Background South Canal of the Holland Marsh system in the vicinity of Hwy 400 remains to be relocated/improved as per the requirements of the 2009 Engineering report, prepared by K. Smart, pursuant to the Drainage Act and passed into Bylaw in 2010. This is one of only three remaining items of work to complete the requirements of the 2009 Report. This work was originally included as part of Contract 2015-2004 (Hwy 400/9 Interchange Reconstruction and South Canal Bridge Replacement) but was later removed to reduce the risk to the MTO contract. At MTO’s request, the Holland Marsh Drainage System Joint Municipal Services Board (the “Board”) agreed to tender the work as a separate contract for construction in 2018 once MTO has sufficiently completed the South Canal bridge replacement. The work will be paid 100% by MTO to fulfill their obligation under the Drainage Act. Road design and preliminary drainage design was originally prepared by MTO’s design consultant (URS/AECOM/Golder) and then finalized by the Board’s consultant, K. Smart. Canal realignment design is as required by 2009 Drainage Act Report (Peto Geotech). 2
Background - Continued Design and construction of Work will undertaken by the Board in accordance with the following legal agreements between the Ministry and the Board: ▪ April 2015 MOU which outlined the general principles of the agreement, including the fact that the Board would complete the design and tender the work as an independent contract, subject to approval by MTO, and at the cost of MTO. ▪ January 2017 MOU which covered the Design component of the work. ▪ One final Legal Agreement is currently being finalized to cover Construction and Contract Administration Services which requires Minister’s approval. The 90% Review Meeting with MTO was held on January 15, 2018. The canal and road realignment (to base course asphalt) must occur within a very limited time period from June to Nov 2018. If necessary, surface course asphalt may be placed in 2019. Wist Road and Davis Road must be opened prior to fall harvest and South Canal Bank Road must be opened by late 2018 to allow work to proceed on MTO North Canal Bridge replacement contract in 2019. 3

Scope of Work Realignment of South Canal (270 m) to match realigned canal sections east and west of Highway 400 in 2010/2011 Realignment of South Canal Bank Road (370 m) to allow road to be lowered 1.7m± to give 5.15m± clearance below new Highway 400 deck girders Reconstruction of Davis Road (160 m) and Wist Road (60 m) to match lowered South Canal Bank Road All roads to have 2 – 3.5m lanes of asphalt with 50mm surface and 70mm base asphalt, 450mm granular and SSM subgrade Drainage to be a combination of standard road side ditches and culverts except where sections of subdrain, swales and manholes are required due to utilities and/or constrained space Construction of new pumping station (two 3-HP pumps), including oil grit separator and two overflow culverts, to minimize occasions of road flooding Construction of new generator station, including one 600 volt 3-phase natural gas generator for backup power Installation of flood warning system with water level sensors and wireless feed to King Township and Board 8

Details of Construction Work and Timing Work has been subdivided into 8 Stages: Stage Estimated Timing Description Activities 1 Late May/Early Canal dewatering - Install two transverse cofferdams 270m apart to June± 2018 isolate canal & four turbidity curtains to control sediment - Fish collection and relocation - Canal dewatering - Road closures and detours remain as currently signed (right through to Stage 4) 2 June± Remaining bridge & - Remove balance of 1 pier, 1 pile cap in full, 1 canal removals and pile cap partially, sheet wall bracing, sheet longitudinal cofferdam walls, canal sediments construction (start of - Construct new canal banks where in route of new canal north bank old canal (also called “longitudinal cofferdams”) work) - Start foundation for pumping and generator stations 13

Details of Pumping Station – Cont’d Capacity of pumping station and culverts: ▪ Even for a 100mm one-hour rainfall, if canal levels are normal – no road flooding ▪ With same 100mm rain localized event and both overflow culverts already closed off due to high canal level, maximum road flooding is expected to be 150mm ▪ Worst case scenario of canals already at highest recently recorded level and a 100 year storm event over full marsh watershed, max. flooding on road is expected to be 670mm. Two stage flood warning system to be constructed, both triggered by sonar sensors within pumphouse. ▪ First level is a “caution” which will be activated when water levels are 300 to 400 mm below lowest part of South Canal Bank Road. ▪ King Township will be notified electronically. ▪ If King deems it necessary, sawhorse barricades (stored in generator station building) will be placed before the red second level “Road Closed” beacons are activated. ▪ Second level will be activated when water levels are within 50mm of the lowest point of the road. 18

Environmental Approvals DCR by MTO - All work is pursuant to the November 2014 DCR DFO Authorization - $125,000 Letter of Credit filed by the Board - Authorization expected January/February 2018 - Will allow pre June 15 in-canal work MOECC re PTTW and - PTTW and EASR not expected to be required EASR LSRCA Permits - Blanket permit already obtained for all canal work MNRF Permits - Only permit necessary is that for fish relocation (Scientific Collector’s Permit) – to be obtained by Contractor Migratory Birds - Season is set at April 15 to August 15 - No clearing required except of brush - Nesting surveys to be undertaken prior to any clearing Species at Risk - Mitigation for Barn Swallows (May 31-Aug 31) has already been installed under MTO contract (bird kiosk) - Ongoing monitoring will occur during construction, as needed, to avoid harassment of birds at South Canal structure 21
