2020 Mobile Phone Policy
School Policy Students using mobile phones Mobile phones will be banned for all students at Victorian state primary and secondary schools from Term 1 2020, to help reduce distraction, tackle cyberbullying and improve learning outcomes for students ◼ This is a Ministerial policy formally issued by the Minister for Education under section 5.2.1 (2)(b) of the Education and Training Reform Act 2006 ◼ Policy: Critical information (Extract) o From Term 1 2020, students who choose to bring a mobile phone/cellular device to school must have them switched off and securely stored during school hours
Context o Increasing concern regarding the way some students are behaving with mobile devices during school hours ➢ Uber eats deliveries throughout the school day -> child safe standards ➢ Blue toothing of pornography and animal cruelty, with and without permission ➢ Videoing of other students and staff without permission, and publication online (edited and unedited) o Concern that some student behaviour is leading to undesirable outcomes, e.g. from missed opportunity for positive social interactions and education to reduce attention span and incidents of anti-social behaviour and cyber bullying
Mobile Phone overuse can lead to health and well being issues o Researchers have noticed a worldwide rise in myopia (short sightedness), myopia also increases the risk of major ocular health disorder such as retinal tearing (X21), glaucoma (x40) and cataracts (X6) Langis 2019 o On average, teenagers are spending six hours per day on the internet, texting friends and on social media; studies show parallel increases in depression, anxiety and reduced happiness (Twenge 2017a, Tewenge 2017b) o Research has found that having mobile devices (phones) in secondary school is associated with both bullying and cyber bullying, both as a bully and as a victim (Englander 2018)
Key Themes o The student Using Mobile Phone policy is a Victorian government policy not a Department one (though it functions as both). o This policy is part of a state wide agenda, aligned to a national agenda. o Our school will take an educative approach (i.e. Dialogue with students, staff and families, engaging with research to support its implementation.
