BRIEF OVERVIEW OF THE NNRA
The Nuclear Safety and Radiation Protection Act 19 of 1995 established the
Nigerian Nuclear Regulatory Authority (NNRA) with the responsibility for
nuclear safety and radiological protection regulation in Nigeria.

The functions of the NNRA includes:
✓ Protection of life, health, property and the environment;
✓ Enable Nigeria meet its International and National safeguards and safety
   obligations;
✓ Liaise and foster co-operation with International and other organizations
   having similar objectives; etc
The NNRA Regulatory Control Program are guided by five pillars;

MATERIAL BALANCE AREAS (MBA)
MBA 1 Nigerian Research Reactor-1 (NiRR-1) – Zaria
   ➢NiRR-1 is a tank in pool reactor with a nominal power of 34kW using LEU core enriched to
   12.64%.
   ➢In the last quarter of 2018, the core was converted from HEU core to LEU core.
   ➢IAEA Annual Safeguards Inspection is conducted once a year.
Catch all MBAs Location Outside Facilities – Multiple Locations in Nigeria
   ➢The LOF are comprised of Industries and Hospitals using Depleted Uranium for radiation
   shielding purposes.
   ➢Depleted Uranium used in Transport container, Radiography camera and Medical Tele-
   therapy head shield.
   ➢Currently over 36 facilities covered in Nigeria .
   ➢Physical Inventory Verification are carried out on quarterly bases.

SAFEGUARDS DIVISION
➢ Conduct PIV exercise at the Nigerian Research Reactor and Locations
  Outside Facilities .

➢ Prepare Nuclear Material Accounting Reports and Additional Protocol
  Declarations.

➢ Submit complete, accurate and timely reports to the IAEA.

➢ Write and review Inspection report and other Safeguards documents

SAFEGUARDS TRAINING
   The Safeguards division conduct competence
   assessment      periodically.  Trainings are
   conducted to bridge the identified gaps.
   Such trainings include;
       ➢Fundamentals of National Nuclear Safeguards Inspections
       (2016)
       ➢Workshop on Developing a National Safeguards Inspection
       Program for Nigeria (2017)
       ➢Advance Nuclear Safeguards Inspector Training (2018)
       ➢International Training Course for Newcomer countries on SSAC
       (2018)
       ➢Fundamentals of Non-Destructive Assay used in Safeguards
       (2019)

NIGERIA’S ACHIEVEMENTS
➢ Nigerian Nuclear Safeguards Regulations 2021
  (NNSR)
➢ Draft Guidance Document on the Nigerian
  Nuclear Safeguards Regulations
➢ Developed our Safeguards Inspection Manual
➢ Procured       a safeguards equipment HM5
  Identifinder R400-T2
➢ Nuclear Safety and Radiation Protection Act 19 of
  the 1995 constitution (to be repealed at the
  National Assembly and to be named Nuclear
  Safety, Security And Safeguards Bill)

CONCLUSION
➢ Nigeria has signed and ratified the NPT, CSA, AP and
  the Pelindaba Treaty.
➢ Nigeria has two major MBAs (Facility - and Location
  Outside Facility) which are under Safeguards.
➢ Nigeria also submits a timely, correct and complete
  Nuclear Material Accounting Reports (ICR, PIL & MBR)
  and Additional Protocol Declarations (quarterly and
  annual) to the IAEA.
➢ All these efforts are structured by a Nigerian State
  System Of Accounting for and Control of Nuclear
  Material (SSAC) which ensures that Nigeria meets its
  obligations under the CSA and AP.

APPRECIATION
➢ The NNRA wishes to express its profound
  appreciation to the IAEA and USDOE/INSEP for
  their effort in organizing and sponsoring
  trainings and workshops. These have greatly
  strengthened Nigeria's SSAC
➢ The Authority also wishes to extend its gratitude
  to the AFCONE and (NNSA/INSEP) for giving
  Nigeria the opportunity to be part of this webinar
  in celebration of the International women's day.
