          Theme: Reimagining Youth Skills Post-Pandemic

1.0 BACKGROUND

The COVID-19 pandemic and lockdown measures have led to the worldwide closure of
Technical and Vocational Education and Training (TVET) institutions, threatening the
continuity of skills development. Learners are affected by school closures across the
States/UTs in India. Distance education and training has become the most common way
of imparting skills, with considerable difficulties regarding, among others, curricula
adaptation, trainee and trainer preparedness, connectivity or assessment and
certification processes. Young people need to be equipped with the skills to successfully
manage the current challenges due to COVID -19 pandemic and develop resilience to
adapt to the present and future disruptions.

In 2014, the United Nations General Assembly declared 15 July as World Youth Skills Day,
to celebrate the strategic importance of equipping young people with skills for
employment, decent work and entrepreneurship. Since then, World Youth Skills Day
(WYSD) events have provided a unique opportunity for dialogue between young people,
Technical and Vocational Education and Training (TVET) institutions, firms, employers’
and workers’ organizations, policymakers and development partners.

On 15 July 2021, the UNESCO-UNEVOC is hosting various events to mark the World Youth
Skills Day. This year’s theme for WYSD is Reimagining Youth Skills Post Pandemic. For

The PSS Central Institute of Vocational Education (PSSCIVE), which is a constituent unit
of National Council of Educational Research and Training (NCERT), is also one of the
Network Centres of UNESCO's International Project on Technical and Vocational
Education (UNEVOC). UNEVOC Centres are national focal points for receiving and
disseminating UNESCO messages. They exchange information, experience and skills on all
major areas of work of the UNESCO-UNEVOC International Centre, Bonn, Germany.
Through the UNEVOC Centres, TVET related knowledge and innovative best practices are
transferred from one country to another. As UNEVOC Centre, the PSSCIVE, Bhopal is
organising academic activities to mark the celebrations of the WYSD - 2021.

2.0 OBJECTIVES

The objectives of the World Youth Skills Day 2021 are to:

(i)   Assess the situation of young people regarding skills and work during and after the
      COVID-19 pandemic; learn how they have been living through the crisis; highlight
      success stories of youth innovation and resilience;
(ii) Reflect on how TVET stakeholders can collaborate to scale up skills development
      and help reconcile the short-term need for economic recovery with the urgent need
      for accelerating the transition to sustainable development; and
(iii) Debate on prospects for skills development and the world of work as economies
      recover, and on the effectiveness of national recovery plans and support from
      development partners.

3.0 PROGRAMME

3.1 KEYNOTES

3.2 PRESENTATION

Online Teaching-learning during the COVID -19 Pandemic: Challenges and Benefits
Mr. Ajit Kumar Padhi Director-Operations, IT-ITES Sector Skill Council, NASSCOM,
New Delhi.

3.3 PANEL DISCUSSION

The panel discussion will focus on

•   how the changing labour market impacts the skills youth needs – digital, soft and
    transferable skills.
•   how to address the future skill needs, especially for the industry 4.0.
•   how the VET system should respond to the pandemic and to the emerging patterns of
    change that has emerged in different sectors of economy.
