Cocos (Keeling) Islands News (cont’d) Berita Pulu Cocos (Keeling) (seterusnya) 13 NOVEMBER 2020 NOVEMBER COUNCIL MEETING: Council held it’s Ordinary Meeting for November last Wednesday on West Island. At this meeting Council approved the following: A. Three approvals for three new temporary accommodation dwellings on West Island; B. New policies for Camping, Complaints Handling, Recovery of Sundry Debts and Asset Management – copies of these policies are on the Shire’s website https://shire.cc/images/files/Policies/Policy_Manual_2020_-_FINAL_V4.pdf C. The meeting schedule for 2021. The schedule is given on Page 8 of this edition of the Atoll and on the Shire’s website: https://shire.cc/en/your-council/meetings.html D. Council also supported a request from the Department of Primary Industries and Regional Development (DPIRD) to waive the fee for the use of the Elevated Work Platform (EWP) for treating wasp nests. This will make allow the team to be much more effective in this work. See below for update on numbers of nests treated over the last fortnight by Razali and Aslie. EMPLOYMENT OF APPRENTICE CARPENTER: Also on the agenda for the Council meeting was a request for Council support to apply for funding for an apprentice carpenter. Council supported the request based on aligning the organisational structure with the requirements of the organisation and implementing a succession planning strategy during a period when Australian Government subsidies are likely to reduce the financial impact on the Shire for a position that is needed. We will commence applications for funding as soon as possible and, pending the success of our applications, we will be advertising for that exciting position. CBP berguna untuk pegawai dan Konsel dalam mengutamakan aktiviti dan memastikan aktiviti sejalan dengan prioriti strategik masyarakat. Cat McCartney and Lee Hegarty have designed a tree that will be uniquely Cocos and they need your help in collecting buoys. The buoys will be transformed into a special Cocos Christmas Tree for residents and visitors to enjoy. Please drop buoys at the front of Government House (House 26) on West Island and at the front of the Shire office on Home Island by Monday 23 November. We are considering the grassed area outside the arrivals door of the airport and would like community thoughts on this location. Fulton Hogan and Trailer - Trailer GHD did the investigations last week and should have a draft report for us early next year. We can then focus on securing funding for this work. In the interim, we will continue with our regular grading Injin - Engine when road conditions allow and with the materials we have on-Island. Please look for our page (Cocos Camping) and send a message to join to stay up to date with Shire information about camping. Council’s newly adopted Camping Policy provides a sound platform for the Shire to better manage camping and aims to: • facilitate camping as an experience for residents and visitors to Cocos, for people who enjoy natured based experiences and are equipped to be self-sufficient, recognising that the Shire’s camp sites have limited facilities; • balance making camping available to residents and visitors with the Shire’s capacity to provide and maintain core service infrastructure (e.g. toilets, shelters, BBQs); and • recognise the Islands’ capacity to sustain increased numbers, particularly in relation to emergency management and waste disposal. Anyone with an interest in camping is strongly advised to read the new policy at https://shire.cc/images/files/Policies/ Policy_Manual_2020_-_FINAL_V4.pdf and, as the policy is a live document, we invite suggestions on how it can be improved as we work through the implementation. A new permit application form will be available within the next few days and will be on this new Cocos Camping Facebook page and the Shire’s Facebook page. The intent is for people to lodge an application which the Shire will turnaround as quickly as possible. This Facebook page will also communicate campsite availability every Friday afternoon as of Friday 20 November. Please contact me with any queries about camping or this new policy and process. Cocos (Keeling) Islands News (cont’d) Berita Pulu Cocos (Keeling) (seterusnya) 13 NOVEMBER 2020 Two major projects will be commencing on Home Island in the near future. 1. Repaving of Jalan Rel: This project will result in improvements to this important road for Home Island. During this time detour signs will be in place. Please observe the detours and other signs and for your safety stay well clear of the work zone. Access to the Retail Centre will be from Jalan Bunga Mawar for this time. 2. Retail Centre Refurbishment: Materials to commence this large and exciting job have been ordered and are on the next ship. Regretfully, three large trees on the block will need to be removed to make way for the expansion of the Retail Centre. This work will commence on Monday 16 November and take three days. At 3pm on Monday, Tuesday and Wednesday next week, timber from the trees will be at the Home Island Green Waste for the community to access. Please stay out of the work zone and wait for the timber to be delivered to the Green Waste. A massive re-planting program on Home Island is underway to ensure our green cover and overall stock of trees is increased. Dua projek besar akan dimulakan di Kampong dalam masa terdekat. 1. Pada jam 3 petang pada hari Isnin, Selasa dan Rabu minggu depan, kayu dari pokok akan diletak di tempat sampah Green Waste di Kampong untuk diakses oleh masyarakat. Harap tetap berada di luar zon kerja dan tunggu kayu dihantar di Green Waste. Program penanaman semula di Kampong sedang dijalankan untuk memastikan stok pokok kami meningkat. Public Notices (cont’d) Noti-notis Umum (seterusnya) Your rights when a business goes bust While many Western Australian businesses have re-opened and returned to ‘business as usual’, there are fears some will not survive the financial impact of the COVID-19 coronavirus pandemic. When a business closes its doors, consumers often call Consumer Protection with concerns about money paid for goods or services that are yet to be received, or unspent gift vouchers or credit notes. How consumers and creditors are affected when a business goes bust depends on the circumstances of each case. If the business is a company, it becomes insolvent and can be put into voluntary administration where steps are taken to save it. Should that fail, the next step is often liquidation where the company’s affairs are wound up in an orderly way and assets distributed to secured creditors. When it comes to sole traders, the rules are different – because the business is tied to the individual owner’s income, the individual would declare personal bankruptcy. If there is money left after paying secured creditors such as employees and loan providers, you as a consumer are an unsecured creditor who may have the option of either claiming your products or trying to get your money back. To claim your products, you must have paid in full (or pay the liquidator the balance) and have a receipt or some other proof of purchase. Should you want a refund and paid by credit card, contact your card provider and request a chargeback as soon as possible because time-limits apply. If you didn’t use a credit card or are unable to claim the product, you can register with the administrator or liquidator as an unsecured creditor. With a number of businesses facing financial difficulty during these uncertain times, Consumer Protection advises consumers to reconsider the purchase of gift-cards. To find out who the administrator or liquidator is, contact the Australian Securities and Investment Commission (ASIC) - insolvency notices on ASIC’s website. In fact, every week in Australia, 20 children go to an emergency department following exposure to button batteries, with one child a month suffering serious injuries. If swallowed, coin-sized lithium button batteries can lodge in a child’s system and the resulting chemical reaction can cause severe burns to their oesophagus and other internal organs. Putting button batteries into ears and noses can also lead to significant injuries. A grieving Queensland couple recently went public with the story of how their three-year-old daughter died earlier this year after the button- battery she swallowed went undetected for nine days. At first it was thought her vomiting, nose-bleed and chest-pain was a virus, meaning that when an X-ray was finally performed, it was tragically too late. It’s important to realise that button batteries can be found anywhere in your home – they power remote controls, kitchen scales, birthday cards, children’s toys and hearing aids, to name just a few of the places you might find them. So when buying a toy, household device or novelty item, you should always look for products that are rechargeable or contain other types of batteries that are less dangerous. If you do need to buy a button-battery operated product, look for battery compartments that are difficult for children to open, such as those that require a tool or dual simultaneous movements to open. Even old or spent button batteries can still pose a threat, so always dispose of them immediately in a safe manner, out of children’s reach. Remember that it’s an emergency if you think your child has swallowed one – do not let them eat or drink, do not make them vomit and call the Poisons Information Centre immediately on 13 11 26. This Corn crake would have flown from Western China and should have made its way to Africa. A very secre ve bird that hides in long grassy meadows. Usually you only hear these birds calling from the long grass. They used to be common from England to Poland but over the last century their numbers have plummeted due to farming machinery mowing the grass fields. A few years ago another Corn Crake flew out of what was long grass around the Doctors house on Home Island.
