with AFL Victoria. Where possible, Leagues are encouraged to include jumper numbers on the right side of the chest design also to assist with identification of players.

Team Sheets Three copies of the official team sheet are to be printed (from the SportsTG system) with one copy of each team to be handed to the Field Umpires at least 20 minutes prior to the commencement of the match by Team Managers. For an example team sheet please see Appendix 1. At the completion of the match, the Field Umpire is to hand all appropriate paper work to the Match Manager and in the case of there being reports, Team Managers are to collect reports from Match Managers. All information is to then be entered online via the SportsTG system by the appointed Match Manager. 18. Interchange Area The host League must advise both designated interchange areas. For all matches each Team Manager is responsible for ensuring that at the start of every quarter their team has the correct number of players (6) on the bench. The Team Manager is also responsible for recording send offs and stretcher calls. All players must enter and exit the field via the designated interchange area unless a stretcher has been called. The setup of the interchange area will depend on the configuration of the ground and where the coach’s boxes are located. Please see Appendix 6 for direction on how to set up the interchange area. 19. Insurance All forms of insurance are the responsibility of the competing Leagues and/or the host clubs. 20. Footballs AFL Victoria shall make arrangements for the supply of footballs for the AVMJC. Leagues are to ensure that these are collected from AFL Victoria offices prior to relevant matches. Costs for the footballs will be covered by AFL Victoria and shall be branded with the AFL Victoria logo. Teams participating in the Under 15 Boys Divisions will be provided with full size footballs, and teams participating in the Under 14 Boys and U15 Girls Divisions will be provided with Size 4 balls. Each Host League is to provide the match day football and a backup football which shall be located at the Host League bench. 21. Team Lists and Official Program 21.1 Team Lists If a player sustains a serious injury, Leagues may apply to AFL Victoria to substitute that player for remaining fixture games. Leagues must provide a list to AFL Victoria of no more than 26 players for each competition. 21.2 Official Program AFL Victoria will produce two programs: One for all preliminary round matches and one for all Grand Finals. Team lists are to be provided to AFL Victoria (Appendix 2) for Preliminary Matches prior to 12noon Friday 18th May 2018 (amendments no later than 10am Monday 21st May 2018), and Grand Finals alterations by no later than Thursday 14th June 2018). Team Lists for the program are to be provided by Leagues and accurately include: 26 players in jumper number order with first name, surname, club, Talent Region, height and DOB’s. As well as the League Colours, Coach, Assistant Coach (s), Runner, Trainer and Team Manager. 22. Best Player Award For the preliminary round matches, the player judged as best on the field for each team by their own Coach shall be presented with a medal on behalf of AFL Victoria by an AFL Victoria or Host League Representative at the conclusion of the game. 23. After-Match Refreshments For the preliminary round matches the Host League shall be responsible for providing, at a minimum, tea and coffee throughout the match day for officials and umpires (the provision of food is at the discretion of the Host League). Hot food and drinks are to be provided for players and umpires after each scheduled match. This can be done through canteen vouchers or in the change rooms. The Grand Final after match refreshments shall be paid for by AFL Victoria and provided by the Host League. Players and umpires shall receive vouchers for hot food and a cold drink from the canteen and League officials will be provided with refreshments in a room determined by the Host League in conjunction with AFL Victoria closer to the date. 24. Grand Final Presentations AFL Victoria shall present a Championship Cup and medallions for players and coaches of both the winning team and runners up team in the following divisions:
- 11 – U15 Division 1 Pool A and U15 Division 1 Pool B U14 Division 1 Pool A and U14 Division 1 Pool B U15 Girls Division 1 27 medals per team – 26 players and one coach will receive medallions. For Grand Final matches medallions will be presented to all umpires and the player judged best on ground. 25. TAC Cup Regional Links All Leagues should aim to develop stronger links with Regional TAC Cup personnel to be involved with assisting with the side (preparation, selection/coaching appointments etc.). In particular, the League should work with the Talent Manager to ensure correct information of Talent Region on the team lists. 26. Expenses Leagues will not be required to contribute to the cost of the AFL Victoria Metropolitan Junior Championships. Leagues will also be provided with up to $400 GST inclusive for reasonable replacement costs of support staff apparel per year (orders to be placed through AFL Victoria: See Appendix 6). 27. Alcohol Policy No alcohol consumption will be tolerated at any AVMJC matches (unless it is in the confinements of an established social club) and after the final match of the day. 28. Smoking Banned at Underage Sporting Events Under the section 5RI (1) of the Tobacco Act 1987, smoking is banned within 10 metres (about two car lengths) of a sporting venue that is an outdoor public place during an organised underage sporting event in Victoria from April 1 2014. This ban also includes training or practice sessions to prepare for participation in an organised underage sporting event, and breaks or intervals during the course of the event, training or practice session. 29. Uniforms It’s the responsibility of each League to keep all officials uniforms for use from the preceding year’s competition. Match official bibs must be visible at all times. All officials must wear the following AFL Vic approved uniforms. Please refer to the following rules: Runner- See rule 8.12 Umpire Escort- See rule 14 Water Carrier- See rule 8.10 Match Manager- See rule 3 Trainers- See rule 8.10 30. Match Day Photography and Filming During Preliminary Rounds, AFL Victoria will engage the services of an official photographer and Leagues shall be informed by AFL Victoria of games that the photographer shall be attending. Where an official AFL Victoria photographer will not be in attendance, Leagues may arrange for their own official photographer to attend. AFL Victoria will engage the services of a company to film the Grand Finals, with this vision then available for purchase by Leagues or individuals. Further information on this will be provided. 31. Adherence to Coaching Policy If in the case of any Coach or Assistant Coach not adhering to any element of the Coaching Policy of the AVMJC, the Match Manager will: • Approach the offending Team League Representative to alert them to the issue and the need for the Coach/es to adhere to the Coaching Policy. League Representative to approach Coaching staff to address the issue. • If no improvement, the Match Manager will directly approach the Head Coach of the offending Team to alert them to the Coaches Code of Conduct that they are participating under and the need to adhere to the Coaching Policy. • If not immediately amended and improved for remainder of the match, this constitutes a breach of the Coaches Code of Conduct. The Match Day Manager to communicate to both
- 12 – competing teams at the next major break in play of an official warning to the offending Coach/es. The Head Coach will be found ultimately responsible for any breach of the Coaching Policy, but can also include relevant Assistant Coaches if they are found to also be in violation of the Policy. • Match Day Manager to communicate breach of Code of Conduct to both competing teams and AFL Victoria following the match via email. • AFL Victoria to communicate to Coach via representing League the confirmation of official warning for breach of the Code of Conduct, and confirmation that any further breaches will constitute suspension. (This will no longer refer to adherence to the density rule, with umpires to pay free kicks where necessary for that aspect of the Coaching Policy.)

- 24 – APPENDIX 9 AVMJC Competition Coaching Philosophy The aim of the AVMJC Competition is to develop young footballers to the maximum of their ability. To achieve their potential, players are to be coached in such a way that develops: o Their skills, physical attributes and football knowledge, and the o Personal characteristics and self-esteem of each player. AFL Victoria believes that the above development can be maximized in an environment that: o Emphasises individual player development rather than team success. o Emphasises individual contribution as an essential component in a team environment. o Considers the players’ long-term participation in football at a variety of levels. o Promotes a balanced approach to the players’ lifestyle. The AVMJC via the conduct and coaching of the competition, prepares and encourages players not drafted by an AFL club to continue playing football at a level commensurate to the player’s ability. Coaching Practices The AVMJC has adopted the following TAC Cup Coaching Practices Policy to assist in the development of players. Coaches are required to implement the policy in their coaching practices. AFL Victoria takes breaches to its coaching practices and philosophies very seriously and will impose the appropriate disciplinary actions. Sliding/Rolling/Press/Zone For the purpose of our own rules a sliding/rolling/press/zone can be defined but not limited to a standard formation like a 12 man or more zone that keeps its shape in relation to the ball movement of the opposition, with the defensive intention to slow play down and minimise space. For kick-ins, only a 12-man zone can be employed. ‘Taggers’/’Run Withs’ ‘Taggers’ whose sole aim it is to stop the opposition player from gaining possessions are not to be used in the AVMJC. Development of ‘Talls’ Coaches should be very conscious of the special developmental needs of tall players and make every effort to give such players maximum match time on the ground. AVMJC coaches are required to make every effort to play taller players in positions that they may be able to play at the AFL level, thereby giving preference to tall, but perhaps less skilled players, in the ruck, and midsized talls in key positions, rather than in the ruck where they are unlikely to play senior football. Positional Rotations of Players Coaches are required to give players the opportunity to demonstrate proficiency at playing in a variety of positions, and players should be used in a number of roles throughout the Carnival. Interchange Bench/Rotations The interchange bench is to be used for the purpose of player development consistent with the AVMJC philosophy. AFL Victoria does not condone the use of the interchange bench to solely gain a game day advantage. Extra Player in Defence ‘Flooding’ the opposition’s forward line or midfield (i.e. the practice of moving multiple players to fill space in the opposition’s forward half) is not to be used in the AVMJC. It makes it very difficult for forwards to develop, does not encourage accountability for midfielders, and reduces the skill development of backline players. For AVMJC purposes ‘Crowding’ is defined as having two or more additional players positioned permanently on the defensive side of the ball in the opposition’s forward fifty-metre area. ‘Flooding’ is the proactive practice of moving multiple forward-line players into the opposition’s defensive half of the ground with the aim of restricting space and retarding the fluent delivery of the football to the Forwards. At all centre square bounces, teams are only to have 6 players in the defensive half. One additional player positioned on the defensive side of the ball in the opposition’s forward fifty, and, additional players running into defence with their opponent in transition are not considered to be flooding in general play.
- 25 – Crowding and Flooding as defined above are not permitted in the AVMJC as it is contrary to the development philosophy of the competition. Crowding and Flooding do not assist the development of the: Midfielders for the attacking team who can gain many uncontested possessions and who will have many uncontested disposals; Defenders of the defending team who are receiving support from additional team members; Attacking team’s forwards who are being crowded by additional defenders and not therefore able to develop their skills as effectively as otherwise possible, or the ‘Crowders’ or ‘flooders’ and their accountability for an opponent High Density Football When the ball enters an oppositions forward half, coaches are required to ensure that a least five players remain inside the opposite half of the ground delineated by an “imaginary” line across the centre of the ground. Furthermore, two (2) of those five players must be inside the fifty (50) metre arc. This will be an expectation on all kick outs also. Style of Play Coaches must emphasise a style of play that requires players to be disciplined when their opponents have the ball, at boundary throw–ins, ball ups, etc., and where players are accountable for an opponent in such circumstances. Whilst wanting to encourage the initiative and creativity of players it is considered essential that players can demonstrate to AFL clubs that, when required, they are able to be accountable for their opponent. Coaches should encourage players to develop the skills and behaviours that are relevant to the requirements at AFL level notwithstanding compromising the development of all players without ‘crowding’ and ‘flooding’. Use of Runners League Managers and Coaches are to ensure that runners are to be physically capable of doing the runner’s job and not to be ‘standing stillers’, ‘walkers’ or ‘joggers’ but are to deliver the message as quickly as possible and return after giving the message immediately to the coaches box. Runners are to be messengers, not coaches. Coaching Behaviour Coaches and players are role models within the competition and swearing or over the top aggressive, intimidating actions will not be tolerated in the AVMJC. Coaches are to be controlled in the coaches’ box due to the audibility of their coaching with the smaller crowds that are in attendance at AVMJC matches, and players shouldn’t be coached in a way that results in them swearing, being excessively aggressive etc., before or during play. - 27 – Appendix 11 – Extension of Rule 4.2 - 25th Player Rule 4.2 25th Player Rule The 25th Player rule is designed to allow further exposure of Multicultural and Indigenous Players from Diversity and Next Generation Academy Programs into Talent Programs. The rule will allow each Metropolitan League within the Metro Junior Championships the opportunity to play a 25th player (Multicultural & Indigenous player) in each league representative side. • The rule is designed to encourage development and may not be used to increase the number of established players within your team. • If the player is selected via the 25th player rule, they will be added as an extra player on the team’s bench. This is to encourage selection via the rule and not replace an existing player. • You may find that a player is suitable to be selected on his/her own merits, which is fine. The rule is in place to encourage a player who may be on the peripheral of selection. The exposure to training and matches will boost his/she’s development. • If your 25th Players competes in the Division A of the MJC they may not be selected in Division B. • If you believe the player is not ready for a representative match, the player does not have to be selected. Exposure to the training squad may be the only development opportunity the player requires at this stage in their football career • Leagues are encouraged to invite an unlimited number of Multicultural & Indigenous players to train with your representative squad. Any opportunity to increase a player’s development and exposure to representative football is encouraged. • Each year AFL Victoria’s Kickstart & All Nations Program Managers will provide each league with a final team list. Players from these squads are strong candidates for selection. The lists will outline the players eligible league. • AFL Victoria’s Kickstart & All Nations Program Managers specialise in this area and work directly with these young indigenous and multicultural players and communities. They are available to assist leagues in the process of selecting a 25th Player. • If you have any questions around any other the above please contact AFL Victoria’s Community Football Programs Coordinator or AFL Victoria’s Diversity Team.
