Purpose
As part of the activity of social enhancement of the spaces owned by the Municipality of Milan in
public housing context and as part of “strategic intervention areas" of Outskirt Plan, Milan
Administration identifies some spaces to be assigned to third parties to realize projects aiming at
developing social, health, cultural, sport, educational and training activities.

Subject
In execution of the resolution of the municipal council n. 1358/2018, Milan Administration assigns in
concession of use the building located in Milan, 110 Civitavecchia street, to non-profit entities, that
present a project of use for social, health, cultural, sporting, educational and / or training activities,
according to the indications given in this bid. This concession does not involve any transfer, even
implicit, of public powers; the concession relationship will be disciplined by the relevant contract /
agreement and by this bid, as well as by the rules, regulations and provisions referred to in these acts .

Duration
The concession of use of the building will have a duration of 30 (thirty) years, with the constraint of use
for social, health, cultural, sport, educational and / or training purposes, throughout the whole duration
of the contract.
At the end of the concession, no residual value will be recognized for the investments made by the
concessionaire.

ERS (Social Residential Building) – Rizzoli Street
ERS in the parking area close to the Crescenzago metro station could be an opportunity to «requalify» a
considerably wide area in the Northern outskirt of the District and to offer services presently missing
through the engagement of private companies. Nevertheless the District 3 requests that:

• Not the whole area has to be dedicated to ERS, but part of it would be devoted to public spaces and
  services;
• a parking/square overlooking Rizzoli Street would be foreseen: this area should be dedicated to host a
  weekly street market presently located in Orbetello Street every Thursday;
• The design implies the upgrading of Rubino Street as well as the possibility to re-define the Rizzoli Street
  area with appropriate technical solutions aiming at reducing car speed and ensuring safety street crossing
  and access to Parco Lambro.
