Monthly Diary for Clubs – Season 2017 / 2018 SEPTEMBER Sept 1 – Advise Association Secretary in writing of any pre-season practice matches against other clubs (This information is required for insurance purposes). Sept 13 - Meeting for all new Club Administrators at CV House commencing at 6.30 pm. Sept 15 – Clubs to submit to Association Secretary Player Points listing for checking. (Lawful Direction). Sept 22 – Clubs to advise Jim Earle (Umpire Appointments Manager) with the names & full contact details of your Club Umpire(s). (Lawful Direction). Sept 27 – Season Launch. Glasshouse, Melbourne Racing Club, Caulfield. Club Presidents to attend. (Lawful Direction). Sept 29 - Advise Association Secretary via email if you propose using covers in 3rd & 4th X1 matches. (Lawful Direction). Sept 30 -PR 8.2 Professional Players. Application Form to be sent to Association Secretary, prior to the commencement of each season advising the name and details of your Professional Player. Sept 30 – PR 8.3 Development Coach Only one per Club – Application Form to be sent to the Association Secretary, at the commencement of each season, advising the name and details of your Development Coach. Sept 30 - PR 8.5 Overseas Players Application Form to be sent direct to Geoff Hart (Cricket Operations Manager). An Overseas Player seeking an ‘Exemption’ must submit an “Application for Exemption” form at least one week before he desires to play, in order for the Executive to check eligibility. Overseas Exemption Forms are available from the website. Included with this form is a detailed two page explanation “Guidelines for eligibility of Overseas Players”. Overseas Players – must be registered and approved as a Professional Player unless an “Exemption” is granted. Oct 30 – Captains’ Meeting (South/East Groups Clubs) @ Noble Park at 7.30 pm. All team Captains to attend. Oct 31 – Premier Cricket back to Home Club night. NOVEMBER Nov 3 – Annual Golf Day at Kew Golf Club. Compulsory for each club to provide 2 players. Nov 8 - Delegates’ Meeting at CV House @ 6.30 pm. Nov 28 – KT Cricket T20 Twilight Round 1. Nov 30 – Clubs to update details of players’ addresses birthdates etc in MyCricket. DECEMBER Dec 3 – VSDCA v VCCL (VSDCA to host game at Williamstown). Dec 5 – KT Cricket T20 Twilight Round 2. Dec 15 – Under 15 “J G Craig” squad (maximum of 15 players), players must be forwarded to the Association Secretary (Lawful Direction). Dec 15 – Clubs to confirm in writing to the Secretary that their ground is available to host Quarter & Semi Final games in the Under 15 J G Craig Competition (Lawful Direction). Dec 19 – KT Cricket T20 Twilight Competition Round 3. Dec 22 – Under JG Craig. Players to be registered on MyCricket in order for them to be covered for insurance purposes (Lawful Direction). Dec 31 - Transfer of a player from Premier Cricket 1st & 2nd X1 Competition of the current season ceases, except if the player is returning to the VSDCA Club for which he last played. Executive approval must be obtained. (PR 7.3.2). Dec 31 – Last date for the approval of naming a Professional Player & Development Coach. (PR 8.1). JANUARY Jan 9 - J G Craig (Under 15) Competition commences. Jan 13 – Pennant Competition resumes (1st, 2nd & 3rd XI’s only). Mid Jan – Melbourne Country Week fixtures & grounds announced. Jan 20 – Pennant Competition 4th XI resumes. Jan 23 – “J G Craig” Under 15 Quarter-Finals. Jan 25 - “J G Craig” Under 15 Semi-Finals. Jan 28 - “J G Craig” Under 15 Final to be played at Ormond. Jan 30 – Premier Cricket back to Home Club night. FEBRUARY Feb 1 – Finals Qualifications - Clubs to check Pennant Rules 7.5, 7.6, 7.7, 7.8 & 7.9 regarding player qualification for Finals. Feb 11 – KT Cricket T20 Twilight Semi Finals & Final to be played at Caulfield (Incorporating 200 Game Club & 110th Anniversary Year Luncheon). Feb 14 – Delegates’ Meeting at CV House @ 6.30 pm. Feb 16- All clubs to confirm the availability of their grounds (Main & No.2) for Finals (Lawful Direction). Feb 19 – Melbourne Country Week commences. Feb 25 – T20 Competition. Scorecards for Semi-Final games and Grand Final to be fully completed in MyCricket (Lawful Direction). Feb 25 – All ‘J G Craig” Under 15 Competition. March 7 – Finals Rules provided to all clubs competing in the Finals. March 14 – Delegates’ Meeting at CV House @ 6.30 pm. APRIL April 11 – Delegates’ Meeting at CV House @ 6.30 pm. April 13 – Clubs which have won a Premiership are to provide Association Secretary with the full names of Players, Captain / Coach, 12th Man, Scorer / Manager etc. to be included on the Premiership Plaques. April 21 – Submissions, in writing, to the Association Secretary for proposed Rule changes. (PR 25.5). April 21 - Provide Association Secretary with any specific fixture requests for next season. April 30 – Premiership photos (include player’s names) for the Association Annual Report. MAY May 4 – R M Hatch Presentation Dinner at RACV Club, 501 Bourke St, Melbourne May 31 – Clubs to end their Financial Year. JUNE Summary of Rules Revision sent to Clubs – to be voted on at July 11 Delegates’ Meeting. JULY July 11 – Delegates’ Meeting - Vote on Rules Revision at a Special Meeting, which follows the monthly Delegates’ Meeting. By July 31 – Clubs must have held their Annual Meetings by this date. AUGUST Aug 1 - Provide 3 copies of Club Annual Reports and signed Financial Reports to the Secretary - 7 days prior to the VSDCA Annual Meeting. (Lawful Direction). Aug 1 - Provide 7 days prior to the VSDCA Annual Meeting the names of Club Office Bearers (President, Secretary, Treasurer & Delegates) for the coming to the VSDCA Secretary. (Lawful Direction). GENERAL GUIDELINES / INFORMATION (PLEASE NOTE: These Guidelines do not replace the Incorporation and / or Pennant Rules, and should be read in conjunction with them) VSDCA Website – http://vsdca.vic.cricket.com.au VSDCA Email Address – vsdca@asn.cricketvictoria.com.au Clubs have a permanent email address – e.g. altona@club.cricketvictoria.com.au (All VSDCA email correspondence will be forwarded via the Club email address). When negotiating ground allocations with Councils, Clubs should take into account that grounds will be required for T20 Twilight matches, ‘J G Craig’ Under 15 matches; also grounds will be required for Country Week matches in February. Scorers. Clubs must provide a scorer for the 1st X1 and where possible, provide scorers for all other elevens. Home Clubs must provide a separate area for match scorers. Cricket Victoria provides a copy of their Handbook which contains Rules for Country Week. Player Registrations: Refer to step by step online procedures found in the MyCricket Knowledgebase article ‘Player Clearance & Transfer Process’. Registrations are to be processed through the MyCricket System. Clubs must ensure that within 48 hours after the termination of the first day’s play in the first match in which he took part, the full name, residential address and date of birth of its playing members are entered nline into the MyCricket System and those players are registered for the current season (PR 24.4.1). Clearances / Transfers (including players from Interstate) will be processed through the MyCricket System. Transfer of 1st or 2nd X1 players from Cricket Victoria Premier Clubs during the current season shall cease on December 31 each year, except in the case where such players are returning to the Club for which he last played, and then only play with the permission of the VSDCA Board. (Ref: PR 7.3.2) PR 8 Professional Players Only one per Club – Application Form to be sent to the Association Secretary, at the commencement of each season, advising the name of your Professional Player. No consent shall be given after December 31 for Clubs to appoint a Professional Player. Development Coach Only one per Club – Application Form to be sent to the Association Secretary, at the commencement of each season, advising the name and details of your Development Coach.(PR 8.3). No consent shall be given after December 31 for Clubs to appoint a Development Coach. Overseas Players – must be registered and approved as a Professional Player unless an “Exemption” is granted. (PR 8.6). PR 8 Overseas Players Overseas Players seeking Exemption must submit an “Application for Exemption” form at least one week before he desires to play, in order to check eligibility. VICTORIAN SUB-DISTRICT CRICKET ASSOCIATION Inc. Rules regarding approved covers, size and laying procedures as per PR 10. Clubs to advise the Association Secretary each season, if they propose using covers for 3rd & 4th X1 matches. Only approved cricket balls must be used (refer Handbook P 25 & PR 13.1). Any change of grounds during the season must be advised, in writing to the Association Secretary, with reasonable notice, as Board approval is required. Clubs may arrange to commence 3rd and / or 4th X1 matches up to 30 minutes later than the scheduled starting time, provided arrangement is made between the Clubs, no later than the Wednesday prior to the commencement of the round. The requesting Club must notify the appointed umpires. (PR 9.1). Clubs must ensure that players and umpires’ change rooms, showers and toilets are clean. Drink Containers – Clubs must ensure that clean and hygienic drink containers with lids are used and disposable cups or glasses should be used when delivering drinks on to the field. Drinks must be poured and cups must not be dipped in any drink container. Containers and re- usable cups are to be washed immediately after use. Clubs must fill in the “Ground Inspection Report” before each day’s play and keep these reports for a period of 7 years. These Forms are to be downloaded from the JLT website. Females are permitted to play VSDCA Cricket, but clubs should ensure their club facilities are suitable for use by them. Change of addresses, phone numbers and email addresses. Clubs must maintain details of player profiles in the MyCricket System and to advise the Association Secretary of any changed details of Club Officials. Delegates’ Meetings: Meetings are scheduled as determined by the Board and when held they are usually on the second Wednesday of the month at Cricket Victoria House, commencing at 6.30 p.m. sharp. The average meeting time is approximately one hour. The Dress Code is a minimum of smart casual with a collared shirt compulsory. No thongs allowed. No food or drink allowed in the Delegates’ Room. When arriving for the meeting, the names of Delegates are marked off the attendance sheet. Each club must have 2 designated named Delegates. If a Delegate resigns, then the club must immediately appoint a replacement Delegate and advise the Association in writing of this change. Mobile Phones are to be turned off during meetings. If a Delegate is unable to attend any meeting, the club may appoint a proxy Delegate to attend. The name of the Proxy Delegate needs to be submitted to the Association Secretary at least 24 hours prior to the commencement of the meeting. (Lawful Direction). Each Delegate is granted a pass to the Melbourne Cricket Club Members. This pass is strictly not transferable. If a Delegate wishes to ask a question or make comment on any issue, they need to stand and address the Chair. From time-to-time, Delegates will need to vote on various issues, or be requested to give an indication of support for various actions or initiatives. Make sure your vote reflects your club’s position on the issue, rather than expressing a personal opinion. Delegates are expected to report back to their own committees on the key matters discussed, and clarify any issues that arise from the circulation of the Minutes. There is usually no meetings held in December or January (Delegates will be advised whether these meetings will be required). There are usually no meetings in May or June, and will be advised at the April Meeting whether these meetings will be conducted. MATCH DAY REQUIREMENTS Unavailability or proposed change of grounds must be notified to the Association Secretary no later than 6.00 p.m. Monday preceding the commencement of a round. Weather Information number – 1900 950 593 (as per Handbook). Detail regarding no play will be advised after 9.00 a.m. on match days. Association website will also be updated by 9.00 a.m. to reflect changing playing conditions. Change rooms (both players and umpires) must be kept clean and swept prior to matches. Stumps displaying the Kookaburra logo must be used in all matches. Wet Weather Two-Day Matches Day 1 - Only the Wet Weather Committee can cancel play, and then only for all matches. Day 2 - Only the Wet Weather Committee can cancel play, and then only for all matches. One-Day Matches Only the Wet Weather Committee can cancel play, and then only for all matches. Ground Markings for 1st & 2nd X1 matches - in accordance with PR 17.7.1, 2, 3 Reserve Days and Finals Matches Wet weather Committee does not meet during these matches. (a) All Matches Umpire appointments for each round are circulated to all clubs. Clubs must pay the Umpires before the conclusion of the afternoon tea adjournment on each days play (PR 24.2). Umpires fees are detailed in the Handbook. (Page 17). Covers must be used for all 1st & 2nd X1 matches (PR 10) and in 3rd & 4th X1 matches they are optional. At the commencement of each season, Clubs must advise Secretary if they propose using covers in 3rd & 4th X1 matches. Crease Markings. Refer to VSDCA Handbook for details, and note the special markings for one-day matches. Responsibility of the Home Clubs on match days: Clubs, prior to Umpires arrival, must inspect the ground and surrounds to ensure it is suitable for play. Refer Ground Inspection Report. (Insurance requirement) and clubs are required to retain these for 7 years. Provide an adequate supply of grass clippings / sawdust (if Councils permit) on wet days and whiting etc. for pitch markings. Provide approved match balls for the first innings of both sides. VICTORIAN SUB-DISTRICT CRICKET ASSOCIATION Inc. Pitch the stumps for umpires prior to commencement of play. Clubs must use Kookaburra Stumps in all matches. Provide a Scoreboard at all grounds. The scoreboard must show the number of the over about to start or in progress. Provide a suitable afternoon tea as well as make drinks available for drink breaks. Ensure that a First Aid Kit is available. (A penalty of $20 may apply). Phone Scores (refer Handbook) by 7.00 p.m. and / or within 30 minutes of completion of the days play in one-day matches. All scores are to be phoned to Peter Flack on 9467 1118. Information required when phoning of scores Please print the following and make available to personnel who phone the scores and / or place next to your telephone: State, only as follows: Scores of 50 + runs, wickets 5 + and “Hat Tricks”; First and Surnames should be spelt. For One Day & T20 Matches. (Winning side score first). 1st X1 East Group Essendon 6 / 192 (Bill Jones 50, Steve May 5 / 54,) defeated Melbourne 7 cc / 191 (Sam Elliott 75, Bill Jones 5 / 55). For Two Day Matches (Day 1). (Batting side score). 1st X1 East Group Melbourne 210 (Sam Elliott 75, Bill Jones 5 / 55) v Essendon 0 / 10. Two Day Matches (Day 2) (Winning sides score first). 1st X1 East Group Essendon 222 (Bill Jones 50, Steve May 5 / 54,) defeated Melbourne 210 (Sam Elliott 75, Bill Jones 5 / 55) and 3 / 55. If the days play is called off by the umpires, because of rain, scores must still be phoned through as above. However, this will not be necessary if matches are called off by the Association. Captains’ Report on Umpires (all XIs) and Captains’ Pitch Reports are to be processed via the MyCricket System and are to be completed by 8.00 pm on the Monday following the completion of a game. If there is no umpire at any 3rd or 4th X1 matches, the 2 competing Captains (in conjunction) must decide on the votes to be given, and the home club will be responsible for emailing the votes to the Association Secretary by 8.00 pm on the Monday following the conclusion of the game. All Clubs (and Captains in particular), must be aware of the “Spirit of the Game / Player Behaviour” Code as detailed in the Handbook. Captains must be aware of the “Bowling Injury Prevention” (Pennant Rule 9). Each Club must pay the Umpires before the conclusion of the afternoon tea break. (PR 25.2). If a player is reported, Clubs must advise the Association Secretary, by telephone, within 24 hours completion of that day’s play. (PR 21.1 (a)). VICTORIAN SUB-DISTRICT CRICKET ASSOCIATION Inc. Clubs will be advised in writing if any player has been “Mentioned” by any Umpire. Any player who has been “Mentioned” twice in one season will need to appear before the Independent Investigation Committee (PR 22.7). Players cannot be dropped two or more grades unless approval is obtained from the Cricket Operations Manager.
