SHIPPING GUIDELINES - EUROSKILLS 2020 1 General We are pleased to announce that DHL Global Event Logistics has been appointed as the official freight forwarder and onsite handling contractor for EuroSkills 2020 in Graz. DHL offers all logistical services before, during and after the event as well as transportation to EuroSkills members and participants who need assistance in this area. Please read this relevant information carefully concerning logistics at the competition in order to ensure a smooth delivery of your items to your skill area or exhibition stand. 2 Transport documents Each sender is asked to fill in and submit a packing list to DHL and EuroSkills Graz at latest 14 days prior planned shipping of their toolbox or exhibition goods. This form should be completed per shipment and should include all toolboxes / exhibition materials within the shipment as well as detailed information of all items within each box / package. When filling out the packing list, the following information has to be included: - Detailed description of each item within each box / package including chemical or hazardous - substances as well as make and model information (shipments from non EU Country only) - Value of each item shipped (shipments from non EU Country only) - Weight and dimensions of each box / package to be shipped - Identification of items to return to country of origin and items not to return by marking in the appropriate column (shipments from non EU Country only) - Skill area for each toolbox (competition number) / stand number and exhibitor name Filling in this form is important in order to avoid delays at customs. Failure to properly fill in and submit this form may result in delayed customs clearance or delivery. Consequently the toolboxes or exhibition material may miss important delivery and tool testing deadlines which may prevent the competitor from using their toolbox during the competition. The form can be obtained by contacting skills-logistics@dhl.com or the official EuroSkills homepage. Each sender is also asked to provide DHL and EuroSkills Graz with the appropriate shipping documents. Depending on the mode of transport this will either be an Airway Bill, CMR or courier tracking document. Once completed, please email all relevant transport documents to skills-logistics@dhl.com at latest 14 days prior planned shipping date. Please note the detailed contact information under point 11. 3 Packaging and case marking All shipments must have a label filled out completely and securely attached to a minimum of two sides of the toolbox. All labels must show following information: - Name of competitor / exhibitor - Skill name and number / stand number Shipments without proper delivery information at the venue will not be delivered and will remain at the DHL Remote Warehouse until the consignee requests them (claims for delayed deliveries of unmarked shipments will not be accepted if the shipment is not correctly labelled). All wood packing material used in the shipping of freight from non-EU countries to Austria for EuroSkills Austria 2020 must comply with current ISPM15 regulations. All wood packing material must clearly bear the markings confirming it has been treated in accordance with ISPM 15 regulations; any untreated wood packing material could be refused entry into Austria. As a result of these regulations, EuroSkills 2
SHIPPING GUIDELINES - EUROSKILLS 2020 Graz highly discourages the use of wood packing to ship goods. An example of required markings can be found below. EuroSkills Graz highly recommends using polycarbonate flight cases with metal beaded seams to transport goods. This is the most practical and durable casing for the type of items being shipped. 4 Dangerous goods Any item considered ‘Dangerous Goods’ should be accompanied by the correct IATA / IMDG Hazardous Goods Declarations and Material Safety Data Sheets. DHL must be given advanced warning and site of the documents covering items considered hazardous for transport in advance of its arrival in Austria. Any item such as adhesives / glue’s / paints / batteries could be considered dangerous for transport and should be checked with your freight agent or DHL prior to dispatch. 5 Health and safety requirements for toolboxes Once Competitors’ toolboxes and tools have arrived at the venue there will be requirements for the testing of all electrical tools and equipment used during the Competition. Toolbox access will be required at C-3 onwards. A representative from the toolbox country / region of origin must be available with the required key to open the competitor’s toolbox. Toolboxes will be opened on 5th of January 2021 in the presence of the according expert. Please make sure that the keys are available during the opening of the toolboxes. Once opened the toolboxes will be inspected for any hazardous chemicals or substances and all electrical tools will be inspected. 6 Customs for non-European shipments Customs may open any shipment both at the country of origin and at Austrian border. We recommend all shipments to be secured with cable ties to prevent the need to break locks. All shipments from outside the European Union must be accompanied by customs documents. If customs clearance is needed please provide the following documents: - shipping invoice / packing list / ATA Carnet - if necessary: certificate of origin (EUR1) All costs related to customs clearance have to be paid by the teams / exhibitors / sponsors, please check the tariff for corresponding costs. 6.1 Temporary importation All exhibits / material entered under temporary importation to Austria are subject to control and examination by Austrian customs authorities for inward and outward movements. Goods under temporary bond cannot be sold or given away during the event. Any sale operation must be reported to Austrian customs authorities, otherwise heavy penalties might occur, so please contact DHL and EuroSkills Graz Logistics Manager in the case you intend to sell / give away any temporary goods. 3
SHIPPING GUIDELINES - EUROSKILLS 2020 6.2 ATA Carnet The ATA Carnet is an international customs document that permits a tax and duties-free temporary import and export of goods. Please contact either the agent in your country or your local chamber of commerce to obtain instructions for completing an ATA carnet. 6.3 Permanent importation DHL can clear on definitive basis consumable materials such as brochures, giveaways and other promotional material. 7 Shipping deadlines We differentiate between toolbox-shipments and sponsor / exhibition-shipments. The toolboxes con- taining tools and equipment of the competition participants’ will have to be shipped directly to the toolbox storage. Sponsored material for the competitions and exhibition material like e.g. infrastructures and exhibition booths will have to be unloaded at the DHL Remote Warehouse and in a second step DHL will ship time-phased to the venue. In exceptional cases exhibition and sponsor material can also be de- livered directly to the venue, but only after consultation with EuroSkills. Please check below shipping deadlines for road and air freight. 7.1 Inbound 7.1.1 Sponsor and exhibition material The Sponsor / Exhibition material should be shipped to the DHL Remote Warehouse, in exceptional cases to the venue directly. Please make sure to follow the instructions for delivery explained in point 8.1. and 8.2. Road freight Delivery to DHL Remote Warehouse from 03.11.2020 to 22.12.2020 Direct deliveries to the venue only in consultation with EuroSkills Air freight Arrival at Graz airport latest on 18.12.2020 Arrival at Vienna airport latest on 14.12.2020 7.1.2 Toolboxes All toolboxes should be delivered directly to the toolbox storage. Please make sure to follow the instruc- tions for delivery explained in point 8.1. Road freight Direct delivery to toolbox storage from 14.12.2020 to 22.12.2020 Air freight Arrival at Graz airport latest on 18.12.2020 Arrival at Vienna airport latest on 14.12.2020 4
SHIPPING GUIDELINES - EUROSKILLS 2020 7.2 Outbound 7.2.1 Sponsor and exhibition material The fairground of Messe Graz has to be cleared from all exhibition/sponsor material on 12.01.2021 at 23:00h. The deconstruction, packing and loading of the material starts on 09.01.2021 right after the finalisation of the competition and have to be finished on 12.01.2021 at 23h. Direct loading at the venue only in consultation with EuroSkills Loading at DHL Remote Warehouse from 13.01 to 22.01.2021 7.2.2 Toolboxes All toolboxes have to be repacked until 10.01.2021, 8h. The pick-up of toolbox will be only pos- sible at DHL Remote Warehouse. Loading at DHL Remote Warehouse from 18.01 to 22.01.2021 8 Traffic management For an optimised access to the venue during the set-up and dismantling phases we offer a central Traffic management for all vehicles delivering directly to the venue. For this purpose, we ask freight forwarders, stand construction companies and suppliers to register online in advance. Please find below a step-by- step explanation of the process. Direct delivery to the venue a. Please go to the website www.dhl-traffic- guidance.com and register your vehicle in our online traffic management tool. Registration is possible from 05.10.2020 on. b. After the online registration, you will receive a registration confirmation form. SHIPPING GUIDELINES - EUROSKILLS 2020 c. The check-in process at the logistics point will take place minimum one hour before booked time-slot. Please make sure to plan enough time for the check-in. The check-in staff will see whether an un/loading zone at the venue is available for you. If it is, you will be given an authorisation form specifying the gate through which you can access the venue. d. After receiving the authorisation form, you can drive to the venue according to instructions given. Please make sure that the authorisation form is placed visibly at the front window. At the gate the authorisation form will be checked and then you can enter the venue for delivery. Please note: In case of high volume of traffic waiting times are possible at the logistics point! Please note that only vehicles with an authorisation form will be allowed on the venue ground. 8.1 Delivery to DHL Remote Warehouse a. No registration via traffic management tool is needed. Please send a pre-alert advising date and time of unloading minimum 10 days before planned delivery to skills-logistics@dhl.com b. DHL provides all handling onsite with the following equipment: - Forklift 2,5t / 4t (Electronic or Diesel fuelled) - Pallet truck (electronic or hand) - Crane 30t / 50t - Cherry Picker (10m / 12m / 16m) 6
SHIPPING GUIDELINES - EUROSKILLS 2020 EuroSkills is bearing the handling costs for all un- / loading operations and movements to the according skill / exhibition area. So all handling operations in relation to the delivery of the shipment are free of charge and don’t have to be pre-booked, but will be arranged by DHL on demand. If you require equipment in addition to delivery operations for e.g. movements on your exhibition booth, DHL can provide you with the above mentioned equipment. Additional handling services and costs for customs clearance aren’t paid by EuroSkills, but should be paid by the exhibitor / sponsor. You can find the corresponding costs in the tariff. Please place your order for additional onsite handling latest 10 days prior the requested date to avoid unnecessary waiting times or material that does not correspond to your needs. In item 23 the ADSp limit legal liability for damage to goods in accordance with section 431 of the German Commercial Code (HGB) whilst in the care of a forwarder to € 5/kg, in the case of multimodal transports, including sea transport to 2 Special Drawing Rights/kg and in addition per damage or event to € 1 million or € 2 million respectively or 2 Special Drawing Rights/kg, depending on which amount is higher. The parties agree subsidiary, that item 27 ADSp does neither extend the liability nor the responsibility of DHL Freight for agents, servants, employees or crewmembers beyond legal regulations as Art. 25 MC, Art. 36 CIM, Art. 21 CMNI, § 660 HGB for the benefit of the customer. Unless mandatory provisions to the contrary (e.g. CMR, The Hague Rules, Montreal Agreement) are applicable. 8
