Annett Road, Walton Transport Statement 1.0 INTRODUCTION 1.1.1 David Tucker Associates (DTA) have been commissioned by East Street Homes to provide transport and highways advice for the demolition of an existing garage and MOT centre and the construction of 10 flats at Annett Road, Walton-on-Thames. The proposed site plan is attached at Appendix A. 1.1.2 This Transport Statement (TS) has been prepared in accordance with the National Planning Policy Framework (NPPF). The NPPF document states that all developments that generate significant amounts of movements should be supported by a Transport Statement or Transport Assessment. This TS includes the following headings: Chapter 1: Introduction Chapter 2: Existing Conditions Chapter 3: Development Proposals Chapter 4: Proposed Traffic Generation Chapter 5: Summary and Conclusions 1.1.3 This TS considers the traffic impact of the development proposals on the adjacent highway network. The site is forecast to generate a modest number of vehicular movements and would not result in a detrimental impact on the local highway network. SKP/JW 21260-01 Transport Statement 1 8th April 2020
Annett Road, Walton Transport Statement 2.0 EXISTING CONDITIONS 2.1 Site Location 2.1.1 The site is located in the town of Walton-on-Thames (Figure 1). It is located within a residential area of Walton with dwellings surrounding the site and Annett Road running on a north – south alignment along the north eastern boundary. 2.1.2 The site is currently occupied by a MOT testing centre which currently occupies two units on the site. Access to the site is via a footway crossover onto Annett Road. 2.2 Local Highway Network 2.2.1 The existing vehicular access to the site provides access to the garage and a MOT centre. Annett Road north – south alignment to the east of the site and provides access to the A3050 Terrace Road to the south. Annett Road is a cul – de -sac which provides access to existing dwellings. Annett Road is subject to a 30mph speed limit and has footways on both sides of the road and is street lit. 2.2.2 Parking is permitted along both sides of Annett Road. There are white lines in front of a pair of garages opposite the proposed site access prohibiting obstruction in front of the garages and there is a designated disabled space approximately 15m east of the Terrace Road / Annett Road priority junction. Operationally, the running carriageway functions largely as a single lane width as parking is present on both sides of the road. 2.2.3 The A3050 runs on an east – west alignment from Hampton Court in the east to Weybridge in the west. 2.2.4 Locally, the A3050 is subject to a 30mph speed limit. It has footways on both sides of the road and is street lit. 2.2.5 The A3050 provides access to the A244. To the north, the A244 provides access to Sunbury-on-Thames and M3, A308 and the A316. 2.3 Existing Parking 2.3.1 In order to establish existing overnight on street parking within the vicinity of the site, a parking beat survey was undertaken on Tuesday 17th and Wednesday 18th September 2019 at 02:30 on Annett Road, A3050 Terrace Road, Dudley Road, Sidney Road and SKP/JW 21260-01 Transport Statement 2 8th April 2020
Annett Road, Walton Transport Statement Alpine Road. The survey was undertaken in accordance with the Lambeth Methodology, which represents best national practice. 2.3.2 The survey reported that there were cars parked along Annett Road throughout the two days. On the Tuesday, there was one available space and no availability on the Wednesday during the survey at 02:30. 2.3.3 On the surrounding roads, the streets have parked cars on either side of the road. There are also parking restrictions along Terrace Road and Sidney Road preventing residents from parking on street. The parking beat survey is provided at Appendix B. 2.4 Personal Injury Collision Data 2.4.1 Personal Injury Collision (PIC) data has been obtained from CrashMap for the latest five year period of data available. The data has been reviewed for the full length of Annett Road and approximately 200m along the A3050 Terrace Road with approximately 100m to the north of the A3050 Terrace Road / Annett Road priority junction and approximately 110m south of the priority junction. 2.4.2 There has been one collision on Annett Road which was recorded as serious. It occurred approximately 150m north of the A3050 Terrace Road / Annett Road priority junction. The incident involved two vehicles resulting in one serious casualty. 2.4.3 There have been a further nine collisions on the A3050 Terrace Road with proximity to the site. To the north of the A3050 Terrace Road / Annett Road, there have been six collisions. Five of these occurred within the vicinity of the A3050 Terrace Road / Dudley Road priority junction. The sixth collision occurred approximately 30m north of the A3050 Terrace Road / Annett Road. 2.4.4 Two slight collisions were recorded on the A3050 Terrace Road / Sidney Road mini roundabout approximately 35m south of the A3050 Terrace Road / Annett Road priority junction. Additionally, a slight collision occurred approximately 100m south of the A3050 Terrace Road/ Annett Road priority junction. 2.4.5 The data received has identified that one collision was recorded as serious injuries being sustained on Annett Road. The reaming nine collisions on A3050 Terrace Road have been recorded as slight. SKP/JW 21260-01 Transport Statement 3 8th April 2020
Annett Road, Walton Transport Statement 2.5 Walking and Cycling 2.5.1 Footways are present along both sides of Annett Road. They are approximately 2m wide. The A3050 Terrace Road has a footway / cycleway running along both sides of the carriageway. The footway cycleway extends in Walton on Thames and continues to other local towns including Lower Halliford. 2.6 Accessibility 2.6.1 The site is located approximately 670m from the centre of Walton-on-Thames where there are a number of facilities including Sainsbury’s, Next, banks, café’s and opticians. Also, within the vicinity of the site are nurseries, school, doctors and dentists. 2.6.2 Table 1 shows the distance to these services and facilities. All measurements are based on the most direct walking routes and the walking and cycling times based on 1.4 m/s for walking and 4.2 m/s for cycling. The stops are approximately 100m to the south of the site. The bus stops are provided with a post and flag arrangement and both have a bus bay. Additionally, the eastbound stop has a raised kerb. 2.7.2 The stops are served by the 458, 461, 461, 564 and 663. A summary of the services are provided in Table 2 below. The station has 294 cycle storage spaces. Additionally, there is a 50 space car park with 2 accessible spaces. 2.7.4 The station is served by bus service 458. The 458 provides a daily service from the bus stops on Terrace Road. However, from Walton-on-Thames High Street, an hourly service is provided. Annett Road, Walton Transport Statement site. 2.7.5 The station is operated by South Western Railway and it provides four trains per hour to London Waterloo, a half hourly service to Woking and a half hourly service to Basingstoke. 2.8 Summary 2.8.1 A review of the existing conditions in Walton-on-Thames have identified that the existing highway network currently serves dwellings and there are footway / cycleways provided to accommodate pedestrians and cyclists from the new development. Facilities within the village are within walking distance from the site using existing footway / cycleways along the A3050 to the town centre. 2.8.2 A review of collision data within the vicinity of the site concludes that there are no concerns with highway safety. 2.8.3 There is bus provision along Terrace Road with both sets of stops within 100m of the site. the services from these stops provide access to local destinations including Staines, Kingston Upon Thames, Addlestone, Chertsey South, Walton-on-Thames and Whiteley Village. 2.8.4 Walton-on-Thames Railway Station is approximately 2.3km from the proposed site. the station has a car park and cycle storage facilities. South Western Railway provide four trains per hour to London Waterloo, a half hourly service to Woking and a half hourly to Basingstoke. Both London Waterloo and Basingstoke allow passengers to change trains to access wider national destinations. SKP/JW 21260-01 Transport Statement 7 8th April 2020
Annett Road, Walton Transport Statement 3.0 DEVELOPMENT PROPOSALS 3.1 Overview 3.1.1 The development proposals are to demolish the existing MOT centre and garage and construct 10 flats on the plot of land. 3.2 Site Access Arrangement 3.2.1 The proposed development will be accessed in the location of the existing access onto Annett Road. 3.2.2 As stated in the existing conditions section, there are parked cars present along both sides of Annett Road. Manual for Streets 2 states that ‘Parking in visibility splays in built- up areas is quite common, yet it does not appear to create significant problems in practice.’ It continues to state that ‘At urban junctions where visibility is limited by buildings and parked cars, drivers of vehicles on the minor arm tend to nose out carefully until they can see oncoming traffic, and vice-versa.’ Therefore, given the proposed development is on an urban cul-de-sac, drivers will nose out, and will be in line with existing local conditions. 3.3 Proposed Car Parking 3.3.1 The proposed onsite parking is in line with the Surrey County Council Vehicular and Cycle Parking Guidance (January 2018). Figure 1 of the document sets out the recommended guidance for residential parking. The requirement for flats is 1 space per unit. In accordance with this, the site provides 10 car parking spaces. Electric Vehicle Charging Provision 3.3.2 With regard to electric vehicle charging requirements, flats require that 20% of available spaces are to be fitted with a fast charge socket. Additionally, a further 20% of available spaces are to be provided with power supply to provide addition fast charge socket. The charge point specification is a 7kw Mode 3 with Type 2 Connecter and the power requirements are a 230v AC 32 Amp Single Phase dedicated supply. 3.3.3 There are 10 car parking spaces proposed on site. A vehicle swept path analysis showing a car accessing parking spaces is provided on Drawing 21260-08-3. 3.4 Proposed Cycle Parking 3.4.1 The Vehicular and Cycle Parking Guidance set out that flats should have one cycle space SKP/JW 21260-01 Transport Statement 8 8th April 2020

This provision will be located in the curtilage of the property or in a bike store. 3.5 Refuse Collection 3.5.1 Refuse collection will be made from Annett Road. It is proposed that the refuse vehicle will collect as per the existing arraignment by heading along Annett Road and turning at the turning head provided. As it heads south along Annett Road, back towards Terrace Road, the vehicle will reverse from Annett Road into the site access. The vehicle will reverse 12m into the site leaving a 10m carry distance in accordance with Elmbridge Borough Council Household Waste Collection Guidance For Developers. The vehicle will then exit the site in forward gear and turn right towards Terrace Road. There is a single white line in front of a pair of garages opposite the site access restricting parked vehicles from obstructing the access to the garages. A swept path analysis showing the movement is provided on Drawing 21260-08-2. 3.6 Servicing 3.6.1 A swept path analysis of a 7.5t box van, typically for home delivery, has been tracked in and out through the site. This shows that the vehicle is able to enter and exit the site in forward gear as well turn in the turning head provided. This is provided in Drawing 21260-08. Annett Road, Walton Transport Statement 4.0 PROPOSED TRAFFIC GENERATION 4.1 Existing Traffic Generation 4.1.1 The traffic generation of the commercial uses has been estimated, following interrogation of the TRICS (online 7.6.3) database. TRICS (Trip Rate Information Computer System) is an online database of trip rates for developments used in the UK, for transport planning purposes. 4.1.2 It is the industry standard source of such data and is accepted as a means of forecasting traffic generation from developments by Local Highway Authorities. 4.1.3 To provide an historic estimate of the commercial uses, trip rates have been extracted from the database for commercial car repair. The weekday trip rates and resulting traffic generation for the uses are detailed in Table 3. The existing site floor area is c.300 sqm. This database contains surveys of the vehicle and multimodal trip generation of a wide variety of sites which are classified by land use and various other attributes. 4.2.2 The TRICS database has therefore been interrogated for 03 – Residential / C - Flats Privately Owned. The trip rates have been provided against the following criteria: • London, Northern Ireland and Ireland removed; • Number of flats: 6 to 25 selected; • Date Range: 01/01/11 to 13/11/18; SKP/JW 21260-01 Transport Statement 10 8th April 2020
Annett Road, Walton Transport Statement • Weekday only; and, • Town Centre, Edge of Town Centre, Suburban Area, Edge of Town and Neighbourhood Centre. 4.2.3 The resulting TRICS outputs are attached at Appendix C and summarised below in Table 4. Annett Road, Walton Transport Statement 5.0 SUMMARY AND CONCLUSIONS 5.1.1 David Tucker Associates (DTA) have been commissioned by East Street Homes to provide transport and highways advice for the demolition of an existing garage and MOT centre and the construction of up to 10 flats at Annett Road, Walton-on-Thames. 5.1.2 The site is well located in proximity to Walton-on-Thames town centre. The site is connected to Walton-on-Thames via two footway/ cycleways, which run along either side of Terrace Road. Walton town centre includes services and facilities such as clinics, cafes, banks, convenience stores, opticians, a gym, department stores and supermarkets. Further afield, there are schools, doctors, garden centre and leisure centres. 5.1.3 There are frequent bus services from bus stops approximately 100m from the site and Walton railway station provides frequent services to London Waterloo and Basingstoke. 5.1.4 A review of personal injury collision data has been undertaken which confirms that there was one recorded collisions on Annett Road and there is no trends or cluster of collisions that will be exacerbated by the proposed development. 5.1.5 The development will be served from a priority crossover junction onto Annett Road in the location of the existing access into the MOT garage. 5.1.6 The vehicle and cycle parking on the site are in line with the Surrey County Council Vehicular and Cycle Parking Guidance (January 2018). There will be 10 car parking spaces on the site and cycle parking will be stored in either a communal store or within the curtilage of a dwelling. 5.1.7 The refuse vehicle tracking demonstrates that a refuse vehicle will reverse into the site for a distance of 12m. There will be a walk / carry distance of 10m in accordance with Elmbridge Borough standards. The refuse vehicle will exit the site in a forward gear. 5.1.8 The traffic generation forecasts confirm that the site will generate minimal levels of traffic onto the local highway network and indeed less than the existing site use. It is therefore concluded that the development and will have no material adverse impact on the local highway network. 5.1.9 This Transport Statement has demonstrated that the development is fully in accordance with both national and local policy and in particular confirms that the impact of the SKP/JW 21260-01 Transport Statement 12 8th April 2020
Annett Road, Walton Transport Statement development is not severe. On this basis it is concluded that there are no reasonable grounds for refusal on highway grounds. SKP/JW 21260-01 Transport Statement 13 8th April 2020
