What We are Working on • Expanding access to public funds through Preschool Promise, Early Childhood Equity Fund • Supports for providers to reduce suspension and expulsion in birth- age 5 child care • Training and technical assistance for providers • Preparing to become the Department of Early Learning & Care
COVID-19 Updates
COVID-19 Updates • Child Care Provider COVID-19 Requirements and Recommendations • Masks • Vaccines • Reporting to Local Public Health Authority (LPHA) • Nurse Line: 1-833-647-8222 • Supply Bundles: Masks, gloves, disinfectant wipes, and baby wipes. Order from ELD website.
Masks •Masks required indoors ages 5 (attending kindergarten) and older •Includes home-based child care providers •Children age 5 in preschool-age group do not need to mask •Outdoor mask mandate does not apply to child care •Adult face shields approved only with documented medical exemption
Vaccines • Vaccines are only required for staff/volunteers age 16 and older in programs that operate in or on a K-12 facility. • Early learning programs that lease space on a K12 campus, but share no facilities (including playground), staff are not required to vaccinate. • Responsibility of the employer to ensure compliance and verify status.
Reopening Grants Update
Applying for Reopening Grants Event Action Grant application opens August 30, 2021 –November 30, 2021 Grant Performance Period July 1, 2021 and end 6-months after a fully executed contract Application review Twice monthly
Who is Eligible? Licensed License-exempt receiving ERDC • Owned or operated a licensed child care • Listed and approved to receive child care during February 2020, and subsidy with ODHS during February 2020, and • Discontinued providing child care between March 1, 2020 - June 28, • Did not provide serves between March 1, 2021 (except for regularly scheduled 2020 - June 28, 2021 (except for regularly closures) and scheduled closures) and • Reopened or has plans to reopen after • Reopened or has plans to reopen after June 30,2021 June 30,2021 • Commits to be enrolled with Find Child • Commits to be enrolled with Find Child Care Oregon and open for referrals. Child Care Stabilization Grants
ARPA Child Care Stabilization Funds $248,908,466 90% ($224 million) must go to Stabilization Grants: • Grants are designed to stabilize existing child care businesses, not fund start-up of a new child care provider not yet operating. 10% ($24.9 million) allowable as follows: • Administering stabilization subgrants • TA and Support for subgrant applications
ARPA Child Care Stabilization Funds Eligibility Criteria
Federal- Allowable Expenses • Wages and benefits • Workforce recruitment and retention • COVID-19 vaccines, time-off, and transportation • Rent and utilities • Cleaning and sanitization of supplies and services • Equipment and supplies (including information technology) • Goods & services to maintain or resume child care services (including licensing fees) • Reimbursements to themselves for expenses prior to ARPA • Mental health services (including the ability to "opt in" to certain services)
