Andium Homes Bursary Scheme Andium Homes launched in July 2014 when the former States of Jersey Housing Department became a new, autonomous company operating outside of the States infrastructure. As Jersey’s largest affordable housing provider, Andium Homes manages over 4500 properties, housing more than 10,000 Islanders. Amongst other objectives, over the next ten years we have committed to develop, build and maintain our selection of properties to meet both the Decent Homes Standard and the requirements of our clients and stakeholders. Achieving that vision requires a team with expertise in a wide variety of fields, including: Allocations Service: o Efficiently allocating properties to applicants who have qualified through the Affordable Housing Gateway. Independent Living Service: o Providing appropriate accommodation and support to clients with complex needs. Planned Maintenance Service: o Providing a comprehensive maintenance and facilities management service. Response Repair Service & 24 hour Emergency Maintenance Service: o Ensuring non-emergency repairs are prioritised as appropriate in order to maintain homes. o An Officer on call 24/7 to deal with emergency maintenance issues. Asset Management: o Supporting Andium Homes’ business, corporate and organisational objectives, through the development programme, acquisitions and disposals. Sales o Selling a proportion of our properties, enabling home ownership for those who can afford to buy with some assistance. Community Liaison Service: o Encouraging the development of resident’s associations/groups and dealing with issues that disrupt the community, such as antisocial behaviour. Client Services: o Providing an efficient and effective client service. Rent Collection and Arrears Management Service: o Proactively managing client accounts to prevent and manage rent arrears. Void Refurbishment Service: o Ensuring all vacated properties are left in good order by the outgoing tenant and returned to an acceptable standard for re-letting. Finance o Sound financial management ensuring the continued, consistent delivery of Andium Homes’ services. Governance o A Board of Directors provides strategic guidance over Andium Homes, ensuring the efficient and fair delivery of our services. 2
Third Sector Landlord o Providing property solutions and landlord services to third sector partner organisations. Marketing & Communications o Creating and distributing clear communications to andium Homes’ clients and stakeholders and acting as brand guardians. Information Technology o Delivering and supporting the technical solutions required to deliver the highest possible service to clients, in the most efficient way. Capital Projects o Overseeing the build of new developments as well as the complete refurbishment of existing properties to the Decent Homes Standard. Successful applicants will receive an annual bursary of up to £5,000 towards the cost of their studies. 3
Bursary Scheme (up to £5,000 per annum) Through a combination of financial assistance and relevant work experience (minimum 6 weeks in total), our bursary scheme is designed to support students in their progress towards a successful career in the affordable housing sector in Jersey. We will select one student who is committed to pursuing a career in housing that will mutually benefit the development of the individual, our business and the community of Jersey. Bursaries will be awarded initially for one academic year and may be renewed in successive years up to a total of three years. Alternatively, flexible working schemes can be taken in lieu of the full grant. This will be negotiated, in advance, on an individual basis. The scheme is open to candidates who have been accepted on a degree (BSc, BEng, or BA) in one of the areas listed above. Applications for the scheme are invited from A-level students due to sit their A-Levels in the summer preceding entry onto the scheme. Bursaries are provided in line with the academic year. Eligibility Criteria 1. Applicants must be enrolled on a degree course that will mutually benefit the development of the individual, our business and the community of Jersey. Candidates wishing to discuss the eligibility of their course should contact our Head of Human Resources Sally Johnson on Tel 500705. 2. Applicants must have been ordinarily resident in Jersey for the previous 5 years and must not have been absent from the island for a period exceeding 12 months in those 5 years, excluding periods spent in full time education. 3. The scheme is not open to students who have already commenced an undergraduate degree course or to those seeking funding for post-graduate study. As well as demonstrating enthusiasm, motivation and showing initiative we would also like our successful application to have an affinity with Andium Homes’ vision and values. Potential applicants who meet the eligibility criteria will be invited to an interview with the Andium Homes team. The successful applicant will receive a formal bursary contract. While we are not able to guarantee a permanent position on the completion of each applicant’s studies, Andium Homes aims to build lasting relationships with its bursary students, guidance and advice on career options will be available from our experienced Andium Homes colleagues. Students will benefit from the introduction to a wide range of networking opportunities while undertaking their studies and will build up a good list of contacts of local service providers which will be useful when going through the recruitment process. If a bursary is accepted from Andium Homes, it is on condition that no other bursary is accepted from any other firm/organisation. 4
Andium Homes Bursary Scheme Terms & Conditions Application procedures Applications are invited from 1st January of each year for the next academic year (beginning in September or October) and must be received no later than the last working day in February. Application forms are available directly from Andium Homes and can also be downloaded from the Andium Homes website. Applications should be emailed to bursary@andiumhomes.je Applicants will be informed by the end of March as to whether or not they have been shortlisted; those being shortlisted will be invited to attend an interview following which a final decision will be made. Successful applicants will receive their bursary offer letter by the end of May. Applicants must provide Andium Homes with proof of acceptance from the relevant college, university or other institution for which they will be attending their degree course, as well as proof of A-Level results achieved when these are released. Payments Successful applicants will be expected to decide up front whether they wish to receive the £5000 grant spread evenly over the academic year directly into their bank account with unpaid work experience (minimum 6 weeks per annum), or to receive part payment up front and paid work experience. Unless all aspects of the bursary scheme are completed as set out, bursary recipients will be required to refund part or their entire grant. The individual payment plan will be agreed prior to the recipient commencing their studies. After the completion of each academic year students will be required to confirm their intention to continue the course and provide satisfactory annual reports/examination passes before further payments are made. Work experience will be structured against a training plan which identifies objectives for the student and Andium Homes. Students must arrange to have a suitable bank account for payment handling. Terms & Conditions 1. The final decision on the selected bursary recipient/s will be made by Andium Homes and no discussion will be entered into; 2. Personal data from both successful and unsuccessful applicants will be held in the Andium Homes data base for the purposes of administering the scheme;
3. Only one application per person will be considered; 4. Students who have either received funding from elsewhere or receive it whilst in receipt of the Andium Homes grant must advise the Company immediately. Recipients are expected not to accept bursary assistance from any other corporate sources; 5. Recipients are required to reference the bursary they receive from Andium Homes in any publication of their results. Andium Homes will require the recipient to take part in publicity about the scheme both during and after their involvement in the programme, to the mutual convenience of the recipient and Andium Homes; 6. Bursaries must be taken in the academic year for which they have been granted; 7. In the event of unsatisfactory academic performance or conduct by the student, the grant may be suspended or terminated and repayment by the recipient may be required. Andium Homes will decide what action should be taken in each case; 8. The payment of the grant may be terminated or be suspended by Andium Homes if the student:- Does not attain the required academic grades; Does not commence their degree course; Does not complete the course; Transfers from the agreed course onto another course (Andium Homes will consider such circumstances, but prior approval must be sought before any transfer takes place); Is absent from the course for a prolonged or repeated period; Is expelled or removed from the course by the college or university; Does not meet the minimum requirements laid down by the college or university for progressing to the following year of study; Does not embrace and demonstrate commitment to the Andium Homes core values. 9. If a grant is suspended or terminated for any reason, payments will cease from the date of such discontinuation. In the event that the bursary is cancelled as a result of the student leaving the course, the grant for the term in question shall be repaid to the Company in full or in part, at Andium Homes’ discretion; 10. The grant will not be extended beyond three years unless there are extenuating circumstances, at the discretion of Andium Homes. 11. Andium Homes reserves the right to amend at its discretion the conditions attached to this scheme, including the amount of the grant, at any time and to terminate the payment of the grant if any of the terms are breached by the recipient. The granting of this scheme does not confer any contractual right on the recipient to receive the grant awarded.
