INSTITUTE OF TECHNOLOGY TALLAGHT FOI MODEL PUBLICATION SCHEME 2016/2017 FOI Publications Section 8 of the Freedom of Information Act 2014 requires FOI bodies to prepare and publish as much information as possible in an open and accessible manner on a routine basis outside of FOI, having regard to the principles of openness, transparency and accountability as set out in Sections 8(5) and 11(3) of the Act. This allows for the publication or giving of records outside of FOI provided that such publication or giving of access is not prohibited by law. A. General Information about the Institute – .. Who we are and what we do 1. Establishment of Organisation From its establishment in September 1991 until the end of December 1992, the Institute operated under the aegis of a Board of Management which was a sub-committee of County Dublin Vocational Education Committee. Since 1 January 1993, IT Tallaght has been governed in accordance with the Regional Technical Colleges Act, 1992 as amended by the Regional Technical Colleges (Amendment) Act, 1994 and the Vocational Education (Amendment) Act, 2001. On 28 January 1998 the Minister for Education and Science signed a statutory Order to change the title of the Regional Technical Institute, Tallaght to Institute of Technology Tallaght. The Act as amended established the Institute as a body corporate with perpetual succession and power to sue and be sued in its corporate name and to acquire, hold and dispose of land. Other provisions: Established a Governing Body and a new professional management under a President. Gave the Institute responsibility for its academic programmes and provided for an Academic Council to assist in the discharge of these responsibilities. Enabled the Institute to engage in research, development and consultancy and empowered the Institute to make agreements and to establish or participate in limited liability companies in carrying out its functions. The members of the Institute listed in the Act are: the members of the Governing Body the members of the Academic Council the staff the registered students the graduates of the Institute such other persons as the Governing Body may appoint to be members. Roles, Responsibilities and Functions of IT Tallaght – About ITT Dublin The mission of Institute of Technology Tallaght is to be the centre of higher education and knowledge creation within South Dublin County and its environs, to broaden participation in higher education in the region, to be recognised as a leader in supporting research and commercial innovation, and to assist in the advancement of the economic, social and cultural life of the region. The Institute will: Offer a range of relevant and flexible learning opportunities within a professional and supportive learning environment, which are career focused. Provide increased lifelong learning opportunities commensurate with the career requirements of those living in the region and with the developmental needs of business and industry. Promote equality of access and opportunity to widen participation and facilitate all learners in achieving their potential. Serve as a leader and centre for the advancement of research, commercial innovation and enterprise development within the region. Implement civic engagement initiatives to maximise participation of, and increase opportunities for, all citizens in the development of the region. Cultivate a range of international activities and partnerships to advance the core activities and role of the Institute. ITT Dublin will ASPIRE to provide the best higher education institution it can through fostering and encouraging a core set of values across all the activities of the Institute. The Institute is: Our Institute is one of the leading higher education institutes in Ireland. It is accredited as a member of the European Credit Transfer Scheme for Higher Education Awards and we have been awarded the Extended European Erasmus University Charter. Our qualifications are recognized world-wide and therefore provide opportunities for educational and career mobility on a global basis. The Institute is currently celebrating 20 years of service to the region. It was opened in 1992 as a European Demonstration College for Technological Education. In that time the Institute has expanded from an initial cohort of seven hundred students to a current complement, full and part-time, of almost four thousand undergraduates and over 60 postgraduates. It has been an exciting period in which we have witnessed the revolution in ICT impact education to make institutions like ours innovative adopters of technology for teaching and student support. We have seen the Celtic Tiger grow, mature and latterly go into decline. However, every observer of Ireland’s current economic situation knows that Ireland’s future relies heavily on our continued production of high quality graduates capable of undertaking life-long learning in a knowledge-based society. Now is the right time for you to invest in yourself by undertaking a programme of education and we offer something for everyone. It is important not lose sight of the career opportunities that are emerging and will continue emerge as the global economy pulls itself out of recession.
The Institute continues to be a leader in research in the sector and we have recently officially opened our new research Centre for Applied Science and Health. We will continue to appraise national and international research opportunities that play to our strengths and that have the potential to benefit the region. The Institute has always prided itself on engaging with the community and we have established a network of supports for schools and other organizations in our region. We have also received major funding from the Strategic Innovation Fund to develop the teaching and learning environment within the institute. Through these projects we are playing a lead role in raising participation rates in Higher Education in the region. Last year the President’s Volunteer Programme saw hundreds of our students engage with national and international voluntary organizations to help others in society at home and abroad. We have a multicultural campus that celebrates diversity. In last year we had over 70 different nationalities represented on campus. This is a very important aspect to your education as you will, upon graduation, most likely work in a multicultural environment where cultural mix is used as a strategic business advantage. By participating in the cultural events organized on campus and beyond you are investing not only in your social development but also in your career development. The last twelve months have seen quite a few developments in the Institute. The business incubation centre ‘Synergy’ continues to attract people with a wide range of ideas to start or expand their own businesses. Any of you who feel that you are budding entrepreneurs should contact the Centre Manager Tom Rooney who has a range of supports in place for small businesses. We continue to pursue Technological University status with our partner institutes DIT and ITB as we believe we can offer via this development an increased number of high quality educational pathways for our students. In all the Institute is a thriving, exciting place to learn and work and it continues to grow from strength to strength. Governance/Management Arrangements https://www.it- tallaght.ie/contentfiles/Documents/publications/delegated%20authority/r_a_l910_ 08.pdf The RTC Act as amended specifies that there shall be a Governing Body of an Institute and the Governing Body shall perform the functions conferred on the Institute by this Act. The functions of the Governing Body are given in the Act as follows: The Governing Body of an Institute shall manage and control the affairs of the Institute and all property of the Institute and shall perform such functions conferred on the Institute by this Act. The Governing Body shall have such powers as are necessary or expedient for the purpose of those functions subject to such policies as determined by the Minister and to the programme and budget approved annually by the Vocational Education Committee and the Minister. The Act requires that each Governing Body shall, with the approval of the Minister, appoint in a whole- time capacity a person to be the President of the Institute. The Governing Body consists of a Chairman and 17 ordinary members and the President of the Institute. In summary, the ordinary members are nominated to the Minister as follows: 3 members of County Dublin VEC and one each from the VECs of Counties Wicklow, Kildare and Meath 2 members of the academic staff of the Institute 1 member of staff other than academic staff 2 student representatives 1 person nominated by the Irish Congress of Trade Unions 6 persons from organisations relating to the activities of the Institute as recommended by the Academic Council. IT Tallaght’s Academic Council has recommended the following nominating organisations: Teagasc, South Dublin Chamber of Commerce, Forbairt, the Institution of Engineers of Ireland and the Irish Hotel and Catering Institute. The overall membership of the Governing Body is required to have a gender balance of at least seven men and seven women. Governing Body members are expected to retire at age 70. They are normally appointed for a period of 5 years except for students who serve for 1 year. Governing Body Meetings are held not less than 6 times during the course of an academic year.

These include: Senior Management Team (SMT) The Senior Management Team comprises the President, the Registrar, the Heads of School, the Secretary/Financial Controller and the Head of Development and External Services. The Heads of School represent their School at the Senior Management Team meetings and also make presentations on behalf of the School to the Governing Body. Academic Management Team (AMT) The Academic Management Team comprises the Registrar, the Heads of School, the Head of Development and External Services, the Secretary/Financial Controller and the Heads of Department. Central Management Group (CMG) The Central Management Group comprises the Academic Administration and Student Affairs Manager, the Finance Manager, the Human Resources Manager, the Estates Manager, the Computing Services Manager, the Librarian, the Head of Lifelong Learning and the Industrial Liaison Manager. This group meets several times each year to discuss operational and central services issues. Total Management Team (TMT) This group comprises the members of the SMT, the AMT and the CMG. It has several scheduled meetings each year to discuss developmental issues and cross-sectoral protocols.
