Overview Over 100 people accepted the invitation to join us at the Safeguarding Adults Board (SAB) Conference at the Pavilion Centre, Wadebridge, on Friday 9 March 2018. The conference supports one of the SAB priorities, to work with commissioners and providers to improve the availability and quality of care and support in Cornwall and the Isles of Scilly. The day proved to be a huge success and this report provides useful information which was showcased on the day so that you can be informed and get involved in the various opportunities that are available. Guest speakers on the day included Fiona Field, Ben Allen, Teresa Kippax, Naomi Campbell, Aisling Khan, Sue Miner, Justin Sharp, Michael Paisley and Kate Kennally. We also ran five workshops during the afternoon: 1. Adult safeguarding process. 2. Deprivation of Liberty Safeguards. 3. How quality is measured. 4. CQC statutory notifications. 5. EPIC robots. Workshop lead, Teresa Kippax, provides an update on the ‘what good statutory notifications look like’ workshop: “ The CQC is undertaking a comprehensive review of statutory notifications guidance, process and reporting mechanism as part of the Monitor programme. This has been a major undertaking and is still in development. However we can advise that: • We will implement guidance which is sector specific, clear and distinguishes quality of care issues from safeguarding. • We aim to develop an online reporting mechanism which will reduce the burden on providers, have checks in place to help providers decide what to report and categorise incidents by a priority level. The expected outcomes are: • More robust and timely reporting of abuse incidents. • Clarity about what is safeguarding and what is quality of care. • Reduce the number of incidents incorrectly being reported as a statutory notifications. • Reduce the number of incidents being reported as safeguarding (which are not) to local authority safeguarding teams. • Reduce the burden on providers, local authorities and CQC inspectors. Cornwall Fire and Rescue Community Safety Service Cornwall Fire and Rescue Community Safety Service (CFRCSS) can offer a number of services to ensure people in Cornwall are safe in their own homes. Accidental dwelling fires are a priority for CFRCSS focusing on home fire safety prevention messages, promoting greater awareness of the fire risks to reduce the number of fire related casualties. We are able to offer home fire safety checks (HFSC) and ‘living safe and well’ (LSW) visits. We will provide advice on how to prevent fires in the home by: • Identifying and raising awareness of the potential risks in their home - including electrical safety to ensure their sockets are not overloaded. • Making sure they know what to do in order to reduce or prevent these risks. • Helping them put together an escape plan in case a fire breaks out in the future. • Ensuring they have adequate smoke/ carbon monoxide detection. LSW visits due to start in April, where our prevention team will be offering advice on those above along with health and well-being advice. We have also created a number of referral pathways to other health professionals for expert advice on areas such as falls prevention, healthy living, social isolation, smoking cessation and more. We are also able to supply specialist fire detection equipment for those hard of hearing, fire retardant bedding and throws and mats along with fire suppression systems (sprinkler systems) for those most at risk. Our prevention team are also available to offer training to other agencies on the fire hazards within the home and what to look out for when visiting clients. We would also like to emphasize the dangers with using emollient creams within the health care industry. Energy Wise Energy Wise is Community Energy Plus’s Big Lottery funded advice project which aims to help vulnerable households escape from the misery, anxiety and ill-health caused by fuel poverty. Our new three-year project provides advice over the phone as well as in the home for vulnerable householders who need face to face advice or advocacy support for energy related issues. The service our caseworkers provide includes: • Access to grants for heating and insulation. • Advice on saving energy and money. • Help to understand energy bills, switch tariffs , manage energy debt and other issues with energy suppliers. • Advice on reducing condensation and mould. • Links to services provided by other local organisations. Hydration Care Consultancy Ltd @hydrationlead Hydration Care Consultancy Ltd (HCC) aims to address the much publicised and unacceptable problem of poor hydration in elderly and frail care. Founded in March 2018 by Naomi Campbell RGN, based on her ten years focus on hydration issues and unique nursing insight into the challenges and complexities of helping a person to drink and eat as best they can, to keep hydrated. The ROC Hydration Care Assessment Tool is included in the NHS England Enhanced Health in Care Homes, Vanguard learning guide (EHCH element 1.3) for ‘Hydration and Nutrition’ and as a quality indicator in NHS Kernow CCG ‘Operating Standards for Care Homes’. An independent evaluation of ROC by Kent Surrey Sussex Academic Health Science Network (2017) confirmed that care homes using ROC had markedly less unplanned acute admissions for UTIs and falls compared to those homes who did not use this simple tool. ROC is also included as a case study for the NHS England ‘Leading Change Adding Value’ programme. Hydration Care Consultancy provides advice, bespoke workshops and training programmes to support all concerned to review if their established practice for assessing, monitoring and reviewing fluid and food intake is fit for purpose and represents the best interest of individuals receiving care in hospitals, care homes, domicile and primary care. To achieve this HCC also focuses on the specific needs of families, care staff, care providers, medics, acute services, commissioners and regulators. As well as supporting review of current drinking and eating aids and new product design. This innovative approach prompts everyone to ‘think differently’ about the critical importance of high quality holistic care for drinking and eating, and in doing so highlights the negative consequences and impact of spiralling financial demands and complaints caused by inadequate basic care. EPIC www.plymouth.ac.uk/research/epic EPIC is a project that supports the main themes that came out of the conference – improving quality of care through collaboration and innovation – with a focus on technology. It is funded by the European Regional Development Fund so all of our support is free – we are really keen to work with local health and social care organisations to help support innovation in care provision across Cornwall and the Isles of Scilly. The project focuses on a range of technology from robots to virtual reality, from smart speakers to sensors, from wearables to communication devices and from interactive games to apps and beyond. We believe that technology should not replace personal care but be there to support and enhance it. If you are interested in how technology could support your care delivery, your organisation, your service users etc we can help. We can explore your area of interest, we can support you in a technology innovation using our team or linking you with a local technology company. In many cases we can also provide grant support – we have £600,000 to invest.
