Cyber- Supply Chain Risk Management (C-SCRM) CHESS is actively involved in multiple Working Groups and ensures updated regulatory and policy language within all CHESS contracts. CHESS involvement when it comes to security threats via COTS products are the following: • An active member of multiple working groups/IPTs: • Army Level - C-SCRM IPT led by HQDA G3/5/7 • DOD Level - DOD ESI IPT & DOD IT Assessment Management (ITAM) IPT led by DOD CIO • Federal Level - GWAC working group (GSA, NASA SEWP, NIH) led by OMB (GSA) • Provide sales data (quantities, organization, etc.) to any of the groups listed above including but not limited to CIO, G6, ARCYBER, CID, etc FAR Clause 52.204-24 and FAR 52.204-25 to implement section 889(a)(1)(B): — All CHESS contracts have been modified to include: • FAR provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment in accordance with FAR 4.2105(a). • FAR clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment in accordance with FAR 4.2105(b). • Vendor certifications can be found on https://www.Sam.gov UNCLASSIFIED/Approved for Public Release 3

ITES-3S Mandate and Guidance Mandatory use of ITES-3S DUSA memo for the Use of CHESS Contracts Vehicles for the Procurement of Commercial IT Services was released 1 December 2020 mandates CHESS is the mandatory source for IT services, regardless of dollar value. • AFARS was updated in January 2021: Revision can be found at on https://procurement.army.mil/ • DUSA released Implementation Plan on 31 March 2021. The Implementation of CHESS Mandate for IT Services Contracts Guidebook is stored on PAM (https://procurement.army.mil/) site on the Army Templates and Guides tile. • All new acquisitions must review CHESS contract vehicles during market research to determine if the requirement falls within the scope of CHESS vehicles. • If the requirement is outside of the scope, an approval to procure outside of CHESS must be obtained through the DCS/G6 ITAS. • If within scope, a CHESS contract vehicle must be utilized unless otherwise justified and an ITAS approval is obtained to purchase outside of CHESS. Services Outside of CHESS Exceptions ITAS Requirements and Process If the acquisition will go outside of CHESS, Army DCS/G-6 must approve the procurement within the ITAS. The following information and/or documents are required to be submitted in the ITAS for IT service acquisitions: • When Exercising Options: • Copy of the first contract page (information required: contract number, award date) • Identify CLINs of the option years • Contracts currently within the 8(a) Program: • Copy of existing contract • Approval from SBA • New Acquisitions: • Market research document with scope determination of CHESS contract • Acquisition Plan, Strategy, and/or Approval from SBA for 8(a) • MFR detailing the rationale/justification for purchase outside of CHESS if within scope • And/or a SoNA for purchase outside of CHESS when not available via the ITES-3S UNCLASSIFIED/Approved for Public Release 7
On Ramping CHESS contracts are competitively awarded in accordance with the FAR • The Government reserves the right to reopen competition on either an unrestricted basis or restricted to small businesses, at any time during the term of the contract. • The Government will review the need for additional Contractors to ensure a sufficient amount of viable/competitive unrestricted and/or small business vendors, and/or to ensure that the agency maintains access to the latest technological solutions in contracts for IT hardware, software and services. • At this time, there are no on ramping opportunities for CHESS contracts. Vendors that are not CHESS contract holders should consider subcontracting with a current prime. Details regarding selling to the Army and more can be found on the IT E-Mart. • The Government reserves the right to review all contracts under a multiple award IDIQ vehicle on an annual basis to determine if it is appropriate to remove existing contractors. However, the Government may conduct an off-ramp at any time during the life of the contract. How to Work with CHESS Current IDIQ Hardware, Software, and Services Contract Vehicles: • Consider subcontracting with a current prime: • To subcontract with a current prime visit the CHESS IT E-Mart and search for the contract vehicle you are interested in. Contract scopes are provide for each contract vehicle to help vendors determine where their product offerings fit. • Each contract page will provide a list of current prime vendors and their POC information. • Please contact the vendors directly to request a subcontracting opportunity. • Request Office Calls/Vendor meetings. Future Contract Vehicles: • Business may look to compete for future versions of CHESS contracts by monitoring SAM (https://www.sam.gov) for newly released solicitations • Business may also look at the PEO EIS Procurement Forecast (Business Opportunities | PEO EIS (army.mil)) for upcoming CHESS solicitations.
