Chronology of ePASS • Started in year 2009 in CGG for BC, EBC, SC, ST for PMS • Integrated with Treasury for Online bills submission in June’2010 • College Registrations made mandatory from 2011-12 • Linkage to CET (Common Entrance Tests) in 2011 • Integration with Inter Board in 2011-12 • Award Winner of CSI-Nihilient for 2011 and Finalist in SKOTCH and Awards • Minority Welfare joined in 2012 • Mee Seva integration for Caste and Income in 2012 • Extended to Pre Matric, and other 12 Schemes from 2012 • Extended to Himachal, Karnataka and Tripura under DietY Rapid Roll Out from 2012 • RASF integration in 2013-14 • UID Bio Metric Authentication in 2013-14 • Extended for Jharkhand from 2014-15 • Now being productized for GoI schemes (National (Single) Portal for Scholarships)

PMS Complexity: 2200 unique courses. 14000 colleges and 1.3 lac schools 1,50,000 fee combinations 40,00,000 students (Post Matric and Pre Matric) Around Rs.5000 crs worth PMS claims per year Coordinating with 6 Welfare Departments i.e., Social Welfare, Tribal welfare , BC & EBC Welfare, Disabled Welfare & Minority Welfare & also with Higher Education, Technical Education, School Education, Board of Intermediate, Directorate of Employment & Training & Health Dept., etc. Also deals with all Universities in the State along with the 188 Premier Institutes indentified by GOI across India. What it is today…. Grievance Reddressal System for Students, Colleges, Officers. Change requests from HoD’s online. Email & SMS based tracking and Grievance Reddressal System. Virtual Private Network (VPN) - between CGG and Treasury. Interface through web-services with Universities/Boards for Attendance, Performance, Fees etc. Interface with Counseling Centre's – type of admissions Interface with X class boards Interface with for Income and Caste Certificates Interface with AADHAAR for Seeding, Verification, Bio Metric and IRIS Authentication Interface with Intermediate Board

The Scholarship Workflow
The e-PASS Workflow: Critical Areas • Submit online application STUDENT • Upload documents - certificates • Register online with courses and fee structures COLLEGE • Verify student applications and forward to verification officers • Verify student application and documents – enable Aadhar Authentication VERIFICATION • Forward applications to department and update online • Final scrutiny and prepare bills DEPARTMENT • Forward bills online to the treasury • Scrutinize bills with hard copy and pass bills TREASURY • Upload amounts to the CINB/ APB interface • Remit amounts to student and college accounts – Aadhar enabled payments? BANKS • Send in return confirmation files to the treasury/department – AEPS?
EPASS – KEY FEATURES & PROCESSES – REGISTRATION & REGULATION OF COLLEGES • College Registrations – A must to know which are the recognized colleges and what courses they offer – Strength of the course authorized by the University/ board – Colleges need to login and upload all information by scanning relevant documents – In the Board of Intermediate the whole process is automated • Authentication by Regulatory Authorities – Access is given to all the regulatory authorities for: • entry of course fees ( 1,44,000 fee structures in United AP state) • Universities’ and Board (BOI) authenticate the details of: – the college recognition, – courses, strength, – Hostel facility etc
EPASS – KEY FEATURES & PROCESSES – STUDENT ID • Enabling a Unique Student ID – SSC Hall Ticket Number and year of Passing, regular or supplementary is the key unique ID – Linkage of ePASS with SSC server – details of candidates are retrieved from SSC server – No need for student to enter data – Student locked for a course cannot apply for another scholarship as in the past • In 2013-14 – Aadhar ID has been made the unique ID for the student
EPASS – KEY FEATURES & PROCESSES – STUDENT VERIFICATION • Verification of Students – Aadhar Authentication • Upto 2013-14 the verification of students was done manually by the verification officers appointed by the District Collector • Since 2013-14: Verification is through Aadhar enabled biometric device at the college • All processes for sanction and disbursement only after aadhar authentication
Key Changes: Students Apply through any internet kiosk Apply for fresh registration and renewals online each year Unique SSC ID - Students cannot enter names Only retrieve data through the SSC/ Inter Database through ID’s Students must have a bank account Students who do have an account are given eZ pay card of SBI Select course and year Student can access the site through their user id (SSC ID) and password (sent to email accounts)

EPASS – KEY FEATURES & PROCESSES – PROJECT MANAGEMENT UNIT • A full time project management unit is required to ensure – Liaison with students, welfare departments and the college managements – Tackle complicated cases on a case by case basis – Enable entries where specifically sanctioned by the HOD or the Government – Liaise with the Government on issues relating to policy change, change in processes etc
EPASS – KEY FEATURES & PROCESSES – LINKAGE WITH ELECTRONIC REPOSITORIES • Epass is integrated with various departments such as – SSC Board, Board of Intermediate, 17 Counseling Authorities, revenue department for income & caste certificate • Total integration with MEE SEVA Services – Income certificate – Caste certificate – Applying online for scholarships etc • Student has to only provide the mee seva certificate number which is automatically retrieved from the Mee seva Server.

Scholarship schemes included under Direct Benefit Transfer (DBT) Scheme •Govt. of India have issued instructions to sanction scholarships through DBT from the current financial year •DBT to be administered through Aadhar payment bridge •Aadhar card made mandatory to implement DBT •Seeding of Aadhar cards taken up in bank accounts of scholarship holders •RASF service given for verification of student details viz- a-viz the Aadhar card details for authentication •Necessary changes made in treasury to implement DBT •Bank specific codes obtained from NPCI to implement DBT •Aadhar made financial address of student
