ROYAL YACHT CLUB OF VICTORIA SAILING INSTRUCTIONS The Royal Yacht Club of Victoria, as the organising authority, invites off the beach boats to compete in the 2020 Winter Series commencing on Sunday 26 July 2020 and concluding on Sunday 20 September 2020. 1. Rules 1.1. Races will be governed by the Racing Rules of Sailing, the prescriptions and special regulations of Australian Sailing - Part 2 Off the Beach Boats, the Port of Melbourne Corporation regulations and the OTB Winter Season 2020 Sailing Instructions. 1.2. The International Cadet Class rules shall apply, unless altered by this NOR or the Sailing Instructions. 2. Notices to Competitors Notices to competitors will be posted on the official noticeboard located in the OTB club room. 3. Changes to Sailing Instructions Any change to the sailing instructions will be posted before 1000 on the day it will take effect, except that any changes to the schedule of races will be posted by 1500 the day before it will take effect. 4. Signals Made Ashore 4.1. Signals made ashore will be displayed from the OTB flag pole, adjacent to the OTB club room. 4.2. When code flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP. 5. Schedule of Races Date Event Sunday 26 July 2020 Winter Series – Day 1 Sunday 9 August 2020 Winter Series – Day 2 Sunday 23 August 2020 Winter Series – Day 3 Sunday 6 September 2020 Winter Series – Day 4 Sunday 20 September 2020 Winter Series – Day 5 5.1. On each racing day there shall be a pre-race briefing held at 1145hrs. 5.2. Two races are scheduled each day, with the first warning signal scheduled for 1300hrs. 5.3. Racing Areas Appendix A shows the location of the racing areas. 8. The Courses 8.1. Appendix B shows the courses, the order in which the marks are to be passed and the side on which each mark is to be left. 8.2. In the event that a gate mark is missing, a single mark at the gate location shall be rounded to port. 8.3. No later than the warning signal, the race committee boat shall display the course to be sailed. 9. Marks 9.1. The start mark will be an orange cylindrical buoy. 9.2. Where there is a combined start/finish line, the mark shall be an orange cylindrical buoy. 9.3. Where there is a separate finish line, the mark shall be a blue cylindrical buoy. 9.4. Rounding marks will be yellow cylindrical buoys for junior classes and orange cylindrical buoys for senior classes. 9.5. The change of course mark will be a yellow cylindrical buoy with a black band. 10. The Start 10.1. Races will be started by using RRS 26 with the warning signal made five minutes before the starting signal. 10.2. The starting line will be between a staff displaying an orange flag on the committee boat and the course side of the port end starting mark. 10.3. A boat that does not start within five minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A5. 11. Change of the Next Leg of the Course To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. 2020 OTB Winter SIs FINAL - V1.0.docx Page 3 of 10

The Finish The finishing line will be between a staff displaying an orange flag on the committee boat and the course side of the port end starting mark. 13. Penalty System 13.1. Appendix P may apply as changed herein. Rule P2.3 will not apply and rule P2.2 is changed so that it will apply to any penalty after the first one. 13.2. A boat that has taken a penalty or retired in accordance with rule 44.1 shall complete an acknowledgment form at the OTB club rooms before the end of the protest time limit. 14. Time Limit 14.1. The time limit for the first boat in each division shall be 1 hour. 14.2. Boats failing to finish within 20 minutes after the first boat in their division sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS35, A4 and A5. 15. Protests and Requests for Redress 15.1. Protest forms are available at the OTB club rooms. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 15.2. Boats intending to protest or request redress shall inform the race committee vessel at the end of the race, before returning to shore. 15.3. The protest time limit is 60 minutes after the last boat has finished the last race of the day. The same time limit applies to protests by the race committee and the protest committee about incidents they observe in the racing area and to requests for redress. This changes rules 61.3 and 62.2. 15.4. Notices will be posted no later than 60 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the protest room located at RYCV beginning at the time posted. 15.5. Notices of protests by the race committee, technical committee or protest committee will be posted to inform boats under RRS 61.1(b). 15.6. A list of boats that, under SI 13.1, have been penalised for, or have acknowledged breaking RRS 42 or will be posted. 2020 OTB Winter SIs FINAL - V1.0.docx Page 4 of 10
ROYAL YACHT CLUB OF VICTORIA SAILING INSTRUCTIONS 16. Scoring 16.1. One boat is required to constitute a race. 16.2. One race is required to be completed to constitute a series. 16.3. Up to 10 races are scheduled for the series. 16.3.1. When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. 16.3.2. When from 6 to 8 races have been completed, a boat’s series score will be the total of her race scores, excluding her worst score. 16.3.3. When from 9 to 10 races have been completed, a boat’s series score will be the total of her race scores, excluding her worst two scores. 17. Safety Regulations 17.1. In accordance with Victorian Law, all competitors shall wear an approved personal floatation device (type 1 or type 2) at all times while afloat. This changes RRS 40. 17.2. A sign on/sign off sheet is provided in the OTB club rooms prior to and after racing. The boat, skipper and crews’ name and sail number, shall be written clearly on the sheet. On returning to shore it is the skipper’s responsibility to ensure the boat is promptly signed off. Failing to comply may result in being scored DNC. 17.3. All yachts should be aware of shipping operating in the Port of Melbourne. They shall obey all Port regulations. All care should be taken while crossing shipping channels. Any boat leaving the course area shall advise the race committee as soon as practical. Crossings should be made wherever possible under the supervision of a safety or support boat. Yarra River channel mark 19 (located adjacent to the workshops pier) is the assembly point for competitors to obtain permission from an official club boat to cross the channel. Any action that brings a yacht to the notice of the race committee or the harbour authority during that yachts’ channel crossing may result in the yacht being scored DSQ. 17.4. When not racing, yachts are requested to give the race committee right of way and ample room to manoeuvre when they are engaged in official duties. 17.5. An indemnity and safety declaration form must be signed by all competing junior sailors and their parent or guardian at the beginning of the season. These forms are available on the RYCV website under “Junior Enrolment & Consent Form”. 18. Equipment and Measurement Checks At the direction of the RO, a boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. 19. ROYAL YACHT CLUB OF VICTORIA SAILING INSTRUCTIONS 20. Official Boats 20.1. Race Committee and patrol boats may display the RYCV burgee. 20.2. Official boats, such as judge, coach or media boats will be identified at the pre-race briefing. 21. Support Boats 21.1. Although coaching by the official club coaching staff may be allowed during the race, coach and support boats are requested not to hinder any competitor during racing, or favour any boat during. 21.2. When requested by the Race Officer, all support boats will aid boats in distress. 22. Radio Communication Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]. 23. Prizes Prizes may be awarded at the discretion of the race committee. 24. Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta. 25. Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of AUD 10 Million per incident or the equivalent. 26.
