Rationale • Why Public Sector should take the lead: – Carbon and resource constrained economy – Reap cost savings – Influence wider action by private and people sector – Not affected by split incentives and can afford longer payback periods – Public expectations for government to demonstrate leadership on efficiency initiatives

Environmental Scorecard • Electricity consumption - FY06: 2,080 GWh – 5.8% of national electricity consumption - FY07: 2,266 GWh (8.9% increase) - FY08: 2,383 GWh (5.2% increase) – 6.3% of national electricity consumption
Environmental Scorecard • Water consumption - FY06: 15.29 mil m3 - FY07: 15.46 mil m3 (1.1% increase) - FY08: 15.68 mil m3 (1.4% increase)
Energy Efficiency • To undergo Energy audits – By FY11: Existing buildings with central air- conditioning systems and more than 10,000m2 air- conditioned floor area – By FY12: Infrastructure facilities Cost of measures: $130k to $1.4m >$4.5m annual savings Average payback: 4.5 years Savings: 3% to 33%
Energy Efficiency • Energy audits – Adoption of the Guaranteed Energy Savings Performance Contracting Model (GESPCM) • The Energy Services Company (ESCO) carries out the energy audit and implements the measures • ESCO guarantees annual savings that the building will realise over a 5-year period as well as the Return on Investment (ROI) • MOM Building and Treasury Building • Energy monitoring and reporting - Separate reporting for data centres with more than 1,000 m2 floor area from FY09 onwards - Fusionopolis and National Library Building (separate energy meter)
Energy Efficiency • Air-conditioning – All buildings with central air-conditioning and more than 10,000m2 air-conditioned floor area to: • Install instrumentation to monitor and report the COP of their air-conditioning plants • Achieve a COP of at least 4.7 • Achieve a COP of at least 5.4 when retrofitting chiller systems Cost of measures: $100k to $2.6m $88k - $339k (based past projects) annual savings Payback: 1 - 8 years
Energy Efficiency • Ambient indoor air temperatures – All public sector premises to maintain the temperature at 24°C or higher. – Increase of 1°C in the air-conditioned indoor room temperature reduce air-conditioning electricity consumption by 3% • Energy Smart – Existing large office buildings with central air-conditioning and more than 10,000m2 air-conditioned floor area: within two years of energy audits – New buildings: within two years of operation – Environment Building, MFA Building, MOE Building, DSTA Tower A, National Library Building, Treasury, Tourism Court, CPF Building (Robinson) and MOM Building
Energy Efficiency • ICT equipment – All new office ICT equipment to meet latest ENERGY STAR standards from FY09 onwards Expected $30m savings over a period of 3 years – Green Procurement extended to include appliances from FY10 onwards Appliance Lifecycle Costs 0-tick 4-tick Refrigerator $3,720 $2,299 Air-conditioner $12,276 $6,450 • Energy Management Training – Energy manager to oversee the management of energy consumption and develop energy efficiency improvement plans
Water Efficiency • All agencies to participate in the 10% Challenge • Buildings owned by agencies to be certified as Water Efficient Buildings by FY10 – 564 buildings certified Cost of measures: Less than $1k $5k annual savings (for building with about 50,000m2 GFA, which consumes about 48,000m3 of water annually)
Waste Minimisation • All agencies to implement recycling programmes at their premises by FY09 – E.g. paper products, aluminium cans, toner cartridges – 57 agencies have implemented recycling programmes
Other Measures • Eco-Office – All agencies to achieve the Eco-Office Green Office Label by FY11 – MOM, NEA, PUB, NParks, Republic Polytechnic and MEWR • Green Mark – New public sector buildings with more than 5,000m2 air-conditioned floor area: Green Mark Platinum – National Library Building, Nanyang Polytechnic and Republic Polytechnic – Existing buildings with more than 10,000m2 air-conditioned floor area: Green Mark GoldPlus by 2020
Environmental Scorecard • Environmental scorecard – All agencies to provide annual progress updates on their environmental sustainability efforts by 31 May 11 – Online reporting system for use from FY10 – From FY11 onwards, all ministries and organs of state to provide an overall energy savings target for their family of agencies for the period FY11-FY13
Energy Savings Target – All ministries and organs of state to provide an overall energy savings target for their family of agencies from FY11 • Target should be able to achieve energy savings that would keep aggregate energy consumption at FY09 levels, or better, by FY13. • MOM Building – 10.2% reduction in energy consumption or annual cost savings through implementation of energy efficiency measures identified in energy audit • Treasury – $260k in annual cost savings through implementation of energy efficiency measures identified in energy audit
