WHAT’S NEW IN 2017 • DISTRICT CHAMPIONSHIP WILL BE HELD EARLY this year from Tuesday, July 25th through Friday, July 28th at Barrington Golf Club. The Qualifier will be on Tuesday, followed by match play for the rest of the week. The Championship Flight will include 16 players, while all other flights will include 8 players. The final match for Championship and Championship Consolation will be held on Friday afternoon, July 28th. A player may employ and bring her own caddie or the host club will provide one. • PLAYERS CANNOT ENTER TOURNAMENTS THROUGH THE WEBSITE as the website is under construction. • FINAL TEAM PLAY WILL BE AFTER CHAMPIONSHIP on Thursday, August 3rd at Chagrin Valley Country Club. • TRI-LEAGUE WILL BE ON TUESDAY, JUNE 6th at Kirtland Country Club, hosted by CWGA. • THE CWGA OPEN WILL REPLACE the Kleinhenz Tournament. This event will continue to be an individual low net/low gross tournament for players with a handicap of 40.4 or lower. • THE PRESIDENTS’ CUP WILL be awarded to the player with the lowest gross total of three out of four rounds of the following tournaments: Mary K. Browne, the CWGA Open, and the Qualifying round of the CWGA Championship. REMINDERS Checks for each tournament will be deposited at the completion of each tournament. All paired events must be entered as one combined entry by check. POST YOUR SCORES: All rounds of 6 holes or more need to be posted. 2

PRESIDENT’S LETTER Dear Members, It is an honor to serve as your President for the 94th anniversary of the Cleveland Women’s Golf Association. It is such a wonderful organization, and I am proud to be a part of it. After a number of years of decline, our membership appears to have stabilized now, and last year we saw slight growth, which is really great news. Participation levels also increased, and we hope that even more players will enter tournaments this year. I encourage everyone to play in our events. Most of the events are paired events, so ask a friend and come out to play. Players of all skill levels are welcome. We are constantly working to improve your enjoyment of the interclub experience. I look forward to working with the Board to make 2017 a great summer of friendship and golf. Thank you to all the clubs for hosting our tournaments. All of our Golf Professionals and staff work very hard to make each event run smoothly; we are very appreciative of their efforts. Thirteen years ago I played in my first CWGA event. I was new to Ohio and knew no one from any other clubs. At that time, a player at my club asked me to play with her in a CWGA tournament. TOURNAMENT ENTRY INFORMATION 1. Entry forms with the appropriate fee must be submitted after May 1 and before the designated closing date to the CWGA Board Member listed on the form. 2. All paired events must be entered as one combined entry by check. 3. If a tournament is oversubscribed, a blind draw will be held to determine participants. 4. Pairing requests or requests for specific caddies will not be honored at any event. 5. If a player cancels after the pairings have been made, NO refund will be made. 6. If a tournament is cancelled after the start of play, NO refunds will be made. 7. Frequent cancellations may result in refusal of future entries. 8. CWGA reserves the right to limit and reject tournament entries. 9. Caddie and cart fees will be posted at each tournament. 10. If a caddie is requested for a tournament, but a cart is used on the day of the tournament, a charge for a runner may be assessed. 11. CWGA CONDITIONS OF COMPETITION RULES OF GOLF — USGA RULES OF GOLF GOVERN PLAY PLAYER’S RESPONSIBILITIES – The player and her caddie are responsible for knowing the conditions under which the competition is to be played. (Rule 6-1) START TIME – The player shall start play at the time set by the committee. Penalty for Breach: Disqualification. (Rule 6-3) Note: The Committee may provide in the Conditions of Competition (Rule 33-1) that, if the player arrives at her starting hole, within five minutes after the starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play instead of disqualification. (Rule 6-3) (Exception – Team Play: A player arriving late will lose as many holes as her group has played at that time. Any player having to withdraw during the course of play will receive credit for the holes played and will default the balance.) PACE OF PLAY – CWGA will have Rangers monitor the speed of play. DISCONTINUANCE OF PLAY; RESUMPTION OF PLAY -- The Head Professional and Course Superintendent will determine if course and weather conditions prohibit the start or continuation of play. If the contiguous delay is longer than (2) hours, the match will be postponed for that day or canceled. If 18 holes have not been completed by every player, but each player has completed 9 holes or more, then the tournament shall become a 9-hole tournament. If each player has completed less than 9 holes, the match will be rescheduled, delayed up to two hours, or canceled. (Rule 6-8): “The player must not discontinue play unless (i) the Committee has suspended play; (ii) she believes there is danger from lightning; (iii) she is seeking a decision from the Committee on a doubtful or disputed point (see Rules 2-5 and 34-3); or (iv) there is some other good reason such as sudden illness. Bad weather is not of itself a good reason for discontinuing play. If the player discontinues play without specific permission from the Committee, she must report to the Committee as soon as practicable. If she does so and the Committee considers the reason satisfactory, there is no penalty. Otherwise, the player is disqualified.” If play is suspended and the players are in the process of playing a hole, they shall mark their balls, discontinue play immediately, and shall not resume play until ordered to do so. Penalty is disqualification. In a two-person team competition, if one twosome of the foursome “quits”, the remaining twosome must call the Pro Shop or Committee chair to ask that a “marker” be sent to verify their play. If no marker is available, the caddie may continue on as the marker, or the twosome may join the group in front or behind their twosome. If none of these solutions occurs, then the twosome is disqualified. LOCAL RULES – Individual tournament hosts may post local rules for abnormal conditions, provided they are consistent with the Rules of Golf. (Rule 33-8) TIES – When necessary to break ties in stroke play competition, the USGA-recommended procedure will be followed: the winner will be determined on the basis of the best score for the last nine holes. If the players who are tied have the same score for the last nine holes, the winner will be determined on the basis of the score on the last six holes, the last three holes, and finally the eighteenth hole. If such a method is used in a handicap stroke play competition, one-half, one-third, one-sixth, etc. of the handicaps should be deducted. If a tie remains, the lowest handicap golfer will be the winner. (Decision 33-6/2) TIES IN THE CHAMPIONSHIP QUALIFYING ROUND – Ties for the final spot in the Championship Flight will be decided by a physical playoff beginning on hole #1 immediately following play or when the Committee determines all possible players have 14
completed their rounds. For the purposes of determining places in the draw, ties in the qualifying rounds, other than those for the last qualifying place, shall be decided by the order in which the scores are returned, with the first score to be returned receiving the lowest available number, etc. If it is impossible to determine the order in which scores are returned, ties shall be determined by a blind draw. TIES IN CHAMPIONSHIP MATCHES – In the event of a tie in the CWGA Championship matches, a sudden death playoff will decide the winner. (Rule 33-6) TIES IN TROPHY EVENTS –The Mary K. Browne is an individual Handicap Stroke Play Competition. In the event of a tie for the Field Low Net Winner, there will be a three-hole aggregate playoff with handicaps. A percentage of the 18-holes played in the three-hole playoff should be applied to the players’ handicaps to determine their playoff handicaps. Handicap stroke fractions of one-half stroke should count as a full stroke; any lesser fractions should be disregarded. If the playoff is tied after three holes, a sudden death playoff with strokes as they fall on the scorecard shall ensue on the following holes until a winner is determined. If a playoff is not feasible, a matching scorecard method using strokes as they fall on the scorecard will be used beginning with the last 18 holes, the last nine holes (10-18), the last six holes (13-18), the last three holes (16-18) and finally the 18th hole. If there is still not a winner, a tie will be declared between players. Ties for Low Gross Field, Second Low Net Field, and Low Net, Second Low Net, and Low Gross in each Flight will be determined by matching scorecards as stated above. GENERAL NUMERICAL DRAW – The General Numerical Draw will be used if a qualifying round determines matches in Championship. Matches are determined as follows: 16 QUALIFIERS 8 QUALIFIERS #1 vs. #16 — #2 vs. #15 #1 vs. #8 — #2 vs. #7 #4 vs. #13 — #3 vs. #14 #8 vs. #9 — #7 vs. #10 #4 vs. #5 — #3 vs. #6 #5 vs. #12 — #6 vs. #11 CADDIES – A player in a CWGA event may not employ her own caddie under penalty of disqualification. (Rule 33-1) Exceptions may be made for Championship or other CWGA tournaments. If Player A obtains a cart and Player B hires a caddie, the caddie belongs to Player B. Player A would be in violation of Rule 8-1 by asking the caddie to read a putt. The player can ask for distance or general knowledge of the course. Under Rule 8-1, during a stipulated round, a player must not ask for advice from anyone other than his partner or either of their caddies—see Definition of Advice and Definition of Caddie. So, if Players A and B are fellow-competitors (i.e. not partners), Player B is in breach of Rule 8-1 if he asks Player A’s caddie for advice, such as reading a putt. In stroke play, the penalty for a breach of Rule 8-1 is two strokes. CARRYING OF BAGS – Not permitted CELL PHONES – Cell phones may only be used in an emergency or to call the Pro Shop. DISTANCE MEASURING DEVICES – The use of devices to measure distance only is permitted for all CWGA Tournaments, Team Play, and Championship. The use of devices that gauge or measure other conditions, (e.g., wind or gradient) is not permitted even if those functions are disabled. Penalty for Breach is Disqualification. (Rule 14-3. Decision 14-3/0.5) DRESS CODE – Short shorts and tank tops are not proper attire for CWGA events regardless of individual club policies. CWGA TOURNAMENT & CERTIFICATE EVENT REGULATIONS A PARTICIPANT IN ANY CWGA EVENT MUST BE AN AMATEUR, MEMBER OF CWGA AND A MEMBER OF HER CLUB’S WOMEN’S GOLF ASSOCIATION WHO HAS PAID HER ANNUAL DUES AND HAS AN ESTABLISHED USGA HANDICAP INDEX OF 40.4 OR LOWER. ENTRY REQUIREMENT: Eligibility for tournaments will be determined at the time entries close for the tournament. In play, each player must use the converted handicap in effect at the time pairings are made for the tournament. CERTIFICATES AND PRIZE EVENTS: The Executive Committee determines certificates and prizes. Certificates expire each year on September 15th of the playing season. CWGA will award a charm to each player who scores a hole-in-one in any CWGA event. THE GEMINI BEST BALL TOURNAMENT: An 18-hole low net tournament for teams of two players each with a handicap index of 20.1 - 40.4. CWGA HOME DAY: An 18-hole low gross/low net tournament played by CWGA MEMBERS ONLY at their own clubs. Certificates are given for three places in this order: 1st low gross, 1st low net, 2nd low gross, 2nd low net, 3rd low gross, 3rd low net. Ties will be broken by a scorecard playoff. Only in this event may participants follow all local options of their club. The home club’s association may govern handicap limit. The list of winners from each club must be forwarded to the CWGA Assistant Treasurer. THE BEST BALL TOURNAMENT: An 18-hole low net tournament for teams of two players, each with a handicap index of 28.4 or lower. THE CWGA OPEN TOURNAMENT: An 18-hole low net/low gross tournament for individual players with a handicap index of 40.4 or lower. THE TWO-PERSON CHAPMAN SCOTCH TOURNAMENT: An 18-hole low net tournament for two players with a combined handicap index of 60.8 or lower and an individual handicap index of 40.4 or lower. THE TWO-BALL TOURNAMENT: An 18-hole low net tournament, open to all CWGA members with a handicap index of 40.4 or lower. Players will sign up as a twosome and will be paired with another twosome from a different club who have similar handicaps. Players will choose the two best balls of the foursome for each hole, utilizing full handicap and strokes where they fall. THE ODD-BALL TOURNAMENT: An 18-hole event. Twosomes with a combined handicap of 60.8 or lower will be paired to create one 4-person team. The team will score one net best ball on the odd-numbered holes and two net best balls on the even-numbered holes. 16
TROPHY EVENTS TRI-LEAGUE INVITATIONAL: Sponsored jointly since 1964 by The Cleveland Women’s Golf Association, the Greater Cleveland Golf Association, and the Suburban Ladies’ Golf Association. This is an 18-hole low gross invitational tournament open to the twenty-five lowest handicap members from each of these three associations. The winner receives a trophy and gift certificate. Flight winners receive gift certificates. THE MARY K. BROWNE TOURNAMENT at Kirtland: A 36-hole two-day low net tournament and low net team event open to players with handicap index through 20.0. A maximum field of sixty players competes with full handicap. The winner receives a trophy and a prize. Flight winners receive certificates. THE CHAMPIONSHIP TOURNAMENT: Championship will be a four-day tournament starting with the 18-hole stroke-play qualifying round on Tuesday. Results of the qualifier will determine seeding. Eighteen-hole match play rounds start on Wednesday. Wednesday’s winners continue on in the flight, and the losers move to the consolation round. Thursday’s winners move on and losers are out. The Championship flight winner receives a trophy and a prize. Other flight winners and runners-up receive prizes. The Championship flight will consist of 16 players. The Championship flight and Championship consolation flight semi-finals will be played on Friday morning, and the 18-hole finals match will be played on Friday afternoon. All other flights will consist of 8 players with the finals for said flights being played on Friday morning. The 2017 event will be held at Barrington Golf Club from Tuesday, July 25th through Friday, July 28th. TEAM PLAY TROPHIES: The team with the highest point total for the year wins the Team Championship Trophy. The Runner-Up Trophy is awarded to the second place team. The Team that was most improved in the standings from the previous season receives the Most Improved Trophy. Plaques are awarded to first, second, third, fourth and fifth place teams. CWGA CUP: The Cup will be presented to that individual who accrues the highest number of points through her participation in events and places of finish in this year’s tournaments. PRESIDENTS’ CUP: The Cup will be presented to that individual who has the lowest gross score total of three out of four rounds of stroke play in the Mary K. Browne Tournament, the CWGA Open Tournament and the qualifying round of the CWGA Championship. The previous year’s Champion may compete for the Presidents’ Cup and play in the Qualifier without losing her number one seed. 17
2017 HANDICAP INFORMATION All handicaps used in Cleveland Women’s Golf Association competition will be USGA Handicaps computed according to the USGA Slope System of Handicapping. 1. You have only one handicap: USGA HANDICAP INDEX. It is expressed as a decimal, but you never play with it. This is an index number you will use on a chart to find out how many strokes you play with on any given course and set of tees. 2. When you play at your home course from the designated tees, the above conversion has already been done for you; handicap reports will provide your “home course handicap” to save you the step of looking it up on a chart. 3. When you play other tees at your home course or away from this course, you must refer to the Course Handicap Table posted at that course and convert your USGA HANDICAP INDEX to the handicap you will use for that course, or use the GHIN app. 4. For rounds played at home, score posting for handicapping purposes is unchanged. When posting away scores, you must record not only the USGA Course Rating but also the Slope Rating. All home and away scores must be posted. 5. Cards should be dated and signed. 6. Players should only post a “T” score for the following tournaments: Championship Qualifier / CWGA Open / Mary K. Browne / Tri-League. 7. USGA Rules should be in effect unless the Club’s Greens or Golf Committee designates “Preferred Lies” or “Winter Golf.” 8. Our playing season is April 1 through October 31. 9. 2016 CWGA Team Report Congratulations, again! to Team Champions for the second year in a row, Westwood Country Club! At the Final Team Play, just a few points made a big difference in the final standings. Runners-up, again! for the second year in a row (but by a closer margin!) was Kirtland Country Club. It was a pleasure to announce, as Team Manager, that Shaker was the Most Improved Team this year, improving four places in the 14-team standings! We had no rainouts, which was “par” for the course this season! Host Clubs Mayfield Sand Ridge, Chagrin Valley, Avon Oaks, Lake Forest, and Shaker were in beautiful condition and played “tough” due to the hot and dry conditions most of the summer. Each of the Golf Professionals did a great job planning and facilitating each Team Play. Their efforts are greatly appreciated. Special thanks go to the Assistant Team Managers Gail Fussner and Rita Johnston who were always ready to lend a hand, both with scoring and ranging. Each Club provided additional support in the locker rooms, valet service, and banquet/lunch service. CWGA Board Members, especially Celine Krashin, were a great help too. These tournaments couldn’t happen without a great many ladies assisting, including our Past Presidents. We all look forward to Team Play competition in 2017. TEAM PLAY RULES MISSION STATEMENT: The purpose of Team is to provide a competitive environment for each club’s best players. Five players will comprise a team; each of the Teams competing will meet each other once. There will be five rounds of match play competition. Eighteen points will be available in each two-person contest (1 point for winning a hole, ½ point for tying a hole, and 0 points for losing a hole.) Team Play position for the current year is determined by the previous year’s final standings. Ties between teams will also be determined by the previous year’s position. The winner each season will be the Team with the highest number of points after all rounds have been played. The runner-up will be the Team with the second highest total points. In case of a tie for the first and second places, five sudden death matches will be played that day. Play will be in twosomes by position. (#1 player Team A vs. #1 player Team B, #2 vs. #2 etc. through position #5) hole by hole to sudden death. The club pro will designate the starting hole. Play will continue until there is a winner in each of the five twosomes, and the tie is broken. Both the winner and runner-up will receive the designated traveling trophies and a permanent plaque commemorating the standing. There will be only one division. In addition to the overall winner and runner-up, the third, fourth, and fifth place Teams will be recognized. Ties for those places will not be broken. A permanent plaque will be awarded for third, fourth, and fifth places. The Most Improved Team, determined by its final standing with regard to the previous year’s standing, will also receive recognition. A forfeit, whether it is one Team player or more, shall result in the opponents receiving ⅔ of the available points. The remaining ⅓ points will fall into the unclaimed category. A player arriving late will lose as many holes as her group has played at that time. Any player having to withdraw during the course of play will receive credit for the holes played and will default the balance. If an odd number of teams exists for the season, in each of the five contests a “bye” will be utilized. USGA RULES GOVERNING MATCH PLAY SHALL APPLY TO ALL MATCHES IN TEAM PLAY WITH TWO EXCEPTIONS: 1. Upon reaching the green, all balls shall be marked, except the ball farthest from the cup. There will be no ball interfering with, or being of assistance to, any other ball. All putts must be holed out except when all other players in the match agree to concede the putt. 30
TEAM PLAY RULES (Continued) 2. A non-playing Team Captain will not be permitted on the course to give advice during the course of the matches. All players MUST report to the club where play is scheduled, regardless of weather or presumed playing conditions. The Team Captain will report immediately to the Team Manager and all players will remain until a decision has been made regarding delay or postponement. The Head Professional and Course Superintendent will determine if course and weather conditions prohibit the start or continuation of play. If the contiguous delay is longer than 2 hours, the match will be postponed for that day. If 18 holes have not been completed by each player, every effort will be made to reschedule the match on the same course. However, if a reschedule is not accomplished during the same season, due to course or calendar availability, and each player has completed 9 holes or more, then points will be awarded for the nine-hole match. If each player has completed less than 9 holes, then no points will be awarded for that match. All players must check in by 7:45 AM. Players must assemble by their bags at 8:15 AM for final instructions and dispatch to holes. All matches will begin at 8:30 AM (unless a time change is indicated) in a shotgun format. In order to allow for fair competition within a foursome, caddies and carts will be assigned based upon the established guidelines. Details of these guidelines will be given to each Team Captain. Team Captains are requested to submit their lineups and club membership numbers to the Team Manager at least three days prior to the scheduled play. Changes may be made prior to the day of play by calling the Team Manager. Any last minute changes occurring the morning of Team Play should be reported at the check-in table prior to 7:45 AM. If a player cannot be replaced before that time, a forfeit shall occur in the position she was to play; other players do not move up. There will be no changes in the lineup after 7:45 AM! Players on each team are to be seeded according to handicap index. If Team members have the same index number, the differential must be used to determine position. Handicaps will be checked and approved before starting matches. Speed of play is of prime concern. If a match fails to keep pace on the course and loses in distance more than one clear hole ahead, it must allow subsequent matches to play through. Slow players will be penalized. Each Team player incurs a mandatory charge for lunch at each Team Play, unless the Team’s club has prepaid for their lunches. 31
