Tuesday January 22 11:30 a.m. in the Fellowship Hall The cost of lunch is $5 When Joe Fowler worked his way up in Knoxville-area law enforcement for decades, little did he know that his son Jim would follow that path, almost step for step. Each started as a patrolman with Knoxville Police Department and each served as U.S. Deputy Marshal for the Eastern District of Tennessee before retiring from three decades of law enforcement. Jim Fowler will discuss some of the parallels he and his father faced when he speaks to the Lake Forest Presbyterian Church's Lunch Bunch at 11:30 a.m. Jan. 22 in the church Fellowship Hall. The cost of lunch is $5. Jim has spent almost his entire life as a resident of South Knoxville. He has been married to the former Jenny Robinette for 29 years. His daughter Jackie is an art teacher at Bonny Kate Elementary School and his son Jimmy attends Maryville College and is a part-time firefighter. Mr. Fowler, a graduate of Columbia Southern University, joined the Knoxville Police Department in August 1985 and served as a Special Police Officer and Police Officer serving in the patrol division four years. In August of 1989 he was hired by the U.S. Marshals Service and served as a Deputy U.S. Marshal in both the Eastern and in the Middle District of Tennessee. In April 2003 he was promoted to Judicial Security Inspector for the Eastern District of the state. He was was appointed by President Obama to serve as the U.S. Marshal for the Eastern District of Tennessee and served in that capacity until his retirement in June 2017. As a marshal, Jim Fowler transported organized-crime boss John Gotti and was among those who provided security at the trial of terrorists who bombed the U.S. Embassy in Tanzania and the USS Cole. Fowler's father, Joe, was former Knoxville police chief, Knox County sheriff and U.S. marshal. He died in 2009 at age 82. He worked 28 years with the Knoxville Police Department, rising up from the ranks of patrolman to serve as chief 1970-78. He was twice elected Knox County sheriff in the 1980s. In 1994, Mr. Fowler was appointed by President Bill Clinton as U.S. marshal for the Eastern District of Tennessee. He held that position until his retirement in 2000. Wikipedida says the United States Marshals Service (USMS) is a federal law enforcement agency within the U.S. Department of Justice. It is the oldest American federal law enforcement agency and was created by the Judiciary Act of 1789 during the presidency of George Washington as the Office of the United States Marshal. The USMS as it stands today was established in 1969 to provide guidance and assistance to Marshals throughout the federal judicial districts. It is an agency of the United States executive branch, reporting to the United States Attorney General but serves as the enforcement arm of the United States federal courts to ensure the effective operation of the judiciary and integrity of the Constitution. The Marshals Service is the primary agency for fugitive operations, the protection of officers of the Federal Judiciary, the management of criminal assets, the operation of the United States Federal Witness Protection Program and the Justice Prisoner and Alien Transportation System, and execution of federal arrest warrants.
