TOUR DE LIMPOPO 2019 WELCOME TO LIMPOPO MS NOMASONTO NDLOVU LIMPOPO TOURISM AGENCY >>> CEO We once again take pleasure in welcoming cyclists from all corners of the world to the 2019 instalment of Tour de Limpopo taking place from 15 to 18 May 2019. The event is a collaborative effort between Limpopo Tourism Agency and Cycling South Africa to showcase the diversity of Limpopo as a premier adventure and cycling destination. We are grateful to welcome all of you to the land of beautiful and contrasting landscapes. Our Province is the epitome of Africa hence it has become a favourite destination for leisure and adventure travellers worldwide. The name “Limpopo” has its etymological origin in the Northern Sotho language word, diphororo tša meetse, meaning “strong gushing waterfalls”. We continue to promote the province as an ideal adventure destination for all types of activities including 4x4 outdoor, cycling and hiking amongst others. Cyclists and their supporters will be spoiled for choice with so much on offer during their stay in Limpopo, with participants getting a touch with the three regions of the province during the tour. The 2019 edition of the race begins in Bela Bela, highlighting the biodiversity of the Waterberg region from the private game reserves close to the road, to the savannah plains and the grape-growing region, Nyl River System (including Nylsvley Nature Reserve, a RAMSAR Site), as well as the World Heritage Site, Makapans Valley, situated between Mokopane and Polokwane on the R101. The route will also showcase the scenic beauty of the mountain ranges that form part of the Waterberg Biosphere. The Waterberg Biosphere is a massif of approximately 15,000 km2 (5,800 sq mi) which is the first region in the northern part of South Africa to be named a UNESCO Biosphere Reserve. The massif was shaped by hundreds of millions of years of riverine erosion yielding diverse bluff and butte landforms. The Waterberg ecosystem can be characterised as a dry deciduous forest or Bushveld. Within the Waterberg, archaeological finds date to the Stone Age. The other three days of the race will once again provide a further opportunity to showcase the beauty of attractions along Moria Zion City in the Capricorn region, Magoesbaskloof, Modjadjiskloof, the Sunland Baobab, Debengeni Waterfalls and Tzaneen in Mopani region. The route continues to prove that there is “More to Enjoy” in Limpopo. An event of the calibre of Tour de Limpopo will be utilised to grow and develop the sport of cycling by means of skills transfer programmes that will contribute to the growth of the cycling industry in the province. The event will also impact on SMMEs within the tourism industry, to showcase the rich cultural diversity of our province. To date, Limpopo has seen an increase in a number of adventure activities like cycling and 4X4 off-road because of the inviting terrain conducive for these activities. The magnificent untouched scenery and prolific wildlife of the province offers endless, exciting adventures for cycling and 4x4 enthusiasts alike. TOUR DE LIMPOPO A WARM WELCOME MIKE BRADLEY CYCLING SOUTH AFRICA >>> RACE DIRECTOR Cycling South Africa extends a warm welcome to all participants to the magnificent province of Limpopo. The Tour de Limpopo concept was introduced in October 2017, when Limpopo Tourism Agency Chairman, Mr Andrew Dipela, approached Cycling SA to see how we could promote Limpopo, with specific consideration of the Mopani district, and hence the Tour De Limpopo was created. The event forms part of the UCI Africa Tour, and riders will not only be racing for the yellow jersey, but also to improve their individual and nations’ ranking on the international and African UCI ranking system. As a result of the UCI ranking, we welcome 64 foreign visitors, representing 18 different nationalities, from Belgium, Italy, Greece, Slovenia and Great Britain, to Malaysia, Brunei, Rwanda, Botswana, Reunion, Namibia and eSwatini to name a few. Many of our local professionals have never raced in the area. Road cycling is very much a team event, with six riders in each team and support staff to ensure they have the optimum race. The team works together to try and win one of the jerseys on offer – the Green Jersey (best sprinter), the Polka Dot Jersey (the best Climber), The White Jersey (Best Young Rider), the Red Jersey (Most Aggressive rider), and of course the Yellow Jersey (Overall winner). We look forward to an exciting event, that re-introduces international participation in a stage race. Any infringements will be disposed of in terms of Chapter Part 2 Chapter X11 of the UCI Rules and Regulations and all participants acknowledge and subject themselves to all relevant UCI and Event Special Rules and Regulations. Only the UCI scale of penalties will apply. All riders participating in the Tour de Limpopo shall be in possession of a 2019 International Racing Licence issued by a federation duly recognised by the UCI, with accompanying confirmation of travel and medical insurance. Teams must consist of a maximum of six riders or a minimum of four riders, and a maximum of three support staff. 3 >>> TYPE OF RACES & POINTS AWARDED a. GENERAL PROVISIONS GENERAL CLASSIFICATION YELLOW JERSEY The yellow jersey will be awarded to the rider who leads the General Classification at the end of each stage and shall be worn by that rider during the following stage. KING OF THE MOUNTAIN POLKA JERSEY The polka jersey will be awarded to the rider who leads the King of the Mountain points classification at the end of each stage and shall be worn by that rider during the following stage. There will be one King of the Mountain hotspot on Stage 1, one on Stage 2, one on Stage 3 with double points awarded at the finish, and one on Stage 4. 4 >>> PERMANENCE (RACE OFFICE & HEADQUARTERS) & MEETINGS Initial event registration is on 14 May 2019 at Warmbaths, A Forever Resort in Bela Bela, from 14:30 to 15:30. Teams must present the licenses of all riders to the Commissaires, including presentation of travel (medical) insurance and an approval letter from their federation. CONFIRMATION OF STARTERS DAY 1-4: Sign on at start line, 30 minutes before departure DAY 1-3: Departure times at 09:00 DAY 4: Departure time at 10:00. The race permanence will open at 07:00 each morning and close at 18:00 every evening, barring Stage 4. An Officials Meeting (including traffic, marshals and Commissaires) will take place on Tuesday 14 May 2019 at Warmbaths, A Forever Resort in Bela Bela, at 16:30. The use of radios by riders is not permitted. b. Commissaires and Neutral Service Vehicles will have radios. c. Teams Managers will be permitted to use radios for communication with the Commissaires and those that do not have radios will have radios supplied to them. d. The frequency for radios is disclosed after the route maps section. 6 >>> WITHDRAWALS Riders withdrawing from the race must report their withdrawals to the President Commissaire or Chief Judge at the finish line. 7 >>> FOLLOWING VEHICLES a. A neutral service vehicle shall be provided for each stage. b. Following team vehicles will be permitted and there must, at all times, be at least one person in each vehicle who is in possession of a valid Team Manager’s licence issued by his or her National Federation. c. All participants, including riders, Team Managers and technical personnel, shall produce his or her licence when requested to do so by any race official and at registration. d. Should a driver not be in possession of a valid driver’s licence for use in South Africa, he or she may not drive a following vehicle. e. Should any rider or his following team vehicle be suspected of foul play or a contravention of the Rules of the event, the rider or his support personnel may be disqualified or be removed from the race. f. The position of vehicles in the convoy will be determined by drawing lots on 14 May 2019 at the Team Managers’ meeting and thereafter the convoy order for each stage will be in accordance with the General Classification at the start of each stage. 8 >>> FEEDING DURING THE EVENT / FEEDING ZONE a. There will be two feeding stations for Stage 1 at 90km and 140km after the start. These will be clearly marked. Static feeding will only be allowed at these designated points. b. Feeding from team vehicles will be permitted only in accordance with the Rules of Cycling or at the discretion of the Commissaires’ Panel. 9 >>> CUT-OFF POINTS & TIME LIMITS TIME LIMITS PER STAGE STAGE 1: 14:30 finish time maximum – finishing time limits for stage 1 20% STAGE 2: 12:00 finish time maximum – finishing time limits for stage 2 20% STAGE 3: 13:00 finish time maximum – finishing time limits for stage 3 25% STAGE 4: 4 hrs (14:00) Riders who do not reach the cut-off points reflected in the table below will withdraw from the race or be eliminated and will be picked up by a following sweep vehicle. Cut off time will be those riders who are not within 25% of the leader’s time at the cut-off point. Once a rider has been eliminated, he will be removed from the following day’s starting list and will not be able to re-join the race. The time limit may, in exceptional circumstances, be increased by the Commissaires’ Panel in agreement with the organiser according to Article 2.6.032 of the UCI Regulations. 10 >>> MEDIA PRESENTATION, PRIZE GIVING & PROTOCOL a. A media presentation and protocol will take place each day within 30 minutes after the race has been completed. b. There will be a formal prize giving every evening at the official event dinner. c. In accordance with article 1.2.112 and 1.2.113 of the UCI rules, the following riders must attend the official awards ceremony: a. The top three finishers of the stage b. The leaders of the following secondary classifications i. Individual General Classification by time ii. The Sprinter’s jersey holder iii. King of the Mountain Jersey holder iv. Best Young Rider jersey holder v. Most Aggressive jersey holder 11 >>> ANTI-DOPING / MEDICAL CONTROL a. The Anti-Doping and Medical Protocol and Rules of the UCI, WADA, SAIDS and Cycling SA will apply and all participants, including Team Managers and support personnel are to ensure that they are fully conversant with such Rules and Protocols. b. Medical Control will be clearly marked and will be situated inside or next to the Permanence. c. The anti-doping station will be situated at the finish area of each daily stage. 08
12 >>> BICYCLES & EQUIPMENT A. ROAD RACES i. It will be each rider’s individual responsibility to ensure that all wheels and equipment given to any Neutral Service Vehicles will be clearly marked and collected after each event. ii. It is not the responsibility of the Neutral Service Vehicle personnel to locate riders after each stage and wheels or equipment not collected will be delivered to the Race Permanence. iii. All riders must sign on before the start of each stage. iv. If a bicycle and equipment inspection take place, any bicycle or equipment removed from the designated waiting area will be required to undergo further inspection before the rider will be permitted to start. B. TIMING i. The event will be timed by Mobii Time. ii. A chip will be provided in the race packs to the riders participating. C. RACE NUMBERS i. A separate frame number will be provided for the Road Race – instructions will be included in the race packs. ii Riders will each receive two body numbers to be placed on their back and a frame number and it is their responsibility to ensure that race numbers are clearly visible at all times. 13 >>> MEDICAL a. Riders shall ensure that they have made the necessary provisions and have taken out the required medical and personal liability insurance stipulated and required by the UCI. b. The actual race will start after 5km mark, as the total distance from Bela Bela to the finish in Polokwane is 181km. The riders will follow the R101 all the way to Polokwane. There is a small climb outside of Bela Bela as the route passes game farms and agricultural activities. The first Sprint hotspot will be in Modimolle, 26.7km into the race. The sprint will be after the Modi Mall at the Engen garage. The riders will continue through Modimolle to Mookgopong. On entering Mookgopong, the riders will have the second Sprint hotspot as they enter the town at 68.3km. The route stays on the R101 to Mokopane, where the third Sprint will take place at 118.5km. The route to Mokopane is flat and the road conditions are good. After leaving Mokopane, the riders will turn right to remain on the R101 and avoid the toll gate and road. They will pass the World Heritage Site, with the Mokopane caves and start the climb up the Ysterberg. This climb is the only King of the Mountain on this stage (steepest elevation is 4.5%) at 142.7km. The route then descends into Polokwane, where the riders will head toward the finish opposite the Old Peter Mokaba Stadium, via the R101, right into Marshall Street, right into Dorp Street. This final turn is 1km from the finish. STAGE 2 POLOKWANE >>> TZANEEN DISTANCE CLIMBING SPRINT KOM SPRINT 96.6 1381 26.6 56.6 FINISH KM M KM KM POINTS Stage two starts at the Peter Mokaba Stadium in Polokwane. The peloton will be head west along Dorp Street to Grobler Street. This will be a neutral zone. The peloton will then head north (right turn) along Grobler Street until it becomes the R71, and racing will start in the region of the Savannah Mall. On the R71 to Tzaneen, the riders will pass through a set of traffic lights, then a traffic circle, the route continues straight. The peloton will soon reach the Nobody Circle, with Total Nobody on the left, the route continues along the R71. At 26.6km, there is a Sprint hotspot, opposite the Paledi Mall. Riders will then continue along the flat road, until they commence a fast decent past the Zionist Church Gathering sight of Moria (on the right). This is where over 3 million pilgrims attend religious ceremonies over the Christian Easter weekend. The route then undulates for a while, before the climb of the day starts, which has a hotspot at the top for the King of the Mountain points and time bonuses. The peloton will descend toward Haenertsburg before climbing to the top of the Magoebaskloof Pass. All traffic will be diverted along the R528 (Georges Valley) to keep the pass open for the riders. THE DESCENT OF MAGOEBASKLOOF (8KM) IS FAST, AND VERY TWISTY. WE URGE ALL TEAMS TO ADVISE THEIR RIDERS TO DESCEND WITH CAUTION AND WITHIN THEIR TECHNICAL ABILITY. From the bottom of the pass, there are some rolling hills, prior to the T-junction, where the race turns right onto the R36. After 5km, the route takes the off-ramp to the left and turns left toward the finish line. The finish will be fast, as it is preceded by a short downhill. The finish is in front of the Total Service Centre. STAGE 3 TZANEEN >>> TZANEEN DISTANCE CLIMBING KOM KOM FINISH 103 1973 36.9 FINISH CLIMB KM M KM DOUBLE POINTS FINISH Day 3 will see the riders depart from Tzaneen, and head toward Modjadjiskloof along the R36. After passing through the centre of the small town the riders will turn right toward Ga-Kgapane, a large inhabited area within the Greater Letaba municipality. The riders will continue along the undulating hills and reach the first King of The Mountain at 36.9km. This is followed a few undulations, followed by a long decent toward Tzaneen Dam. The route then turns left and left again onto Deer Park (turning away from Tzaneen). At 74km, the race will cross over the R71 (Tzaneen/Phalaborwa Road, toward Tarantaal. The race will pass Nkowankowa and traverse the R36. At 93.75km, the route turns right into Old Coach Road and the final climb of the day begins, up to Old Coach House. The final Sprint hotspot before the climb will ask questions of whether teams to go for the Sprinters jersey, General Classification or KOM. There will only be one King of the Mountain hotspot on the final day at the top of Magoebaskloof – a category 2 climb, and then the long run back to Polokwane, which is virtually a long undulating ascent back to the capital city. When riders enter the finish area, they will do five laps of a 2.87km circuit around the Peter Mokaba Stadium, which was built for the 2010 Football World Cup. Teams will finish around 13:00. There will be a gala dinner with final prize giving at the Meropa Sun. Transport back to OR Tambo airport will be on the morning of Sunday 19 May at 09:00, arriving at OR Tambo at 12:30.
