WLTP 2nd act Procedure for the correction of test results • The Correction procedure of speed and distance is finalised. • However, in the course of the activity on this item, some stakeholders have provided evidence that it is necessary to add the concept of Driving Index, which is a mean (more accurate than the current tolerance band above and below the theoretical speed profile) to assess the acceptability of a driving test. • Once a driving test is accepted (on the basis of the corresponding Driving Indexes), then the correction of speed profile and distance can be carried out. • The WLTP 2nd act WG is now agreeing on the most appropriate set of Driving Index ranges to minimize the possibility to have a false valid (or false invalid) driving test. The statistical analysis is being carried out by the JRC. 3

WLTP 2nd act Transparency provisions • The task force in charge of this item is working on two different aspects: list of transparency parameters, handling of this info. • The list of parameters is almost finalised • The handling of this info and the link with the ISC-Market Surveillance scheme is currently being developed. 6
WLTP 2nd act Transparency provisions • It is worth reminding that the Transparency provisions are needed for the new In-Service Conformity/market surveillance (ISC/MS) scheme that is being prepared in RDE 4. • However, while the ISC/MS scheme will involve a limited number of vehicles on the market (say

WLTP 2nd act Adaptation of the Evaporative test to WLTP • During the past months a new EVAP procedure, developed at UNECE level, has been adapted to the WLTP testing cycle and complemented with some elements, like testing of hybrid vehicles and provisions for sealed tanks. • Therefore, the Evaporative testing procedure in the WLTP 1st act (Commission Regulation (EU) 2017/1151) will be amended in WLTP 2nd act to reflect those changes. 9

Article 16a (1) In Regulation (EU) 2017/1151 the following Article 16a is added to Regulation (EC) No 692/2008, setting the rules for the transitional period between the start of application of the Regulation (EU) 2017/1151 and the repeal of Regulation (EC) No 692/2008 (both Regulations will be in force between 2016 and 2022): "Article 16a Transitional provisions With effect from 1 September 2017 in the case of categories M1, M2 and category N1 class I vehicles, and from 1 September 2018 in the case of N1 vehicles of class II and III and category N2 vehicles, this Regulation shall only apply for the purposes of assessing the following requirements of vehicles type- approved in accordance with this Regulation before those dates: (a) conformity of production in accordance with Article 8; (b) in-service conformity in accordance with Article 9; (c) access to vehicle OBD and vehicle repair and maintenance information in accordance with Article 13; This Regulation shall also apply for the purposes of the correlation procedure set out in Implementing Regulation [XXX][PO please insent reference]." (3) Annex I is amended in accordance with Annex XVII to this Regulation. Apparently this wording does not allow for extensions of type-approvals granted under Regulation (EC) No 692/2008 during the period between 1 September 2017 (or 1 September 2018) and 1 September 2018 (or 1 September 2019), which is the date of application of WLTP to all new type-approvals. 13
Article 16a (2) • The Commission believes that the text allows for extensions of type-approvals between the dates of application to new type and to new vehicles and we propose to interpret the text in that sense 14
Definition of emission type for Bi-fuel and flexifuel vehicles • Bi-fuel and flexifuel vehicles will fall under two interpolation families. However, the Commission believes that this should not require two type-approvals, but only one, covering both fuels. 15
Gear Shift provisions • For the type approval of vehicles under WLTP in EU the Gear Shift procedure to be adopted is the one described in Regulation (EU) 2017/1151. • If for a given vehicle the manufacturer demonstrates to the Technical Service that the Gear Shift Strategy provided by Regulation (EU) 2017/1151 is not feasible then is should be allowed to use the GS procedure described in the GTR 15 Amendment 3 (on the basis of the fact that this version will be incorporated in WLTP 2nd act asap). 16
Wording of the Ki provisions • According to point 1.1. of Appendix 1 to sub-Annex 6 to Annex XXI, alternatively to carrying out the test procedures defined in this Appendix, a fixed Ki value of 1,05 may be used for CO2 and fuel consumption. • There may be the need to clarify that the fixed Ki value of 1.05 for CO2 and fuel consumption is not intended to exclude the regulated pollutants from the scope of the Ki provisions, but an alternative for CO2 and fuel consumption only. 17
CoC of LDV and HDV Some requirements of the CoC that are relevant for the application of the WLTP emission type approval procedure were amended. However, these amendments of the CoC have an effect also on vehicles that fall in the scope of Regulation 595/2009, where they are not relevant (for example, WLTP requires the frontal area of the vehicle for the application of the Road Load Matrix approach, so the item in the CoC on height or permissible height is consistent with the requirement for frontal area). The requirements which have no use for vehicles that can be approved as HDV according to Regulation 595/2009 should be deleted in this context. 18
(no) CO2 for representative vehicle of Road Load Matrix family • There is no need for measuring the CO2 of the representative vehicle of the Road Matrix family, and therefore this should be deleted. 19
Total CO2 range of an interpolation family in case of extrapolations • Point 1.2.3.2. of sub-Annex 6 states that the interpolation line may be extrapolated to a maximum of 3 g/km above the CO2 emission of vehicle H and/or below the CO2 emission of vehicle L. • This extension is valid only within the absolute boundaries of the interpolation range specified in the same point: between a minimum of 5 and a maximum of 30 g/km or 20 per cent of the CO 2 emissions from vehicle H, whichever value is the lower. 20
