TOWNSVILLE STORM TIDE EVACUATION GUIDE This guide is used to inform residents of predicted storm tide flooding associated with a tropical cyclone The Storm Tide Evacuation Guide has been made possible through funding provided under the Community Development and Recovery Package, which is a joint initiative of the Australian and Queensland Governments under the Natural Disaster Relief and Recovery Arrangements. 1

WHAT IS A STORM TIDE? A storm tide is a rise above the normal water level along a shore that is the result of a tropical cyclone. When a cyclone forms over open waters the strong winds pushing the water, combined with the low atmospheric pressure in the eye of the cyclone cause the level of the sea to rise, which results in the formation of large waves. If this happens away from land, the water can escape and move freely away from the building storm. As the cyclone moves towards land and the depth of the water becomes shallower, the ever-increasing wall of water does not have a chance to flow away. These large waves may inundate land and cause destructive damage to anything in its path. Please note that inundation by storm tide is not comparable with riverine flooding. Storm tides will be accompanied by gale force winds, with successive waves of seawater rapidly moving across the foreshore. Trees, building material and other debris may be carried along by the storm tide. Any evacuation must occur prior to the storm tide event. A storm tide event should not be confused with a tsunami. A tsunami is a series of waves generated by a sudden upward movement of the ocean floor, normally due to earthquakes and is NOT related to a cyclonic event. WHAT IS A CYCLONE? A tropical cyclone is a violent collection of whirling winds and dense cloud mass. Winds spiral clockwise around a central eye of exceptionally low pressure. With winds reaching speeds in excess of 200km/h, cyclones can be extremely dangerous. WHAT ARE CYCLONE CATEGORIES? The severity of a tropical cyclone is measured by a category determine by the Bureau of Meteorology. Cyclone categories range from 1 for weaker cyclones to 5 for the most severe cyclones. This helps the community assess the severity of the cyclone and take appropriate actions. The category of a cyclone refers to the severity of winds in a maximum wind zone. You may not experience the effects of the maximum winds. Damage experienced may vary according to location factors. The category of a cyclone does not refer to an associated storm tide. Warnings for a storm tide will be issued separately by the Bureau of Meteorology (BOM). CYCLONE WATCH A cyclone watch is issued at six hourly intervals if a cyclone or potential cyclone exists, and there is a likelihood gale force winds or stronger will affect coastal or island communities within the next 24 to 48 hours. CYCLONE WARNING A cyclone warning is issued at three hourly intervals if gale force winds or stronger are expected to affect coastal or island communities within the next 24 hours. Warnings are updated every hour when a cyclone is close to landfall. The Standard Emergency Warning Signal (SEWS) may be used with some cyclone warnings. SEVERE WEATHER WARNING A severe weather warning may be issued if the system is no longer a cyclone but communities are still being threatened by damaging winds, flooding rains or pounding seas. CATEGORY STRONGEST GUST (km/h) TYPICAL EFFECTS Less than 125 km/h Minimal house damage. Damage to some crops, trees and caravans. 1 Tropical Cyclone Gales Boats may drag moorings. 125 - 164 km/h Minor house damage. Significant damage to signs, trees and caravans. Heavy 2 Tropical Cyclone Destructive Winds damage to some crops. Risk of power failure. Small boats may break moorings. 3 Severe 165 - 224 km/h Some roof and structural damage. Some caravans destroyed. Power failure Tropical Cyclone Very destructive winds likely. 4 Severe 225 - 279 km/h Significant roofing and structural damage. Many caravans destroyed and Tropical Cyclone Very destructive winds blown away. Dangerous airborne debris. WHAT IF I AM IN AN EVACUATION ZONE? If your property is located in an evacuation zone, you need to read this booklet. This important booklet also includes coloured labels. Council suggests that you place one coloured label in your meter box and one under your kitchen sink. It is important to understand what you need to do in the event of a storm tide. Identify where your residence is located on the evacuation map and familiarise yourself with your evacuation zone and routes. If you are in a red, orange, yellow or blue zone, there is a chance that your property may be inundated in a storm tide event. The height of the predicted storm tide during the disaster event will determine which zones are affected. If you are not located in a coloured zone, you are outside the storm tide inundation threat area. HOW TO READ AND THE USE THE STORM TIDE EVACUATION MAPS 1. Identify where your residence is on the map. 2. If you are in one of the coloured zones, you may be at risk from storm tide flooding during cyclones. 3. Identify your evacuation route to your pre-determined safer location. For further information on evacuation visit council’s website www.townsville.qld.gov.au. 4. During a cyclone event tune into warnings, authorities will advise which zones need to evacuate. EVACUATION ZONES RED EVACUATION ZONE - INDICATES AREAS AT HIGHEST RISK OF FLOODING FROM CYCLONE STORM TIDE. ORANGE EVACUATION ZONE - INDICATES AREAS AT HIGH RISK OF FLOODING FROM CYCLONE STORM TIDE. YELLOW EVACUATION ZONE - INDICATES AREAS AT MODERATE RISK OF FLOODING FROM CYCLONE STORM TIDE. BLUE EVACUATION ZONE - INDICATES AREAS AT LOW RISK OF FLOODING FROM CYCLONE STORM TIDE. WHAT DO STORM TIDE EVACUATION ZONES MEAN? Residents in the Red Zone face the highest risk of inundation from a cyclone storm tide. The Red Zone includes low-lying coastal areas and areas that may experience storm tide inundation up to approximately 1 metre above HAT. Residents in the Orange Zone face a high risk of inundation from a cyclone storm tide. The Orange Zone may experience storm tide inundation up to 1m above the top of the red zone (approximately 2 metres above HAT). Residents in the Yellow Zone face a moderate risk of inundation from a cyclone storm tide. The Yellow Zone may experience storm tide inundation at levels up to 2m above the top of the orange zone (approximately 2 to 4 metres above HAT). Residents in the Blue Zone face a low risk of inundation from a cyclone storm tide. The Blue Zone may experience storm tide inundation up to 2m above the top of the yellow zone (higher than approximately 4 metres above HAT). WHAT IS HAT? HAT stands for Highest Astronomical Tide. A HAT is comparable to a king tide. It is the highest level of water which can be predicted to occur under any combination of astronomical conditions. BOM advices regarding storm tide will refer to a height (in metres) above HAT. Council will use this BOM information to advise which zones may be affected. WHAT IS AN EVACUATION SHELTER? An evacuation shelter is a building, or part of a building, specifically designed and constructed to provide protection from wind and debris during the passage of a severe tropical cyclone. Evacuation shelters are a safe place that will allow for seating and may not necessarily be capable of accommodating persons for extended periods. Where possible, evacuees should be encouraged to seek shelter with family and friends in higher places outside the at risk area. If you are self evacuating and not be staying within a public shelter building, please register your location via the National Registration and Inquiry System available on the Australian Red Cross website (N.B. this will be activated at the time of the pending disaster). 5

Is the zone you are in currently under threat? Has official advice been given to evacuate? Do you know where you will be evacuating to? Is your evacuation point further inland, on higher ground and secure? Do you know the preferred route for evacuation? Is your vehicle full of fuel? If your not staying in a local public shelter, have you registered your location on the national registration and enquiry system? Have you included your Emergency Kit and a copy of your Emergency Plan? Do you have essential medications for your family? PREPARING YOUR HOUSEHOLD FOR A DISASTER EVENT CHECKLIST FOR A DISASTER EVENT Have you packed important documents and valuables? Have you turned off all the power, gas and water mains to your home? Are your pets safe and secure? Have you secured and locked your home? Have you packed emergency water supplies? Have you checked on neighbours who are elderly or disabled? I f you have completed the items above, then ensure you have your Emergency Kit and Evacuation Kit and commence your Evacuation Plan. 6
ITEMS TO PACK IN YOUR EMERGENCY KIT WATER Water in plastic containers A three day supply; minimum five litres of water per day per person Esky FOOD Minimum three day supply Cooking facilities such as gas BBQ/camping stove Ready to eat canned meats, fruit and vegetables Canned juices, milk and soups Staples such as sugar, pepper, salt and high energy foods such as peanut butter, honey, jams, biscuits and muesli bars VITAMINS Food for babies, children, elderly persons or any special dietary requirements Comfort foods such as biscuits, lollies, cereals, coffee and tea TOOLS AND SUPPLIES Plates, bowls, cups, utensils (paper or plastic plates don’t require washing) Battery operated radio and spare batteries Battery operated/solar powered/wind up torches (and spare batteries if battery operated) Cash Utility knife Toilet paper Soap/detergent Personal hygiene items Duct and masking tape Matches in waterproof container Disinfectant Mobile phone and charger Insect repellent and sunscreen Tools for temporary repairs Rope and chains for securing outdoor items Extension cords and power boards Plastic sheeting or tarps FIRST AID KIT Replace any used contents CLOTHING AND BEDDING At least one complete change of clothing and footwear per person Long sleeve shirts and long trousers Sturdy shoes Rain gear Blankets or sleeping bags Hats and work/gardening gloves Sunglasses 7
