Speech from the Minister of Mines It is an honour and a great pleasure for me to address you during the Official Opening Ceremony of this 1st International Mining Exhibition of Senegal in virtual mode. First, allow me to thank and congratulate all the members of the Organising Committee and our partner AmeTrade Limited for their prowess in holding this meeting, against all odds. I say bravo to you, because it was not easy, with these successive and untimely waves of Covid, that does not want to let go, to define an objective, to maintain it, to work towards it despite an uncertain situation which has taken away so many ideas, dreams, and loving people, in Senegal, in Africa and throughout the world. (…) I would like to urge you to continue the reflections beyond this meeting, to reach a strong consensus on the real challenges of post-Covid mining in our countries and to propose any direction aimed at maximising the contribution of mining and other quarries to the local land development and the economy, while ensuring transparency as indicated by bodies such as the EITI. (…) I hope that, together with all the stakeholders in the sector, we will commit ourselves, with the same values, the same ambitions, and the same objectives, to making the system of governance of our mining resources more efficient and to developing frameworks for exchange and consultation conducive to mining operations that are socially acceptable, economically profitable, and ecologically sustainable. STATEMENT FROM THE ORGANISING COMMITTEE We would like to thank all parties that contributed to the success of the SIM Senegal Virtual event including: The Government of the Republic of Senegal, Ministry of Mines & Geology, the sponsors, speakers, exhibitors, delegates, and media. The event was opened with an official message of welcome from Mr Oumar SARR, Minister of Mines and Geology, Senegal and provided a platform for the Ministry of Mines and Geology and other key stakeholders to share their insights into the current and future for the mining industry. Under the theme of “For a resilient mining sector in Senegal”, the interactive panel discussions covered topics such as improving socio-economic benefits for communities, innovative solutions for social inclusion and women’s empowerment, increasing access to new technologies and strengthening local content development. Over the two days, the on-line event gathered 384 participants, 8 sponsors, 40 exhibitors, 31 speakers emanating from 29 countries. On behalf of the Ministry of Mines and Geology of Senegal and staff of AME Trade, organisers of the SIM Senegal Virtual Event, we would like to thank you, all for uniting towards a common goal and contributing towards the development of Senegal’s mining industry. SIM SENEGAL SUMMIT SUMMARY SIM Senegal Virtual Summit covered, over the 2-days of the event, several focused themes of debate around aspects that effect the mining sector in Senegal, as well as the impact of Covid 19 and opportunities to strengthen the Senegalese mining industry for sustainability and growth.. Session 1 focused on management of equalization and local development funds, growth plans for mining facilities, encouraging the long-term business communities’ participation in the exploitation of mineral resources which are relevant for developing mechanisms for optimizing socio-economic benefits for communities, as well as the importance of ensuring transparency in community-support actions, mentoring women who are active in gold mining in order to assist them to be more resilient, and promote the implementation of innovative mechanisms for effective monitoring. During this debate speakers also referred to the importance of strengthening the framework for transparent and open dialogue to better align business actions with the needs expressed by local communities (Local Development Plan). Session 2 The virtual summit highlighted the importance of the legislation to regulate local content by setting minimum requirements to ensure the optimal use of local resources in the mining, the harmonization of procurement practices of mining companies through a repository for contracting and communication of needs, developing capacity-building plans, grouping agreements and relationships to facilitate collaboration between suppliers in the impacted regions and those in the capital, who are generally better structured and more qualified to perform certain services; valuing Senegalese staff through fair wage treatment, rigorous implementation and monitoring of succession plans and promotion of Senegalese executives, develop a public- private partnership between the local, national, community and even international providers for the sharing of experiences and the transfer of know-how and technology, and strengthen the regulatory role of the state (protection of the interests of suppliers and subcontractors). www.simsenegal.com 09
SIM SENEGAL SUMMIT SUMMARY The creation of innovative solutions for social inclusion and women’s empowerment, was discussed during session 3, which bought together different stakeholders from the mining sector (administration, mining companies, women’s associations and civil society). The panellists highlighted the following recommendations: the creation of support such as training in entrepreneurship and leadership, career plans and activate legal, social, medical, and organizational levels of support for women in mines. To achieve this purpose, it was suggested that stakeholders should work towards the creation of relevant platforms, develop best practices in mining companies, and strengthening women’s empowerment through networking. The second day of debates focused on technological innovation for the resilience of mining companies, on the need to transform existing infrastructure into hybrid infrastructure, the importance of creating better community involvement, specifically those impacted by mining project opportunities. During the session 4 it was equally emphasized that the establishment of a scientific network of excellence was needed, as well as identifying scientific priorities and the creation of a good system for mitigating the possible implications of technological innovations on employability and employment opportunities. Session 5 was focused on the “Future of the mining industry in Senegal, what are the next steps”, representing a link between the exploitation of natural gas in Senegal and our natural resources for more value and greater diversification, highlighting the transformation of resource, the articulation of natural gas development and natural resources for greater value-added and diversification, developing a future strategy on gas use, studying environmental issues and the location of mining sites and creating infrastructure for ease of access. Mrs Rokhaya Samba, Director of Prospection and Mining Promotion at the Ministry of Mines and Geology of Senegal, concluded the day 2 of SIM Senegal Virtual Summit, emphasizing the local content that had the upper hand several times during the event, throughout all the sessions. www.simsenegal.com 10
