  1. INTRODUCTION

1.1   NSPA has a requirement for the procurement of Woodland Camouflage
      Uniforms.
1.2   This Statement of Work (SOW) defines the materials to be supplied by the
      Contractor in order to meet the requirement.

  2. DEFINITIONS AND ACRONYMS
2.1   Definitions
2.1.1 The term Laboratory as used herein, refers to the Hellenic Army Chemical
      Laboratory, an ISO17025-certified competent authority for performing
      material validation.
2.1.2 The term TEC as used herein, refers to the Technical Evaluation Committee
      established by NSPA and End-User representatives.
2.1.3 The term uniform as used herein, refers to the Woodland Camouflage
      Uniform set, composed of a coat and a pair of trousers, in full compliance
      with all design, performance and conformity requirements described herein.
2.1.4 The term lot as used herein defines a definite quantity of products collected
      together. Several lots together may consist a batch.
2.1.5 The term non-conformity as used herein refers to a product or service that
      does not fulfil a specified requirement of this specification1.
2.1.6 The term defect as used herein refers to a product or service that does not
      fulfil the intended use1.
2.1.7 The term non-conforming lot as used herein refers to a lot containing a
      number of non-conforming uniforms.
2.1.8 The term Acceptance Quality Limit (AQL) is used to define the quality level
      that is the worst tolerable process average, when a continuing series of lots
      is submitted for acceptance sampling1.
2.1.9 The term End-User as used herein refers to the Hellenic Army.
2.1.10 The term Contractor as used herein refers to both the prime Contractor and
       any subcontractors.
2.1.11 Contracting Officer (CO) is the staff managing the contract on behalf of
       NSPA, with authority to sign the contract and subsequent contract changes
       (Supplemental Agreements).
2.1.12 Technical Officer (TO) is the staff designated by NSPA to be the authorized
       representative in charge with “overall technical supervision” of the contract
       deliverables. While this individual shall ensure technical compliance, he/she
       do not have a warrant (contract authority) to obligate NSPA.

2.2.1 Unless otherwise stated, all the dimensions are metric.
2.2.2 Whenever reference is made to a section or paragraph, the reference
      includes all subordinate and referenced paragraphs.
2.2.3 The convention to be used for numbers appearing in textual documents is for
      a comma to be the thousands separator and a period to be the decimal
      separator (e.g. 1,365,276.24).
2.2.4 The convention to be used for dates appearing in free text (e.g. quoting dates
      of meetings) is day-month-year (dd-mm-yyyy).
2.2.5 Correspondence of national or regional standards with the relevant
      International Standards shall be determined in accordance with the
      provisions of ISO/IEC 21-1:2005.
2.2.6 When specific dimensional tolerances are not indicated herein, an acceptable
      tolerance of ± 0.5cm applies to all product dimensions indicated herein.

  3    STATEMENT OF REQUIREMENT
3.1   Purpose
3.1.1 The Woodland Camouflage Uniforms shall be used for defence and security
      tasks performed by the End-User.
3.2   Scope
3.2.1 The Contractor shall supply one hundred thousand (100,000) ea unisex
      Woodland Camouflage Uniforms, with the following indicative repartition of
      sizes (the actual repartition by sizes shall be confirmed before the contract
      award):

3.2.2 The Contractor shall be responsible for the manufacturing and supply of
      materials as specified in this SOW.
3.2.3 All parts and accessories shall be prepared and finished with special
      attention paid to the accuracy of the dimensions and the meticulousness of
      the seams.
3.2.4 All articles shall be made with new materials and be newly manufactured.
3.3   Options
3.3.1 Upon Customer request, NSPA reserves the right to order additional items as
      per following estimated quantities (the actual repartition by sizes shall be
      confirmed before the contract award):

    4.2 The above list of applicable standards is provided as reference and do not
        relieve the Contractor of the obligation to comply with all NATO, EU, and
        Hellenic regulatory requirements and standards that are applicable in the
        performance of this SOW.
    4.3 Conformance against the requirements of the above standards is defined in this
        SOW, wherever appropriate.
5      PRODUCT DESCRIPTION

    5.1 General
    5.1.1 The woodland camouflage uniform described in this SOW is classified in
          NATO ACodP-2/3 Group Class 8405 “Outwear men’s” and the relevant CPV
          code is 35812000-9 “Combat Uniforms”.
    5.1.2 This product description is applicable to all sizes requested herein.
    5.1.3 A representation of the required uniform is provided in Annex B, together with
          key dimensions and key design features.
    5.1.4 Each uniform is a set, consisted of a coat and a pair of trousers.

    5.2 Coat

5.2.1 Front side
5.2.1.1   The front of the coat shall be composed of two (2) parts: the left front and
          the right front.
5.2.1.2   The two front facings shall be attached to each other with a plastic green
          separable slide fastener placed as per Annex B figure 27, beginning 10 cm
          under the top edge of the lapel and fastening from the left side to the right.
5.2.1.3   Depending on the size of the coat, the length of the slide fastener shall be
          42 cm for XXS-XS-S, 44 cm for M-L and 46 cm for XL-XXL.
5.2.1.4   On the plastic edge of the slide fastener (slider handle), there shall be
          green nylon band (9 cm length x 1 cm width), which shall be stabilized with
          a bar tack stich and forms a loop for convenience during use. The end of
          the nylon band shall be cut with heat, in order to avoid fraying.
5.2.1.5   10 cm from the top edge of the lapel (downwards), a loop tape (soft) (2 cm
          x 5 cm) shall be sewn on (Annex B figure 3, “3”). Subsequently and in 10
          cm intervals, two (2) more identical loop tapes (soft) shall be sewn on, so
          the slide fastener shall be overlapped during closure (Annex B figure 3,
          “4”). In sizes XXS-S, both above dimensions of 10cm (Annex B figure 3,
          “3” & “4”), shall be 8 cm.
5.2.1.6   The seam of these tapes shall be around the perimeter and with a
          formation “X” on the inside, for resistance to use. The hook tape (hard)
          shall be on the left side and the loop tape (soft) on the right side
          respectively, for the closure of the coat.
5.2.1.7   Over the right pocket flap, at a distance of 1 cm, as in figure 8, “3” of
          Annex B, a loop tape (soft) (2 cm width x 13 cm length), shall be
          horizontally sewn on, for the nameplate. The respective hook tape (hard)
          shall be placed over the loop tape (soft).
5.2.2 Pockets
5.2.2.1   The front facings shall have two (2) pockets diagonally sewn at chest
          height, positioned and sized, as described in figures 7 and 8 of Annex B.
5.2.2.2   The height where the pocket flap shall be placed is 18-22 cm from the
          shoulder seam and 10-12 cm from the front centre (see Annex B figure 8
          for detailed measures).
5.2.2.3   The pocket shall be placed 1-1.5 cm under the flap (Annex B figure 7). The
          bottom part of the flap shall be placed 4-6 cm from the front centre (see
          Annex B figure 8 for detailed measures).
5.2.2.4   The fabric at the upper part of the pockets, shall be folded by 2 cm as
          shown in figure 7 of Annex B. The pockets shall be closing with loop –
          hook tape of 2 cm width.

5.2.3.1   The back shall be composed of two (2) pieces, sewn laterally to the two
          front facings and the shoulders, as shown on figures 1 and 2 of Annex B.
5.2.3.2   The back part of the coat shall be composed of three (3) pieces, of one
          central back piece, where a pleat of 4 cm depth shall be formed 5-7 cm
          (XXS-XS:5cm, S-M-L:6cm, XL-XXL:7cm) from the shoulder seam to the
          waist seam (Annex B figure 2). Bar tack stitches shall be made at the both
          edges of the pleat (in both sides), for reinforcement.
5.2.3.3   Two waist fasteners with a buttonhole corresponding the buttons found on
          the back facing shall be placed at the union of the two back pieces with
          the front facings and just below the bar tack stitch.
5.2.3.4   In addition, there shall be a second button, used to adjust the waist size
          (figures 2 and 9 of Annex B). The distance between size adjustment
          buttons shall be 2 cm.
5.2.4 Neck
5.2.4.1    Neck shall be with two (2) layers of fabric. Its spreading has the shape of
          an equilateral trapezium and shall be sewn on the coat at its narrow end
          (figures 3 and 4 of Annex B).
5.2.4.2   A loop shall be sewn in its middle, used for hanging the coat.
5.2.5 Sleeves
5.2.5.1   The sleeves shall be made up of two (2) pieces.
5.2.5.2   After the stitching of the outer seam, an extra trapezium-shaped cloth shall
          be placed serving as an elbow patch (21.5-24 and 25-28 cm bases and
          19-20 cm height, as on figures 6 and 10 of Annex B. The elbow patch shall
          be sewn with two stitches around the perimeter, at 13-19 cm distance (see
          Annex B Figure 10 for detailed measures) from the bottom edge of the
          sleeve and 5-6 cm in parallel and symmetrical to the union seam of the
          sleeve.
5.2.5.3   Placed 7-7.5 cm from the hem and 4-4.5 cm (for all sizes) from the side
          seam of the left sleeve , a pencil pocket shall be sewn, as shown on figures
          10 and 11 of Annex B.
5.2.5.4   At the bottom edge of each sleeve, a sleeve fastener shall be placed, with
          a button 18 mm in diameter sewn on the inside and dimensions as
          described in figure 10 of Annex B. At the union seam of the sleeve, three
          (3) buttonholes shall be placed, with the first one at the beginning of the
          seam and the other two in 3 cm intervals. In addition, there shall be a
          fourth buttonhole placed at the point corresponding to the button of the
          sleeve fastener (figures 10 and 25 of Annex B). The buttonholes will be
          used to adjust the cuff size.
5.2.5.5   At the upper part of the sleeve, two (2) pockets with pleats shall be
          diagonally sewn at 5-6 cm distance from the shoulder seam (figure 10, “3”
          of Annex B). The length of the pocket shall be 18 cm for all of the sizes.

          The pocket closes vertically with a plastic green non-separable slide
          fastener, at the front side of the coat and with direction from bottom to top.
          On the plastic edge of the slide fastener (slider handle), there shall be a
          green nylon band (9 cm length x 1 cm width), which shall be stabilized with
          a bar tack stitch and forms a loop for convenience during use. The end of
          the nylon band shall be cut with heat, in order to avoid fraying. The
          pockets should have a pleat of 2 cm in depth (figure 5, “4” of Annex B) and
          a drain hole should be placed on the folding side (figure 26 of Annex B).
5.2.6     Bar tack stitches
5.2.6.1   There shall be in total thirty seven (37) bar tack stitches on the coat.
5.2.6.2   In detail, there shall be: two (2) in each chest pocket (at the ends of the
          opening) and two (2) on the ends of every flap (8 in total); two (2) at 5-7
          cm distance from the shoulder, for the pleat’s closure (one in each side);
          two (2) at waist height, where the pleat closes (one in each side); three (3)
          on each sleeve pocket (one in each corner, except from the one of the
          pleat); two (2) on each cuff (for the reinforcement of the sleeve fastener);
          four (4) on the pencil pocket (one at the upper part of each vertical seam
          and one at the centre down); three (3) on the eyes of the slide fasteners’
          nylon bands; one (1) on the hem of each sleeve’s internal seam (2 in
          total); one (1) on each end of the slide fastener (up and down opposite - 4
          in total); two (2) on the front bottom edge (the one at the beginning of the
          hem and the other vertical to the beginning of the vertical external seam).
          The epaulets shall be sewn with two (2) stitches.
5.2.7     Ventilation holes
5.2.7.1   Located under the armpit and on either side of the side seam of the main
          cloth and the sleeve, one ventilation hole (4 on the whole), of a 5 mm
          diameter, placed on the edges of a square with 4 cm side (figure 28 of
          Annex B).
5.2.7.2   Each hole shall be reinforced with gimp (figure 28 of Annex B).
5.2.8     At the bottom edge of the coats, the fabric shall be folded by 3-4 cm,
          creating a hem with width 1.5-2 cm (figure 1 of Annex B).

5.3 Trousers
5.3.1 Front sides
5.3.1.1   Each front side shall be made up of two (2) pieces.
5.3.1.2   There shall be a fly that close with 4-5 plastic buttons, on the right ply and
          respective buttonholes on the left. Four of the buttonholes shall be on the
          inside tab, with two (2) bar tack stitches after the second and third
          buttonhole, for greater durability, so as neither them, nor the buttons will
          be visible after buttoning up. The top button shall be visible. At the end of
          the tab and on the seam, externally there is a bar tack stitch. There shall
          be two (2) more bar tack stitches along the length of the double seam of

          the crotch, the one shall be located on the crotch cross and the other at
          the middle between the first (end of tab) and the third (crotch cross) (figure
          15 of Annex B).
5.3.1.3   On each ply a knee-patch shall be sewn of the same cloth. The position of
          the knee-patch shall be at 48-50 cm distance from the middle to the
          bottom edge for sizes XXS-XS and 51-53 cm for sizes S-M-L-XL-XXL
          (figure 12 of Annex B). The height of the knee-patch shall be 25-30 cm,
          (XXS: 25cm, XS: 26cm, S: 27cm, M: 28cm, L: 29cm, XL-XXL: 30cm),
          while the width is adjusting to the width of the trousers (on the side seams)
          (figure 21 of Annex B).
5.3.2 Back sides
5.3.2.1   Each backside shall be made up of two (2) pieces.
5.3.3 Waistband
5.3.3.1   The belt, which shall be one-piece with an inner reinforcement, shall be
          stitched on the top edge of the four plies with a visible seam and has a 4-
          4.5 cm width.
5.3.3.2   Inside, it shall be reinforced with a band of the same cloth and shall have
          seven (7) 5.5 - 6 cm long belt loops with 1 cm width and bar tack stitches
          on the both ends. Two (2) belt loops shall be placed at the two waist side
          seams, one (1) at the back centre seam, by one (1) at the middle of the
          distance between the front ends and the waist side seams (in both sides)
          and by one (1) at the middle of the distance between the waist side seams
          and the back centre seam (in both sides).
5.3.3.3   At each side and back of the belt, there shall be a triangular shaped band
          with a buttonhole and two buttons used to adjust the waist size (waist
          fasteners) (figure 22 of Annex B).The first button applies exactly to the
          height of the buttonhole and the second at 2 cm distance from the first.
5.3.4 Chanel for polyamide band
5.3.4.1   At the bottom edge of the trousers legs, there shall be a 2.5-3 cm hem,
          which forms a channel for the polyamide band (with width 1 cm) to go
          through, used for tightening the edges. The green nylon band with length
          78-80 cm comes through the hem, through two embroidered holes or two
          buttonholes (of suitable diameter) at the front and internal side of the
          trousers, in order not to be visible (figure 16 of Annex B). The two ends of
          the band end up to a knot (figure 12 of Annex B) and shall be stabilized
          from fraying with heat. The nylon band shall be restrained at the back
          center, with a bar tack stitch.
5.3.5 Pockets
5.3.5.1   On the side and top edges of the two front plies, pockets shall be
          diagonally formed with minimum opening of 17-19 cm; their inside shall be
          of the same cloth as the outside of the uniform (see figures 12 and 14 of
          Annex B for detailed measures).

5.3.5.2   The useful depth of the side pocket shall be 16-18 cm. The inside of the
          pocket shall be 32-35 cm, when it is measured from the belt to the bottom
          edge of the pocket (see figure 14 of Annex B for detailed measures).
5.3.5.3   On each one of the back plies and at a distance of 8-9 cm from the top
          edge of the belt, pockets with a 12-13 cm opening (12 cm only for sizes
          XXS-XS-S) shall be provided in accordance with the determined in figures
          13 and 19 of Annex B.
5.3.5.4   The pockets shall have flaps with two (2) internal buttonholes and
          underneath the respective buttons shall be sewn. The inside of the
          pockets shall be of the same cloth (interlining).
5.3.5.5   On the side seams of the front plies with the back plies, at a distance of
          approximately 5-6 cm from each side pocket, thigh pockets shall be sewn
          diagonally with three pleats each and their respective flap (figures 12, 13,
          17 and 20 of Annex B).
5.3.5.6   The width of each side thigh pocket pleat shall be front-wise, 4 cm each,
          for the first two, and 3 cm for the third, which reaches the back side of the
          trousers.
5.3.5.7   The position of the thigh pocket and the respective flap shall be in
          accordance with the figures 12, 13 and 20 of Annex B. The flap shall have
          a slope in the front side of the trousers towards the bottom. Every side
          thigh pocket shall have two (2) buttons on the top edge and two (2)
          buttonholes on the respective flap. Also the pocket shall have an
          embroidered hole, as shown on the figure 17 of Annex B.
5.3.5.8   At the middle height of the knee-patch, 3 cm at front of the side seam and
          8 cm at back, a side tibia pocket shall be sewn (figures 12 and 13 of
          Annex B). The pocket closes with a button in the upper middle part and
          the respective flap shall be placed 1.5 cm above the pocket. The flap shall
          have a buttonhole in a corresponding position with the button. The pocket
          shall have a pleat at the back down part with 2 cm depth and an
          embroidered drain hole at the pleat’s side and down (figure 18 of Annex
          B).
5.3.6 Reinforcing cloth
5.3.6.1   At the back side of the trousers and in both parts, a reinforcing cloth shall
          be sewn, which shall follow the enlargement of the trousers, as it shall
          touch the edges of the internal seams at the back side.
5.3.6.2   The reinforcing cloth begins 17-20 cm from the beginning of the waist and
          downwards and stops (diagonal) 1-1.5 cm from the closure of all the
          seams (cross) of the crotch (see figures 23 and 24 of Annex B for detailed
          measures).
5.3.6.3   The seaming shall be made with double blind stitches.
5.3.7 Bar tack stitches

         5.3.7.1     There shall be totally fifty four (54) bar tack stitches on the trousers.
         5.3.7.2     In detail, there shall be: two (2) on each belt loop (i.e. 7 x 2 = 14); seven
                     (7) in each thigh pocket (2 on the flap ends, 3 on each corner of the pocket
                     except the down front, 2 on the two first pleats and on the height of the
                     fold seam – i.e. 2 x 7 =14); two (2) on each side pocket (i.e. 2 x 2 = 4), two
                     (2) on each back pocket (i.e. 2 x 2 = 4); three (3) internal (2 at the tab and
                     the third holds the finishing of the tab at the opposite fabric sheet); three
                     (3) external at the crotch and on the tab; five (5) on each tibia pocket (2 on
                     the flap ends and 3 on each corner of the pocket except the down back –
                     i.e. 5 x 2 = 10) and by one (1) on each hem and at the centre back (2 in
                     total).
     6      TECHNICAL REQUIREMENTS

         6.1 The uniform materials requirements are provided in Annex C.
         6.2 The uniform camouflage colour requirements are provided in Annex D.
     7      SIZES AND MEASURES

         7.1 The Contractor shall supply the uniforms in the sizes and dimensions indicated
             below.

         7.2 Coat
         7.2.1 Seven (7) sizes are required; their measurements in centimeters are defined

        8       QUALITY, HEALTH & SAFETY AND ENVIRONMENTAL REQUIREMENTS

            8.1 Quality Management
            8.1.1 The Contractor shall maintain a Quality Management System (QMS) as a
                  means of assuring conformance with the requirements specified in this SOW.
                  The Quality Management System shall be established and maintained in
                  conformance with the following standards, at their latest edition:
            8.1.1.1    ISO 9001, Quality Management Systems – Requirements.

8.1.2 The scope of the QMS shall be relevant with the scope of this SOW.
8.1.3 All processes necessary for the Contractor to fulfil the requirements of this
      SOW, shall conform against the AQAP 2131 requirements (NATO Quality
      Assurance Requirements for Final Inspection and Test), at its effective
      edition.
8.1.4 The Contractor shall provide a Quality Management Plan (QMP) (CDRL-01)
      describing the quality aspects for the specific project, interfacing this project
      with the company's Quality Management System. This QMP shall be
      submitted to NSPA for approval one (1) month after the contract award.
8.1.5 The Quality Management Plan shall include as a minimum:
      • Quality objectives and methods to measure achievements;
      •   Project deliverables and processes to review satisfactory quality levels;
      •   Quality standards, practices, procedures and instructions applied;
      •   Quality control and assurance activities;
      •   Quality roles and responsibilities;
      •   Quality tools;
      •   Plan for reporting quality control and assurance problems;
      •   Any other actions necessary to meet the objectives;
8.1.6 The Contractor shall issue a duly signed Certificate of Conformity (COC), to
      certify that all the deliverables of this SOW conform to the requirements
      (CDRL-02).

8.2 Occupational Health and Safety Management
8.2.1 The Contractor shall maintain an Occupational Health and Safety (OH&S)
      Management System as a means of assuring conformance with the
      requirements specified in this SOW.
8.2.2 The scope of the OH&S Management System shall be relevant with the
      scope of this SOW.
8.2.3 The OH&S Management System of the Contractor shall be documented in
      their OH&S System Plan (or Manual).

8.3 Environmental Management
8.3.1 The Contractor shall implement all the necessary procedures and
      methodologies to protect the environment from contamination, pollution or
      other adverse impacts resulting from its services.
8.3.2 The Contractor's environmental protection measures shall be, as a minimum,
      in accordance with national, regional and Hellenic laws and regulations, as
      well as the relevant industry best practices.
8.3.3 The Contractor shall provide an Environmental Management Plan (EMP)
      (CDRL-03) describing the environmental aspects for the specific project. This

            EMP shall be submitted to NSPA for approval one (1) month after the
            contract award.
    8.3.4 The Environmental Management Plan shall include as a minimum:
    8.3.4.1    A copy of the Contractor’s ISO 14001 accreditation or equivalent
               certificates.
    8.3.4.2    A copy of the Contractor’s Environmental Policy, which shall be relevant to
               the scope of this SOW.
    8.3.4.3    A copy of the Contractor’s Environmental Protection Plan (EPP) for the
               control, prevention and management of hazardous substance.
    8.3.4.4    A copy of the Contractor’s Emergency Preparedness and Response Plan
               (EPRP). The Contractor shall establish and implement a procedure(s) to
               identify potential emergencies and potential accidents resulting from this
               SOW.
9      PROJECT MANAGEMENT
    9.1 Upon contract award, the Contractor shall provide to NSPA the details of the
        Project Manager who will act as the focal point of contact for all project-related
        activities, during the contract life-cycle.
    9.2 The Contractor shall deliver a Project Management Plan (CDRL-04) illustrating
        how they shall deliver the required material and services in accordance with
        this SOW. This Plan shall include as a minimum:
    9.2.1     The project objectives and outcomes, structure and organization, the project
              team with their responsibilities and contact information, as well as a detailed
              description of any (if) subcontractors.
    9.2.2     The project timeline (in GANTT format), key milestones and events that will
              be held between the Contactor, the NSPA and the End-User.
    9.2.3     The Risk Management Plan (RMP), analysing all identified project risks and
              their mitigation strategies, including the environmental risks.
    9.3 At their own expense, the Contractor shall participate, if so required by NSPA,
        in project review meetings that may be held at the Contractor’s facilities or at
        the NSPA or at the End-User’s facilities. However, telephone, email, and video
        conferencing, if available, should be used when practicable.
    9.4 All project communications (events, reviews, meetings and documents) shall
        be in the English language.
    9.5 The key project milestones are provided in Annex A.

10     NATO STOCK NUMBER (NSN) CODIFICATION
    10.1 The Contractor shall supply all the documentation that is required for the NSN
         codification of the uniforms, in accordance with the provisions of NATO
         STANAG 4177:2007.

 10.2 The codification documentation shall be provided during the FAAT event.
11   SPARES AND ACCESSORIES LIST

 11.1 The Contractor shall provide a list of spare parts and accessories (CDRL-05)
      related to the uniforms, indicating the unit price (FCA prices valid at time of list
      release), the recommended quantity per item and the estimated lead-time for
      delivery to Greece.

 11.2 The contractor shall provide the associated Part Number, for each spare part
      or accessory NSN.

12   PACKAGING AND LABELLING

 12.1 Labelling requirements

 12.1.1 Each uniform shall bear a label mentioning the size, the corresponding NSN,
        the fabric composition, the year of manufacture and the contract number.

 12.1.2 Coats
 12.1.2.1 The white coloured label shall be as per the following:

 12.1.2.2 The coats shall bear labels, located as shown in Annex B – figure 1.
 12.1.2.3 Additionally, the coats shall bear a white coloured label with dimensions 3
          x 2 cm, indicating the size and located as shown in Annex B - figure 3.

 12.1.3 Trousers
 12.1.3.1 The white coloured label shall be as per the following:

12.1.3.2 The trousers shall bear labels fastened on one side in the union of the
         right pocket and the belt (inside the trousers).

12.1.4 On the back of every label (coats and trousers), the following code number
       shall be stamped: the first four (4) digits refer to the year of manufacturing,
       the following two (2) to the month and the last two (2) to the lot number (ex:
       2008-11-15 refers to the year 2008, the month of November and the lot
       number 15).

12.1.5 The uniforms shall be packed for storage and shipment in standard
       packaging with its packing list. Tags and marking shall be water resistant.

12.2 Packaging requirements
12.2.1 Each pair of coat and trousers of the same size (XXS, XS, S, etc.) shall be
       appropriately folded and placed together into a nylon transparent bag with
       ventilation holes.
12.2.2 Sets of fifteen pairs shall be placed into 5-ply packing cartons.
12.2.3 Sets of twenty to thirty cartons shall be placed in pallets, suitably sized so
       that they will not exceed two metres in height and will be fastened with bands
       (two per axis) and wrapped with nylon until completely covered.
12.2.4 On the longest outer side of every carton, where no other markings exist, the
       following data will be printed in fast colour:

 12.2.5 The same data, as per above, will be placed appropriately on one side of the
        package pallet, for the total number of items contained.

13   VERIFICATION AND VALIDATION

 13.1   The verification and validation of uniforms shall be performed and/or
        supervised by the TEC, with the Contractor in presence.

 13.2 The verification and validation shall be conducted in two stages:
 13.2.1 First Article Acceptance Test (FAAT), on pre-production samples. The FAAT
        process is described in Annex E. The Contractor shall provide free of charge
        the samples, technical assistance and consumables which are necessary to
        perform the FAAT activities.
 13.2.2 Batch Validation (BV), upon delivery of a batch to the destination point. The
        BV process is described in Annex F. The Contractor shall provide free of
        charge the samples, technical assistance and consumables which are
        necessary to perform the Batch Validation activities.
 13.3   The first Batch Validation shall be conducted no later than one (1) week after
        delivery of the first batch.
 13.4   The second Batch Validation shall be conducted no later than one (1) week
        after delivery of the second batch.

14    DELIVERY

 14.1        Deliverables

 14.1.1 One hundred thousand (100,000) ea uniform set, divided in no more than two
        (2) batches:

 14.1.1.1 The first batch shall be delivered no later than three (3) months after a
          successful FAAT.

 14.1.1.2 The second batch shall be delivered no later five (5) months after after a
          successful FAAT.

 14.1.2 The list of documents and certificates defined in the Contract Data
        Requirements List (paragraph 15 of the SOW).
 14.2        Each batch shall be handed-over to the End-User no later than two (2) weeks
             after the successful completion of the relevant Batch Validation.
 14.3        Each batch shall consist of lots of 5,000 sets / lot. The first batch shall consist
             of ten (10) lots of 5,000 sets / lot.

 14.4        The garments shall be delivered DDP Avlona Attikis Greece (INCOTERMS
             2010) (full address to be inserted at contract award).

15   CONTRACT DATA REQUIREMENTS LIST

 15.1 The Contractor shall produce and deliver all data within the required delivery
      period as listed in the below Contract Data Requirements List (CDRL).
      Documents shall be produced in accordance with the related SOW task as
      noted in the CDRL and the related SOW task description.

 15.2 All delivered data and documentation shall include reference to the applicable
      CDRL No. and Title.

 15.3 All documents submitted shall be in paper and electronic format (PDF or MS

                  Annex D: Camouflage colour requirements
1. Camouflage colour
1.1 The external face fabric shall be coloured with the following three camouflage
    shades (woodland camouflage):
   - Light Green
   - Deep Green
   - Earthy Chestnut

   The camouflage pattern shall result from the application of deep green and
   earth chestnut in light green base fabric. The design, which shall be repeated
   in width and length of the fabric, shall be identical with the picture attached in
   Appendix 1. The camouflage pattern of the two colours shall be the one
   presented in scale, in Appendix 2.
1.2 The colour validation shall be performed during the BV material validation (see
    SOW Annex F) with a spectrophotometer using the CIE standard illuminant
    D65, 10º angle standard observer and specular reflectance. The aperture of
    the spectrophotometer shall be between 1.2 – 1.5 cm in diameter. For every
    different colour of the camouflage pattern, three (3) different points of the
    fabric shall be measured, twice each, by measuring each point with a different
    orientation (warp and weft). The final measured value shall be the average of
    the 6 measurements (3 points, 2 measurements at each point) for every
    sample. The points under control shall be twice folded so that, during the
    measurement, ambient lighting interference will be excluded.
1.3 The camouflage pattern shall be checked with at least two (2) evidence from
    various places of the sample. The shape and size of the surface shades (Deep
    Green and Earth chestnut) on the sample, shall be those specified in Appendix
    2.
1.4 The colouring shall be controlled as to the 3-colour of the camouflage pattern
    by the TEC visually and by the Laboratory for colour validation.
1.5 During the colour validation, the equation CMC (2:1) (i.a.w. the Society of
    Dyers and Colourists' Colour Measurement Committees) shall be used for the
    calculation of the ΔΕ, which shall include corrective coefficients. The
    measurement base for every shade, which shall be compared with the
    respective shade values of the Contractor’s sample camouflage pattern, is
    shown in the following table
