Can You Travel? • International students may be authorized to travel to Canada if attending a designated learning institution (DLI) that has a COVID-19 readiness plan approved by its province and is listed on the IRCC website. • The University of Winnipeg’s Travel, Arrival and Quarantine Protocols have been approved by the Province of Manitoba, and that we are on the list • UWinnipeg students with the required documentation will be able to begin or continue their studies from within Canada.
IRCC documents needed to travel • You must have a valid study permit or a letter of introduction that shows you were approved for a study permit to travel to Canada • Students with Stage 1 Approval (AIP) must wait to clear Stage 2 prior to travel • US students: may apply for their study permit at the Port of Entry • For more information: https://www.canada.ca/en/immigration-refugees- citizenship/services/coronavirus-covid19/students.html
Letters of Support • Letters of Support are not a requirement to enter Canada, but HIGHLY RECOMMENDED. UWinnipeg students have been prevented from boarding flights without a letter of support in hand. • A letter of support that can be presented to airline officials who may be unfamiliar with current Government of Canada policies. • UWinnipeg issues letters of support to students who meet our conditions, and are prepared to show border officials that they meet the conditions for entering Canada.
L e t t e r s o f S u p p o r t – H ow t o R e q u e s t • Email iirss@uwinnipeg.ca to request your letter. You must send us a copy of your visa, intended dates to travel, quarantine location and details, and be registered in at least 2 courses for Spring term • *Returning students do not have to be registered full-time for Spring, but it is recommended.* • To receive a letter of support from UWinnipeg, you will need to be registered in minimum of two Spring 2021 courses.
U W ’s T rave l , A r r iva l & Q u a ra n t i n e P ro t o c o l The UWinnipeg Travel, Arrival & Quarantine Protocol was developed to: Support safe international student travel, arrival and quarantine/self-isolation planning, while addressing the safety of students, staff, the campus community and general public health. Provide step by step instructions to incoming international students on how to safely prepare, travel, arrive, and quarantine upon arrival. Ensure students understand and assume their responsibility to meet safe travel and arrival procedures, as well as mandatory quarantine requirements as outlined by the Government of Canada and the Province of Manitoba.
Step 1: Depart Safe Students must: Attend pre-travel orientation to review pre-departure, arrival and quarantine protocols or review the UWinnipeg Travel, Arrival & Quarantine Protocols (i.e. this PowerPoint)
D ow n l o a d A r r ive C a n A p p o r R e g i s t e r Online Travellers to Canada are required to submit information digitally through ArriveCan Submit your information within 48 hours before arriving in Canada. The app helps you to: • provide mandatory information required for entry into Canada • reduce your wait time and points of contact at the border • provinces and territories so that they can contact travellers for public health follow- up • law enforcement to verify compliance with the mandatory isolation order
D ow n l o a d A r r ive C a n A p p o r R e g i s t e r Online • Download the ArriveCAN app (iOS, Android or web format) or register at Canada.ca/ArriveCAN • Once you submit your information through ArriveCAN: a receipt will be displayed and emailed to you show the receipt to a Canadian border services officer when you enter • You can show your ArriveCAN receipt from: the app as a screenshot your email a printout
P rov i d e Q u a ra n t i n e D e t a i l s o n A r r ive C a n You will be asked to enter quarantine details, including: whether you have accommodation where you can quarantine for 14 days or possibly longer the address of your final quarantine location whether you can avoid all contact with other people who didn’t travel with you while in your place of quarantine whether you’ll have access to basic necessities of life, including water, food, medication and heat, without leaving quarantine if there are people at increased risk from COVID-19 at that place (ages 65+, etc.) whether it's a group living environment or houses multiple families, such as living with roommates you can’t avoid who didn’t travel with you More details: https://www.canada.ca/en/public-health/services/diseases/coronavirus-disease- covid-19/arrivecan.html
Pre-Departure COVID Testing • All travellers to Canada are required to present a negative COVID-19 test result to airlines before departure (by air) or entering Canada (by land). • Contact an accredited lab in your country to take a PCR (polymerase chain reaction) test no earlier than 72 hours before departure. • For full details about COVID-19 pre-departure testing and air transport, see Flying to Canada: COVID-19 testing for travellers - Travel restrictions in Canada – Travel.gc.ca

3 D ay G ove r n m e n t Q u a ra n t i n e – A i r T rave l l e r s • There will be a mandatory 3 day stay at Government- authorized hotels while you wait for the test result, at your personal expense • You must book in advance. T h e R e s t o f Yo u r Q u a ra n t i n e • After completing your government quarantine and receiving a negative test result, you will travel on to your final destination (Winnipeg) to complete the remaining days of your 14 day quarantine. • In cases where a test result comes back positive, you will be shifted to the government-facilitated isolation facility or a suitable location.
T rave l S a f e : P re p a re Yo u r Pa p e r wo rk Prepare important documents including: • Passport • Study Permit or Study Permit Approval Letter • Letter of Acceptance (LOA) • Custodianship document, if applicable • Proof of insurance for quarantine period from Manitoba International Student Health Plan (included on Letter of Support) • ArriveCan registration receipt
P re p a r i n g Yo u r Pa p e r wo rk • Negative COVID-19 test result • Letter of Support from UWinnipeg’s IIRSS (UG students) or Graduate Studies • Proof of 2 Quarantine Bookings (3 day government quarantine, remaining quarantine in Winnipeg) • Contact information for IIRSS, quarantine location, airline, including 24/7 emergency phone number Carry these documents with you, not in your packed luggage!
Pa c k i n g L i s t & S u p p l i e s f o r Q u a ra n t i n e General items to consider : In your carry-on baggage: • 60 disposable face masks or 30 • At least 2 masks disposable and 1 cloth face mask • Several pairs of gloves • One large bottle of quality sanitizer • Travel sized hand sanitizer • Box of nitrile gloves • Disinfecting wipes • Thermometer • All medications and essential toiletries • Tissue • Change of clothes • Clothing • Chargers, adaptors, electronics, laptop, • Entertainment (books, movies, music, SIM card… anything you will need to games) support your studies during quarantine • Toiletries
S t e p 2 : T rave l S a f e During your trip: • Wear a non-medical mask or face covering, following airline recommendations • Wash and sanitize your hands often • Observe appropriate physical distancing guidelines, as best as possible. (Attempt to maintain a 2-metre distance) • Be aware of the local situation for your connections and follow local public health advice while in transit. Be prepared for unexpected challenges and delays!
S t e p 2 : T rave l S a f e Additional Safety Measures: • Ensure cell phones and electronics are charged, and bring chargers, including voltage converter/adaptor • Stay in touch with IIRSS, Campus Living, etc. to report delays or problems during travel • Bring snack foods as restaurants may be closed. Note that some foods (fruit, nuts or meat products) are not permitted to enter the country.
S t e p 3 : Q u a ra n t i n e ( a i r t rave l l e r s ) - H o t e l Q u a ra n t i n e ( u p t o 3 d ay s ) Your quarantine will begin with your pre-booked Government of Canada Hotel quarantine, at the port of entry. Upon arrival, you will: • Go through Canadian Customs, presenting all the required documents for your studies, and related to your COVID testing and quarantine, for assessment by a Border Services Officer • Take a COVID-19 arrival test • Go directly to your pre-booked hotel to await results from your arrival test
S t e p 3 : Q u a ra n t i n e ( a i r t rave l l e r s ) - re s t o f q u a ra n t i n e ( t o t a l 1 4 d ay s ) • After you receive your negative COVID-19 test results, you can travel on to Winnipeg to complete the rest of your quarantine. • Be in touch with your airline or travel agent about your onwards travel and keep us informed if you have registered for airport pickup
S t e p 4 : Q u a ra n t i n e S a f e i n W i n n i p e g - A i r p o r t P ro c e d u re s • IIRSS will arrange safe airport pickups for undergraduate/graduate students participating in a UWinnipeg-sponsored quarantine • You must register for this service, as soon as you have your travel details confirmed: https://www.uwinnipeg.ca/student/intl/services/airport-reception.html • Upon arrival in Winnipeg, you must take private transportation directly to your quarantine location • This means no stops for groceries, medication, chargers, or anything you didn’t pack with you! • Wear a non-medical mask or face covering while travelling to the place where you'll quarantine or isolate

U n ive r s i t y - S u p p o r t e d Q u a ra n t i n e Options Students in University-Supported Quarantines will receive: • Private and safe transport from airport to quarantine location • Linens, towels and related supplies for 14 days • High speed Internet access • Wellness checks by counsellor and health clinic staff • Personal check-ins with our student mentors and staff • Social and group activities run by our student mentors
S t e p 4 : Q u a ra n t i n e S a f e – Self-Monitoring for Symptoms • Students will be required to self-monitor daily for symptoms of Covid-19 using the Manitoba Self Screening Tool. • If a student experiences any symptoms of Covid-19 during the quarantine period, he/she must follow the directives of Manitoba Public Health, and immediately notify the quarantine location and The University of Winnipeg. • https://sharedhealthmb.ca/covid19/screening-tool/ • Confirm symptoms, seek medical support and inquire about testing with Health Links by calling 204-788-8200 or 1-888-315-9257
S t e p 4 : Q u a ra n t i n e S a f e – D u r i n g Q u a ra n t i n e During Quarantine, you may not: • Leave your location for any reason other than to seek urgent medical attention • Have any guests You must: • Monitor your health for COVID-19 symptoms • Follow all other guidance provided by your local public health authority • Submit your 10 day follow up COVID-19 test (kit provided to you) • Full Details about Quarantine Requirements: Mandatory quarantine or isolation – Travel restrictions in Canada – Travel.gc.ca
S t e p 4 : Q u a ra n t i n e S a f e – Compliance After you arrive in Canada, a representative of the Government of Canada will call you to monitor compliance, and may also drop in on your quarantine location (this has happened to UW students) ! Violating instructions provided to you when you entered Canada or failing to provide accurate information is an offence and could lead to up to: • 6 months in prison and/or • $750,000 in fines, being found inadmissible, removed from Canada and banned from entering for 1 year
O t h e r : A r r iv i n g by L a n d ( d i re c t ly f ro m US) • Travellers arriving by land (i.e. directly from the United States) do not complete a 3 day quarantine at the port of entry, but still must take a test on arrival and complete a 14 day quarantine. • For full details, please see: Driving to Canada: COVID-19 testing for travellers - Travel restrictions in Canada – Travel.gc.ca • Do NOT land in the USA and attempt entry at a land border, if you are coming from overseas.
H e a l t h I n s u ra n c e C ove ra ge Your health insurance coverage through the Manitoba International Student Health Plan provides your basic health coverage for the entire year (up until August 2021) This means you will have health coverage immediately upon arrival in Manitoba, and during your quarantine.

Courses and Refunds If you are waiting for your visa or approval letter and intend to begin: If you drop your courses before they start, there is no fee charged for the course. Your funds will be transferred to the next term. If you choose to continue, there will be no refund of these course fees if you receive a visa refusal in future. If you choose to drop, you can begin your studies in the Fall intake
How to Def er Check your Letter of Acceptance (LOA) If September 2021 (Fall) is listed as a start term on page 2, you do not have to request additional documentation from Admissions. Complete the survey to defer, and watch your email about information regarding registering for Fall.
