    added just that your team registrations should be
    completed in their majority.

REGISTRATION
   New season(21/22) should be available to clubs prior to April
    1.

   All players & coaches in your club must be registered with
    SC Youth Soccer or USSF affiliated organization.

   If players are registered with a USSF affiliated
    organization, rosters for these players should be
    submitted to the state.

   Merging duplicate players/coaches will be done by
    State Office, if you see a player/coach listed twice in
    your database, please let Lisa know so she can merge
    the records.

  approved after 72 hours, check the additional
  information box on the admins info page to see if there
  is a message regarding missing information, if not,
  contact Bonnie at the state office (803-749-4353 or
  scysa@scysa.org). Preferably by email.
 If the requested information is not received after 5
  days, the admin will be denied clearance until the
  information is submitted.

CERTIFICATES
 SAFESPORT ABUSE PREVENTION
  CERTIFICATE is a certificate showing all
  administrators within the club (coach, assistant
  coach, board of directors, and managers) have
  completed the states abuse prevention program.
  All club admins must have a certificate showing
  in the state’s registration database system.
 No charge for training

 No ID Card will be issued without certificate and
  no board member will be listed.
 Training must be completed every other year.
  Certificate will be removed once it has expired.

RULES

    Make sure your read the registration rules as well as
     the cup/league rules.

    This is being voted on in June: New 2022 NCS
     (National Championship Rules) continuity of
     players is 11 instead of 9. This means that all of
     your challenge/SCSCL or premier/Piedmont
     must keep a core of 11 players to be eligible for
     cup play.
RULES REFRESHER
    All affiliated clubs are required to have a Registrar,
     certified by South Carolina Youth Soccer, who performs the
     following:
        registers via the current state approved on-line computer program with
         South Carolina Youth Soccer and US Youth Soccer (through South Carolina
         Youth Soccer) every individual player, coach, team and administrator who
         participates in any South Carolina Youth Soccer(Club) program;
        verifies player information and is able to upload/provide copies of birth
         certificates for all players;
        properly fills out, maintains copies of, and submits all required player and
         coach registration forms to South Carolina Youth Soccer via the State
         Registrar/designee before any deadline or before the player’s first game of
         the season, whichever comes first; and
        Advises the clubs that player passes must have a current photograph,
         without a hat or headband, and that the pass must be laminated or digitally
         recorded. All coach passes must have a current picture and be laminated or
         be digitally recorded. Any pass not satisfying these requirements is invalid.
         No signature is required.

     CERTIFIED REGISTRAR – is a person who has attended a registration
     workshop as required by South Carolina Youth Soccer for the seasonal year
     during which the registrar will handle registration transactions. All affiliated
     organization registrars serve under the jurisdiction of the South Carolina
     Youth Soccer State Registrar. A certified registrar must make a best effort to
     insure registration transactions conform to the requirements of the South
     Carolina Youth Soccer registration rules, procedures, and policies. Failure to
     comply could result in the registrar’s certification being revoked and the
     affiliated organization facing such sanctions and penalties as South Carolina
     Youth Soccer deems appropriate.
RULES REFRESHER
   PROOF OF AGE – shall consist of a birth certificate, a
    Uniformed Services Identification and Privilege Card (DD
    Form 1173) issued by the uniformed services of the United
    States, a birth registration issued by an appropriate
    government agency, or board of health records, a passport,
    an alien registration card issued by the United States
    Government, a certificate issued by the Immigration and
    Naturalization Service attesting to age, a current driver’s
    license, an unexpired federal, state or local government
    identification card (If documentation of date of birth is
    required), or a certification of an American citizen born
    abroad and issued by the appropriate government agency.
    Hospital, baptismal, or religious certificates will not be
    accepted. Player proof of age for traveling teams shall be
    available upon request.

   These are the approved types of proof of age. Please make
    sure you are uploading one of these items.
RULES REFRESHER

   An IN-HOUSE PROGRAM (19U and younger)
    is intraclub play which exists within a club

   These players must be registered with the state
    association or another USSF affiliated
    organization.

   EVALUATION – an occasion at which a Junior
    Academy player attends a session that will
    directly result in that player playing in the
    Junior Academy Division. South Carolina Youth
    Soccer member organizations may not conduct
    any evaluations involving any players registered
    with another South Carolina Youth Soccer
    member organization until the evaluation dates
    specified on the South Carolina Youth Soccer
    calendar. Clubs may hold supplemental
    evaluations as needed but may not invite players
    that are presently registered with another club.

   Teams that are formed after evaluations need to
    be registered as Junior Academy teams.
RULES REFRESHER
   A TRYOUT is an occasion at which a player attends
    a selection process that may directly result in that
    player being selected to play for a
    classic/challenge/premier team within a club for the
    next seasonal year. South Carolina Youth Soccer
    member organizations may not conduct any tryouts
    involving any players registered with another South
    Carolina Youth Soccer member organization until the
    tryout dates specified on the South Carolina Youth
    Soccer calendar. Clubs may hold supplemental
    tryouts as needed but may not invite players that are
    presently registered with another club.

   These teams are registered as Open, PMSL, SCSCL
    or Piedmont teams.
RULES REFRESHER

   Applying teams to leagues. Make sure your
    coaches use the team name/ID that is in Soccer
    Connect (Affinity) not any other program or just
    a typed in name.

   7 club pass players permitted.

   Club pass players must have select player
    registration (Open, PMSL, SCSCL, Premier)
    unless passing onto Open team which can be
    from the recreation or academy level as well as
    Open level.
RULES REFRESHER
   OFFICIAL TEAM ROSTER – the South Carolina Youth
    Soccer document, signed and sealed by the South Carolina
    Youth Soccer State Registrar/designee listing the eligible
    players and coaches of a properly registered team. There
    may be up to four (4) names of coaches/assistants on a
    roster. Each team roster must have a coach designated as a
    head coach while all others are assistant coaches. Only four
    people holding coaching passes may be on a team bench
    with players during a South Carolina Youth Soccer
    sanctioned event. Official team rosters are for classic level
    play only unless specifically requested and paid for by
    junior academy and/or recreation teams.

   Recreation and Junior Academy team are not on official
    rosters even though these can be printed unless specifically
    requested and team rostering fee paid.

   Recreation and Junior Academy teams unless officially
    rostered must do travel rosters for tournaments.
RULES REFRESHER

   POOL PLAY - No player can play more than 2
    games on any one day (i.e. A player can play 2
    games with Team A or he/she can play 1 game
    with Team A and 1 game with Team B or 2
    games with Team B) Two game maximum per
    day.
RULES REFRESHER
   GUEST PLAYER –means a US Youth Soccer
    registered player participating in a competition
    for a team to which the player is not rostered for
    purposes of tournament or friendly games. A
    tournament/travel roster must be approved for a
    guest player and approval of the players current
    coach/club by email is required.

   CLUB PASS PLAYER – a player who can
    move as outlined in each level of play within
    their own club based on player development
    needs and specific team needs without additional
    administrative paperwork and cost.

   TRANSFER

       The player’s present (releasing) coach/DOC/registrar may approve the transfer in the state
        database and the player will be released from their current team and be eligible to be
        rostered to another team immediately upon the completion of the transfer by the South
        Carolina Youth Soccer State Registrar/designee.

       Any player changing their primary residence by a minimum of 50 miles or across state lines
        may request to be transferred to another team without their present coach’s approval or a 30
        day waiting period but must meet their financial obligations to the releasing club.

       In scenario a or b, the releasing team coach/DOC/registrar approval releases the player from
        their team and their financial obligations.

       Any player transferring to another club, without their present (releasing)
        coach/DOC/registrar approval on the transfer, will be required to wait 30 days from the date
        the transfer was received by the South Carolina Youth Soccer State Registrar/designee
        before they can be rostered to another team.

       Without the releasing coach/DOC/registrar approval, a player will not be allowed to transfer
        to another club until their present club’s documented financial obligation has been
        completely satisfied by either the player or by the receiving club and proof of said
        satisfaction is verified and agreed to by the releasing club. If the releasing club refuses to
        accept the agreed payment then the financial obligation will be considered forgiven and the
        30 day waiting period will commence. Financial obligations must be determined prior to any
        action by the State Registrar/designee or any member of the state’s Board of Directors.

       Any Classic II/Open player who releases from one club to another during the seasonal year
        shall complete the transfer and return their player card, if applicable, to their present club
        registrar for proper handling before the release will be considered complete.

       Transfer paperwork is not required for reassignment within your own club.
RULES REFRESHER

   Out of State Player

       If from NC they must register w/ NC and be released
        to play in SC. You can find directions on the NC
        Website to do this.

       If a player from SC wants to register in NC, they
        should go to the website and click on Interstate US
        Youth Soccer Permission Form (https://scysa-
        scoos.sportsaffinity.com/reg/index.asp) and register to
        be released to NC. If a player registers and plays in
        SC for fall, then they will need the actual form to
        release to NC for spring.
RULES REFRESHER
   Freeze date is final – no movement onto or off of the roster
    once this date has past. No exceptions. This is for Presidents
    Cup and State Cup.

   A player my play for only one team in state cup competitions.
    Can play Open and another cup, but not PMSL and State Cup.

   Register all coaches – including recreation and in-house just
    like you do players.

Coaches:
 Coach – any coach with a season deferment or license less
  than an “E” or 11v11 In Person

   Club Coach – any coach with a “D” or higher level license.

   DOC – any coach with a “D” or higher level license that is
    registered with our club as the Director of Coaching to receive
    emails/notices from the state.
RULES REFRESHER

   If a club does not pay its bill within 30 days, then
    no Permission to Travel forms will we approved
    for your teams until you are up to date on
    payment.

   Players who have made a financial commitment
    to a club will be considered as registered to that
    club for the upcoming year as of July 1.
HOUSEKEEPING

    Periodically check your player database to make sure
     players you accepted have been assigned to a team.
        if you refunded money or dropped from your club, please let
         the state know so they can be removed from our database.

    Clubs will be charged for all activated/accepted and
     assigned players. Don’t accept players until you are
     sure you are going to assign them to a team.
HOUSEKEEPING

 All
    players must have a birth certificate
 uploaded before a team can be activated.

 Onlyrecreation teams that will not be
 attending tournaments can be activated
 without photos being uploaded.
HOUSEKEEPING
   You are responsible for insuring that all addresses as
    well as phone and e-mail are up to date and correct.

   Registrar’s are required to upload birth certificates for
    all players. This includes recreation players! No
    exceptions.

   On the Dashboard you have a “Compliance” section. You
    can check the Risk Status, photo, abuse certificate, and
    concussion protocol for all of your admins quickly.
HOUSEKEEPING
You are responsible for:

   Checking your coaches’ licenses. If they are not licensed and have
    used their seasonal grace, don’t assign them to a team until this
    criteria has been met.

   Under Admin Lookup you can filter info to see if a coach is
    licensed or has a background check.
       Select Certifications
           All certifications
           Specific license (i.e. if you want to know who has a “D” license
       Risk Filter by
           Approved – background check is good
           Denied – background check is not approved – cannot coach
           Expired – needs new background check ran before he/she can coach
           Under Review – background check is in progress
           None – has not yet started the background check procedure

   Remember all your club volunteers need background checks, put
    them in as team assistants or team parents to run checks if they
    are not the coach, asst. coach or manager.
RED CARD EJECTION NOTICE
   The SOUTH CAROLINA YOUTH SOCCER RED CARD/EJECTION
    NOTICE must be completed & submitted within 3 days of the match
    in which the ejection occurred. Submit the Red Card/Ejection Notice
    to the South Carolina Youth Soccer State Office via fax or e-mail.
    Failure to submit the Red Card / Ejection Notice of the match within
    3 days will result in a $100 fine. Any team allowing an ejected player
    / coach to participate, prior to serving their suspension, shall forfeit
    that match, forfeit their team’s performance bond or pay a fine of
    $200 whichever is greater, and may be deemed ineligible for state cup
    competition. The coach may also be suspended immediately from
    ALL South Carolina Youth Soccer activities for no less than one (1)
    year pending a hearing by South Carolina Youth Soccer. After a
    suspension has been served, complete the Red Card/Ejection Notice –
    “Suspension Served” section and submit to the SC Youth Soccer State
    Office within 3 days. Failure to submit the Red Card/Ejection Notice
    Suspension Served section of the match within 3 days will result in a
    $100 fine.

   Make sure your teams know that they must complete the top part of
    the form upon receipt of a red card and submit to the state office and
    then complete the bottom portion of the form once the red card is
    served and again submit to the state office.
REMINDERS
   Jersey numbers
       All 13U-19U Classic I (PMSL) & Classic II (Open)
       All 13U-19U Challenge and Premier teams
       Input for roster to be activated.
       Please make sure that the jersey #’s are correct each year.
       Players on a team must have unique jersey numbers.

PHOTOS
   Registrar’s are required to
     Upload photos for all junior academy, classic, challenge or premier league
      teams as well as recreation teams attending tournaments or who request
      player passes.
     Upload photos for all coaches, asst. coaches and managers
     These pictures will be printed to the player pass.
     Pictures should be head shot only (like a passport photo)
           no hats,
           sunglasses or
           anything that obstructs the view of the players face.
       You are responsible that picture is uploaded correctly and clearly visible when
        printed. This includes coaches.

   Cards, when printed, should be on official card stock.

   Photos will be deleted every 2 years and new ones will need to be
    uploaded.

    The “Print ID Card PDF” is only available when
     the team has been activated by the state.

    Cards must be printed on Official US
     Youth/SC Youth card stock.

CLUB PASS
   Club Passes allowed in
      league
      state cups,
      regionals
      nationals
     as defined in the rules governing these events.

   Players
     Must be registered at the same or lower level to club pass to
      Open, Junior Academy or Rec teams
     Must be registered at the Open or same level to club pass to
      PMSL, SCSCL or Piedmont teams.
     Must be registered with club they wish to club pass with at
      cups, regionals and nationals by the freeze date listed on the SC
      Youth Soccer calendar.
           Exception – Regional President’s cup is allowed 5 guest players as
            long as they are not registered as challenge or premier level players.
       Freeze dates are 48 hours prior to the first possible match of
        cup
CLUB PASS
   Game Day Roster – is an official SC Youth Soccer team roster
    that lists a maximum of 18 and a minimum of 7 eligible players
    for a particular competition.

   Game day rosters are required in conjunction with club pass
    players’ primary team pass.

   Can be done by manager or coach.

   Maximum of 7 club pass players in any one league game.

   You must have cards and/or roster with you at all league play
INTERNATIONAL CLEARANCE
   US Youth Soccer Rule 207

The Federation and FIFA have international clearance
requirements and procedures for players coming to the
United States to play soccer. A player age 10 or older
requiring international clearance must receive approval
from the US Soccer Federation prior to being registered.
INTERNATIONAL CLEARANCE

    Any player who was previously registered with a club
     outside the United States
        e.g. player most recently competed in Canada
PRACTICAL NOTES

   Prior clearance still valid if player has not subsequently
    registered with a club in a foreign federation
       e.g. Brazilian player received international clearance from
        U.S. Soccer to compete with club last season an has not
        registered elsewhere in the interim

   High School soccer in the US is not affiliated with U.S.
    Soccer and therefore does not follow FIFA’s regulations.

   Applicable when: player born outside US but is an American
    citizen who has never registered to play elsewhere
       e.g. player born to parents on US military assignment in Germany

   Documentation Necessary:
     First Registration Form
     Proof of US Citizenship (either passport, Consular Report of Birth
      Abroad, or Certificate of Citizenship/Naturalization)

   Cleared upon receipt and approval from US Soccer
MINORS PROCESS-BACKGROUND

   Article 19, FIFA Regulations – general prohibition on
    the international transfer/registration of minor players
    aged 10-17
     Enacted with intent of protecting youth soccer players from
      being moved internationally and taken advantage of by
      agents and/or large clubs
     Several limited, narrow exceptions to the general
      prohibition, but
         FIFA places burden of proof on player
         Very high threshold of evidence
MINORS PROCESS - GENERAL

   Applicable when:
     Player born outside US or has played with a club under a
      foreign federation; and
     Player between the ages of 10-17, does not meet
      requirements for Prior to 10 or First Registration of US
      Citizen

   e.g. player born in England who does not meet Prior to
    10 or First Registration of US Citizen clearance
    avenues want to register as a 16-year-old
MINORS PROCESS - GENERAL

   Documentation necessary varies based on type of clearance:
     Moved with parents for reasons not related to soccer
     50 km
     Foreign Exchange Student
     Refugee

   Cleared upon approval from FIFA’s Players’ Status

MINORS PROCESS – PARENTS EXCEPTION
   Must demonstrate to FIFA that player moved with his/her parents for reasons not related to soccer.
    FIFA requires
        Player’s Passport and Player’s Birth Certificate
             Must be in one of the four FIFA languages: English, French, German or Spanish
             If not, please submit a copy of the original birth certificate, along with a certified translation in one of the four FIFA
              languages.
        Player’s Parents’ Passports and Player’s Parents’ Work Visas
             Both parents
        Player’s Parents’ Proof of Residence (Lease or Mortgage agreement)
             Must include the following information: name(s) of occupants, residence start date, and address.
             If Lease or Mortgage is older than 6 months a current utility bill also needs to be submitted.
        Player’s Parents’ Proof of Employment (Employment Verification Letter that confirms the
         employment start date, the nature of the work performed, and the term of the employment
         (ongoing or contracted) or an offer letter that is signed and verified by the employer, pay
         stubs are not accepted)
             Employment verification is needed for both parents. If one of the parents does not work, please send a signed statement
              from the unemployed parent explaining why he or she is not employed.
        Completed ITC Request or First Registration form - Download
             If player has been previously registered outside of U.S., use ITC Request Form
             If player has never been registered to any club, use First Registration Form (if unsure send both)
        Statement from club indicating first contact with the player.
             Information about how and when the first contact was made needs to be included (via tryouts, parent email to club,
              friend of current player at club, etc.)
        Statement from the player’s parents regarding the reasons and circumstances behind their
         move to the United States.
          This is just a simple letter typed up and signed by the player’s parents.
         Additional documentation depending on the circumstances involved

   Please send all documents in separate, individual PDF files. FIFA TMS only permits the
    upload of PDFs and does not support any other file format. Documentation sent in any
    other format will not be accepted and will need to be resent in PDF format.

   Most commonly used exception
MINORS PROCESS – 50 KM EXCEPTION

   Player lives outside the US , but both player and
    club are within 50 km of their common borders
    and distance between them is less than 100km;
     Player passport and birth certificate
     Recent utility bill for parents’ address
     ITC form

    This exception does not work in South Carolina
MINORS PROCESS – EXCHANGE STUDENT
   Player taking part in an academic foreign exchange student
    program, and the club cannot have an affiliation or any links to a
    professional club:
       Player Passport, visa and birth certificate
       Parent Passports and signed authorization to register for the specific
        club
       Host parents IDs, signed authorization to register for the specific
        club, proof of residence (utility bill)
       Player exchange program application, additional information on the
        program
       Documentation of academic education (detailed daily class schedule),
        confirmation of participation from home school
       Signed statement from exchange program or player’s parents
        confirming return
       ITC/First Registration Form (whichever applicable)
       Club Letter addressing first contact with player

     Duration of program must be less than a year, or if longer than a year,
     player must be turning 18 in less than a year of have less than a year
     remaining
MINORS PROCESS - REFUGEE
   Player is unaccompanied refugee moving without parents
    and generally the club looking to join cannot have an
    affiliation or any links to a professional club:
       Proof of refugee status issued by US Government
       Player Passport and birth certificate
       Government decision regarding legal custody of the player,
        custody holder’s authorization to register
       Declaration of status of player’s parents
       ITC/First Registration Form (whichever applicable)

   Player is accompanied refugee moving with parents, and
    generally the club looking to join cannot have an affiliation
    or any links to a professional club:
       Use Parents Exception, but substitute the parents proof of refugee
        status issued by US Government or parent visas and employment
        verification
FIRST REGISTRATION OF NON-US CITIZEN
(18+)

   Applicable when: player born outside US who has
    never registered to play elsewhere
       e.g. player born in Panama who has never registered with a
        club in Panama or any other federation
   Documentation Necessary:
     First Registration Form
     Proof of ID (passport, visa, permanent resident card, or
      birth certificate)
   Cleared upon confirmation of no registration record
    from federation where player was born.
INTERNATIONAL TRANSFER CERTIFICATE (18+)

   Applicable when: player last played for a club in a foreign
    federation
       e.g. player last played with club in Mexico

   Documentation Necessary:
     ITC Form
     Proof of ID (passport, visa, permanent resident card, or birth
      certificate)

   Cleared upon receipt and processing of ITC from federation
    where player last played; provisional clearance issued if no
    reply on day 31 after US Soccer sent the request
PRACTICAL NOTE: US TERRITORIES

   Players born in Puerto Rico, US Virgin Islands and
    Guam must receive international clearance despite US
    Citizenship

   Each territory has its own federation, which is a
    member of FIFA
INTERNATIONAL CLEARANCE WRAP-UP

   Clearance requests should be submitted to South
    Carolina Youth Soccer Association, who submits to US
    Soccer.

   Clearance request must be submitted in a pdf format.
