The Ministry Annual Budget of the Ministry (₹. in Crore) • The Ministry has spent 6000 5317 ₹. 18415.18 crores for 4473 4794 3832 development of tribals in the last 4 years from 2014-15 to 2017-18. 2014-15 2015-16 2016-17 2017-18 2018-19
Scheduled Tribe Component (STC) (earlier known as Tribal Sub Plan) • Allocations under STC has seen an increase of 94% in Allocation under STC last 4 years from ₹. 19437 crores in 2014-15 to (Rs. In Crores) 37803 ₹. 37803 crores in 2018-19. 31328 • With addition of 8 Ministries / Department allocations under STC has increased to 37 in 2018-19. 19437 20025 20956 • The new ministries are Ministry of Skill Development and Entrepreneurship, Ministry of New and Renewable Energy, Ministry of Development of North Eastern Region, Ministry of Power, Ministry of 2014-15 2015-16 2016-17 2017-18 2018-19 Food Processing Industries, Department of Animal Husbandry, Dairying and Fisheries, Department of Commerce and Department of Consumer Affairs,
Monitoring • Allocation of Business Rules (ABR) was amended in January, 2017 whereby Ministry of Tribal Affairs (MoTA) was given the mandate for monitoring of STC funds of Central Ministries. • An online monitoring system has been put in place (www.stcmis.gov.in) for monitoring of expenditure vis-à-vis allocations, physical performance and outcome monitoring. • In respect of expenditure on Tribal Development by States, the Project Appraisal Committee (PAC) headed by the Secretary, Tribal Affairs reviews progress of the works sanctioned in previous years and approves the future plan of the States. • Several regional meetings were held to review the progress of various projects funded by the Ministry under different schemes. • Nodal Officers have been appointed for different States for extensive monitoring at field level.
Eklavya Model Residential Schools (EMRSs) • Of the total 205 functional EMRS, 74 schools have become functional in last 4 years compared to 131 in 15 years. • Number of students enrolled in the EMRSs have almost doubled during the last 4 years. Currently around 60,000 students are enrolled. • Of the 278 EMRS sanctioned since 1999, 106 were sanctioned in last 4 years resulting in an additional 50880 seats. • ₹. 891.7 crores released towards recurring cost during last 4 years. Recurring cost increased by 46% from ₹. 42000 per student per annum to ₹. 61500. • As per budget announcement 2018-19, all the blocks (having 50% or more ST population percentage and 20,000 or more ST population) are likely to have an EMRS by 2022.
EMRS Achievements • EMRS Students have done exceptionally well in academics. Nearly 90% pass percentage of which 53% have secured 1st division in 10th and similarly 81% pass percentage of which 61% have secured 1st Division in 12th. Girls outshone boys. • A number of students from our EMRSs have successfully cleared NEET, IIT-JEE, Footwear Design Institutes etc. For the current year the figure are as follows: • 146 students have cleared NEET, 253 students have cleared JEE Main Exams, 8 have cleared CLAT • Our schools have produced several toppers in the 10th and 12th examinations. (Sima Soren of EMRS Kanksa, West Bengal secured the 1st rank in the State in Santali Language in 12th Exam of 2018, 4 Students of EMRS Gamnom-Sapormeina, Manipur were subject toppers in commerce in the State in 2017, etc.)
EMRS Achievements • Abhisek Kumar of EMRS Antagarh, Kanker, Chhattisgarh selected in National Kho Kho Team this year. • Students of EMRS Singardeep, Madhya Pradesh were selected for National Karate Championship after winning Gold and Silver Medal in State Level Championship in 2017 • Students of EMRS Ooty, Tamil Nadu selected for State Level Badminton Nationals in 2017 • Students of EMRS Nichar, Kinnaur, Himachal Pradesh participated in the National Volleyball Championship (U-17 Girls) • GIRLS OF GANGYAP, Sikkim ( Sikkim State Basketball Champions since 2008, Darjeeling Hill Basketball Champions since 2011, North East Basketball Champions CBSE Cluster 1 since 2010, CBSE Nationals Winner in 2011, 2013, Silver in 2012, Bronze in 2016 & 17, Silver in Nepal Invitational Basketball Championship in 2014, Nima Doma Bhutia selected Best Player in CBSE Nationals in 2011, 2012,2013 - won the Chacha Nehru Sport's Award for these years • Marching Contingent of EMRS Nagrakata, West Bengal bagged the Best Marching Contingent in the State Level Republic Day Parade – 2018
EMRS Achievements • The Ministry has been encouraging promotion of sports by supporting creation of sports infrastructure (mini-stadium, well-equipped playground, astro-turf grounds etc.) • This year the Ministry is also planning to organize a National Level EMRS Sports Meet in the month of December, 2018 • State Level EMRS Sports Meet are scheduled to be held during November. Each State is bringing out its schedule.
Ashram Schools • The Ministry has been supporting the establishment of Ashram Schools through a specific schematic intervention • Till date the Ministry has funded establishment of around 1205 Ashram Schools with a capacity of around 1,15,500 seats. • Students of these Ashram Schools have excelled in multiple fields with the recent being Scaling of Mt Everest by students from Maharashtra and Andhra Pradesh
Students of Ashram School scale Mt. Everest 5 Ashram School students from Maharashtra and 6 students from Andhra Pradesh successfully scaled Mt. Everest in May, 2018. More than 16 (11 from Andhra Pradesh, 5 from Maharashtra) reached the advance base camp (above 6400 mtr)
Tribal Research Institutes • Focus has been on establishing TRI in each of the Tribal dominated States. • 6 new TRIs sanctioned in last 4 years in the States of Andhra Pradesh, Arunachal Pradesh, Jammu & Kashmir, Mizoram, Nagaland and Sikkim to give more impetus to tribal research in these States. • In total, there are 24 TRIs in the country working on tribal research, development, preservation etc. • There has been a 300% Increase in the Budget for Research & Evaluation studies, Primers in regional languages, Audio/Video Ethnographic Studies, Preservation of Tribal Heritage etc. Tribal Repository Tribal repository (www.tribal.nic.in/repository) was launched which is a unique digital repository of documents, folks songs, photos, videos regarding their evolution, place of origin, lifestyle, eating habits, architecture, education level, traditional art, folk dances and other anthropological details of the tribes in India. The repository currently has more than 10,000 photographs, videos and publications.
Museums for Tribal Freedom Fighters • Hon’ble PM made announcement in his Independence Day Speech on 15th August 2016, MoTA regarding setting up tribal freedom fighters as follows: “The Government desires and is planning permanent museums in the States where Tribal lived, struggled against the Britishers and refused to be bowed down. The Government will work to make such museums in different States so that the coming generations may know how our tribals were far ahead in making sacrifices.” • Six Tribal Freedom Fighter Memorials approved including two of national importance – Narmada (Gujarat) and Birsa Munda Central Jail (Ranchi)
GUJARAT (Garudeshwar, Rajpipla - 70.13 acres) Total Cost: ₹.102.55 Cr MoTA Contribution: ₹.50 Cr Theme: National Tribal Freedom Movement to be showcased in 3 Phases: Pre-1857 Period, Post 1857 to end of 19th Century & 20th century upto independence. Will cover major tribal freedom movements across the country. Highlights: Design incorporates many tribal elements and latest State-of-the-Art technologies including 3D and 7D holographic projections, Live enacted documented recordings of performances representing incidences.
JHARKHAND (Ranchi – 40 acres) Total Cost: ₹.36.66 Cr MoTA Contribution: ₹.25 Cr Theme: Central jail where Bhagwan Birsa Munda imprisoned by the British. The cell where he died is seen by many as a place of worship. Highlights: Preservation & Restoration of heritage campus, Mixed media Mural with Motion Sensor, Interactive Multi Touch wall, Futuristic Virtual Hologram Projection.
CHHATTISGARH (Raipur - 22.50 acres) Total Cost: ₹.25.66 Cr MoTA Contribution: ₹.15 Cr Theme: Showcase the movement led by Shaheed Veer Narayan Singh and other tribal leaders in Chhattisgarh against British oppression. Highlights: Shaheed Veer Narayan Singh statue to be placed at the centre of plaza, Thematic Laser show on the life of Shaheed Veer Narayan Singh.
ANDHRA PRADESH (Lambasingi – 35 acres) Total Cost: ₹.35 Cr MoTA Contribution: ₹.15 Cr Theme: Showcase the struggle and the adventure of the brave tribal freedom fighters under the leadership of Sri Alluri Sita Rama Raju. Highlights: Live marketing of tribal Arts, artefacts and handicrafts, Musical water fountain with sound & lighting and laser show. The location is near Vizag in Arakku Valley, which is fast emerging as a major tourist destination.
MADHYA PRADESH (Chhindwara – 8.51 acres) Total Cost: ₹.38.26 Cr MoTA Contribution: ₹.15 Cr Theme: Showcase life of various tribal freedom fighters of Madhya Pradesh. Highlights: Virtual Reality Gallery will have digital 3D stimulator of short duration through multimedia content generated on various themes, Digital walkthrough for differently abled persons.
KERALA (Kozhikode – 0.75 acres) Total Cost: ₹.16.16 Cr MoTA Contribution: ₹.15 Cr Theme: Showcase the struggle and the 3 adventure of the brave tribal freedom 2 fighters under the leadership of Thalakkal 1 4 Chandu. Highlights: Themed environments, gaming elements; Cartoon and Anime style of storytelling; Bionic movements and animatronics for young visitors; Artificial climatic simulations – mimicking tropical rainforest conditions such as mist, rain and wind; State of the art digital storytelling.
National TRI - Museum • The Ministry has proposed to set up a National Level TRI along with a National Tribal Museum at Delhi. • The National Level TRI will be responsible for coordinating the activities of State TRIs along with taking up national level studies. • The National Tribal Museum to be housed under this will showcase the rich tribal culture and heritage using state-of-the art technologies.
Forest Rights Act (FRA) • A total of 18, 40,370 titles have been distributed under Forest Rights Act, 2006 covering an area of 143.00 lakh acres across the country. • A Forest Rights portal i.e. http://forestrights.nic.in has been developed by the Ministry exclusively for the Act which gives complete information about the Forest Right Act and Rules and facilitates the filing of claims under the Act. • The Ministry has taken up the monitoring of implementation of FRA closely with the States. • Several regional meetings were organized to review the implementation. Currently State level reviews are being done. • States have been asked to enumerate the number of Gram Sabhas in tribal areas and to find out if rights under FRA has been given. Due process is being followed to ensure this. • Focus has also been on using geo-spatial data for reviewing the implementation.
Scholarships • ₹. 5404.97 Crores disbursed in last 4 years benefitting around 30 lakh ST students every year under Pre / Post Matric Scholarships. • Implementation of Post Graduate Fellowship scheme taken over from UGC and made online and DBT compliant. Delay in disbursement reduced from 2 years to timely quarterly payments. • Family Income ceiling for eligibility for top class scholarship scheme increased from ₹. 4.50 Lakhs to ₹. 6.00 Lakhs • National Overseas Scholarship scheme has been made student-friendly, with Online Application process and allowing for flexibility in course choices and changes

NGO Grants • Ministry has been funding NGOs in service deficient areas in sectors such as Health, Education etc. • In order to ensure transparency and in line with Government policies, NGO Grants portal has been developed (www.ngograntsmota.gov.in) • Henceforth, all interventions will be funded through applications received only through online portal.
Aspirational Districts • Out of the 115 Aspirational Districts identified by NITI Aayog, there are 27 Districts which have 50% or more ST population and another 13 Districts that have 2 or more Blocks having 50% or more ST population. • The Ministry is currently focussing on these 40 tribal dominated Aspirational Districts. Focus areas have been identified and regular communication between the District Collectors and Prabhari Officers is being ensured. • During the recently concluded Project Appraisal Committee meetings, projects of approx. ₹. 600 crores have been sanctioned for implementation in the aspirational districts. • The Ministry also been allotted three aspirational districts viz. Chandel (Manipur), Ribhoi (Meghalaya) and Korba (Chhattisgarh). Meetings with Prabhari officers are being held for monitoring development on different indices.
Increase in Scheduled Areas • The Government has recently approved declaration of Scheduled Areas in respect of State of Rajasthan under Fifth Schedule to the Constitution of India. • As a result, the Scheduled Tribes residing in Banswara, Dungarpur, Pratapgarh, and partial areas of Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi districts of Rajasthan will get benefits of protective measures available under the Fifth Schedule to the Constitution of India. • The areas comprising of 3 complete districts namely,Banswara, Dungarpur, Pratapgarh; 9 complete tehsils, 1 complete block and 46 complete gram panchayats covering 227 villages in district Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi of Rajasthan, would be included in the Scheduled Areas in the State of Rajasthan.
Van Dhan Yojana Launched by Hon’ble Prime Minister on 14th April, 2018 at Bijapur, Chhattisgarh • Van Dhan Mission is an initiative for targeting livelihood generation for tribals by harnessing non-timber forest produces, the true wealth of forest i.e. Van Dhan with an estimated value: Rs.2 Lakh Cr. per year. • It shall: • Promote and leverage the collective strength of tribals (through SHGs) to achieve scale • Build upon the traditional knowledge & skill sets of tribals by adding technology & IT for value addition • To set-up tribal community owned Van Dhan Vikas Kendras (the Kendra) in predominantly forested tribal districts. • A Kendra shall constitute of 10 tribal SHGs, each comprising of upto 30 tribal NTFP gatherers or artisans i.e. about 300 beneficiaries per Kendra • Convergence with Panchayati Raj is envisaged. To be launched in the aspirational districts initially. Will spread to all tribal areas.

Support to Tribals - NSTFDC • NSTFDC, a fully owned Public Sector Enterprise of Government of India, is provided with 100% equity share capital contribution by the Ministry of Tribal Affairs. • Main objectives of NSTFDC are § Identify economic activities of importance to the STs § Upgrade their skills and processes through both institutional and on the job training. § Make existing State/ UT Scheduled Tribes Finance and Development Corporations (SCAs) and other developmental agencies engaged in economic development of the STs more effective. § To assist SCAs in project formulation, implementation of NSTFDC assisted schemes and in imparting training to their personnel. § To monitor implementation of NSFDC assisted schemes in order to assess their impact. § The STFDCs are catering to STs in various States and are provided assistance in the form of contribution towards share capital by this Ministry.
