Introduction Wings out West 2019 is an HGFA sanctioned Category B Paragliding Competition involving ground tow launch and based in Trundle in central west NSW. The WoW 2019 competition will run from 14- 17 March, 2019 with no rest days. An official practice day is scheduled for 13 March 2019. The aim of the competition is to allow new competition pilots to experience the thrill of achieving navigation tasks, while enjoying flatland flying. To this end only EN A, B or C class wings may be used in the competition. The organisers hope that WoW 2019 provides a pathway for pilots to participate in higher category competitions in the future but also provide an opportunity to learn new piloting skills in an environment where senior pilots share their knowledge. The Wings out West 2019 launch location is 8.5kms west of Trundle. The Trundle Showground will serve as the Competition Headquarters. In deciding on Trundle as the location, the organisers took into account, the capability and willingness of the local community to host the event, including the hosting of the launch location, the facilities available for pilots and non-pilots with regard to accommodation, meals and to enjoy the non-flying time during the competition, the availability of a suitable launch location which in combination with the local terrain offered sufficient thermal triggers in flatland flying conditions, Sufficient separation from CTAF airspace restriction to allow challenging tasks to be set without breaching restrictions, Suitable goal landing areas on public land, free from hazards, and sufficient open land for alternate out landings, A network of roads to allow pilot retrieval to be more easily managed. 2. Winners are Grinners. Only EN A, B, C class wings may be used in the WoW 2019 competition. Prizes will be awarded for the first three places in the following classes. In addition, prizes for the first three Women pilots and the overall point scores will be awarded. 4. Registration, Headquarters and Briefings All WoW 2019 Competition Pilots are required to register upon arrival at the Competition Headquarters, Trundle Showground, and sign the Wings out West 2019 Waiver form https://www.wingsoutwest.org/wow2019waiver/ and other forms as deemed necessary. Pilots will not be able to participate in the Official Practice day or Competition Tasks until registering and receiving their WoW 2019 Competition number. Your competition number is to be displayed on a sticker (provided by comp organisers) on your helmet. Pilots will retain this WoW 2019 competition number for the duration of the competition. WoW 2019 headquarters will be open at 8:00am on each day starting from 13 March 2019 (Practice Day). Pilots are required to be an HGFA Member and hold a certificate for at least PG2. International Pilots can obtain a visiting HGFA pilot membership at https://www.hgfa.asn.au/ . Pilots are required to hold an HGFA Paragliding Ground Tow Endorsement or equivalent international qualification. The WoW 2019 Competition Organisers have received an exemption from the restriction for PG2/3 pilots to not fly more than 25 Nm from the launch site. Daily Briefings will consist of briefings from the Competition Director, Safety Director, Task Director and Launch Director. The daily briefings are an important element of managing risk. It is mandatory that all pilots attend these briefings. Failure to do so will result in point deductions and/or disqualification from the task. The Competition Director will advise the commencement time for briefings but they will generally be at 9:00am each task day and at 10:00am on the Official Practice day. Briefings will be at the Competition Headquarters. The Competition Organisers are providing a limited WiFi service at the Competition Headquarters. There is some restriction as to the number of simultaneous users and total data availability. The principal purpose of the WiFi is to allow pilots to upload their track logs the scoring system at the end of each task. A laptop will be available at Competition Headquarters for loading track logs to the scoring system. Alternatively you can upload your tracklog using your mobile phone or tablet. Other than this WiFi access, there is good mobile coverage around Trundle and so the use of your personal mobile hotspot is feasible for internet access. 5. determine competition task. 9:00am Pilots attend daily briefings, log task to instruments. Prepare equipment to fly. 10:30am Pilots assemble at launch location. 11:00am Launch window open – task underway. 6:00pm Evening meal/activity. 7:00pm All pilots must be checked in and task .igc file uploaded to AirScore 8:00pm Task Scores available. 6. Launch Plan A detailed description of the WoW 2019 Launch Plan (version 2 060119) can be found at https://www.wingsoutwest.org/competition-launch-plan/ . It is mandatory that Pilots read this Launch Plan before coming to Wings out West. Your safety is the primary concern of the competition organisers and understanding the Launch Plan is vital to your safety. Pilots are reminded that the cost of their first tow on each task day is included in the entry fee. Any additional task days tows resulting from bomb out or close to start retrieve (5km) will cost $20 each. Payment can be via direct debit to the WoW 2019 account following the event. The Competition Director will advise you of additional tow charges incurred during the competition via email. There will not be any EFT transaction facilities at competition headquarters. On 13 March 2019, there is an official Practice Day. Pilots are encouraged to participate in the Practice Day to ensure they understand the Launch Plan and to “iron out” any “tow wrinkles/anxiety.” Practice Day is also a good opportunity for pilots to re-familiarise themselves with their XC flight set up. There is a $20 per tow fee on Practice Day. Pilots may free fly following launch on Practice Day and/or land in launch bomb out area. See section on retrieves below that relate to Practice day. 7. Tasks and Waypoints The WoW 2019 competition will run from 14-17 March, 2019 with no rest days. An official practice day is scheduled for 13 March 2019. The Competition Director reserves the right for any reason to cancel the task on any competition day or delay practice towing based on prevailing weather conditions. Entrants are not entitled to any refund of their entry fee as a result of cancelled task days Tasks will be determined by the Task Committee for each competition day (14-17 March 2019) and posted to the Competition Notice Board in time for the daily briefings. task will be shown on the area topographic map also on the Competition Notice Board. The Task Director will detail the task at the daily briefing, where pilots can make the necessary entries to their flight instrument. Pilots need to be familiar with the operating instructions for their flight instrument. The task committee members will endeavour to assist pilots having difficulty entering the task to their flight instrument, however there is no guarantee that they will be familiar with all instruments on the market. The Task Committee will set the task based on the weather forecast and the extended launch window due to tow operations. In keeping with the nature of the WoW 2019 event, tasks will be modest in difficulty. The Competition organisers are keen to ensure that pilots who are new to competition flying are given every chance to make goal, however it is typical in competitions that many pilots do not make goal. Based on results the task committee may alter the task difficulty as the competition progresses. For those pilots wishing to upload the competition area waypoints to their flight instrument prior to the competition, please go to https://www.wingsoutwest.org/waypoint-file/ . For those pilots new to competitions it may be worth investigating what apps are available for IOS and Android phones to allow in flight navigation. 8. Maps and Airspace The WoW 2019 Competition Notice board will display a 1:250,000 topographic map of the WoW 2019 competition area showing non-controlled airfields and their CTAF airspace. It is the responsibility of pilots to familiarise themselves with this airspace. Pilots must not fly into CTAF airspace during the competition. Pilots must not fly above 10000ft. Pilots must not fly into cloud. Penalties will apply for pilots who breach these restrictions. Penalties for horizontal or vertical breaches of airspace will be a deduction of five (5) task score points for each 1m breach of airspace. So you can see that it doesn’t take much of a breach to lose all your task points – better to be conservative and bail out of a good climb early rather than risk point deductions. And remember that we are using GPS altitude not barometric altitude and also WGS 84 standard coordinate system, so set your instruments to these settings. Doing the latter will ensure you don’t inadvertently miss tagging a waypoint. As a matter of course, it will be helpful for pilots to familiarise themselves with the general competition area, roads, towns and landforms. Competition tasks will avoid airspace, however there remains the possibility that pilots may drift from the course line and so being aware of the airspace boundaries is important. If pilots have a navigation instrument which allows download of maps and airspace, then this is highly recommended. like them, please see the section 11 on Pilot tracking and Retrieve systems for use of XCSoar/Skylines as both a Map/Airspace laden navigation tool and for pilot tracking. The Competition Director will also post the retrieve vehicle route for each task on the Competition Screen monitor using Memory Map. Pilots will find it useful to note the retrieve route so they can make their way there after landing. For this purpose having Memory Map on your phone and mapping the retrieve route for each task day is one way of ensuring you can find the retrieve route. Please note that tasks are set to essentially follow the retrieve route however in the event that you are disorientated while flying it is useful to have the retrieve route on your phone. Memory Map is one way of doing this. See section 11c. 9. Use of UHF and VHF radio UHF The carriage and use of UHF radio is mandatory. The Primary WoW 2019 Competition UHF Channel is UHF CH 12 Tone Squelch CTCSS 97.4. This channel will be used for radio briefings and will be the channel used during the launch process. Please set the tone squelch up on this channel on your radio before arriving at WoW 2019. We suggest a tone squelch level of around 4-5 will be appropriate for the environment. Using tone squelch allows the user to only hear transmissions with others who have the same code on their transceiver. Please note that this is not a privacy function as others on the same open channel will hear your transmissions. You however won’t hear their transmissions. The use of CH12 Tone Squelch CTCSS 97.4 will mean that during the critical launch communications that no other transmissions should interfere. For this to work effectively amongst the competition pilots and officials, pilots should refrain from any other broadcasts on this channel except for emergency broadcasts. Ok, so how do we talk amongst ourselves and talk with the flying mentors once we have completed the launch and are on our way during the task. The only effective way to do this is to use a second channel for in-flight chat and for communicating with retrieve drivers once on the ground. This second channel is UHF CH 13 Tone Squelch 97.4. Please set this up on your radios before the first task. Yes, this will mean that if you want to carry out in-flight chat you will need to change channels during your flight. For some this may be a little too much to attend to, so you should not carry out the channel change unless you are comfortable and you should never compromise control of your wing to do this. If you don’t change channels then no big deal I will just mean you will hear all the launch communications. If you want to turn the volume down a little then ok but never turn the volume down to the extent where you cannot hear transmissions. The reason for this is that if there is a need to make an emergency broadcast or the Competition Director stops or cancels a task due Wings out West Competition Handbook 2019 Version 2 111218 Page 7
to deteriorating weather conditions you need to be able to hear it. Some radios have a function which allow for more than one channel to be monitored simultaneously. If your radio has the Time-out Timer function please turn it on. This will ensure that if you accidentally lock out transmission it won’t go on for too long and other pilots will be able to enjoy buzz free comms. If the Competition Director is making an emergency broadcast of stopping/cancelling the task he will do it on both channels. The Safety Director will be monitoring both channels during the task so if you need to make an emergency broadcast it doesn’t matter what channel you are on. Given the line of sight and short range of UHF radios, there may be times when a pilot (probably one who has landed) will request a relay message via pilots who remain in the air. Pilots are requested to respond to such requests. The requesting pilot should precede their message with their WoW 2019 Pilot Number. Responding pilots should adopt a similar approach. Once you are on the ground safely and want to communicate with a retrieve driver please use the second channel, CH 13 Tone Squelch CTCSS 97.4. Please do not use the primary comp channel. VHF The use and carriage of VHF radios is highly recommended but not mandatory. Pilots must hold a VHF Radio endorsement to use a VHF radio. The competition area is surrounded by non-controlled airfields with CTAF 126.7Mhz within 50-100km radius of launch. The Task committee will set competition tasks where the course line avoids flying within the vicinity of CTAF airspace at the local non-controlled airfields. VHF radio is a common tool for aircraft pilots to identify the location and intention of other aircraft in their vicinity, and pilots will be operating in the vicinity of unregistered or uncertified airfields. As such pilots should, where they hold the appropriate endorsement, monitor 126.7Mhz and use their VHF radio when they feel it will improve safety by alerting other aircraft to your location. CAR 166C requires a pilot to make a broadcast whenever it is reasonably necessary to do so to avoid a collision, or the risk of a collision, with another aircraft. The WoW 2019 flying mentors will be making broadcasts alerting air traffic in the competition area of paraglider activity in the area. In addition, the WoW 2019 organisers have requested a NOTAM from Trundle airfield alerting traffic in the vicinity for the duration of the WoW 2019 competition. In last year’s competition the Competition Director did receive phone calls during competition operations from REX Air and the Orange based Rescue Helicopter as a result of the NOTAM posting. 10. Scoring Airscore Scoring will be conducted by the online Airscore system. We are fortunate in Australia to have this Wings out West Competition Handbook 2019 Version 2 111218 Page 8
PG competition scoring system developed by Geoff Wong in Victoria. Geoff’s system is used by a number of PG Competition throughout Australia and around the world. Score display Scores are only available on line and will also be available at comp HQ on the big screen. Task & Overall Scoring WoW 2019 competition scoring will be handled by totalling up each pilot’s task scores to give their overall score. Fixed Total validity (FTV) will not be used in WoW 2019. There will be a maximum of four tasks in WoW 2019 but of course this is dependent on flying conditions on each competition day. The competition shall not conclude before the last competition day 17 March 2018. 11. Pilot Tracking, Landing and Retrieves a. Retrieves Pilots may arrange their own retrieves using their own vehicle and designated driver. Alternatively, the WoW 2019 competition will run a daily course line retrieve service for $15 per day. You may sign up for this at the competition headquarters. Payment can be via direct debit to the WoW 2019 account following the event. The Competition Director will advise you of retrieve charges incurred during the competition via email. There will not be any EFT transaction facilities at competition headquarters. On competition days, the WoW 2019 retrieve service will run retrieve vehicles along a designated road route which follows the course line as close as possible. It will be the pilot’s responsibility if you land out, and intend on using the WoW 2019 retrieve service, to find their way to the retrieve route (walk, hitch etc). The WoW 2019 retrieve service will be running vehicles back and forth between launch and goal during the competition task window. Pilots will need to flag the retrieve vehicles as they approach and/or communicate with the retrieve vehicle, their location via mobile phone or UHF Channel 13. Retrieve vehicle contact details, and retrieve route will be provided at the daily briefing. The timing of the retrieve service will depend on the task outcomes and general pilots spread along the course. Due to the extended launch window, pilots should expect some delay in being retrieved, but every effort will be made to retrieve as soon as possible after landing. Retrieve vehicle drivers will be tracking the location of pilots. Please see section below on pilot tracking. On Practice Day, the WoW 2019 retrieve service will be running on a specific road route out to a limited radius from launch (6kms). Pilots who extend their Practice Day flight beyond this specific radius will need to pre-arrange their own retrieve. The purpose of Practice Day is not to provide an opportunity for free flight. b. Landing Where possible, Task Goal landing zones will be selected from a number of public reserves known as Travelling Stock Reserves (TSR). TSRs were established way back in the time when herds of cattle or sheep were driven to market/transport hubs over land. The TSRs provided a place where the herds could be grazed and corralled overnight. Many of these TSRs still exist in the competition area and provide safe unobstructed landing zones. On competition days, the Goal Landing Zone will contain a wind sock however pilots are free to select their own goal landing zone and should do so when safety necessitates. While it is always nice to finish a task by landing near other competitors, please make your landing decision based on sound safety principles. Care should be always taken by pilots in landing approach, even to designated LZs. Of course the need to land out away from designated LZs will always exist. Pilots are reminded of the usual care that should be taken in landing approaches in paddocks in thermal conditions and the etiquette in landing on private property. c. Pilot Tracking Via Satellite SPOT or DeLorme(Garmin) Inreach (mandatory) For your safety, it is mandatory to carry and to set up a GPS tracking system such as SPOT or Garmin DeLorme Inreach and to turn on tracking on your device before launching. To allow the competition organisers to be alerted to each of the message levels (other than SOS level), we suggest you set your SPOT/Garmin device as per https://www.wingsoutwest.org/setting-up-spotdelorme-garmin/ . SPOT or DeLorme (Garmin) is the WoW 2019 primary safety tool for locating pilots who need assistance. High Cloud (mandatory) It is mandatory that you add your GPS tracking device to http://highcloud.net/spot/ by emailing your SPOT or Garmin/Inreach tracker code (and/or skylines key) to geoff.wong@gmail.com. Do not leave this to the last moment – Geoff is a busy person and does this on a volunteer basis. This provides the WoW 2019 organisers with a vital tool for locating you if you are unable to communicate in any other way. Information on how to do this is found at https://www.wingsoutwest.org/setting-up-spotdelorme-garmin/ Memory Map (optional) Available for Android and iPhone, this app lets you pre-download mapping so it is available when you are out of mobile reception. It is a great tool when you outland to immediately find your location and to know which way to walk to the nearest road or retrieve pick up location. You can also choose to set up memory maps to use as a flying navigation tool or simply to measure distances. Go to https://www.wingsoutwest.org/setting-up-memory-maps/ to find out how to do this. Via Mobile Coverage You will have your primary GPS navigation instrument which you will use for setting each task route during WoW 2019. However here is another tool to consider for visual tracking of yourself and other pilots. It is used extensively, during XC Safaris where the retrieve driver is required to know each pilots location during flight. It’s a useful tool for you to set up and it doesn’t take too long. Skylines on Android Phone (optional) We recommend using skyline.aero tracking. This works by uploading position information via your phone data connection. The advantages over satellite are greater frequency, heights are available and fellow pilots are displayed within XCSoar. This has worked so well during tow safaris, we highly recommend pilots setup an android phone with Skylines Tracking enabled. Purchasing cheap android phone may be a good solution for your future use. Go to https://www.wingsoutwest.org/setting-up-skylines-and-xcsoar/ for detail on how to download and set up Skylines Tracker. XCSoar on your mobile phone (optional) XCSoar is a highly sophisticated navigation system which can be used on tablets and phones. It has many functions as a navigation tool and many XC pilots do use it extensively. You can also use it in a limited manner as an in-flight map and airspace indicator but also when used in conjunction with Skylines you will be able to see on the maps other pilots in the air in your vicinity. That could be useful if you are having difficulty following the task route. Go to https://www.wingsoutwest.org/setting-up-skylines-and-xcsoar/ for detail on how to download and set up XCSoar. Whatsapp on your mobile phone (mandatory) The Competition Director will be using Whatapp as a competition communication tool and you can use it to check in at the end of the day (see also section 12 below). The Competition Director will set up a WoW 2019 Whatsapp group for all competitors to use. To enable your mobile phone to be added to the the WoW 2019 Whatsapp group you need to be a Whatsapp user. onto your mobile phone soon, so you can be easily added to the group. This is also a great tool to communicate with your fellow competition pilots during WoW 2019. 12. Post Task Check-in All pilots are required to check-in at the end of each WoW 2019 day by 6:30pm. You can do this by using the WoW 2019 Whatsapp group and indicating you are safe, sending a text message to the Competition Director, speaking personally to the Competition Director and having them officially check you in, or activating your SPOT/Delorme Garmin OK message. Uploading your tracklog to Airscore will not suffice for post task check-in. Failure to check in by 6:30pm will initiate an emergency response protocol, which will involve external emergency agencies. Please see the Emergency Plan for further information. 13. Emergency Plan Risk Management The WoW 2019 Competition Organisers and Safety Committee have developed a Risk Management Plan (RMP) and carried out analysis of mitigating actions. This RMP and associated documents can be found at https://www.wingsoutwest.org/risk-management-plan/ . The RMP seeks to identify potential risks to safety of pilots, members of the public and property and details mitigation actions which the WoW 2019 Competition organisers are taking. However, the pilot in charge of the paraglider has been made aware of the inherent risks of the sport and accepts ultimate responsibility for participation in the Wings out West 2019 competition. Emergency Response The Safety Director will be responsible for coordinating any emergency response. Pilots requiring emergency response should, where possible, initiate one or more of the following contacts. In no specific order; triple zero by mobile phone (000), and/or, the Safety Director or other Competition Personnel by mobile phone, and/or, Make and emergency call using their UHF radio, and/or activate the required level on their SPOT/Delorme device, and/or Utilise the emergency call frequency on their VHF radio, Wings out West Competition Handbook 2019 Version 2 111218 Page 12
Do not turn off any device which may enable the Competition Director to locate you. Before launching , pilots should set up Highcloud pilot tracking and turn on tracking on their SPOT/Delorme device as per https://www.wingsoutwest.org/setting-up-spotdelorme-garmin/ in case you are rendered unconscious or unable to activate other emergency responses on landing. Property of Greg Quade Emergency response protocol will be initiated for any of the following Emergency Events; 1. Fire outbreak in Launch paddock or goal landing zones, 2. Pilot has failed to check in by the designated time on a competition task day, 3. Pilot has landed and appears to need medical assistance, 4. Pilot has tree landed and needs extraction, may need medical assistance. 5. Pilot has activated their SPOT/Delorme device requesting assistance from competition officials. 6. Pilot has activated their SPOT/Delorme device at SOS level – Safety Director will assist emergency agencies in rescue. 7. Other event not mentioned above but considered an emergency by the Safety Director. Emergency Agencies Personnel contact details have been provided to local Emergency Agencies 7 (other) Appropriate Response As appropriate 14. Summary of Local Competition Rules a. All pilots must register at Competition Headquarters prior to participating in Practice Day and prior to Competition Day. Pilots will be issued with a WoW 2019 Competition number which they will retain for the duration of the competition and show this number on an issued helmet sticker. (Section 4) b. The daily Task Launch Order will be a randomised sequence of Competition Numbers. Pilots are required to know their Launch Order for each task day. Launch Order will be posted on the Competition Notice Board each morning just prior to the daily briefing. (Section 6) c. Pilots must be HGFA registered (including visiting pilot registration for international pilots) and hold an HGFA Ground Tow Endorsement or equivalent International Endorsement. Pilots must provide their own tow bridle. Weak link materials will be provided by the Competition Organisers but it will be the responsibility of the pilot to prepare their own weak link. (Section 4) d. It is mandatory for all competition pilots to attend the daily briefings. Failure to do so may result in disqualification from the task. (Section 4) e. Pilots who enter any Airspace during competition tasks will be penalised including point deductions and possible disqualification from the task results. (Section 8) f. Intentional flying in cloud is prohibited. Where unintentional cloud flying occurs, a pilot may escape penalty by taking action to negate any advantage that may have been gained. g. The current issue of Civil Aviation Order 95.8 and 95.32 (which together outline exemptions from General Aviation regulations for hang-gliders, paragliders, powered hang-gliders and powered paragliders, weight shift controlled aeroplanes and powered parachutes) is to be observed at all times. Minor breaches of the requirements of C.A.O 95.8 or 95.32 will result in the awarding of penalty points. Major infringements may result in disqualification. g. Pilots are reminded of the usual care and courtesy that should be taken in landing in paddocks including; All gates should be left as they are found. Vehicles should only be driven on marked tracks unless permission to do otherwise has been obtained from the landowner. Land in a position that is well clear of stock. Leave no litter at the launch or landing site. Landings in crops are not to be attempted. and observing the general HGFA etiquette when landing on private property. (section 11b) h. When the Safety director has cancelled the task, he will issue a UHF call to all pilots to land immediately. Not only is it prudent to do so for safety reasons but failure to follow directives from the Safety Director may result in pilots being penalised. (Section 5) i. Pilots are required to check-in by 6:30pm on each day of the competition including Practice day. Pilots may check-in either by using the WoW 2019 Whatsapp group and indicating you are safe, sending a text message to the Competition Director, speaking personally to the Competition Director and having them officially check you in, or activating your SPOT/Delorme Garmin OK message. Uploading your tracklog to Airscore will not suffice for post task check-in.. (Section 12) j. It is mandatory for pilots to carry and use the following equipment; i. GPS Tracking Device such as SPOT or Garmin DeLorme (Section 11c) ii. Register on the Highcloud pilot tracking site ( Section 11c) iii. GPS Navigation Instrument, Altimeter and Variometer.
