IRSDC + GSRTC + SMC = MMTH First of its kind attempted in India, bringing together three levels of UNIQUE government: Central, State And Municipal Government Purpose: Development of Multi Modal Transport Hub at the Surat PURPOSE Railway Station: Bus Terminal, Train, Regional Buses, Metro, Auto, BRT, CBS etc. Station redevelopment, funded by commercial development on IRSDC leasehold rights for the lease period of 45/90 years on the vacant JVC railway land and air space. Central Bus Terminal (GSRTC) funded by commercial development on GSRTC leasehold rights for the lease period of 45/90 years on the vacant GSRTC land and air space. SMC Provides utility infrastructure support and policy/land support. To lie vested in the promoters. Only developmental rights transferred OWNERSHIP to JVC. 5
IRSDC + GSRTC + SMC = MMTH SPECIAL MMTH treated as a Special Project, covered under special PROJECT development control rules. LAND USE SMC shall waive charges on land use change and enhanced Floor CHARGE Space Index (FSI). Other taxes and charges of the local body WAIVED (property taxes, etc.,) shall continue. NO NEW JVC TAX No new element of tax, pertinent to railway operational property. FRESH JVC shall enter into fresh lease with Concessionaire. LEASES Under JVC’s jurisdiction including redeveloped railway station (excluding train operations, ticketing & parcels), common facilities O&M (staff qtrs., other ops. buildings) and bus terminal (excluding bus operations/ticketing) will be undertaken by JVC for the entire lease period as shall be stated in the RFP. 6

PASSENGER MMTH DETAILS Current users of regional services with a potential of 80% transfers to/from public 2.5 – 3 LAKH CURRENT STATTUS transport services. 4 - 4.5 LAKH Future regional passengers per day. 1 – 2 LAKH New users on account of development of Hub. Area utilized under administrative and operation control facilities for transport ADMINISTRATION organizations. ZONES HOUSED IN THE MMTH This shall be identified as tracks for railways, GSRTC line workshop, bus movement area OPERATIONS for GSRTC, BRTS and City bus. PASSENGER Platforms for railways and terminal/station area for bus passenger facility. FACILITY PASSENGER Area utilized for passenger transfer including passenger plaza, gangways and vertical TRANSFER/TRANSIT circulation. These activities shall include space for hub infrastructure including roads for area INFRASTRUCTURE accessibility improvement, physical infrastructure and public open spaces. This is identified as floor space that shall be leased or rented for private purpose. Parking COMMERCIAL space is also considered as commercial commodity. 22
