Green Travel Plan 21-25 Northumberland Road, Pascoe Vale 1. Introduction Traffix Group has been engaged by LOFE Development Group Pty Ltd to prepare a Green Travel Plan (GTP) for the proposed residential development at 21-25 Northumberland Road, Pascoe Vale. This GTP will provide a management tool designed to reduce the reliance on motor vehicles, minimise the negative impacts of transport on the environment, manage car parking demands, improve opportunities for those without access to a car and maximise the benefits associated with ‘green travel’, i.e. health and financial benefits. This plan sets out a range of actions to be implemented by the Developer/Owners Corporation to encourage sustainable travel choices and reduce car dependency by residents, identifies ‘green travel’ targets, and outlines an implementation program as well as monitoring and review requirements of the plan. Specific reference is made to the Traffic Engineering Assessment prepared by Traffix Group (ref. G26683L-01C, dated October 2021) which assessed the most recent plans from project architect Caleb Smith dated October 2021. G26683G-01C

Objectives and Methodology The objectives of this GTP are to: • promote travel alternatives such as public transport, cycling, and walking, • reduce car dependency and greenhouse gas emissions, • manage car parking demands, • improve information and opportunities for those without access to a car, and • benefit the community by minimising the traffic impacts of the development. The methodology adopted in development the GTP is as follows: • review existing documentation and transport conditions, • establish a management strategy, • identify appropriate GTP actions for the site, and • develop an implementation plan and monitoring regime. The Owners Corporation will be responsible for the implementation of the GTP. G26683G-01C
Green Travel Plan 21-25 Northumberland Road, Pascoe Vale 3. Existing Conditions 3.1. Subject Site The subject site, comprised of three parcels of land, addressed as 21-25 Northumberland Road, Pascoe Vale, is situated on the western side of Northumberland Road, approximately 100 metres south of its intersection with Fawkner Road in Pascoe Vale. The development site is generally rectangular in shape and has a total area of approximately 2,370 square metres, with frontage to Northumberland Road of approximately 60 metres. Green Travel Plan 21-25 Northumberland Road, Pascoe Vale 4. The Development 4.1. Proposed Schedule The proposal is for a for an affordable housing scheme with 70 apartments and 42 car spaces. Table 1 provides a summary of the proposal. Bicycle Parking The proposal includes a total of 85 bicycle spaces on-site spaces will be available for residents (73 spaces) and visitors (12 spaces). 4.2.2. Car Parking Car parking is provided a basement car park, with a total of 42 spaces, intended to be allocated for residents only at a rate of 0.6 spaces per apartment. Vehicle access to the basement car park is proposed with a double-width crossover via Northumberland Road at the north-east corner of the site. 4.2.3. Waste Collection Waste collection is to be undertaken within the basement car park using a mini waste-wise vehicle. G26683G-01C

Information for Residents The provision of information is essential to ensuring that residents, associated to the development are aware of the opportunities that they may have to access the site in a form other than a private car. Welcome packs will be distributed to all new residents with green travel information and initiatives. A notice board will be provided within the entry courtyard which will provide basic Green Travel information (maps/timetables of nearby services, etc.). This could be in the form of a tablet/screen with the PTV map preloaded to show the “Next 5” closest services operating. The Owners’ Corporation may also choose to also include relevant information (including a copy of this plan) electronically via the Owners’ Corporation intranet or webpage. A description of the additional opportunities for the development to take advantage of is provided within the following sections. 5.2. Pedestrian Network Accessibility The site is well located to promote walking to everyday services, being within walking distance to the Gaffney Street/Cumberland Road Activity Centre at approximate 700 metres south-west, which provides access to a wide range of everyday services such as restaurants, supermarket and essential services. Other significant land uses in the nearby areas that are easily accessible by walking are detailed as follows: • The Gaffney Street Neighbourhood Activity Centre, which includes restaurants, cafes and some essential services, located just 400 to the south-west of the site; • Pascoe Vale Railway Station is located 450 metres to the south-west of the site, providing access to Melbourne CBD and suburbs along the Craigieburn Line train service; and • Esslemont Reserve is located 720 metres to the south-west of the site, suitable for activities and exercise activities for residents; 5.3. Bicycle Accessibility 5.3.1. Existing Bicycle Network The City of Moreland is well served by the Principal Bicycle Network (PBN) with both on-road and off-road bicycle facilities directly linking the site with the surrounding municipalities and the CBD. The subject site has excellent access to bicycle infrastructure with on-road bicycle lanes and informal bicycle routes on many roads in the immediate vicinity of the subject site. Gaffney G26683G-01C
Green Travel Plan 21-25 Northumberland Road, Pascoe Vale Street has on-street dedicated lanes, whilst Northumberland Road is nominated as an informal route. Railway Parade and Burgundy Street are also part of the PBN within the City of Moreland. An excerpt from the Principal Bicycle Network is provided at Figure 2, illustrating the surrounding bicycle priority network. Subject Site Figure 2: PBN Map - Moreland 5.3.2. Bicycle Parking Provisions The proposal includes the provision of 85 bicycle parking spaces on-site as follows: Ground • 44 horizontal spaces (including 2 electric bicycle bays) for residents within secure storage area; • 29 vertical spaces for residents within secure area. Level 1 • 12 horizontal spaces for visitors within entry courtyard at the frontage to Northumberland Road. Access to the lower ground bicycle parking is to be available via direct bicycle access ramp from Northumberland Road. A bike repair station is provided on ground level adjacent to the bicycle storage room. G26683G-01C

Public Transport Accessibility 5.4.1. Access to Services The site is also well served by public transport with train and bus services located within walking distance from the site. This include Pascoe Vale Railway Station at approximately 450 metres walking distance to the south-west and bus stops on Northumberland Road and Gaffney Street, servicing the eastern and northern suburbs. Table 2 summarises the available services in the vicinity of the site, whilst Figure 5 illustrates the surrounding public transport network. Figure 6 shows the existing public transport stops in the vicinity of the subject site. Journey Planning Residents should be encouraged to utilise the “PTV Journey Planner” available online at the PTV websites and via Smartphone Applications. Additional information on public transport facilities and service times can be obtained from Public Transport Victoria (ph: 1800 800 007, http://ptv.vic.gov.au/). 5.4.3. Introductory Myki Offer As an incentive to encourage the use of public transport for new residents from “Day 1”, the Housing Operator could investigate the potential issue of a new myki card to each new resident as part of a welcome pack. The myki card could include a nominal amount of start-up credit. Residents would be responsible for ‘topping-up’ credit once the start-up credit was consumed. 5.5. Car Parking 5.5.1. Reduced Parking Provisions and Allocations Car parking will be limited on the site at a rate of 0.6 spaces per apartment. This means that 40% of apartments will not have a car parking space. Green Travel Plan 21-25 Northumberland Road, Pascoe Vale The residential parking will be managed through the Housing Operator and allocated purely on a demand basis. As there is a direct and ongoing cost involved with leasing of the car space (and it is not tied to the apartment lease), some residents are likely to consider whether or not they actually ‘need’ the space, or if, by making more sustainable travel choices they wouldn’t require a car. Those residents who do not get allocated a space will be actively encouraged to not own a car as they will not have a secure parking space. It should also be noted that whilst on-street parking in the area is available, residents will not be eligible for on-street parking permits should Council place restrictions in the area. This will actively encourage residents without an on-site car space not to own a vehicle in the future as they will find it impractical to park. 5.5.2. Existing Commercial Car Share Car sharing schemes have been operating in Melbourne since 2003 with a number of inner metropolitan Councils actively supporting their use by allocating public spaces throughout their municipalities for the purposes of accommodating ‘car share’ cars1. City of Moreland Council supports ‘car sharing’ schemes by allocating spaces within private developments and Council operated off-street car parks for the purposes of accommodating ‘car share’ cars. The car share scheme provides an alternative to private vehicles and encourages the use of sustainable modes of transport for the majority of trips. Car share facilities offer personal and commercial or business memberships, and can be more convenient for short trips as payment is generally on a per hour basis. Commercially operated car share cars operated by GoGet are currently available proximate to the subject site, with the nearest car share pod located at Gaffney Street near the corner of Burgundy Street (approximately 400 metres walk from subject site) in a dedicated space provided by the City of Moreland. 5.5.3. Car Next Door Alternatively, residents or staff can also obtain short-term vehicle use through Car Next Door, an online platform which allows private vehicle owners to lease their car through online at the Car Next Door website and via Smartphone Application. Additional information on available vehicle in the vicinity of the site can be obtained from carnextdoor.com.au and the Car Next Door app). 5.5.4. Car Pooling Owners Corporation may establish a car pooling database for residents to encourage car pool (where practical) practise to actively reduce the number of single occupant car trips. Green Travel Plan 21-25 Northumberland Road, Pascoe Vale This could be managed through the Owners Corporation internal phone application or via an online subscription to an existing online car pooling website (such as coseats.com or shareurride.com.au). 5.6. Taxi & Ride Share Accessibility The site is accessible by taxi, UBER and other ride share services which can provide mobility for residents when they require transport to/from off-site locations. Residents should be provided with information regarding these services. G26683G-01C

Actions The Green Travel Plan aims to reduce the number of single occupant vehicle trips undertaken by any residents and visitors of the proposed development. The following actions aim to improve the overall accessibility of the site and foster sustainable travel behaviour. In general, the Housing Operator will be responsible for the ongoing implementation of the actions identified within the Green Travel Plan. A summary of the responsible party for each action within the Green Travel Plan and the stage of implementation, has been provided at Table 3 addressing the requirements of Condition 13. Monitoring and Review This Green Travel Plan should be monitored and reviewed on a regular basis to ensure that it meets its objectives and has the intended impacts on reducing car use and encouraging sustainable modes of transport. The Housing Operator will be responsible for monitoring the Green Travel Plan in accordance with the monitoring program set out in Table 4 below. The monitoring program should be undertaken annually over a three-year period, with the first review of the program being conducted 12 months after occupation of the building. Following the three-year monitoring period, the GTP should be monitored with provisions updated, as required, not less than every five years.
