FEBRUARY 2022 SHORT TERM VACATION RENTAL SURVEY RESULTS PREPARED BY BRYAN COUNTY AND CITY OF RICHMOND HILL
PAGE 1 2022 INTRODUCTION Short Term Vacation Rentals (STVRs), or Vacation Rentals, are a use of growing interest in Bryan County (County) and the City of Richmond Hill (City). They are often advertised on sites such as AirBnB and VRBO. STVRs are increasing in popularity as an alternative to traditional hotel accommodations, but the County and City do not currently have an ordinance that would allow them to be officially permitted and regulated. Bryan County and the City of Richmond Hill conducted a joint survey in February of 2022 to get input on the public’s desire to allow STVRs and what regulations may be needed moving forward. PUBLIC The survey was hosted on Bryan County's Community Development website, including a direct link. The information and link were also posted on social media, including the County's OUTREACH Facebook and the City of Richmond Hill's Facebook. A total of 296 individual responses were received, though not every respondent answered every question.
PAGE 2 Results SHORT TERM VACATION RENTAL DEFINITION Respondents were asked how they would define Vacation Rental, and the responses included the following (note this is a representative sample of responses). The majority of the responses focused on the appropriate time period , which ranges from a few nights to under a year: Less Than 1 Year 1-180 Days A VRBO or AirBnB. Personal Home being rented out on a short term basis to travelers/tourists. Shelter to rent for a short period of time. Providing a place for people to stay without having to use a hotel. M eans any dwelling or portion thereof that is available for use or is used for accommodations or lodging of guests, paying a fee or other compensation for a period of less than thirty consecutive days Dwellings that homeowners let other people stay in temporarily. A furnished residence (single family, townhome, or condo) that can be rented by the day, week, or month. It should be subject to lodging taxes. I nviting unknowns to share our neighborhoods
PAGE 3 Results DEMOGRAPHICS Several demographic questions Age Group were included with the survey to find out more about who was 125 responding and where they were located. PAGE 4 Other Rent 3.4% 6.4% Results OWNER CHARACTERISTICS Respondents were asked if they own or rent their property, as well as the type of home they live in. The majority own their homes. Respondents were also asked what type of home they resided in and setting of their homes. The overwhelming majority reside in Own single family homes located in a 90.2% subdivision. PAGE 5 Results STVR USE AND REGULATIONS Respondents were asked several questions about their first hand experience with Short Term Vacation Rentals. The majority of respondents indicated they supported vacation rentals as long as there were some restrictions. Many respondents indicated they were open to listing their homes, as well, with the majority (92.9%) who had previously listed indicating they did so without a management company. PAGE 7 Results STVR EXPERIENCE Respondents were asked several questions about their possible motivations for operating a vacation rental, as well as if they had any negative experiences with them. What Would Motivate You to List Your Home as a Vacation Rental? Meeting New People Additional Income Other 8 160 63 In the "other" category, responses included encouraging tourism of Ford Era homes, bridging gaps for new home construction, desire to move without selling their home, "snowbirding" in GA, empty nester, helping families with temporary housing, and interest in purchasing an investment property especially for rental, extended travel or stays. Several "other" responses also indicated they were not interested, worried about the impact on housing stock, or worried about the impact on single family subdivisions. PAGE 9 Results OTHER COMMENTS The final question of the survey was "What Other Comments Do You Have Regarding Vacation Rentals? Below is a representative sample of responses. These responses are as submitted. I think we should allow and encourage this. I brings growth to our community and I really see no downside. I use vrbo and airbnb all the time when traveling to new cities. It's great! Not good for subdivisions. A tenant broke our fence once and refused to fix it. They broke it while staying next to us. A person should be free to do with their property as they feel best. Avoid having rental signs hanging or showing all year long on rental properties. Inviting AirBNB's into this community disrupts why many people choose to live here. It invites crime and nuisance. It's bad enough that so many neighborhoods are now riddled with rentals, which only further brings down our property values. I think they would be a great addition and will help with the growth. Properties like AirBnB offer people a place to stay without a hotel. With my family having children, we always stay in a vacation rental for convenience and comfort, People should be able to do as they please with their properties, as long as they follow all proper rules and regulations a homeowner would. Vacation rentals price out long term renters. People buy homes and instead of renting long term to people who will live in the community, they short term rent to vacationers instead. This will push rental families out of the community which is an issue for an area so close to military installations where people need to rent. There is a lot of building in this area and a lot of construction delay. I spent two months in a hotel waiting for our home to finish its build and would have greatly preferred a short term rental. Recently stayed in a VRBO in St Augustine. The county limited their STVR to one rental pet home per week to minimize the amount of people moving in and out, regardless of the number of days per week stayed by each guest. This is a great idea! in most of the subdivisions in RH there are already parking issues and availability of parking this would exponentially increase those problems. They can be wonderful for people who rent, people who own, and businesses in the area IF properly regulated Overall not a bad thing, increase tourism for surrounding area. Around spring break and other vacation heavy times may be a bit more rambunctious but I believe a lot less vacation rentals would be on the market in Bryan county than people think would be
