Foundational Principles of the LCFF ● LEA-level improvement based on multiple measures ● Equity ○ Additional funding to address specific identified needs of students who are low income, English learners, and/or foster youth (i.e., unduplicated students) ○ Funding add-ons (e.g., grade level span, class size reduction, career technical education) ○ Requirement to Increase or Improve Services in proportion to the increase in supplemental and concentration funding ● Subsidiarity ○ A principle of social organization that holds that social and political issues should be dealt with at the most immediate level ○ Necessitates transparency and collaboration with the community 6
The Local Control and Accountability Plan ● As part of the LCFF, school districts are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP) using a template adopted by the California State Board of Education (SBE). ● The LCAP must include a description of the annual goals to be achieved for each student group for each state priority and for any local priorities identified by the local governing board or body of the school district or COE, or in the charter school petition. ● The LCAP must include an annual review of the effectiveness of the goals, actions, and services from the prior year. 7

2021-2024 LCAP Development Process ● The new 3-year LCAP is for 2021-2024 ● Annual Update and Budget Overview for Parents (BOP) ○ For the 2021-2022 LCAP, the 2019-2020 (LCAP) and 2020- 2021 (LCP) will be included ● The 3-year LCAP Goals ○ Academics ○ School Climate ○ Student/Family Engagement ○ Metrics/Indicators CA Dashboard 11
2017-2020 LCAP Goals Academic Achievement – Student academic performance, including English proficiency, will be at GOAL a “standards met or greater” level based on rigorous 1 Academics core content standards, resulting in a high school diploma. Emphasis will be placed on A-G coursework and college and career pathways. School Climate/Campus Environment: In order to support student academic achievement and engagement, all students will be educated in School Climate and GOAL learning environments that are clean, safe, well 2 Campus maintained, drug free, and conducive to Environment learning, with a focus on reducing suspension, expulsion, citation, and chronic absenteeism rates. Student, Parent and Community Involvement and Student, Parent, Support: SBCUSD will engage, educate, and GOAL Community involve students, parents, and the community as 3 Involvement and partners with a focus on academic achievement, Support careers, and social services through a network of resources, allies, and alliances. * The 3 major LCAP goals are aligned with the Community Engagement Plan, KPIs, and State/Local Indicators. 12

Budget Cycle The Governor’s January Budget Proposal begins the formal budget process for the upcoming fiscal year and entails negotiations and agreement with the Legislature over the next five months.
