BOWLS COUNTIES MANUKAU MEN’S & WOMEN’S PAIRS CONDITIONS OF PLAY: 1. Laws and Regulations: Played under the Laws of the Sport of Bowls and Bowls New Zealand Associated Regulations as applicable. 2. Controlling Body: Bowls Counties Manukau 2010 Inc is the Controlling Body for the Tournament. 3. Code of Conduct: As a condition of entry into the Tournament, all Players must acknowledge and agree to be bound by and comply with the Laws of the Sport, and the Code of Conduct as set out in Bowls Counties Manukau 2010 Inc Regulation 21 4. Postponements: Any postponements due to weather conditions will be on the Bowls Counties Manukau Info Line (09) 623 3571. 5. Clothing: Players footwear and clothing must comply with Bowls NZ Domestic Regulation 1. Any clothing which conflicts with the event sponsor will not be permitted. There is an expectation that participants dress in clothing that is clean, neat and does not include clothing or footwear that contain any offensive language pictures or gestures. Players are expected to try where ever possible to “look” the same in the spirit of the Bowls NZ Regulation 1 when it comes to clothing. Should a team or person continue to ‘infringe’ then action may be taken which may include non-acceptance of future entries to events run by Bowls Counties Manukau. 6. Replacements / Substitutes: Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Regulation 4. Any change in playing personnel shall be subject to the prior approval of the Controlling Body. Applications will be considered for the following reasons: sickness, bereavement, work commitments, Jury service, Bowls NZ commitments. Other individual exceptional circumstances may also be considered. The Controlling Body may require documents or evidence to support any applications. 7. Cell phone: Use is not permitted by players on or alongside the greens during play. It is preferred that cell phones are switched off or turned to silent. 8. Trial Ends: Before the scheduled start of play in any game, or before continuing an unfinished game on another day, one trial end may be played in each direction. Please refer to Laws of the Sport of Bowls, Law 5.1 9. Late Appearances: When any player has failed to be in position to commence play 15 minutes after the scheduled starting time, the game will be awarded to the opponent. 10. Score cards: These must be completed clearly and in full for every game. The names of all players and the time the game finished must be entered, and the score card must be signed by both SKIPS. 11. Delaying Play: Players are reminded of their obligation to keep the game flowing at ‘good pace’. This means that visits to the head must be no longer than reasonably expected given all circumstances. Players going to the head must, at least, walk to and from the head at a ‘brisk pace’. Players when crossing over should be wary of the requirements to avoid any unnecessary delays and be aware of any games on corresponding rinks. Any player or team deemed to be delaying play shall be dealt with in terms of the Laws of the Sport of Bowls Laws 33 and 36. 12. Withdrawals and Refund of Entry Fee: Notification of any withdrawal must be conveyed to the Centre Tournament Convenor and acknowledged, 3 days before the event to qualify for a Refund. Notification, regardless of circumstances, outside these requirements will mean that NO REFUND will be made. 13. Appeal against decisions of Umpires: “The Umpire’s decision is final in all circumstances except those relating to the meaning or interpretation of a law, in which case there will be a right of appeal to the Controlling Body” (Law 43.6.2). Any such appeal must be lodged with the Tournament Convenor within 10 minutes of the conclusion of the game. 14. Variations to Conditions: In the event of inclement weather or other extraordinary circumstances the Controlling Body may vary the conditions by reducing the number of ends and /or limiting the time of any game, or reducing the number of games. Any decision must be made before commencement of a game otherwise Law 32 of the Laws of the Sport of Bowls applies. 15. Smoking Policy: To avoid misunderstanding there is a “No Smoking” ban anywhere in the club houses and on the greens. Clubs have designated “Smoking Areas” which must be used by all Players and Officials. 16. Bowls Counties Manukau will act on any complaints and all playing disputes, provided they are in writing, to the Convenor or the Bowls Counties Manukau Board.
SPECIAL CONDITIONS OF PLAY: Day 1 1. Play will commence by: 8.30am on each tournament day. 2. Qualifying Play: Open Draw of four games of 18 ends, or time limit of 1 hour 45 minutes will be played. 3. Dead End: If an end becomes dead, the kitty to be placed on the centre two metre mark. 4. Tied Game: If at the completion of a game in qualifying play (either 18 ends or 1 hour 45 minutes) ends are tied, no extra ends will be played. A draw is a draw. Three points for a win, 1 point for a draw. 5. Bowls: Each player will play 3 bowls in each end. 6. Defaults/Byes: If a team defaults their score will be recorded as a loss. The non-offending team, or a team with a Bye, will be awarded three points for a win and the average net total shots of the other winning teams in the same round. 7. Restriction on the movement of players: The following restriction on the movement of players will apply: The lead: after the deliverer of their third bowl. The skips: after delivery of their second and their third bowls. In exceptional and limited circumstances, a skip can ask that a player walks up to the head earlier than described above. If a player does not meet the terms of this law, Law 13 will apply. 8. Completion of Qualifying Games: No team can refuse to play a game if their opposition requires it to qualify except in exceptional circumstances. Should a team or person continue to “infringe” then action may be taken which may include non-acceptance of future entries to events run by Bowls Counties Manukau. 9. Determining Qualifiers: In all games three points will be awarded for each game won and one point for each game drawn. The top 8 qualifiers from all entrants in the competition will be determined by the highest number of game points. Where game points are equal the qualifiers will be determined by the teams with the highest net total of shots. If the game points and the net total of shots are equal the teams with the lowest shots against will be the qualifier. (World Bowls Laws of the Sport of Bowls Crystal Mark Second Edition Law C.22: Net Total of Shots: Qualifiers – Quarter Finals 1 v 8, 3 v 6, 5 v 4, 7 v 2 Day 2 - Post Section Play: Quarter finals, Semi finals and Final – Sudden death basis. 10. Play will again commence by: 8.30am. 11. Conditions of Play: The same Conditions of Play i.e. number of ends (18), time limits (1 hour 45 minutes), bowls per player (3), and dead ends (place kitty on centre two metre mark) as for Day 1 will apply for Post Section on Day 2, but if the teams are tied, after 18 ends, or the time limit (1 hour 45 minutes), an extra end will be played to determine a winner; 12. Completion of Post Section: If this event is not able to be completed within the scheduled two days, any uncompleted games will be played by mutual agreement or as directed by the Controlling body.
