SOLUTIONSplus Latin America Regional Training Program 2021 Light Electric Mobility: Challenges and Opportunities Transport is one of the sectors that contributes the most to global GHG emissions. Thus, the electrification of transport has become an important policy goal for local and national governments around the globe aiming at contributing to the achievement of the Paris Agreement. In Latin America, transport is responsible for one third of the region’s GHG emissions. Hence, several countries and cities have launched their e-mobility strategies and are starting their application. However, the transition to electric mobility poses a series of challenges that need to be taken into consideration for a successful long-term implementation. SOLUTIONSplus is an EU-funded project that brings together highly committed cities, industry, research, regional networks, UN Agencies, and finance partners to establish a global platform for shared, public, and commercial e-mobility solutions to kick start the transition towards low- carbon urban mobility. The project encompasses city level demonstrations to test different types of innovative and integrated e-mobility solutions, complemented by a comprehensive toolbox, capacity development and replication activities. Demonstration actions are being implemented in 10 cities in Africa, Asia, Europe, and Latin America. In this context, the SOLUTIONSplus team has put together a Regional Training Program that responds to the capacity building needs and knowledge gaps identified on the Training Needs Assessment conducted in 2020. The contents have been developed by specialized institutions that are either SOLUTIONSplus consortium members or partners institutions. Each unit has a lead institution and key contributors, all selected based on their expertise in the topic and their capacity of providing relevant insights. In the first release of the Regional Training that will take place in the fall 2021, the content will focus on the regulatory framework and requirements to enable the safe circulation of electric vehicles in cities. This will be followed by the transition to e-mobility in urban logistics with a strong concentration on last mile deliveries. These two topics focus on the regulations and operations of Light Electric Vehicles (LEV) in cities, which is one of the main knowledge gaps identified in the region during the project assessments and implementation in 2020. Understanding that many Latin American cities are facing similar challenges, SOLUTIONSplus has joined forces with other projects and programs working in the region to have a larger outreach and greater impact. Thus, the SOLUTIONSplus Latin America Regional Training 2021 counts on the collaboration of EUROCLIMA+, the GEF-7 Program and Decarbonizing Transport in Emerging Economies (DTEE). Target audience Understanding that the electrification of transport requires the collaboration of multiple actors, this program is designed with a multi-stakeholder approach. Program structure The SOLUTIONSplus Latin America Regional Training 2021 consists of two modules of 1-week each. Each module includes four thematic units presented in 2-hour webinar sessions and a final 1-hour interactive session. Each session will consist of a theoretical part, the presentation of case studies from Europe and Latin America and a Q&A section, in which the speakers will respond to the questions of the audience. Participants can choose to attend individual sessions depending on their time availability and interest. However, a participation certificate will only be extended to those attending at least 80% of the units of a module. Language: Spanish Module 1- Regulatory framework for electric vehicles Dates: September 20th – 24th, 2021 Registration link: https://attendee.gotowebinar.com/register/8405533714848589327 In Latin America, given the significant growth this market is experiencing, electric mobility poses a series of challenges related to planning and regulation that go far beyond the mere electrification of cars. Given this context, this module presents in five units, some relevant regulatory elements, aimed at being a first-order input when it comes to tracing the path of electric mobility in the Latin American region. Unit Lead Institution Date and Time Unit 1: The Why and How of Electric Mobility in Rupprecht Consult September 20th- Latin America (within the wider context of 15:00 – 17:00 CET sustainable mobility) This unit aims to contextualize electric mobility with a focus on the decarbonization of transportation systems in the region and establish a link with a comprehensive planning perspective. It provides an overview of the mobility ecosystem, opportunities, and challenges, as well as an insight into the policy framework and planning needs. Unit 2: Vehicle Labeling CMM September 21st- 15:00 – 17:00 CET This unit explores the concept of vehicle labeling and the purpose of implementation of such a system. More specifically, it highlights the added complexity that has been introduced with the commercialization of hybrid and electric vehicles, to guarantee that these vehicles are correctly labeled and are easily comparable with ICE vehicles in terms of performance. considering the introduction of Light Electric Vehicles (LEVs) into the market, from micro mobility vehicles to last mile logistics vehicles (LML). It also shows which are the target groups to which this type of regulation aims, what are the main obstacles and the main stakeholders. Unit 4: LEV Design and Safety IDIADA September 23rd – 15:00 – 17:00 CET This unit covers the main standards applicable to the design and safety of light electric vehicles. Thus, it will address aspects such as the electrical and functional safety of the vehicles, necessary for the correct operation and compliance with the standards. Unit 5: Interactive session Rupprecht Consult September 24th – 15:00 – 16:00 CET As closure for the module, this session brings together experts, high-level policy makers and private sector representatives to comment and reflect on the topics discussed in the 4 thematic units. Module 2- Planning for low-carbon urban logistics Dates: October 18th – 22nd, 2021 Registration link: https://attendee.gotowebinar.com/register/435259687008713229 In the transport sector, freight vehicles are highly pollutant, which is particularly problematic in urban areas with high population density and where air quality is already compromised. In that context, this module presents e-mobility as an opportunity for decarbonizing urban logistics and more specifically for last-mile delivery. In five units, the module goes from general topics on urban logistics to more specific issues around urban planning and the implementation of e-mobility solutions for last mile logistics. Unit Lead Institution Date and Time Unit 1: Introduction to Last Mile Logistics (LML) POLIS October 18th – 15:00 – 17:00 CET This unit introduces urban logistics and how last mile delivery systems are under pressure and struggling to accommodate expectations for fast deliveries at low or even zero cost; at the same time proving themselves fundamental during the COVID-19 pandemic to guarantee supply. Unit 2: Low-carbon urban logistics: Key elements ZLC, ICLEI October 19th – 15:00 – 17:00 CET This unit presents the opportunities that arise for urban logistics by improving vehicles, efficiency and maximizing the use of modal shift. Unit 3: Low Emission Zones- Freight (LEZ-F) POLIS October 20th – 15:00 – 17:00 CET This unit explores the key factors to consider when designing low and zero-emission zones (L/ZEZs) in cities. It goes in depth into the particularities of logistics that need to be considered in the design of L/ZEZ specifically targeted to freight. Unit 4: Business and operating models for last ZLC October 21st – mile delivery 15:00 – 17:00 CET This unit provides information regarding the most innovative business and operations models that are arising to respond to the new logistics needs and demands. Trends in Last Mile Logistics are a key factor to consider for the design of new operations.
