Conducted Level 2 search for missing person Ian Collett. 6.2 Karnet Prison Farm Nil Report 6.3 Armadale Kalamunda Group Nil Report 6.4 Department of Communities Nil Report 6.5 St Johns Ambulance Nil Report 6.6 Parks and Wildlife Nil Report 6.7 Department of Fire Emergency Services No significant activations within the Shire. 6.8 Telstra Nil Report 6.9 District Emergency Management Advisor (OEM) METROPOLITAN WA POLICE FORCE – PROPOSED DISTRICT CHANGES On the 4 December 2017, the Commissioner of Police announced the implementation of eight (8) Metropolitan Police Districts in place of the four (4) existing Metropolitan Police Districts, with a ‘Go Live’ date of the 1 July 2018. The proposed eight (8) Metropolitan Police Districts boundaries are aligned, where possible, with local government boundaries. WA Police Force propose that the emergency management districts within the metropolitan area and surrounds be aligned with the eight (8) Metropolitan Police Districts. Under the Emergency Management Preparedness Procedure 9 – Prescription of Emergency Management Boundaries the following are to be consulted by the proposer: • Local Government/s; and • LEMC/s, and DEMC/s affected by the proposed change/s When consulting Local Government, consideration needs to be given to the provisions of the Western Australian Partnership Agreement on Communication and Consultation, which outlines the principles and code of practice for consulting with Local Government. Following the completion of the required consultation, WA Police Force is to prepare a formal submission for consideration by the SEMC Response Capability Subcommittee. If the proposed changes to the boundaries of EM districts are endorsed by the Response Capability Subcommittee, the proposal is then to be referred to the SEMC Executive Officer for progression to the SEMC – either for inclusion in the Agenda for the next SEMC meeting, or for consideration by SEMC members ‘out of session’. The WA Police Force will be working with WALGA to consult with all metropolitan local governments on their proposed district changes. CREATION OF RURAL FIRE DIVISION WITHIN DFES Ordinary Council Meeting 23 July 2018
OCM062.1/07/18 The Rural Fire Division will incorporate the Office of Bushfire Risk Management (OBRM), a Bushfire Centre of Excellence, Bushfire Risk Management Programs, Bushfire Technical Services, Land Use Planning Services and an increased focus on volunteer relations. The new division will be headed by Murray Carter, the current Director of OBRM. The division will have a dedicated budget and will report directly to the Commissioner. Over the coming months we will be consulting with stakeholders and volunteers to develop concepts for an Australian-first $18m Bushfire Centre of Excellence that will ensure WA has the best access to bushfire knowledge, training, technical expertise, science and research. The Centre will bring rural fire management and training under one umbrella for all State agencies, local governments, organisations, volunteers and communities. A new State Bushfire Advisory Council will ensure greater collaboration between those involved in managing bushfires – as well as giving volunteers and the community a stronger voice in major decisions. The division will take consultation to the regions with Ministerial Volunteer Advisory Forums being held with the Minister for Emergency Services and myself. A Volunteer Advisory Committee will be established to further ensure an open line of communication between volunteers, the government and DFES. Most importantly, these changes will transform the way we manage bushfire emergencies in regional Western Australia, helping build safer and more resilient communities. APPOINTMENT OF STATE EMERGENCY ANIMAL WELFARE COORDINATOR The Department for Primary Industries and Regional Development has appointed Ms Amanda Nardi-Wallace as the State Emergency Animal Welfare Coordinator and she can be contacted on: t +61 (0)8 9368 3229, p 0447 231 395, email amanda.nardi- wallace@dpird.wa.gov.au This is the first time this role has been appointed. The State Emergency Animal Welfare Plan is currently in draft and will be sent out by the end of May 2018 for the standard three month consultation to all local governments and emergency services agencies for comment. PUBLIC INFORMATION REFERENCE GROUP - Recovery Communications Guide Handbook – WA Police Force – AWARE Funded The handbook has been sent out to all CEO’s from local government (2 copies). They will be asked to provide one copy to their communications person/team and one to their Emergency Management person/team. This will include one USB thumb drive which contains all of the templates. A low-res PDF copy of the guidelines will also be on the USB thumb drive. OCM062.1/07/18 Samuel Dinnison Media Liaison Officer Police Media Unit Western Australia Police Force Ph: (08) 9222 1011 STATE EXERCISE MANAGEMENT The Office of Emergency Management has commenced the project of an Emergency Management Exercise Management framework for the State. It is envisaged this will be completed within 12 months. 2018 EMERGENCY PREPAREDNESS REPORT Doctor Ron Edwards, Chair of the State Emergency Management Committee, formally launched the collection of data for the 2018 Emergency Preparedness Report this month. One hundred and seventy Emergency Management sector agencies have been sent the capability survey. The individual organisations responses are combined to provide a state wide view of capability in readiness and preparedness. The survey is to be completed by Wednesday 13 June 2018. AUSTRALIAN DISASTER RESILIENCE CONFERENCE The Australian Institute of Disaster Resilience (AIDR) will host the inaugural Australian Disaster Resilience Conference (ADRC) in Perth, from 6-7 September 2018. The ADRC will bring together local government, communities, NGOs, not-for-profits, research organisations, education partners and the private sector to share thinking and practice around disaster resilience. The ADRC will run as a single stream conference concurrently with the AFAC18 conference. For more information on the Call for Abstracts, or the ADRC, visit the AIDR website. RECOVERY WORKSHOP – 21 JUNE 2018 The Office of Emergency Management will be hosting a recovery workshop on 21 June 2018. The workshop focus is the evaluation of the effectiveness of recovery programs. At the national level, a “Monitoring and evaluation framework for disaster recovery programs” has been developed. The implications of this framework for Western Australia are: (1) the proposed Disaster Recovery Funding Arrangements (which will ultimately replace WANDRRA) Category C – Community Recovery Fund will require an evaluation of recovery programs, funded under Category C, to be undertaken (2) the creation of a national database which captures recovery programs’ outcomes and activities The workshop will be facilitated by Dr George Argyrous from the Australia-New Zealand School of Government. Dr Argyrous brings a great deal of experience to the topic of recovery programs’ evaluation, having been the project lead for the “Monitoring and Evaluation Framework for Disaster Recovery Programs”. Local governments, and particularly designated Local Recovery Coordinators, are key to establishing recovery best practice and sharing ‘lessons’ with other local governments and recovery workers. Importantly, this ‘hands on’ workshop will assist Ordinary Council Meeting 23 July 2018
OCM062.1/07/18 in establishing a network of recovery practitioners in WA who draw upon recovery best practice. AUSTRALIAN INSTITUTE FOR DISASTER RESILIENCE Community Recovery Handbook The revised Community Recovery Handbook has been published and is available for download on the Knowledge Hub and will be available for print at the online store this week. It is a useful resource to build capability for those who have a role or responsibility in supporting communities through recovery after a disaster or for those assisting communities in recovery. The handbook can be used to develop policies, capabilities, emergency management plans and other documents that support disaster recovery. The handbook is accompanied by a variety of toolkits that support implementation of the handbook.
