➢ To produce more Green Energy ourselves • Taiwan government carry out the Energy Transition of NULC, i.e. No Nuclear and Low Carbon. To fulfill the policy, Taipower has been taking several measures to enhance the utilization of green energy. Although currently Taipower is the the largest producer of green energy in Taiwan, • We cannot keep the championship in the future without developing offshore power. Now we have 2 projects in construction. 3

⚫ The 10-minute average wind speed of 50year return periods estimated as 57m/s, and 3-sec gust as 77m/s. ⚫ Weak bearing capacity of soil seabed without rock. ⚫ Local installation vessels are lack. ⚫ Steel is tent to rust due to high temp. & humidity. ⚫ Local supply chain capability isn’t enough. ⚫ There is no certificated port or wharf for offshore wind farm construction. ⚫ Local marine technicians are lack. ⚫ Migrating birds & ocean mammals guarded by NGO. ⚫ The negotiation between developer and fishermen group is not proceeding smoothly. 6
Challenge 1: ET-proof wind turbine to be manufactured ⚫ Considering the severe environment with typhoons and earthquakes in Taiwan strait, design level in compliance with IEC Class I at least and Class T recommended. ⚫ Although several models of offshore wind turbines available, but ET-proof wind turbine can be manufactured locally in time? 7
⚫ Wind turbine wharf: Taichung harbor #5A and #5B wharfs will be ready by 2020. And will be more available if needed. ⚫ Substructure wharf : Hsinta harbor far-ocean wharf will be ready by the end of 2019. 遠洋泊區碼頭 5

➢ To Strengthen the Grid and Friendly for Connection • As being the unique operator of power grid in Taiwan, Taipower is also obliged to make the grid-connection friendly. However, the challenge ahead is much more tough than ever to face the renewable energy rush-in situation. The government’s RE target is as following : ⚫ By 2025 : 27GW (PV 20GW, Wind 6.7GW and others) ⚫ By 2035 : 37GW (Offshore wind power increase 1GW every year to reach 10GW of accumulation. Taipower has to upgrade the present grid of 5GW scale of green power to that large scale still with good quality in 5 and 15 years. The smart grid plan is now in progress to fulfill this mission. 15

➢ Smart Dispatch Facing with Renewable Energy ➢ The intermittent characteristic of Renewable Energy is the biggest challenge to system operation in period of high penetration. ➢ If the Renewable Energy generation suddenly drops, the system frequency may drop consequently to trigger UFLS relays and affect the reliability of power supply. 19

Regulations for the ramp rate needs to be enacted However, the above-mentioned requirements will be discussed to reach a common acceptance through the reviewing of Grid Code before execution. 22
⚫ Taipower being the unique public power buyer and seller in Taiwan, to meet the green energy demand of customers is also our upmost goal of business. ⚫ Should Orsted want to sell the energy of her Changhua OWF to TSMC, Taipower will provide the wheeling service. ⚫ However, don’t forget Taipower is the largest green energy provider, our green energy is abundant, price-justified with good quality and lots of diversity. ➢ Conclusion and Suggestion • Taiwan strait is appraised to possess the richest offshore wind resources in the world, but also the most severe environment with lots of difficulties. • Taipower has taken three practices for more green energy and still keep the system safe, i.e. produce own green energy in spite of low rate of return, strengthen the grid and make the connection more friendly, and finally perform a smart dispatch. • Working cooperatively with all the developers and stakeholders, Taipower is confident to cope with the 10GW more capacity of OWP by 2035, and we welcome all the partners from all over the world, coming to Taiwan to accomplish our common dream of OWP in Asia. 24
