    What is an event?
    An event is classified as any planned activity
    where any open area (fenced or unfenced),
    structure (permanent or temporary), roadway,
    venue or facility will contain a number of persons
    greater than normally found in that area or

    events that are open to the general public. The
    event may be organised by a public or private entity.
