PURPOSE
Catawba County is soliciting proposals for two new vehicles (1) pickup truck and (1) Special
Utility Vehicle (SUV). We need immediate delivery and are looking for new vehicles that are on
the lot (or that can be delivered within two weeks) that most closely complies with our basic
requirements. The proposals for each vehicle will be awarded separately to the dealer that is
the lowest, responsible, responsive proposer that meets our requirements.
Questions concerning the proposal request should be directed in writing to Sandra Martin,
Purchasing Manager via e-mail at smartin@catawbacountync.gov. All questions answered will
be in the form of an addenda which will be posted on the County’s website:

Catawba County reserves the right to reject any and or all proposals and to waive any
formalities as may be permitted by law.

Instructions to Proposers
   1. Proposals will be received no later than 2:00 P.M., January 21, 2022. Proposals can either be hand-
      delivered to the Purchasing Office or e-mailed to Sandra Martin at
      smartin@catawbacountync.gov.

   2. All proposals will be quoted FOB, delivered to Catawba County Garage, Newton, N.C.
      Advanced notice of delivery must be provided no less than (1) one business day prior to
      the proposed delivery date. For any questions contact Fleet Management at
      828-465-8331.

   3. Payment will be made after acceptance of the equipment by Catawba County.

   4. All items shall be new and of the current manufacturer. No used vehicle will be
      accepted.

   5. The successful proposers shall provide one copy of the operation and maintenance
      manual and one copy of the parts manual.

   6. The following documents shall be provided with the vehicle upon delivery:
Original Certificate of Origin
   Original Bill of Sale
   Original Odometer Disclosure
   Original Damage Disclosure

   All vehicle title documents should be addressed to Catawba County. The address
   should be 150 Government Drive, Newton, North Carolina 28658.

   Insurance Information: State National Insurance Co., Inc. Policy #BPFAU101068.
7. The evaluation of the vendor proposals shall center on the match between the stated
   specification requirement and the vendor’s proposed equipment including a selection of
   the lowest responsible proposer, with consideration of past performance, service
   record, and delivery.

8. Sales tax should not be included in the proposal price, but shall be added as a separate
   item on the proposal form. Catawba County will pay any road use tax directly to the
   Department of Motor Vehicles.

9. Specifications contained herein, in some cases may refer to brand names. Brand names
   are used only to set the quality and the general style, type, and character of the
   specification. The quality of the proposal shall meet or exceed that of the referred to
   brand name.

10. The parties acknowledge that this Agreement is made and entered into in Catawba
    County, North Carolina, and will be performed in Newton, North Carolina. The parties
    further acknowledge and agree that North Carolina law shall govern all the rights,
    obligations, duties, and liabilities of the parties under this Agreement, and that North
    Carolina law shall govern the interpretation and enforcement of this Agreement and any
    other matters relating to this Agreement.

11. Catawba County reserves the right to reject any and all proposals and to waive any
    formalities as may be permitted by law.

12. Any questions concerning this proposal shall be submitted in writing via e-mail, no later
    than 5:00 p.m., January 11, 2022, to Sandra Martin at smartin@catawbacountync.gov.

13. Upon delivery the vehicle will be subject to inspection to verify conformance with
    specifications by the staff of the County’s Fleet Division. The vehicle proposal must
    meet or exceed these specifications.

14. Any defects or failure of equipment to perform or comply with any County requirement
    must be immediately remedied by the vendor at the vendor’s own expense prior to
    acceptance by the County.
15. The vendor shall be responsible for seeing that any and all laws of the State of North
    Carolina concerning certificate of origin, title, transit or transportation documents, et al,
    are complied with in all respects.

16. Pricing shall remain valid for 30 days after the proposal due date prior to award.

17. E-VERIFY. I understand that E-Verify is the federal E-Verify program operated by the
    United States Department of Homeland Security and other federal agencies, or any
    successor or equivalent program used to verify work authorization of newly hired
    employees pursuant to federal law in accordance with N.C.G.S. § 64-25 et. Seq. I am
    aware of and am in compliance with the requirements of E-Verify and Article 2 of
    Chapter 64 of the North Carolina General Statues. To the best of my knowledge any,
    subcontractors employed by me as a part of this contract are in compliance with the
    requirements of E-Verify and Article 2 of Chapter 64 of the North Carolina General
    Statutes.

18. Catawba County staff are responsible for verifying that the contractor is not listed on
    the Iran Divestment List or the Companies Boycotting Israel Final Divestment List
    published by the NC State Treasurer pursuant to N.C.G.S. 147-86-60. The County shall
    not contract with any company or their affiliates listed on these divestment lists.

Specifications

                    Vehicle #1 and Vehicle #2 will be awarded separately

Below are the minimum specifications for one 4x4 pickup truck. Vehicle shall be new 2022 and
available for immediate delivery. Vehicle shall meet these minimum requirements and the
vendor shall attach full specifications (window sticker) for the vehicle proposed. More than one
vehicle can be submitted for consideration. Acceptable exterior colors are White, Gray, Dark
Colors Except for Black, Red, Purple, or Orange.
