Carmel Icehounds Hockey Club Student/Parent Handbook Mission To provide Carmel High School/Clay Township students the opportunity to participate in high school ice hockey in a safe and competitive environment consistent with Carmel High School, Indiana State High School Hockey Association, Hoosier High School Hockey Association and USA Hockey rules, regulations and guidelines. Goals To assure that all participating student athletes receive the best possible experience consistent with the USA Hockey Seven Core Values: To learn the value of sportsmanship, respect for the individual, integrity, the pursuit of excellence, enjoyment, loyalty and teamwork. The expected goal is to win a state championship at all varsity levels. Objectives 1. Establish and maintain as many competitive teams as possible to provide maximum participation among Carmel High School/Clay Township students. 2. Provide the best possible coaches for all teams. 3. Insure the safety of all participants. 4. Provide the best possible competition for all teams. 5. Maximize player skill development and provide the opportunity for players to move up through the system to higher-level teams, from White to Blue to Gold. 6. Maintain a club system with an elected Board of Directors and other standing committees to assure the best possible overall management of all teams for the benefit of all players. 1|Page
Hoosier League Territory Assignment Territories are assigned for each of the Hoosier League teams according to rule 2.9.A. The territory assignments included Varsity and Junior Varsity teams in the program. The territory for The Carmel Hockey Club includes Carmel High School District, Academy Plus, and Clay Township of Hamilton County. Team Finances The annual assessment for each team will be determined by the Carmel Icehounds Hockey Club’s Executive Board before try outs. Parents will sign a contract and pay a non-refundable fee before the player is allowed to participate with the Club. Parents are responsible for monthly payments even if their player is injured, suspended, or leaves the team for any reason. Funds can be raised by individual player’s through participation in Verizon, Sponsorships, Grants, or The Carmel Hockey Advertising Book. The Club is always interested in new fundraising ideas. Academic Eligibility To be eligible for hockey a student must: • be enrolled in Carmel High School. In the case of a release being granted by the Indiana State High School Hockey Association to the player prior to the try-out period, the player must attend his/her respective high school with the same grade and attendance requirement have passed five full credit classes or the equivalent during the previous grade period, with semester grades taking precedence; • be and remain enrolled in five full credit classes or the equivalent. (Audits and Incompletes CANNOT be counted towards meeting these requirements) It is the responsibility of the Team Manager and Coaching Staff to collect copies of Report Cards from all its’ players upon completion of each grading period. All player’s must turn in copies of their Report Cards from the previous Semester before they tryout for a Carmel Hockey Team. Eligibility for the First Six Weeks is based upon 2nd Semester grades from the previous school year. If a Team Manager or Coach has any question as to the eligibility of a player it is recommend that they contact the Carmel High School Athletic Director. If a player qualifies academically for an IHSAA sport at the High School they would qualify to play 2|Page
hockey. J. Everett Light Career Center courses can be worth 3-4 credits. The High School Athletic Director should confirm a player’s JEL course credits. Student athletes should manage their time in such a way as not to have to miss practices, competitions, or school in order to participate in hockey and achieve successfully in academics. If this cannot be done, students should NOT be involved in hockey. Academics must always be a higher priority than hockey Attendance Student athletes are expected to make school attendance a priority. This includes attendance both the day of and the day after hockey contests. Students must be in attendance at school during the last two blocks of the day to be eligible for extracurricular activities that day. Exceptions would be pre-arranged absence and school-related functions. Absence Due To Illness Or Injury An athlete who misses 5 consecutive days of school or athletic participation due to illness or injury must obtain written permission from a physician and present this to the coach before they may again become eligible for participation. Training Rules Participation in hockey is a privilege that carries with it varying degrees of responsibility, recognition, and reward. Players are expected to conduct themselves in a manner that is positive for themselves, their families, their school, and their community. The rules and conduct of the players, coaches, board members and team officials will be evaluated initially as a personal issue or violation or one that is considered a team violation. Team violations (such as practical jokes) will be punishable by the discretion of the coach until the point where a suspension is recommended. At the point of a suspension recommendation, the coach must immediately communicate the suspension recommendation to the board of directors and is subject to appeal by player/parents. The coach’s suspension recommendation will be binding until board review. The following training rules apply at all times throughout the calendar year. Consequences for violations are cumulative starting the first year a player is in the program and ending with graduation. The illegal use, consumption or possession of drugs and alcohol, is forbidden. The use of any tobacco products (including chewing tobacco) during team events is strictly forbidden and is subject to the Penalty violation scheduled below. Team events are considered travel time to, during, and in between events (i.e. hotel). Legal and illegal possession of tobacco products during these periods will be immediately communicated to the team head coach and dealt with on a case by 3|Page
case basis by the head coach. The head coach will have flexibility in discipline for tobacco possession issues beyond the violation schedule below. Acts which would be considered a felony, misdemeanor, or act of delinquency are forbidden. Acts of delinquency and inappropriate behavior will be subject to the discretion of the coach in regards to penalty outside of the penalty schedule below if deemed warranted by the coach. If a player commits an act mentioned above it is the player or player’s parents responsibility to report the violation to the team coach or manager before the next hockey game. Penalty: First Violation: The player will be suspended from participating in any hockey game for three to six weeks depending on what the coach, team manager, and parent decide. If a suspension is enacted by the coach, the player will be allowed, at the coach’s discretion, to continue to practice with the team. If the suspension is appealed, the games missed during the process will be considered as “time served” for the total suspension period. Second Violation: The player will be suspended from participating in any hockey game for six to eight weeks depending on what the coach, team manager, and disciplinary committee decide. Parents of player will be informed of decision. Third Violation: The player will be suspended from participating in any hockey game for 365 days (one calendar year) from the day the violation occurred. Fourth Violation: The player will be released from the Carmel Hockey Program for the remainder of their Carmel high school career. If the player participates in any IHSAA sanctioned sport it is imperative that they self-report to the Carmel High School Athletic Director. The Carmel Hockey Club will work with the Athletic Director in determining the player’s penalty. Violations of School Rules Penalty: Students may not compete, practice or participate in any way with an athletic team during a suspension from school. If a less serious violation of school rules that involves specific school discipline short of suspension occurs, the player is required to self-report to the head coach and the issue will be handled by the head coach. The head coach is to report the issue and resolution to the board of directors Coaches Liason in due course. 4|Page
Procedure: The head coach is responsible for disciplining Players with respect to Violations of the Player Code of Conduct. 1) Once the Head Coach determines that a Violation has occurred, the Head Coach shall gather all applicable information with regard to the Violation, and discipline the offending player accordingly 2) If the Head Coach determines that a Suspension is not warranted: a. The Head coach shall meet with the offending player and the offending player’s parents to discuss the violation and the punishment. 3) If the Head Coach determines that a Suspension is warranted: a. The Head Coach shall compose a Notice document that states: i. The facts of the Offense ii. How the offense violates the Player Code of Conduct iii. The punishment that was decided upon by the Head Coach b. The Notice will then be distributed to: i. each Board Member ii. Parent of the offending player 1. If the parents of a player are married to each other, a copy sent to one of the parents will be sufficient notice to both parents 2. If the parents of a player are no longer married to each other, each parent will receive a copy of the Notice Appeal Process – In order to provide the player and parents the opportunity to discuss and appeal a suspension or disciplinary action, the appeal process will be as follows: Player/parent to provide a written explanation within 3 days of the suspension notification of reasoning of appeal to coach, coach’s liaison, and board president. After the Notice of Appeal is received by the Board, the Board shall form an ad hoc Disciplinary Committee comprised of 3 persons. A meeting will be held with the coach and disciplinary committee to evaluate the situation and appeal. The disciplinary committee will determine if a person-to-person meeting with the player/parent is necessary. Upon reviewing information and possible player/parent meeting, disciplinary committee will issue a formal written statement (email or letter) of upholding or change of the disciplinary action. No further appeal will be allowed for the specific situation Sequence of disciplinary procedure The coach is responsible for disciplining the players during practice and games. Normal sequence of discipline should be as follows: 5|Page
1. Discussion and counseling of player by the coach. 2. Discussion and counseling of player by the coach with extra practice work. 3. Discussion of player’s behavior problem with parent and possible player suspension from practice or loss of game time. 4. Conference with player, parent, coach, and team manager to establish a behavior contract. Any violation of the contract will result in the player being dismissed from the team. 5. If player has violated the contract, the contract will be forwarded to the board of directors for record keeping. A joint letter from team coach, team manager, and board of directors will be issued to player and parents of player notifying dismissal from the team. Forms The parent and player are responsible for turning in the forms listed below to the Team Manager before the first practice. 1. USA Hockey online registration receipt or confirmation number. 2. Carmel High School Athletic Physical Form 3. Copy of their Birth Certificate 4. Consent to Treat & Medical History 5. Carmel Icehound’s Club Agreement & Code of Conduct Hockey Awards To earn a Varsity Award a player must be rostered on one of the Varsity Teams and participate in the State Tournament. If a Junior Varsity/White Team player is double rostered on the Varsity Blue Team, participates in seven games or more, and plays in the State Tournament with the White or Blue Team they qualify for a Varsity Award. 1st Varsity Award is a letter C. It should be worn on the left side and over the heart of the letter jacket. 2nd-4th Varsity Award is a Chevron. The Chevron should be worn on the right bicep with the V pointing down, “V”. All awards and letter jackets must be purchased through the Carmel Icehound’s Hockey Club. Carmel Icehounds Hockey Club Executive Board Positions These are brief, thumbnail sketches of the positions to give all parties insight into the responsibilities and assignments of duties. All board members must attend monthly 6|Page
meetings. All board members also attend all three initial team meetings at the beginning of the season. President - Oversees all activities of the club. Presides over all board meetings, coordinates committees, non-voting member of the discipline committee, coordinates activities of trainers. Maintains contact with coaches from all three teams throughout the season. Arranges contract with Carmel Ice Skadium for ice time and locker rooms. Coordinates coaches contracts from all three teams. Attends Indiana State High School Hockey Association Meetings and Hoosier High School Association meetings. Maintains contact with both Hoosier League and State league involving issues regarding all three teams relating to discipline, academics and registration. Works with Treasurer to develop and approve annual team/club budgets. Vice President - Supports Coaches Liaison Committee and Discipline Committee. Serves duties of President when President is not available. Becomes President-Elect for following year. Attends all board meetings. Attends Indiana State High School Hockey Association Meetings as club representative. Maintains relationship with Athletic Director at Carmel High School. Treasurer – Responsible for the development of team budgets, player fee payment schedules, sponsor payment records per player, per team. Produces documentation and report monthly on team player account status. Supports team managers with information regarding player fee payment eligibility by 10th of each month thereby guaranteeing on time collection of club/team monies. Coordinates/monitors accurate payment of all invoiced expenses for all three teams and club. Maintains documentation accounting for all expenses paid and revenue received. Issue monthly payments to all coaches per negotiated club contracts. Works with Advertising Chair to coordinate and document ad sponsor payments to player. Supports Registrar in timely payment of all tournament and association fees and dues. Produces tournament expense/revenue reports accounting for tournament incomes appropriately by team. Fundraising Chair – Oversees Fundraising. Will create a committee for coordinating of the ad book. Works with committee in assigning advertisers. Oversees the layout of ad book. Works with Treasurer in tracking monies to each player. Oversees the printing and distribution of ad book. Oversees the follow up thank you letters to each advertiser. Also coordinates advertising boards at Carmel Ice Skadium. The Fundraising Chair will also oversee within a committee other fundraising opportunities, and one of those is Verizon. Most of the time for Verizon will be from March through September. Public Relations Chair - Oversees Public Relations for the club. They are the Website, Video filming of games, Carmel High School Liaison, Media relations, and Team photo night. The website requires content update on a weekly basis, design, links and frequent contact with the website vendor. Advise CHS Athletic Department on Club activities. Also, notify CHS of games results, upcoming games and tournaments for announcements to the student body. Media relations both print and TV. Report scores and notables each game night to Indianapolis Star and other print media outlets. Work with local broadcast 7|Page
channels for State tournament and other special coverage. Lastly, manage and schedule Team Photo night and work with Fundraising Board Director on the production of the Sponsor book. Coordinate the fundraising for the Icehounds Scholarship. Coaches Liaison/Discipline Committee Chair - Maintain and preserve contact with all coaches regarding all issues regarding player discipline. This would include coach’s discipline should such a situation arise. Coordinates the search and interview process for coach candidates and reports to the board on these committee findings and recommendations. Oversees all discipline meetings and player/coach issues to ensure due process is followed at all times. Develop, cultivate, and instill the club coaches/players and parents with code of conduct. Follows up to guarantee that all discipline committee punishment/discipline awards are adhered to for the protection of club members. Secretary - Attends monthly meetings and takes minutes for the purpose of documentation. Distributes minutes to board members and club members each month and coordinates meeting schedules and locations. Coordinates mailings for all three teams involving board information. Maintains an updated e-mail list of all three teams. Assists other board members in administrative duties. Must be flexible as not all meetings are on a regular schedule. Registrar - Coordinates registering all three teams for USA Hockey, Mid America Hockey and Indiana State High School Hockey Association. Maintains contact with all coaches for any player changes prior to deadlines to ensure accurate registration and qualification standards are met. Team Manager – Works closely with coaches, players and parents to ensure everything is running well. Handles all required documentation at team level (consent to treat, medical information, physicals). Coordinates communication between coaches, parents and players. Arranges for scorekeeper and timekeeper for home games. Attends monthly board meetings after teams are formed throughout the season. Attends league meetings as necessary. Attends games throughout season and is available to coaches and parents as needed. This position is not selected until after tryouts. Carmel Icehounds Hockey Club Agreement and Rules of Conduct The Carmel Icehounds Hockey Club is a club sport as defined by Carmel High School. The team is organized, coached, and managed by people for your benefit. The expenses incurred by the team are the responsibility of each parent/player. The game of hockey is a team sport and therefore, dependant on each player to contribute his maximum effort at all times. The players and parents agree to assist the team and the club to help carry out the team’s responsibilities. 8|Page
Team Rules The coach has primary responsibility for administering and directing the team and the individual players. The coach has the authority to take whatever disciplinary actions are necessary to fulfill this responsibility and to determine which players play in games and how much ice time each player receives. Players and parents are encouraged to talk to the coaches if the reasons for their actions are not understood. If parents or players have further concerns after discussions with the coaching staff, they should contact the team manager (see parent/coach communication). Players should be aware that because of the depth, experience and number of players on a team it is unlikely that all players will receive equal amounts of ice time during games. The illegal use of drugs, alcohol, or tobacco is forbidden. Any use of these substances will result in immediate suspension or termination from the team. The treatment of any team member in a negative manner is strictly prohibited and may result in suspension or termination. This also includes coaches, team officials, board members, and parents. Player’s Rules of Conduct 1. All players must be in the game rink one hour prior to game time and in the locker room 45 minutes prior to game time, unless otherwise instructed by the coach. All players must be dressed and ready for the pre-game meeting 15 minutes prior to game time. All players must be on the ice, prepared to practice, at the scheduled time. Lateness may result in loss of ice time during the next game. 2. With the cooperation of the CHS Athletic Department, we will require that each player maintain academic eligibility as per the standards set by the IHSAA and the Hoosier High School Hockey Association. Those who do not maintain academic eligibility will be required to practice but will not be able to play in any games until the next grading period when the student/athlete has met academic eligibility requirements. Team Managers will collect copies of report cards for every grading period. 3. Appropriate team dress will be worn to all games. The coaches determine the dress code for all Carmel teams. 4. No jewelry of any sort will be worn on the ice at any time. 5. Clean game jerseys and socks will be expected for each game. 9|Page
6. Mouthpieces will be attached to the facemask, and in the mouth, while on the ice at all times. 7. Helmets will be worn, with chinstrap securely fastened, at all times while on the bench or on the ice. This includes games and practices. 8. No player will be allowed to dress, for practice or games, if fees are outstanding. Fees will not be waived or prorated for illness, injury, academic ineligibility, or termination. 9. If a player cannot attend a practice, game or team meeting, or any other team event, the coach or manager must be notified not less than 24 hours prior. If a player fails to notify the coach, he automatically sits the next game. 10. Any player abusing anyone else’s personal property will be suspended, or terminated, pending a hearing with the coaches and team representative. 11. No swearing, profanity or abusive language on the bench, in the rink, or at any team function. 12. No lashing out at any official no matter what the call is. The coaching staff will handle all matters pertaining to officiating. 13. Any player who receives a penalty will skate directly to the penalty box. 14. Fighting will not be tolerated. Fighting will result in an appearance before a Discipline Committee. 15. There will be no drinking, smoking, chewing of tobacco or use of illegal substance at any team function. 16. All players will act as gentlemen at all times at all facilities (ice rink, hotel, restaurant, etc.) during all team functions, bearing in mind that they are representing their community, school, team, coaches, parents, and most importantly themselves with their every action. 17. Any player or team official who cannot abide by these rules or violates them will be subject to further disciplinary action. 10 | P a g e
We will be working with Carmel High School to build a closer relationship as a Club Sport. In that interest, the team members will abide by all IHSAA and Carmel High School rules and regulations. We would like to highlight the following items: 1. Attendance: Players are expected to adhere to all CHS attendance regulations. 2. Conduct and Character: Students will not participate in any activities, in or out of school that do not represent the school in a becoming manner, or exhibit habits, conduct, or character such as to reflect discredit upon the school or club. 3. Grooming and Appearance: You are representing Carmel High School and our community at all times; therefore, you are required to exhibit a well-groomed and appropriate appearance. 11 | P a g e
Carmel Icehounds Hockey Club Travel Policy Carmel Icehounds Hockey Club has established policies to guide our travel, minimize one-on-one interactions and reduce the risk of abuse or misconduct. Adherence to these travel guidelines will increase player safety and improve the player’s experience while keeping travel a fun and enjoyable experience. We distinguish between travel to training, practice and local games or practices (“local travel”), and team travel involving a coordinated overnight stay (“team travel”). Local Travel Local travel occurs when Carmel Ice Hound Hockey Club does not sponsor, coordinate, or arrange for travel. Players and/or their parents/guardians are responsible for making all arrangements for local travel. The team and its coaches, managers or administrators should avoid responsibility for arranging or coordinating local travel. It is the responsibility of the parents/guardians to ensure the person transporting the minor player maintains the proper safety and legal requirements, including, but not limited to, a valid driver’s license, automobile liability insurance, a vehicle in safe working order, and compliance with applicable state laws. The employees, coaches, and/or volunteers of Carmel Ice Hound Hockey Club, who are not also acting as a parent, should not drive alone with an unrelated minor player and should only drive with at least two players or another adult at all times, unless otherwise agreed to in writing by the minor player’s parent. Where an employee, coach and/or volunteer is involved in an unrelated minor player’s local travel, efforts should be made to ensure that the adult personnel are not alone with the unrelated player, by, e.g., picking up or dropping off the players in groups. In any case where an employee, coach and/or volunteer is involved in the player’s local travel, a parental release should be obtained in advance. Employees, coaches, and volunteers who are also a player’s parent or guardian may provide shared transportation for any player(s) if they pick up their player first and drop off their player last in any shared or carpool travel arrangement. It is recognized that in some limited instances it will be unavoidable for an employee, coach or volunteer of Carmel Ice Hound Hockey Club to drive alone with an unrelated minor player. However, efforts should be made to minimize these occurrences and to mitigate any circumstances that could lead to allegations of abuse or misconduct. 12 | P a g e
Team Travel Team travel is overnight travel that occurs when Carmel Icehounds Hockey or one of its teams sponsors, coordinates or arranges for travel so that our teams can compete locally, regionally, nationally or internationally. Because of the greater distances, coaches, staff, volunteers and chaperones will often travel with the players. When possible, Carmel Ice Hound Hockey will provide reasonable advance notice before team travel. Travel notice will also include designated team hotels for overnight stays. No player will drive without a parent or coach to an away game (which included anything outside of Indianapolis) No player or players will occupy a room on a road trip without a parent or parent- appointed chaperone. Regardless of gender, a coach shall not share a hotel room or other sleeping arrangement with a minor player (unless the coach is the parent, guardian or sibling of the player). Because of the greater distances, coaches, staff, volunteers, and chaperones will often travel with the players. No employee, coach, or volunteer will engage in team travel without the proper safety requirements in place and on record, including valid drivers’ licenses, automobile liability insurance as required by applicable state law, a vehicle in safe working order, and compliance with all state laws. All chaperones shall have been screened in compliance with the Individual meetings between a player and coach may not occur in hotel sleeping rooms and must be held in public settings or with additional adults present. Meetings do not occur in hotel rooms, but the team may reserve a separate space for adults and athletes to socialize. If disciplinary action against a player is required while the player is traveling without his/her parents, then except where immediate action is necessary, parents will be notified before any action is taken or immediately after the action. No coach or chaperone shall at any time be under the influence of alcohol or drugs while performing their coaching and/or chaperoning duties. During team travel, coaches, team personnel and chaperones will help players, fellow coaches and team personnel adhere to policy guidelines, including, without limitation, the Travel Policy, Locker Room Policy and Reporting Policy. Prohibited Conduct and Reporting Carmel Ice Hound Hockey prohibits all types of physical abuse, sexual abuse, emotional abuse, bullying, threats, harassment and hazing, all as described in the USA Hockey SafeSport Handbook. Participants, employees or volunteers in Carmel Ice Hound Hockey may be subject to disciplinary action for violation of the Travel Policies or for engaging in any misconduct or abuse or that violates the USA Hockey SafeSport Policies. Carmel Ice Hound Hockey Club Locker Room Policy In addition to the development of our hockey players and enjoyment of the sport of hockey, the safety and protection of our participants is central to Carmel Ice Hound Hockey goals. Carmel Ice Hound Hockey adheres to USA Hockey’s SafeSport Program as a means to help protect its participants from physical abuse, sexual abuse and other types of misconduct, including emotional abuse, bullying, threats, harassment and hazing. To help prevent abuse or misconduct from occurring in our locker rooms, Carmel Ice Hound Hockey has adopted the following locker room policy. This policy is designed to maintain personal privacy as well as to reduce the risk of misconduct in locker rooms. At Carmel Ice Skadium there is one designated full time locker room for the Carmel Gold team to utilize and store equipment. Carmel Blue will have use of a locker room at Carmel Ice Skadium however, equipment cannot be stored. The locker rooms share a restroom and shower area with one or more locker rooms. Carmel Ice Hound Hockey teams regularly travel to play games at other arenas, and those locker rooms, rest rooms and shower facilities will vary from location to location. Carmel Ice Hound Hockey team organizers will attempt to provide information on the locker room facilities in advance of games away from our home arena. At arenas for which you are unfamiliar, parents should plan to have extra time and some flexibility in making arrangements for their child to dress, undress and shower if desired. Locker Room Monitoring All players must be in the game rink one hour prior to game time and in the locker room 45 minutes prior to game time. This allows for direct and regular monitoring of locker room areas. While constant monitoring inside of locker rooms and changing areas might be the most effective way to prevent problems, we understand that this would likely make some players uncomfortable and may even place our staff at risk for unwarranted suspicion. We conduct a sweep of the locker rooms and changing areas before players arrive, and if the coaches are not inside the locker rooms, either a coach or voluntary locker room monitors (each f which has been screened) will be posted directly outside of the locker rooms and changing areas during periods of use, and leave the doors open only when adequate privacy is still possible, so that only participants (coaches and players) and approved team personnel. Team personnel will also secure the locker room appropriately during times when the team is on the ice. Players, coaches, and team personnel are the ONLY members allowed in the locker room Mixed Gender Teams Some of our teams consist of both male and female players. It is important that the privacy rights of all of our players are given consideration and appropriate arrangements made. Where possible, Carmel Ice Hound Hockey will have the male and female players dress/undress in separate locker rooms and then convene in a single locker room before the game or team meeting. Once the game or practice is finished, the players may come to one locker room for a 14 | P a g e
team meeting and then the male and female players proceed to their separate locker rooms to undress and shower, if available. If separate locker rooms are not available, then the players will take turns using the locker room to change. We understand that these arrangements may require that players arrive earlier or leave later to dress, but believe that this is the most reasonable way to accommodate and respect all of our players. Cell Phones and Other Mobile Recording Devices Cell phones and other mobile devices with recording capabilities, including voice recording, still cameras and video cameras, will be OFF in the locker room. If phones or other mobile devices must be used, they should be taken outside of the locker room. Prohibited Conduct and Reporting Carmel Icehounds Hockey prohibits all types of physical abuse, sexual abuse, emotional abuse, bullying, threats, harassment and hazing, all as described in the USA Hockey SafeSport Handbook. Participants, employees or volunteers in Carmel Icehounds Hockey may be subject to disciplinary action for violation of these locker room policies or for engaging in any misconduct or abuse or that violates the USA Hockey SafeSport Policies. Carmel Icehound Coaches, Board Member, and Team Official Discipline Process & Structure The objective of this process is to provide a protocol for the handling of situations that may occur within the playing season for the Carmel Icehound hockey club. The protocol has been established in conjunction with the players and team handbooks in regards to conduct and behavior. I. Communication of Event/Issue a. Coach must notify President of Board prior to next Icehound event b. Board President to notify permanent disciplinary board members c. Immediate short-term decision made regarding coaches participation in Icehounds event until full disciplinary board meeting II. Permanent Disciplinary Board Members a. Standing President b. Standing Coaches Liaison c. Additional Individual named by Board prior to season III. Issue/Event Evaluation Process a. If coach is arrested, charged with a felony, or exhibits inappropriate behavior as outlined in the code of conduct, the coach cannot attend next Icehounds event without permanent board disciplinary member’s permission. b. Coach will provide police report and written summary of event or issue to Board President (only). c. If coach does not self-report issue/event before next Icehound event and participates in event, immediate 2-week suspension imposed (must be agreed to by coaches prior to season) IV. Standing Disciplinary Committee Procedure a. After initial decision regarding coach’s participation, the remainder of the board will be notified there has been a potential disciplinary event that has occurred. b. An emergency (closed) board meeting will be held and the issue discussed. c. Permanent board disciplinary members reserve the right to exclude board members if it is believed there is a conflict of interest that arise (i.e. working relationship, etc.) d. Coach may be requested to attend a portion of the closed board meeting for questions e. Coach will not be allowed to attend the discussion regarding the issue/event post question period, nor will coach be informed of individual votes f. Voting will be conducted in a silent fashion (i.e. ballot) with decision being carried via simple majority. Board proxy votes are allowable. Board President must vote in these situations. g. Board will decide whether additional information is need or if sufficient information has been presented to make a disciplinary decision. V. Disciplinary Measures – Board may institute 16 | P a g e
a. Mandatory (board member attended) communication to team(s) b. 1-4 week suspension c. Coach’s termination from Icehounds organization if issue/event is deemed to have irreparable and future damage to the ongoing operations of the Icehounds organization. d. Coach is allowed to appeal dismissal decision, however, only board at time of issue/event will be allowed to vote on appeal (based on new information) e. Appeal request must occur within 2-wk period, with appeal process not extending beyond 60day period Parent/Coach Communication (From CHS Athletic Department) Both parenting and coaching are difficult vocations. By establishing an understanding of each position, we are better able to accept the actions of the other and provide greater benefits to the student athlete. As a parent, when your child becomes involved in the Carmel Hockey program, you have a right to understand that expectations are placed on your child. This begins with clear communication from the coach. Communication You Can Expect From Our Coaches: 1. Sound coaching philosophy. 2. Coach’s expectations of the student athlete and the team. 3. Locations and times of practices and contests. 4. Procedures for handling injuries. 5. A list of team expectations/rules. 6. Team requirements (fees, equipment, etc.) 7. Principles of sportsmanship, ethics, good behavior, etc. Communication Coaches Can Expect From Parents: 1. Concerns expressed directly to the coach. 2. Notification of schedule conflicts well in advance. 3. Specific concerns in coach’s philosophy and/or expectations. 4. Support of the coach’s sportsmanship efforts. As your child becomes involved in the Carmel Hockey program, they will experience some of the most rewarding moments of their lives. However, it is important to understand that there may be times when things do not go the way you or your child wishes. At these times, discussion with the coach is encouraged. 17 | P a g e
Appropriate Concerns to Discuss with Coaches: 1. The treatment of your child mentally and physically. 2. Ways to help your child improve. 3. Concerns about your child’s behavior As a parent, it is difficult to accept your child’s not playing as much as you wish. Coaches are professionals. They make judgments based on what they believe is best for all student athletes. As you can see from the above list, certain topics can and should be discussed with your child’s coach. Other issues must be left up to the discretion of our professional staff. Issues Not Appropriate to Discuss with Coaches: 1. Playing time. 2. Team strategy. 3. Play calling and offenses and defenses. 4. Other student athletes. There are situations that arise that may require a conference between the coach, the student athlete and/or the parent. This dialogue is encouraged. It is important that all parties have a clear understanding of the other position. When a conference is necessary, the following procedure should be used to help promote a resolution of the concern. Procedure to Use in Discussing Concerns with a Coach: 1. Student athlete approaches the coach with any appropriate concern. If they are not satisfied: 2. Parent should call the coach and set up an appointment to discuss any appropriate concern. 3. Please do not attempt to confront the coach before or after the contest or practice (24 hour rule). These can be emotional times for both the parents and the coach. Meetings of this nature do not generally result in a productive outcome. What to do if the Meeting with the Coach does not Provide a Satisfactory Solution: 1. Call to set up an appointment with the Team Manager and Coach to discuss the situation. 2. At this meeting, the appropriate next step can be determined. 18 | P a g e
