Request For Funding #RFF-ACC# 22-047 Title: Arts and Culture Commission Request for Funding 2023 1. INTRODUCTION 1.1. Summary The City of Benicia’s Arts and Culture Commission is soliciting grant applications. The Arts and Culture Commission Mission and Purpose is outlined below. The annual budget to contribute toward grants for non-profit agencies will be determined by City Council. There is no cap on individual grant allocations, within the total budget allowed by Council. 1.2. Background Add the board/commission mission and purpose in this section Mission: The City of Benicia Arts & Culture Commission exists to ensure that arts and culture are integral to our community’s quality of life, economic vitality and central identity. Purpose: The purpose of the Arts and Culture Commission is to The purpose of the Arts and Culture Commission is to: A. advise and inform the city colcil and staff on culture and arts related issues; B. Evaluate the needs and resources of local culture and arts organizations; C. Facilitate, encourage, promote, and stimulate arts and culture in our community; D. Promote and increase public awareness, locally and beyond the city of arts and culture resources and activities: E. Support and promote the arts and culture as a major element in Benicia's community identity; F. Ensure that culture and artistic elements are integral to the city's quality of life and economic vitality; and G. Engage youth in culture and arts. 1.3. Request For Funding #RFF-ACC# 22-047 Title: Arts and Culture Commission Request for Funding 2023 2. APPLICATION INSTRUCTIONS 2.1. Important Instructions for Electronic Submittal The Arts and Culture Commission is accepting electronic applications. Those applying will need to create a FREE account with the City's application portal through OpenGov by signing up at https://procurement.opengov.com/signup. Once you have completed account registration, browse back to this page, click on "Submit Response", and follow the instructions to submit the electronic application. Applications may be modified up until the submission deadline. No modifications will be accepted after the deadline has passed and the applications are unsealed. No submission after the deadline has passed will be considered. All applicants are required to attend a mandatory Zoom training on Thursday, January 12, 2023, at 6 p.m. This training is designed to familiarize applicants with the OpenGov software and to review the updated reporting requirements for all grantees. 2.2. Submission Instructions ALL APPLICATIONS MUST BE SUBMITTED VIA THE FORM PROVIDED WITHIN THIS APPLICATION. • Applications must be submitted via this online portal. • All questions must be answered. If not applicable, write N/A. Do not leave blank. • Focus on your project description and budget information. • The application must be signed by an officer who is legally authorized to enter into a contractual relationship in the name of the Proposer. REQUIRED ATTACHMENTS Proposals submitted that do not include the following items may be deemed non-responsive and may not be considered for a grant award. The documents must be attached to this online application. • Fill out and attach Grant Solicitation Project Budget Workbook. All three tabs of the workbook need to be fully completed o The three tabs are Project Budget, Applicant Funding Sources, City of Benicia Grant Funding History • IRS Letter of Tax Exempt Status • Organization’s total budget for the current year • Copy of most recent audit or financial statement • Names and addresses of Board of Directors • List of paid principal staff and positions 5
Request For Funding #RFF-ACC# 22-047 Title: Arts and Culture Commission Request for Funding 2023 • Job descriptions for principal staff and personnel to be paid partially or in full with grant funding • Copy of resolution or board meeting minutes demonstrating support of the project application. • If a partnership, then submittal of letters of commitment from each organization indicating degree of participation and a budget showing each organization’s financial responsibility is required. QUESTIONS All questions must be submitted via this online portal. Questions received outside the online portal, such as, but not limited to email, phone, or in-person, will not receive a response. Questions may be submitted up until one week prior to submission deadline. 2.3. Presentations All applicants will present to the Arts and Culture Commission before the evaluation process is completed. Presentations are no more than five (5) minutes in length and are intended to provide potential grantees an opportunity to share what is most important to their organization and how it affects the community. It is not intended as a highly polished, glossy, professional presentation, but one that is coherent, cohesive, interesting, and sufficiently prepared to be concluded within the allotted time. The presentations give potential grantees an opportunity to present any supplemental information orally or visually on your proposed project(s), program(s) or event(s), such as: • An example of the type of service the public might receive • A sample of the publicity you are proposing to distribute • Outcomes or affects from your outreach program • Further explanation of how your project(s), program(s) and/or event(s) positively benefit(s) the Benicia community • Your organization’s history and how it has changed or developed over the years 6
