This includes integrity; conduct; fraud and corruption; performance management; rehabilitation management; recruitment; learning and development; inclusion and diversity; workforce planning and analytics; workplace relations; people support; culture and change; and workplace health and safety. The Australian Antarctic Division (AAD) is the primary agency for Australia's Antarctic Program (AAP) and is responsible for achieving the Australian Government's Antarctic goals. These goals are: to maintain the Antarctic Treaty System and enhance Australia's influence within it; to protect the Antarctic environment; to understand the role of Antarctica in the global climate system; and to undertake scientific work of practical, economic and national significance. The AAD also has responsibility for administering the Australian Antarctic Territory and the Territory of Heard and McDonald Islands. The Work Health Section (WHS) collaborates and partners with the business and industry to develop and implement WHS systems and strategies that enable a positive safety culture and keep our people safe, healthy and well. We provide high quality advice, guidance and support within a large and diverse department that has a uniquely interesting risk profile. The Job The Senior Advisor WHS Australian Antarctic Division directly supports our employees and expeditioners to safely undertake their work and assist the ongoing successful delivery of operations and world leading research, ensuring Antarctica is valued, protected and understood. You will be required to • support and promote a positive safety culture
• seek innovative solutions and continuous improvement strategies • communicate and influence multiple internal and external stakeholders including senior leaders • apply work health and safety (WHS) technical knowledge in relation to high-risk work and in particular: - in remote and extreme environments, - maritime and aviation environments plant, construction and design - contractor management - laboratories and science activities - environments with electrical, hazardous chemicals, biological, and radiation hazards. • assist in the management of WHS risk and incident investigations • identification and assessment of critical risk controls • undertake WHS audit and assurance activities at all locations • support and drive WHS and health and wellbeing strategies and initiatives and inform WHS risk management activities • assist in incident investigations in line with legislation and procedures • contribute to the implementation of corrective actions • contribute to the development of an integrated WHS framework for the Department • conduct objective systematic analyses, draw accurate conclusions based on evidence, make recommendations to support the design and delivery of WHS improvement strategies draft correspondence, papers, briefings and reports on a range of WHS and wellbeing matters. Please note that this recruitment process will be used to fill a current ongoing vacancy in the Australian Antarctic Division (AAD). A merit pool may be established through this selection process, which is valid for a period of 12 months from the date the vacancy was advertised in the Public Service Gazette and may be used to fill future ongoing and non-ongoing vacancies in the branch where the duties are of a similar nature. What we are looking for Knowledge and experience The successful candidate will have: • at least three years’ experience working in a WHS role • technical knowledge of work health and safety legislation in a high-risk work environment such as construction, occupational hygiene, hazardous chemicals, laboratory science, radiation safety, ergonomics, contractor management, and WHS assurance/WHS investigation • working knowledge of the Work Health Safety Act 2011, Work Health and Safety Regulations 2011, Work Health Safety Codes of Practice, and relevant Australian Standards, and their application in a Commonwealth Government environment.

Mandatory qualifications Certificate IV in WHS (BSB42012/BSB41415)/OHS (BSB41407/BSB41604) Diploma in WHS (BSB51312)/OHS (BSB51307/BSB51604) or ability to attain within 12 months of commencement. Desirable qualifications WHS/OHS Auditing Certificate of Attainment or ability to attain within 12 months of commencement. Advanced Diploma WHS (BSB60612)/OHS (BSB60607/BSB61604) is highly regarded Diploma of Quality Auditing (BSB51607) is highly regarded. Eligibility and other requirements Citizenship - To be eligible for employment with the Department of Agriculture, Water and the Environment you must be an Australian citizen. Security Clearance - This position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level. Pre-employment Check - Your suitability for employment will be assessed through a pre- employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period of 6 months. The successful applicant may be required to: • travel to the Antarctic and sub-Antarctic regions therefore the successful applicant will be expected to meet specific medical, adaptability and personal qualities requirements appropriate to working in those environments.
• demonstrate the range of personal qualities and interpersonal skills necessary to perform as a successful team member within isolated Antarctic and subantarctic environments; and • be certified as fit for Antarctic service by the AAD’s Polar Medicine Unit, after tests conducted by a medical practitioner nominated by the AAD • demonstrate an ability to effectively adapt and respond to the demands of living and working in an isolated and confined environment as determined by a psychological (adaptability) assessment. Work Health and Safety Obligations All workers (APS1-Secretary) have a duty to take reasonable care for their own health and safety whilst at work, to ensure their acts or omissions do not adversely affect the health and safety of other persons and to comply with any reasonable instruction given to comply with the Work Health and Safety legislation. All supervisors and managers (APS5-EL1) play a significant role by modelling safe work behaviours and clearly setting the standard for acceptable behaviour in the workplace. Supervisors and managers play a critical role in supporting ‘Officers’ to exercise due diligence and in consulting with duty holders. An Officer (EL2-Secretary) makes and participates in making decisions that affect the whole or a substantial part of the department. Employees at the SES Band 2 and above classification are considered to be Officers under the Work Health and Safety Act 2011 (Cth) with all EL 2 and above required to complete officer due diligence training.
